But what a great year it’s been. We’ve hosted terrific speak- ers on FM careers, Joint-basing, business leadership in tough economic times, the future of auditing, deployed financial man- agement, fiscal law, and raising the bar in career professionalism. And we’ve partici- pated in PDI, co-hosted with AGA a packed three-day Regional PDI, and hosted three CDFM audio classes. But only a pessimist would lament that the year is half-over when there are so many exciting events yet to come from now until June: January 18: The inaugural ASMC “Annual Awards Luncheon” in the PACFLT Vol- cano Room, with a VTC presentation on the “Status of Financial Improvement and Audit Preparations across DoD” from Mr. Mark Easton, OSD DCFO. February 16: The inaugural ASMC/AGA “Annual New Member Luncheon” at the Hale Koa with a presentation on “Leadership and Financial Management in Public Service” from former Hawai’i governor Linda Lingle. March 15: The ASMC “Comptroller Round- table & Annual Meeting” at the JBPHH Officers Club, at which we will vote for next year’s officers and hear from the Comptroller or Deputy from each of the major operational commands on the is- land – PACOM, PACFLT, PACAF, USAR- PAC, and MARFORPAC. March 19-23: We’ve coordinated bringing the EDFMT (CDFM) centrally-funded class to Hawai’i! – to be held at Ford Island Con- ference Center. April 19: The April ASMC Monthly Luncheon at Tradewinds Enlisted Club / J.R. Rock- ers with a presentation on “Continuous Auditing – A Way to Innovate” from Mr. Theodore Williams, U.S. Air Force Auditor General. April 25-26: We’re bringing the CDFM-A / Mod- ule 4 class to Hawai’i! – to be held at the Ford Island Conference Center. May 15: The ASMC “Annual Scholarship Luncheon” at Tradewinds Enlisted Club / J.R. Rockers with a presentation on the “Educating Future Financial Managers” by Mr. Howard Todo, Chief Financial Officer for the University of Hawai’i System. The Chapter officers and committee chairs have worked hard to set up this schedule to make it easy for you to plan and to attend. It’s hard to believe that more than six months have passed since this year’s Chap-ter officers were sworn in. But what a great year it’s been. We’ve hosted terrific speak-ers on FM careers, Joint-basing, business leadership in tough economic times, the future of auditing, deployed financial man-agement, fiscal law, and raising the bar in career professionalism. And we’ve partici-pated in PDI, co-hosted with AGA a packed three-day Regional PDI, and hosted three CDFM audio classes. Yesterday, the Air Force ended a civilian hiring freeze that began in August.
According to an Air Force Personnel Center (AFPC) press statement, the Air Force has cut almost 9,000 posi-tions this year. This reduction was achieved by using a combination of tools: hiring controls, the hiring freeze, voluntary early retirement authority (VERA) ,and volun-tary separation incentive pay (VSIP). This enabled the Air Force to avoid resorting to involuntary actions.
Nevertheless, the Air Force still has to cut an additional 4.500 positions to reach its manning level goals. “Even with the hiring freeze being lifted Dec. 15, budget and funding issues are still fluid, so major command and wing leaders must be alert to changing conditions as they’ll have the responsibility to control hiring to stay below tar-geted levels," said Michelle LoweSolis, AFPC civilian force integration director. The Air Force expects to continue using voluntary sepa-ration incentives in the next round of personnel cuts. However, AFPC will not determine who will be authorized to apply for VERA and VSIP until Air Force leaders com-plete an assessment of the manning situation. LoweSolis acknowledged that the process has been diffi-cult and challenging, but emphasized that the Air Force has been working hard to ensure that “Air Force employ-ees get the best care possible.”

The Annual ASMC Member's Essay Award is ongoing with online submission due date of 28 Feb 2012 at http://awards.asmconline.org/. This year's Essay Question is: "The Department of Defense (DoD) faces significant reductions in future obligation authority. Explain and analyze potential courses of action for implementing reductions while maintaining the strength of our military." Award Criteria . Entrants must be members in good standing of the American Society of Military Comptrollers at the time of submission and selection. . Essays may not be previously published articles. . Duo or group authored essays will not be accepted. . Essays must be original and must not exceed 1,500 words. . No member will be permitted to be a repeat winner for more than two consecutive years. Recognition Winners of the Essay Award may have their essays published in the Armed Forces Comptroller magazine and/or the ASMC website. Up to three winners will be selected each year from qualified essays. The first place winner receives $750; second place receives $500; and third place receives $250. All winners receive a plaque, which is presented at the ASMC Professional Development Insti-tute (PDI). By 23 Feb 2012, please have your ASMC members submit their essay to me ([email protected]) as a Word document and I will forward to Nationals. Past winners from our Aloha Chapter include Debbie Higa from the Navy.
Discussion on Contractual and Fiscal Law---Article by SFC Erica Jones
Attendants at the 17 November 2011 luncheon included financial managers across the
Department of Defense. The moderator for the discussion was LCDR Damion Klin - Aloha
Chapter. The panel consisted of Ed Hanel – Naval counsel Pacific Fleet, Brad Byrnes – Chief
Counsel JPAC and John Dyer – Attorney PACAF. These speakers have a myriad of experience
within contract and fiscal law.
Mr. Hanel garnered discussion on GAO appropriations decisions and gave great exam-
ples in regards to ADA violations, recording obligations for multiple-year contracts and IDIQ
contracts.
Mr. Dyer spoke on behalf of Operation Tomadachi and the lessons learned. Specifically,
he explained the importance of defining “evacuation” and the legal authorities involved, the
applicability of safe havens, sending a comptroller forward with JTF as part of initial flow of
forces and the fact that multiple missions complicate the process of determining the proper
funding source.
Mr. Byrnes spoke on limitations, laws and differences of civilians, military and former
military members seeking employment with a foreign government. He specifically expressed
the importance of individuals to stay within the guide lines of DODFMR, Volume 7b, Chapter
5.
