PREFACE Dear friends,
It gives us immense pleasure toshare Annual Report (2016-17) of the organization. During the
financial year, we move forward working with core focus activities of working for and with urban
poor along withprimary data collection and compilation through surveys on various indicators of
demographic profiles of slum children and women. Thoughthe organization’s history goes back to
1987 and during these long 30 years with commitment to social vision, our experience has made us to
believe that advocacy is at the core of democratic culture through which linkage between civil society
and government can be developed. With the support from supporters we work for the rights of
children (Survival, Development, Protection and Participation).Working with community, we have
always been child centric, with the belief that rights and responsibility always go hand in hand.
In ASES, we work together closely and are mutually accountable to each other, ensuring that our
fund and resources are utilized properly. While pursuing for our goal, we keep trying to make our
process more transparent and accountable.
“Actions Speak Louder than Words” is not mere a proverb for us. ASES strive to play many
constructive roles, steering community in a meaningful way to raise voice for basic rights and
entitlements. Be it the rights of children, women or community as a whole, awareness is the key for
positive changes within them. Strength of ASES is Balsangathan (Children Club) and Joint Bastee
Committee (Committee of women and men). When we speak of services of health, education or other
basic amenities to deprived community; it should be quality health, quality education and quality
basic civic amenities. Thus, our action would be focused in this direction, so that organization’s goal
of empowerment would materialise in fruitful manner.
Secretary of ASES is chairperson of Child Welfare Committee (CWC) of East Singhbhum while
another member of the organisation is CWC chairperson of Seraikela-Kharsawan district thus we are
able to rehabilitate and support many more children with the support of respective government
department. Working with the children in need has been very satisfying experience.
We would like to thank other organizations, individual and all those played supportive role to make
commitment worthy, without which we would not be able to achieve the desired result. We would also
like to thank our board members for their commitment towards society and organization.
While being committed to improve the quality of life of people, as usual, we always welcome your

Can one imagine that 15 years old slum child can be a part of Open
Defecation free drive and that too of whole of the slum where he is
residing? Rohit Kumar, a school student and part time worker of Sonari,
Jamshedpur, took initiative to aware and sensitize his basti people
regarding importance of construction of individual toiletunderSwachh
Bharat Mission (SBM). Not only he helped them in availing the contribution
amount of 12,000 by government but also motivated and persuaded 250
families in his basti for using the toilet and consequences of open
defecation. He alsohelped450 households of other slums to build toilets
and stop open defecation.
Rohit Karmakar of Nirmal Nagar slum of Sonari, Jamshedpur became a
role modelforSwachh Bharat Abhiyan of government for construction and
using of toilet. His father is a labourer and even he washes cars in part
time for livelihood and continuation of his studies. In spite of that he never
gave up his studies and helps others to the extent he can help.
Asha Karmakar is mother of Rohit says, “Nobody listened to him but he succeeded in his mission
due to his determination and dedication.” Really, it was only his passion that he became a
celebrity.

STORIES OF CHANGE

RIGHT TO ADEQUATE HOUSING is a HUMAN RIGHT guaranteed in international and national
law. History of slums is attached with the development of cities. There is no State level law and
policy in Jharkhand for urban Poor (slums) for Housing or tenure security. Journey with FORD
FOUNDATION started in 2011. During the journey of intervention; we were able to spread
awareness and sensitize people about their rights through campaign, meetings, nukkad natak, road
shows, advocacy, publication etc. Sanyukt Basti Samiti (CBO) is actively working with slums insix
cities of Jharkhand.
Flagship program of GOI for housing “PRADHANMANTRI AWAS YOGNA” (PMAY) was
launched on 25th June 2015, where Government is committed to enable 2 crore urban poor own
their houses by the year 2022, the 75thyear of Independence of the Country. Under this urban
housing mission, central government will provide an assistance in the range of Rs.1.00 lakh to
Rs.2.30 lakh per house under different components of the Scheme including “In-
situ”Slumredevelopment using land as resource, Credit linked Subsidy Scheme, Affordable Housing
in Partnership and Beneficiary led individual construction/improvement. Due to nature of land at
Jamshedpur, Dhanbad, Ranchi &Bokaro, “In Situ”Slumredevelopment using land as resource will
have its own constraints.
Atal Mission for Rejuvenation and Urban transformation (AMRUT) has been launched on 25th
June, 2015 with the aim to provide basic services to households and build amenities in urban areas
to improve the quality of life for all the residents, especially the poor and disadvantaged. Five
Hundred cities having population of more than 1 Lakh will be benefitted by the mission. Ministry of
Urban Development has identified 7 cities of the state of Jharkhand. The selection has been done
basis of Census Data-2011. These cities are mentioned below:
Giridih Hazaribag Chas
Adityapur Deoghar Ranchi
Dhanbad
The mission will focus on following thrust areas:
Water Supply Sewage management and Sewerage facilities Storm Water drains to reduce flooding Transport-Pedestrian, non-motorized and public transport facilities, parking spaces Enhancing amenity value of cities by creating and upgrading green spaces, parks and
recreation centers, especially for children.
IMPROVED ACCESS TO HOUSING AND BASIC SERVICES FOR THE URBAN POOR
In 100 SLUMS in SIX CITIES OF JHARKHAND
(RANCHI, JAMSHEDPUR, DHANBAD, HAZARIBAG, CHAIBASA and BOKARO)
With the support of
FORD FOUNDATION
10
The objectives of AMRUT are:
Ensure that every household has access to a tap with assured supply of water and a sewerage connection.
increase the amenity value of cities by developing greenery and well maintained open spaces (e.g. parks) and,
reduce pollution by switching to public transport or constructing facilities for non-motorized transport (e.g. walking and cycling)
●Problem Analysis of each city has been done. Main purpose of the analysis is to gather details of
each slum of each city specifically pertaining to present situation of basic civic amenities as well as
Social Security schemes. With the data gathered, analysis is to be done and accordingly future plan
of action has to be prepared. This will ensure which aspect or component needs to be focused and
worked on. This will work two fold benefit, one community participation will be ensured and
community will be aware and sensitize about the prevailing situation in the bastee. Accordingly
approaches shall be made community for availing the services.
●Joint Bastee Meeting held in each city. There were discussions with regard to schemes/mission of
the government. Which all components of housing
scheme are applicable for each city due to nature of
land. Also had discussion with regard to Swachh
Bharat Mission (SBM) and Deen Dayal Antyodaya
yojana- National Urban Livelihood Mission. How
formation of SHG will help in availing loan for starting
household or small business.
●We had meeting with concerned officials of Urban Local Bodies of each intervention city. Purpose
of the meeting was to make them aware that we as an Organization are working on awareness and
sensitization with regard to various schemes/mission of government, thereby building healthy
relationship with officials. In PMAY major focus is on In situ
slum redevelopment, hence liaison with all the
stakeholders involved in this process is to be worked on for
future course of action. We met officials‟ofLabour
department of respective city too. We had discussion with
them with regard to collaborating with them for aware and
sensitization of the community about social security
schemes of the department. As a result we started filling
form of unorganizedlabour at each city with the support of
department and the process still continues.
●Each city started filling the form of Beneficiary led Construction component of PMAY, as under this
component all those who are having registered (Raiyati) land are applicable for availing the benefit
of this component. Assistance amounting to 2.25 lac is provided in four installmentsby government
11
for construction of house to all those who are having kuchha house. Team members of each city in
coordination with Urban Local Bodies (ULB) started helping community people in getting the benefit
under the scheme.
●Since Slum Dwellers migrated in search of livelihood,
hence are having problem with identity proof. As a
result they are not able to avail the benefits of
government schemes applicable to them; hence we
decided to meet Mr. Saryu Rai, Minister-Parliamentary
Affairs, Food and Public Distribution & Consumer
Affairs, Jharkhand. Minister intervened and instructed
the officials for organizing Aadhar camp at Adarsh Seva
Sansthan premises. Accordingly camp was organized
and after few days, we filled the form for ration card since they got identity proof as Aadhar.
●Slum Dwellers of Dhobi Talab- NeecheTola of Chaibasa didn‟t have approval for construction of
individual toilet under swachh Bharat Mission. Hence, teams met City manager and request him to
visit the place for verification. Accordingly verification done and city manager instructed to fill fresh
application. As a result 9 families filled the form and 1stinstalmentamount has also been received by
them for construction of toilet.
●Residents of rehabilitated site of Rugrigarha
of Ranchi faced problems with regard to
water supply as it‟s not drinkable. Since there
is no community hall, street light and
boundary wall, hence Joint Bastee
Committee representative decided to meet
Mr. C. P Singh- Urban development Minister,
Housing & Transport department,
Government of Jharkhand and submit
memorandum to, him. He assured that he will
visit the place and after few days, he visited
the place and gave assurance that one by one each problem will be resolved. Accordingly he gave
instruction to officials present.
●Jharia Rehabilitation & Development Authority (JRDA) has been established in December 2004
for implementation of Rehabilitation and Resettlement of Non-BCCL people residing in fire and
subsidence affected areas of Jharia Coalfield. Hence, survey is conducted in these areas and
accordingly JRDA card is issued. As per circular all those who are having voter card on or before
2011, will only get this card. Six residents of our invention area of Ghanwadih didn‟t receive the
card since they were not having voter card, hence we approached Project Manager and he
suggested to meetGeneral Manager. Accordingly we met GeneralManager and shared the problem
and propose him to include any other substitute as identity proof like residential certificate, Bank
account and School certificate of children and cutoff date being the same. With frequent visit, he
agreed with our point of view and hence six residents too receive JRDA card.
12
MOMENTUM OF REHABILITATION BEFORE EVICTION Continues
Once again Slum Dwellers have been rehabilitated
before eviction and this time this happened with
Slum Dwellers of Banas talab (Banas Pond), which
is situated at the heart of the city near Bahu Bazar
of Ranchi. They have been residing at the place
since more than 60 years (As per the residents)
and the land belongs to Fishery department. 85
families reside at the place and comprises mainly of
adivasi, dalit and OBC. For livelihood, majority of
people work as daily wager, rickshaw puller and
domestic worker. Suddenly residents received
notice for vacating the place as beautification of
Banas talab is proposed and after few days‟
government issued tender for renovation and
beautification of Banas Talab. Since Bastee
Committee is already functioning, hence
meeting was held by Joint bastee Committee in
several phases and it was decided to submit
letter to Municipal Corporation for rehabilitation
before eviction. Since letter was submitted at the
time when Slum dwellers of Khadgarha Bus
Stand of Ranchi were rehabilitated, hence follow
up of the same was done. As a result, survey started in September 2016 and as per survey 82
families list have been prepared. They were to be rehabilitated at Rugrigarha under BSUP scheme
having multi storied building (G+3). They have been rehabilitated and as per the scheme
beneficiary has to pay 10% of the cost of construction, which is 35,000 to be paid in instalment. On
25th December 2016, 80 families have been rehabilitated as per the terms and conditions set by
Municipal Corporation. Journey still continues

Meena Lohar, Age 16 years (female). Father‟s name is Gurupodo Lohar and mother‟s name is
Tarwa Lohar. They reside at Bage Basti, Marine Drive Road, Kadma, Jamshedpur, East Singbhum,
of Jharkhand. She has four sisters and two brothers. Meena is elder from all. Her mother tongue is
Bengali. She is drop out from std. III. Her mother is maid servant and father is unemployed. They
are not economically sound.
Once day, her neighborhood Mausi told her mother about Ganpat Singh Choudhury, who is 23
years. His father‟s name is Laxmi Nrayan Choudhary. They live in Pritam Puri, Thashil, Thana
Nimka, Dist.-Sikt, Rajasthan. Meena‟s Parents decided for the marriage of Meena with Ganpat
Singh within 2 days.
On 14th Jan 2017, the boy came to Jamshedpur with his brother-in-law and friends to watch Makar
sankranti (Tusu mela). On 15th Jan 2017, they went to her home with marriage proposal. Her
parents fixed her marriage with that boy on 16th Jan 2017 and did shopping same day. But Meena
didn‟t want to get married. Hence, she denied for the same but her parents did not listen to her
words.Meena‟s marriage was fixed in two days only. Everything happened so fast hence; she did
not understand what to do. She was very sad. She refused to marry since beginning but her parents
forced her to do so. Since her parents threatened and forced her tomarry, due to this she agreed
but she was much tensed and scared because they didn‟t know anything about that family. They
were unknown about them.
On 16th Jan, 2017, we received call from CCC, Kolkata andon getting information about the case,
Childline team members went to Meena‟s house for home trace and saw marriage mandap there.
Upon this, immediately we informed CWO and In charge of Kadma Police Station. Thus, Childline
succeed to rescue Meena with the help of local Police. Police arrested Bridegroom Ganpath
Choudhary, his brother-in-law Pokharlal and car driver. Vehicle Innova car (RJ14UE-0416) is still in
Custody of police. The case was lodged against them from Childline team member (Archana
Ghosh). Then we took her to childline office. Her counseling has been done by counselor. We gave
letter and produced her to the Chairperson of C.W.C, East Singbhum. Subsequently we gave letter
to BDO, SJPU and DCPO. On 17th Jan., 2017, the news of Meena‟s marriage published in
newspaper (Prabhat Khabar). On 16th January, Meena‟s brother, sister-in-law and her mother came
to Childline office and requested to release bridegroom of (Rajasthan) from Hazat and do not stop
the marriage. At last due to broken marriage, Meena‟s family did not want to keep Meena. We
convinced her brother to keep her with him and Meena too want to stay with her brother. Hence,
Meena went to his brother‟s home by the order of CWC chairperson, East Singhbhum. Meena
promised that she will indulge herself in some other activity like stitching etc. and she will not marry
now.
During this case community people were sensitized about the issue and thanked us for involvement
in such cases. They told that if they know about any case of child marriage and other related
issues, they will surely inform to childline or police.
