2003 Wal-Mart RCL To u rQualifying Events FormatDays 1 & 2 – Opening Round (Full Field)

A full field of 150 professionals and 150 co-anglers compete for 20 spots in the semifinalround. Berths are earned based on accumulat-ed weight. 21st - 50th place finishers areissued checks on site.

Day 3 – Semifinal Round

The top 20 professionals and top 20 co-anglers start over, fishing for one day. The top10 professionals and top 10 co-anglersadvance to the final round.

Day 4 – Final Round

The top 10 professionals and top 10 co-anglersstart fresh, with the winners determined byheaviest catch weight of the day.

• Ranger must be purchased prior to qualifyingfor the RCL Walleye Championship.

• Ranger will recognize only those events thatare fished from the specified boats to counttoward qualifying for the cash bonus (exceptfor amateurs or co-anglers).

Verification of ownership to be sent with entryform:

In consideration of being allowed to participate in any way in the 2003 Wal-Mart RCL Walleye Championshiprelated events and activities of the fishing tournament the Undersigned, acknowledge, appreciate, and agree that:1. The risk of injury from the activities involved in this program is significant, including the potential for per-manent paralysis and death, and while particular rules, equipment, and personal discipline may reduce thisrisk, the risk of injury does exist; and2. I KNOWINGLY AND FREELY ASSUME ALL SUCH RISKS, both known and unknown, EVEN IF ARISINGFROM THE NEGLIGENCE OF THE RELEASEES or others, and assume full responsibility for my participation;and3. I willingly agree to comply with the stated and customary terms and conditions for participation. If, howev-er, I observe any unusual significant hazard during my presence or participation, I will remove myself fromparticipation and bring such to the attention of the nearest official immediately; and4. Cash Bonus Guidelines

All participants in the Wal-Mart RCL WalleyeChampionship must meet the following require-ments in order to be eligible for the cash bonus:

• Evinrude direct injection outboard motor musthave been purchased new (new is defined as firstp u rchaser/original owner). In addition, the pur-chase must have been from an authorizedEvinrude dealer.

• To qualify for the Evinrude cash bonus, the Evinrudedirect injection outboard motor angler must beusing a model year 2002 or later Evinrude directinjection outboard engine.

• Evinrude direct injection outboard motor must havebeen purchased and registered prior to qualifyingfor the RCL Walleye Championship.

• Evinrude direct injection outboard motor must havecurrent registration by the original owner at the timeof qualifying for the RCL Walleye Championship andmust have been used by the owner in the qualifyingevents (except for amateurs or co-anglers).

• Evinrude direct injection outboard motor may notexceed the horsepower rating for the boat in use.

Evinrude’s decision is final in determining participant’s eligi-bility for the cash bonus payment, as well as the validity ofany claims under this program.

2. PARTICIPATION AND ELIGIBILITY • Qualifying Events -Pro-angler participation is open only to registered Ranger,Crestliner and Lund owners. Co-angler participation is open tothe general public. It will be the responsibility of anglers tosubmit their application and deposits in accordance with theprocedures outlined below. Participation is open only to mem-bers of FLW Outdoors who are 16 years of age or older. Anyperson entering a tournament under the age of majority mustalso have the signature of their parent or legal guardian in theprovided space on the entry form. A completed entry formand the complete entry fee must be received in-house at FLWOutdoors no later than the published deadline for each tour-nament. FLW Outdoors will accept 300 contestants (150boats) at each qualifying tournament. The possibility existsthat over 300 contestants may fish a qualifying event. Entriesreceived after a tournament has filled will be placed on a wait-ing list. Pros may submit a $500 deposit for each event tohold their spot. Co-anglers may submit a $200 deposit foreach event to hold their spot. For anglers that are Ranger,Crestliner or Lund owners, non-transferable, non-refundabledeposits will be accepted to hold spots for tournamentsbeginning 8:00 a.m. Central Time, January 6, 2003. For otherentries, non-transferable, non-refundable deposits will beaccepted to hold spots for tournaments beginning 8:00 a.m.Central Time, January 13, 2003. Anglers entering with a coun-terpart (Pro with a Co-angler, or Co-angler with a Pro) will begiven priority, anglers entering all four events with a counter-part will be given top priority. All others will be confirmed inorder of entry.Deposits may be made by mail, phone, fax, or on-line atwww.flwoutdoors.com/rcl. Entry fees (minus the depositamount) may be transferred or refunded if FLW Outdoors isnotified prior to the entry deadline. Entry fees will not be trans-ferred or refunded after the entry deadline. Deposits may notbe transferred or refunded at anytime. Those placed on thewaiting list, that are not accepted into the tournament willreceive a full refund after the tournament.POINTS STANDINGS - 200 points will be awarded to the win-ner of each qualifying event, 199 to 2nd, 198 to 3rd, etc. Allanglers who receive weight credit will receive points. Wal-MartRCL Championship – From the RCL Walleye Tour the top 35Pros and the top 35 Co-anglers at each event will qualify forthe RCL Championship. FLW Outdoors must receive a com-pleted championship entry form within 15 days of each qualify-ing event. If any qualifier is unable to attend or has alreadyqualified for the Wal-Mart RCL Championship, the next angleron the standings list will be eligible.

F rom other sanctioned events a minimum of 60 Pro and 60 Co-angler positions will be available. Pro-angler participation isopen only to re g i s t e red Ranger, Crestliner and Lund ownerswho participate as boaters in sanctioned tournaments. Co-angler participation is open to anyone who participates in sanc-tioned tournaments. It will be the responsibility of qualifyinganglers to submit their application in accordance with the pro-c e d u res outlined below. In order to be eligible, the Ranger,C restliner and Lund boat owner must fish out of a Ranger,C restliner or Lund (except for amateurs or co-anglers) be there g i s t e red owner of a Ranger, Crestliner or Lund, and musthave purchased their boat prior to qualifying for the RCLWalleye Championship. Qualification for the RCL Wa l l e y eChampionship begins September 1, 2002 and ends August 18,2003. Anglers can fish only one division (Pro or Co-Angler) andoccupy only one slot. Anglers who register must complete andsubmit an entry form beginning February 3, 2003 or within 15days of the qualifying event which contains the following infor-mation: Qualifying event and date, place of finish and weight,copy of boat title or bill of sale and current boat re g i s t r a t i o nw/boat and outboard model and year (boat documentationneeds to be submitted only once.) Anglers may register fro mevery sanctioned event they compete in until they are con-firmed. No deposit is due when registering for the RCLChampionship. Available slots will be filled based on place offinish. Qualifying anglers will be sent a letter of confirmation andgiven a deposit and balance deadline date. FLW Outdoors willmaintain a waiting list (based on place of finish) for each sanc-tioned organization, if any angler fails to submit their deposit orbalance by the due date, the next angler on the waiting list willbecome eligible. In order to assure a full field of 400 anglers, ifany of the eligible anglers choose not to enter, participationmay be off e red to other Ranger, Crestliner or Lund ownerscompeting in the sanctioned walleye tournaments, beginningAugust 28, 2003. (The possibility exists that more than 400anglers may compete in the RCL Championship).

3. PRE-TOURNAMENT PRACTICE • There will be no off i c i a lpractice period or off-limits period prior to the pre - t o u rn a m e n tmeeting. No contestant may be on tournament waters for thepurpose of locating walleye or locating potential fishing watersafter the pre - t o u rnament meeting except during tourn a m e n thours. The purchasing of information or the hiring of serviceswill not be permitted after the entry/balance date for each event(September 11, 2003 for the Wal-Mart RCL Championship).

4. REGISTRATION AND PRE-TOURNAMENT MEETING • Eachcontestant must register in person at the designated site dur-ing the official registration hours 3:00-6:00 p.m. local time theday before the tournament. Contestants registering between6:00-6:15 p.m. will pay a $25.00 late fee which will be donatedto the FishAmerica Foundation. Contestants more than 15 min-utes late will forfeit their entry fee and will not be entered in thetournament. It is mandatory that all contestants attend the pre-

tournament meeting, which will be held at 6:30 p.m. local time.Being late for the pre-tournament meeting will result in a$25.00 late fee which will be donated to the FishAmericaFoundation. Any contestant not present for partner pairings willforfeit their entry fee and will not be entered in the tournament.GOLD MEMBERSHIP - Gold members who cannot attend thep re - t o u rnament meeting will be allowed to send a person who is16 years of age or older to re p resent them at registration. Non-contestants can re p resent one person; contestants can re p re-sent themselves and one other person. This re p resentative mustattend the pre - t o u rnament meeting to re c o rd flights, take-offtime, check-in time, off-limits areas, size and creel limits, etc.This re p resentative must also attend the partner draw immedi-ately following the pre - t o u rnament meeting to receive the GoldM e m b e r ’s boat number, meet their partner, re c o rd their partner’slodging information, phone number, and exact location for theGold Member to meet their partner prior to take off.

5. PAIRINGS • Partners will be paired by draw. All contestantsmust meet with their assigned partners during pairings at thepre-tournament meeting. Partners should advise each other oftheir respective lodging and phone numbers and establish ameeting time and place for the following morning’s take-off.The tournament director, at his sole discretion, may reassignpartners prior to the morning take-off.

6. SAFETY • Safe boating must be observed at all times. Eachcontestant is required to wear a fastened, U.S. Coast Guardapproved, personal floatation device anytime the main com-bustion engine is in operation above idle from boat check untilweigh-in. All boats must be equipped with an emergency igni-tion shut-off device that must be securely attached to the dri-ver’s body whenever the main combustion engine is in opera-tion above idle. Each boat is required to have a fully functionalmarine band base radio and adequate fixed antenna (handheld radios are allowed only as back-up units). The use ofmobile communication devices during tournament hours suchas cellular telephones, marine radios, walkie-talkies, CBs, etc.,is permitted except to communicate fishing information. At thediscretion of the tournament director tournament days may beshortened or canceled due to unsafe weather or water condi-tions.

7. SPORTSMANSHIP • All contestants are required to followhigh standards of sportsmanship, courtesy and conservationand to conduct themselves in a manner that will be a credit tothemselves, to FLW Outdoors, FLW Outdoors sponsors, thesport of fishing and FLW Outdoors efforts to promote thesport. Examples of conduct not complying with those stan-dards include, but are not limited to, the following:

• Consumption and/or possession of alcoholic beveragesor any kind of mind-altering substance during registra-tion, the pre-tournament meeting or during tournamenthours extending through the weigh-in procedure.

areas designated as “off-limits” or “no fishing” by local, stateor federal officials or within any other competitor’s first markedfishing area. A “marked fishing area,” is defined as a 50-footdiameter area centered with a marker buoy. The contestantmust remain within the marked area and may leave only to playand land a fish. When limited out or not fishing, the markermust be picked up. A marked area may be navigated throughif it restricts or blocks access to other fishable waters. Allangling must be conducted from the boat. At no time may acontestant leave the boat to land a fish or to make the boatmore accessible to fishing waters. Contestants must leave andreturn to the official checkpoint by boat. The boat must remainin the tournament waters during the tournament day. No tour-nament boat may be loaded on the trailer before the weigh-inexcept with the permission of the tournament director. In theevent of equipment failure or emergency, there will be only twopermitted methods of returning to the official check-in: (1) byboth partners remaining in their boat and being towed bywater, or (2) by one of the partners entering the boat of anothertournament contestant. Under these two conditions the con-testants’ catch may be counted without penalty (except latepenalties, dead fish penalties or any other penalties pertainingto other tournament rules). Contestants who elect to return tothe official check-in by any other means than cited above willforfeit that day’s catch to that point in time of the tournamentday. Any contestant returning to the check-in point will be eli-gible to restart and resume competition under the supervisionof the tournament director or his designated tournament offi-cial. It is the sole responsibility of contestants to locate thetournament director to request a restart. If a contestant vio-lates any part of this rule due to an emergency or for any otherreason, they will forfeit that day’s catch.

12. OFFICIAL CHECKPOINTS • There will be only one officialcheckpoint for boat check-in the morning and one officialcheckpoint for check-in in the afternoon. Failure to go throughboat check and check-out in the morning or failure to check-inat the check-in point will result in disqualification. All fishingmust cease upon check-in.

13. SCORING • The combined pounds and ounces of bothcontestants’ catch will determine scoring during the tourn a-ment. Only walleye, sauger or saugeye are accepted species.P ros and Co-Anglers will fish together for the combined dailyboat weight. Each partner will carry the combined daily boatweight into the second competition day. First round weights(Day 1 and 2) will not carry over to Day 3. Day 3 weights will notcarry over to Day 4. The limit will be a maximum of six (6) fishper boat per day unless the state or lake limit is less than six(6), in which case the state or lake limit will prevail. Contestantswho possess more than the allowed limit will have their catchfor that day disqualified. The official minimum length limit will befourteen (14) inches unless the state or lake limit is over four-teen (14) inches, in which case, the state or lake limit will pre-

• Abuse of, or addiction to, mind-altering substances.• Conviction of a felony within the past 36 months. • Any other words, conduct or actions reflecting unfavor-

ably upon efforts to promote safety, sportsmanship, faircompetition and compliance with tournament rules.

In case of any conduct not complying with the standards, FLWOutdoors shall have the right to refuse any application, or todeny a confirmed application, by returning the entry fee of apreviously accepted application, or to disqualify a contestant.

8. BOAT OPERATION • Pro division anglers will have completecontrol of boat operation and waters to be fished. Pros mustprovide their Co-Angler partners with all presentation equip-ment such as downriggers, planer boards, side planers, rods,reels, bait, line and terminal tackle. Co-Anglers are not permit-ted to bring any tackle into the Pro’s boat. Co-Anglers whoshare their Pro partner’s fishing locations with any other com-petitors will be disqualified along with the person utilizing thisinformation.

9. BOAT AND HORSEPOWER REGULATION • All boats mustbe Ranger, Crestliner or Lund brands and a minimum of 17’ inlength. All boats must be equipped with either wheel or tillersteering. No other steering devices will be permitted. Nobarges or similar cumbersome crafts will be permitted. Eachboat must have all required U.S. Coast Guard safety equip-ment. Boats must contain a properly aerated livewell space tomaintain alive a limit catch of fish. Maximum horsepower for alloutboards used in tournament competition will be 250 horse-power, not to exceed the horsepower limitations set by the U.S. Coast Guard. Each boat must have an U.S. Coast Guardhorsepower rating plate attached to the boat by the manufac-turer. The horsepower of the outboard engine must not exceedthe rating specified on this rating plate or the 250 horsepowermaximum set by FLW Outdoors. By signing the entry form,each contestant agrees to submit their boats and/or motors toan inspection by factory trained personnel. Falsifying informa-tion on entry forms or altering the horsepower numbers on themotor or rating plate will be cause for disqualification from thetournament and may result in future ineligibility to enter FLWOutdoors tournaments. Fuel may be carried only in factory-installed fuel tanks. Additional factory option gas tanks (for aremote engine) must be installed by a manufacturer’s author-ized dealer or service crew. Gas tanks must be secured orstrapped. Any additional fuel used during the tournament daymust be purchased from a retail facility open to the public.

10. PERMITTED FISHING METHODS • All fish must be caughtin a conventional sporting manner. Live bait may be used. Nomore than two fishing rods per angler may be used at a time.Trolling is permitted.

11. PERMITTED FISHING LOCATIONS • Contestants may fishanywhere on tournament waters accessible by boat, except

vail. Fish presented for weigh-in, which fail to measure the pre-scribed length limit, will be penalized at the rate of one (1)pound for each non-legal fish presented. Contestants’ catchesmust be presented in an official weigh-in bag.

14. LIVE FISH • Every effort must be made to keep fish alivethrough the use of a properly aerated livewell. FLW Outdoorsrecommends the use of chemical additives that promote thehealthy return of fish to their natural habitat where permissible.Eight (8) ounces will be deducted from the total weight foreach non-releasable fish presented for weigh-in (a releasablefish must be able to swim upright in the official bump-tank).

15. LATE PENALTY • Contestants who are not at the officialcheck-in area at the appointed time will be penalized at one 1pound per minute deducted from the total weight. Contestantsmore than fifteen 15 minutes late will lose credit for that day’sweight.

16. DAY THREE AND FOUR • Qualifying Events - After Day 2,the field will be cut to the top 20 pros and co-anglers. Startingpositions for pros and co-anglers will be determined by orderof finish after Day 2. After Day 3, the top 10 pros and co-anglers will advance to Day 4, Pros starting by place of finishon Day 3, Co-anglers will be paired by random draw. Wal-MartRCL Championship - On Day 3, the top 12 pros and co-anglers in the championship will be furnished boats by Ranger,Crestliner and Lund. On Day 4, Ranger, Crestliner and Lundwill furnish boats for the top 6 pros. Starting position and pair-ings will be determined by order of finish after Day 2 for Day 3and by order of finish on Day 3 for Day 4. On Days 3 and 4 ofthe championship, Pro anglers will compete out of the samebrand of boat (Ranger, Crestliner or Lund) that they used toqualify in on Days 1 and 2.

17. TIES • The largest one-day stringer will determine ties afterDay 2; if a tie for the cut position remains, it will be broken bya one hour fish-off. Ties on Day 3 and 4 will be resolved byDay 2 standings. (This does not apply to sponsor bonus cashin the Wal-Mart RCL Walleye Championship.)

18. TELEVISION COVERAGE • On Days 3 and 4 of the Wal-Mart RCL Walleye Championship, anglers who make the cutwill be using products supplied by sponsors of the Wal-MartRCL Walleye Tour. On Days 3 and 4 of televised events, nologos, patches, or decals, other than the RCL Walleye Tourlogo, or logos of the Wal-Mart RCL Walleye Tour sponsors maybe worn or displayed during the tournament hours extendingthrough the weigh-in. On Days 3 and 4 of the RCL WalleyeChampionship, competitors may not fish while using tobaccoproducts.

19. INSURANCE • Liability insurance is required of all contest-ants in FLW Outdoors Inc. tournaments.
