THE Ottery Concerned Peoples Fo-rum (OCPF) handed a memoran-

dum over to the City of Cape Town’s of-fice in Ottery which highlighted griev-ances around the upgrade ofcouncil-owned flats.

Residents were supposed to embark ona protest march to the offices, but this didnot unfold, as fears of ‘police brutality’scared off residents.

People’s Post reported on the upgrade,“Marble flats (24 August 2010)”, whichhighlighted Mayor Dan Plato launchingthe City’s refurbishment programme forits rental stock, known as the CommunityResidential Unit (CRU) upgrade project.

All 43 of the four-storey blocks betweenDaniel Avenue and Ivan Road are in linefor an upgrade, with repairs to blockedsewers, plumbing installations, deterio-rating staircases, leaking roofs, fascias,gutters, down pipes, doors and windows,costing the city around R100 million.

However, residents now feel that con-tractors have been showing “poor work-manship” and using inferior materials

and causing disruptions for residents ofthe flats. George Martin, secretary for theOttery Concerned Peoples Forum (OCPF),highlighted that many of the residentswere required to move out of their flatsafter making improvements over theyears.

“Somepeoplehavemade improvementsto their flats, but when they were requiredto move out, all these improvements weredamaged and replaced with these inferiormaterials, something we were not prom-ised initially,” says Martin. The group ofresidents handed the memorandum overto a representative of the Mayor, listinggrievances.

“We must be getting something fantas-tic for the amount of money being spenton the project, but this is not happeningand these contractors are just doing whatthey want,” Martin said.

In an unusual turn of events, none of the“infuriated” residents turned up for themarch on Saturday morning. CouncillorErnest Sonneberg accepted the memoran-dum, on the day.

When People’s Post arrived on the scenewhere the march was to take place, it hadbeen pouring with rain. Once the raincleared, none of the residents came for-ward to take part in the march.

Martin told People’s Post that when hewent around to the residents telling themabout the march, they had expressed con-cerns about police brutality.

“People are afraid because of what thepolice might do, even though the marchis legal. We went through all the rightchannels to set this march up. The resi-dents read about how police react tomarches and see it on TV, and what hap-pened at the Rondebosch Common is stillfresh in people’s minds.

“People don’t want to get hurt but theywant to be heard,” he says. . City com-ment on the matter will be obtained fora follow-up article.

Handbag thieves nabbedTAURIQ HASSEN

TWO men were arrested afterstealing a woman’s handbag inOttery at the weekend.

On Sunday at approxiamately13:45, the woman was walking inEdwardRoad,Ottery,when shewasapproached by two men and a wom-an.

According to Warrant OfficerWynite Kleinsmith, spokespersonfor the Grassy Park Police Station,the suspects stole the bag, whichcontained money, a cellphone,cards and ID book.

Kleinsmith confirmed that two

suspect, aged 20 and 23, were arrest-ed by Grassy Park SAPS soon afterrobbery.

The suspects are due to appear incourt today.

. On Sunday, a 26-year-old sus-pect was arrested for possession oftik and was linked to a robbery onSunday 5 February, when a 14-year-old boy was robbed of his cellphonein Plantation Road, Oterry.

. Three suspects were arrestedin connection with an armed rob-bery case reported in January lastyear.

According to Kleinsmith, on 11

January at approximately 23:30, aman was reversing his black Tata,valued at R135 000, out of his garagewhen he was approached by a sus-pect with a gun, who demanded thathe hand over his wallet.

“Two other suspects got in the ve-hicle and the three drove off in thecomplainant’s vehicle,” Kleinsmithexplained. The suspects then com-mitted a robbery in Diep River,where they robbed a couple comingout of the Chillie Bar.

The suspects were arrested onSunday 12 February in Mitchell’sPlain, and charged with possessionof unlicensed firearm as well as theGrassy Park armed robbery.

“I am blessed”, says a local Steenbergwoman after chomping her way to R100000 by winning the Cadbury Lunch Barcompetition.

Theprizemoneycouldnot comeat abettertime, since Judy O’Malley has been unem-ployed since November last year.

“I regularly enter competitions, you canbasically say that I’m addicted to competi-tions like this,” O’Malley laughed.

Her lucky streak started in October lastyear, when she purchased a lunch bar andtexted the barcode on the chocolate wrapperto the national competition hotline.

“I always buy a Lunch Bar, because it’smy son’s favourite. I decided to enter but on-ly sent one text message, so I’m feeling reallylucky,” says O’Malley.

She now plans to invest a large portion ofthe money into her children’s futures. They

are aged 14 and six.“I want my children to study further,” she

A STEEL rod, part of the founda-tions of the controversial Chap-man’s Peak toll plaza, was dam-aged when someone cut most ofthe way through it.

Somebody also allegedly took anangle grinder to the scaffolding be-ing erected at the site of the new tollplaza and offices on Chapman’sPeak last weekend.

The Civil Rights Action Group’sBronwen Lankers-Byrne, who is onhunger strike at the site, says shewas told that a container at the sitewas broken into and police were onthe scene last Monday, 6 February.

The foreman, however, refused to

speak to the media. MarcusMinutelli of Haw & Inglis, contrac-tors at the site, referred questionsto the Provincial Government.

Provincial Transport MinistryHead Hector Elliot confirmed theincident, adding it was “incrediblydangerous”, although he says thatbecause only one rod was cut, it wasunlikely the structure would havesubsequently collapsed.

He adds that it was a “very stu-pid” thing to do and put builders atthe site at risk.

“I don’t think thevandal intendedto kill someone,” he says. “We un-derstand people have strong emo-tions about this, but there are otherchannels,” says Elliot.

Graffiti artists have twice vented

their frustration at the site – lastweekend – and on Sunday. Roadsigns were changed, in ways whichhad passers-by giggling, says Lank-ers-Byrne.

One such comment was “Murrayand Robbers”, referring to con-struction company Murray andRoberts, major shareholders of En-tilini, the company that operatesthe toll road.

Lankers-Byrne saw thegraffiti onMonday morning but says within 30minutes it had been removed.

A security company was em-ployed to guard the site after thefirst incident.

Len Swimmer, chairperson of theHout Bay Residents’ Association,confirms lawyer’s letters have been

sent to Province, Murray and Rob-erts and SanParks, to halt building.

The land on which the officebuilding will be located was trans-ferred from the Labia family to San-Parks in October 2006. Swimmersays part of the title deed conditionsare that the land was sold on condi-tion that it is utilised solely for thepurposes of nature conservation.

Swimmer says legal fees are ex-pected to cost a minimum of R500000. A fund has been set up to coverthese costs. It will be administeredby Environmental specialist attor-neys Cullinan and Associates.“Publicity must be turned into do-nations,” says Swimmer, who canbe contacted on swimmer@tel-komsa.net

WESTERN Cape Education Departmentwill hold School Governing Bodies(SGB) elections next month

Many people are still unaware of the im-portance of these bodies. According toWestern Cape Minister of Education Don-ald Grant, strong governing bodies are oneof the essential partners in their plannedimprovement of educational outcomes inthe province.

“A school’s governing body representsall non-teaching staff as well as parents andlearners.”

Before 1994, educators, learners, parentsand communities were excluded fromschool governance but with the establish-ment of the South African Schools Act of1996, all public schools now have to havean SGB elected by members of the schoolcommunity.

The South African Schools Act gave par-ents, teachers and high school students theright to form SGBs and to influence policiesaround issues like language, religious in-struction, school fees, and a code of conductfor learners.

They decide what the language of in-struction will be, whether it’s a Christianor Muslim or sectarian school, what kindof uniform is allowed, school fees and plen-ty more.

Most people think the school principaland staff decide these things, but it’s actual-ly the SGB.

When People’s Post asked people on thestreet what they thought GBs were for,most didn’t even know that every publicschool had to have one.

Another important role of the SGB is tointerview and nominate educators andprincipals for appointment to the school.

Kaashif Effendi, who serves on the Lav-ender Hill High SGB and is also the bursar,says they occasionally deal with discipli-nary action.

“If there are any disputes between learn-ers, or any other disciplinary problems, weset up meetings and try and get to the bot-tom of the problem to find a fair solution.”

At Lavender Hill High the SGB consistsof the principal, deputy principals, chief fi-nancial officer, an administrative person,non-educator (cleaner) and at least sevenparents.

“Given these responsibilities, it is impor-tant that school communities take the up-coming elections seriously,” says Grant.

The election is the biggest in the country,after local and national government elec-tions.

Theprocess is due to start fromThursday1 March and should be completed by theend of the first term on Friday 23 March.

Schools all over the Western Cape havenominated people, therefore the electionscan go ahead.

Training for the newly elected memberswill take place between April and June.

SGB members serve a three-year termand learners a year.

“I urge all members of the school commu-nity to get involved in the SGB elections byeither making themselves available toserve on the SGB or by nominating and vot-ing for the most suitable candidates.

“If we are to improve our education, weneed to ensure that school communities se-lect the best possible candidates,” Grantconcluded.

INTERNATIONAL films being shot inCape Town is becoming a trend for film-

makers, while proving to have a remarkableimpact on the City’s economy.

Two of the latest blockbuster films wereshot entirely in the Mother City: Safe Houseopened in cinemas on Friday, while Chroni-cle opens this week.

Both films showcase the city, not only asa premier film location, but as a destinationof choice for potential visitors.

“Shooting films in Cape Town has becomea major attraction for overseas film-mak-ers,” says The Cape Film Commission’sDenis Lillie.

“The crews that come here to film leavewith a positive image of the city’s scenery,beaches and nature. That information getspassed on throughout Hollywood, makingCape Town very popular.”

Safe House – a thriller starring DenzelWashingtonandRyanReynolds –was filmedin its entirety in Cape Town, early last year.

The film was originally destined for aSouth American city, however, once the pro-ducers and director saw what Cape Town’senvironment and industry had to offer, the

story was adapted to suit it.According to Grant Pascoe, the City’s

Mayoral Committee Member for Tourism,Events and Marketing, there are a numberof factors thatmakes theCityaperfect candi-date for international film shoots.

“The Cape Film Studios have been adapt-ed to suit the needs of international film-makers. Various locations were used duringthe shoots, such as Green Point, which givesthe film crew locational advantages becauseof the setting,” he says.

The City of Cape Town’s Film Permit Of-fice and the Cape Film Commission (CFC)assisted the filmmakers in accessing someof the key locations for the film. Both theCity and the CFC have a good understandingof Cape Town and film-making and thisknowledge, together with their interactionwith various City and Provincial Depart-ments, ensured a seamless shoot.

The two films brought in an estimatedR350 million, spent on local hotels, restau-rants, shops, catering services and trans-port, having an enormous impact on the lo-cal economy.

“The economic impact of these two filmshas been quite large. It’s great because ithelped to create jobs

and utilised skillsthat aren’t oftenused in the city.

“The crew em-ployed local set de-signers, costume de-signers, make-upartists, and soforth,” says Lillie.

Safe House pre-miered in Ireland,and because of thehype around theshooting being donein Cape Town, Lilliehad already re-ceived an enquiryfrom the Irish FilmCommission, seek-ing to organise acompetition wherethe winners will getto travel to CapeTown to see the loca-tions where themovie was filmed.

“What’s greatabout these particu-lar film shoots isthat people canclearly see that it isCape Town, whichin turn would helppromote our city asa destination formore film shootsand tourist attrac-tions,” says Pascoe.

There has beendiscussions pendingfuture film shoots inthe Mother City,however, informa-tion around it isstrictly confidential.

Vouchers for those who pay bills on timeTHE City of Cape Town’s May-oral Committee Member forHuman Settlements, Council-lor Ernest Sonnenberg, hand-ed over vouchers worth R1 000to six Housing IncentiveScheme winners on 9 Febru-ary.

The Housing Incentive Schemeis aimed at further encouragingall housing debtors in both theCity’s housing rental and sellingschemes to pay their accounts. Itrewards those who pay their ac-counts regularly by giving thema chance to win prizes.

“The Housing IncentiveScheme is a great opportunity forus to be able to directly meet andliaise with our rental unit clientswho pay their accounts regular-ly. Thanks to our efforts, therehas been a definite increase inour cash collection for rentals.Many of the winners are indigentdebtors and pensioners and weare pleased with the results ofthis campaign,” said CouncillorSonnenberg.

To date, 90 debtors from acrossthe city have each won R1 000 inShoprite vouchers. Winners hailfrom:

MARDI GRAS made a big splash thewith attendance of 25000 people atthe Wynberg’s William Herbertsportsground which ran fromThursday 26 January to Saturday28 January and Friday 3 February.

Peoples Post Editor Feroza Miller-Isaacs has praised the collaborativeefforts of BGS Consultants and allthose who sponsored prizes for theMissMardiGraspageant.The spon-sors were, Velocity Cars, Sound-tech, Kenilworth, Long Beach Malland the Baxter Theatre.

The Chairperson of BGS Consult-ants Rashied Cloete expressed thatthe Mardi Gras was “definitely” ahuge success. “We had children un-der the age of 12 years come in forfree and that aspect was a huge suc-cess, we do not have exact figuresbecause no tickets were colleccted,but the kiddies rides run by the Cityof Cape Town was a huge success.The Mardi Gras also treated or-phans from Habibiya Childrens’

Home and Heavens Nest which en-ter for free on Friday 3 Februaryand was given access to free ridesand free meals.

THIS year’s annual minstrelcarnival has come to a close,with Santam District Six En-tertainers being crowned aschampions for the second yearrunning.

The concluding phase of thecompetition unfolded at the Ath-lone Stadium on Saturday, withtop teams eyeing the title of “Car-nival Kings”.

Malick Laattoe, owner of San-tam D6, was over the moon say-ing: “This is what we worked forand it’s an unbelievable feeling,winning the carnival for twoyears in a row.”

Santam District Six Entertain-ers walked away with 13 trophiescomprising of first prizes forAdult Drum Major, Junior Com-bined Chorus, Group Song, Eng-lish Combined Chorus, Afri-kaans Moppie and English Mop-pie, second prizes for JuniorDrum Major, Junior Sentimentaland Minstrel Song, fourth prizesfor Grand March Pass, Exhibi-tion, Best Board and a fifth prizefor Best Band.

“We beat the second placedcompetitor by 27 points; what anachievement,” says the excitedowner. Laattoe believes that“hard work, strategic planningand setting achievable goals” wasthe secret behind the team’s suc-cess and most importantly, rack-ing up back-to-back titles.

“This year it was a collectivecommitment from all role-play-ers that made our goals attaina-

ble, from the two-year-old young-ster to the 80-year-old pensioner.Pressure was definitely on us andwe could feel the heat,” says Laat-toe. Supporters from all over con-gratulated the team on their suc-cess, most saying that SantamDistrict Six were “deservedlycrowned as Carnival Kings”.

Ayesha Galant has four chil-dren, three grandchildren andfive son-in-laws all walking in thetroupe and says winning the com-petition brought “excitement tothe house”.

“They all rushed in here jump-ing up and down in the earlyhours of the morning, and thenthey rushed out to link up withthe team again to go and cele-brate. This troupe really knowshow to entertain the masses andwinning the competition provedthey are true entertainers,” saysGalant.

Ebrahim Jacobs, another fan of

the team, said: “Congratulationsto the Santam District Six Enter-tainers, because throughout theyear, everybody involved withthe team works around the clockto improve their performanceand they deserve to be crownedchampions.”

The top five teams in the SuperLeague of the competition were:Santam District Six Entertain-ers, Shoprite Pennsylvannians,Ashwin Willemse Orient Com-munity Entertainers, HappyBoys Entertainers and Salt RiverCrooning Minstrels.

Laattoe concluded by saying:“The year ahead has much morehard work and we are revisingour strategy, as the competitionlevel has been raised. To all teamsthat made this carnival a success,we are all winners. We as SantamD6 salute you and our motherbody, Cape Town Minstrel Carni-val Association.”

It is a well-known saying in sportthat getting to the top is a lot easierthan staying there, and it seemsthat the University of Cape Town’sVarsity Cup team will learn justhow true that is this season.

The Ikey Tigers became only thesecond team to win the competi-tion last year, when they defeatedthe University of Pretoria 26-16and wrestled the title away fromlocal rivals, University of Stellen-bosch, who had dominated thecompetition since its inception in2008.

Since the team’s excellent per-

formance last year, several oftheir star players graduated intothe senior team at the Stormers,leaving them short on experienceand quality. But head coach KevinFoote believes that the loss ofthese players cannot be blamed forhis team’s poor showing in theiropening game against the Univer-sity of Free State.

“Obviously those players werefantastic and that’s why they havegone up the ranks. But the majori-ty of players we now have, hadplayed in the Western Capeleague, and we won the WesternCape league, so there is no real ex-cuse,” said Foote.

“We planned for this, but justdidn’t execute well on Monday. Istill believe this team is goodenough to win. If I don’t back theplayers, who will?”

Nick Fenton-Wells, DonovanArmand, Eben Etsebeth, NizaamCarr, Demetri Catrakilis, NicGroom and Marcel Brache aresome of the players who were notavailable for selection when UCTlost 38-10 to Shimlas.

Foote has put the defeat down topoor execution from his side aswell as the excellent defence ofUFS, forcing errors from UCT.

“Shimlas played well and put alot of pressure on us. I think it

showed in our ball handling. Ithink it was two-fold. They put usunder pressure and we didn’t copewell.”

The defeat came as a surprise tomany UCT fans, and the early sea-son enthusiasm of many support-ers seems to have faded away.

Foote said that although he un-derstands the disappointment, histeam should not be written off justyet.

“I think I understand why peo-ple are having a negative responseto some aspects of the defeat,” saidFoote.

“At the same time, it was onegame and we created a lot of oppor-

tunities for ourselves but didn’tconvert them into points. It’s notall doom and gloom.

“We know we disappointedsome of our fans, but it’s one game.We will move on and we will comeback.”

Foote added that his playerswere confident in their ability toretain the title this season.

“For some of the guys it’s thefirst time they lost in the first teamjersey. Maybe not in the VarsityCup because it was their debut,but they played 9 or 10 games inthe first team jersey and they won.They definitely believe they canwin it.”

Softball SA topman suspendedMARK WARD

THE suspension of Noore Nacerodienby Softball South Africa has sent

shockwaves through the sport.

Nacerodien’s suspension comes just weeksafter he was lauded for the successful stagingof the Junior Women’s World Championshipin December.

Nacerodien headed the Local OrganisingCommittee for the prestige event, which tookplace in Cape Town from the Tuesday 6 to Fri-day 17 December at the Turfhall Park Stadi-um in Crawford. Nacerodien said the actionfrom the sports controlling body is a mysteryto him and that he was notified via a text mes-sage. According to the message his suspen-sion is due his failure to present a compre-hensive report relating to the World Champi-onship. He is also banned from all forms ofthe sport and was not allowed to complete hisumpiring duties at the weekend.

“The suspension comes as a shock to me.I did submit a report,” said Nacerodien.

“Unfortunately I could not attend the 4 Feb-ruary meeting, but three delegates from theWesternProvince,who servedwithmeon theLOC were given the report for discussion atthe meeting. “I am seeking legal advice andcannot speak too much. The only thing I wishto add is, why the banning order? Is it not theresponsibility of the organisation to firstsummons a member? Normal proceduresthen dictate that if the person in questionfails to attend that meeting then should dras-tic action like this follow? I was not affordedthat opportunity.

“The banning has cast a shadow over meand has created suspicion. I need to clear myname, and the national body has some ex-plaining to do.”

The sports controlling body SSA confirmedNacerodien’s suspension in statement thisweek. “This serves to confirm that the gener-al council meeting of the SSA, held on the 04February in Kempton Park, has decided tosuspend Mr Noore Nacerodien, the 1st VicePresident of SSA and also the chairman of theLOC that organised the 2011 ISF Junior Wom-

en World Championship that took place inCape Town during the 06 to 17 December 2011,from all softball activities until he has pre-sented before the Council, the comprehen-sive report of the event.

“The Council went further to reject his res-ignation as the 1st vice President of SSA untilthe above matter has been resolved,” thestatement concluded.

Denise Paulsen, president of Western Prov-ince Softball Federation and secretary gener-al of the national body, refused to commenton Nacerodien’s banning order and referredcorrespondence to Guillo Marapjane, presi-dent of the national body.

Nacerodien recently said he would beavailing himself for the presidential race inAugust later this year, a position he held un-til 2008 when the incumbent, Paulsen, tookover.
