PENUTUP
5.1. Kesimpulan
Berdasarkan dari hasil analisis yang dilakukan, maka dapat ditarik
kesimpulan sebagai berikut :
1. Berdasarkan hasil analisis menunjukkan bahwa secara simultan variabel
kualitas sumber daya manusia, sistem pengendalian internal, dan teknologi
informasi mempunyai pengaruh yang signifikan terhadap akuntabilitas kinerja
instansi pemerintah pada SKPD Kota Banjarmasin.
2. Berdasarkan hasil analisis menunjukkan bahwa secara parsial kualitas sumber
daya manusia mempunyai pengaruh yang signifikan terhadap akuntabilitas
kinerja instansi pemerintah pada SKPD Kota Banjarmasin.
3. Berdasarkan hasil analisis menunjukkan bahwa secara parsial sistem
pengendalian internal mempunyai pengaruh yang signifikan terhadap
akuntabilitas kinerja instansi pemerintah pada SKPD Kota Banjarmasin.
4. Berdasarkan hasil analisis menunjukkan bahwa secara parsial teknologi
informasi mempunyai pengaruh yang signifikan terhadap akuntabilitas kinerja
instansi pemerintah pada SKPD Kota Banjarmasin.
5.2. Saran
Berdasarkan kesimpulan yang telah dikemukakan diatas, maka diperoleh
beberapa saran-saran sebagai berikut :
1. Berkaitan dengan kompetensi sumber daya manusia agar pemerintah daerah
Kota Banjarmasin dapat menempatkan pejabat pengelola keuangan daerah
sesuai dengan keahliannya masing-masing (the right man on the right place),

(the man behind the gun), meningkatkan kompetensi sumber daya manusia
dengan pendidikan dan pelatihan berkelanjutan, melakukan pemetaan dan
penataan sumber daya manusia yang berkualitas sesuai dengan bidangnya,
penilaian kinerja yang objektif, memberikan apresiasi dan penghargaan bagi
pegawai yang berprestasi dengan tujuan untuk memacu kinerja dengan
demikian diharapkan akuntabilitas keuangan daerah dapat terlaksana dengan
baik.
2. Meningkatkan dan memperkuat sistem pengendalian intern pemerintah yang
melibatkan seluruh satuan perangkat daerah dan pihak yang berkepentingan
lainnya dalam rangka mendukung dan melaksanakan akuntabilitas keuangan
daerah sesuai dengan ketentuan peraturan perundang-undangan, dengan cara
pembinaan, sosialisasi, bimbingan teknis, audit, reviu dan evaluasi program
dan kegiatan serta pertanggungjawabannya.
3. Pemanfaatan teknologi informasi agar lebih dioptimalkan dengan cara
menyiapkan, membangun dan meningkatkan infrastruktur dan jaringan
teknologi informasi yang handal dan baik serta berkualitas serta membuat
pedoman pemanfaatan teknologi informasi dalam rangka mendukung
akuntabilitas keuangan daerah sesuai dengan ketentuan peraturan perundang-
undangan. Untuk pemanfaatan teknologi informasi yang optimal perlu adanya
kegiatan-kegiatan sosialisasi, bimbingan teknis dan pelatihan pemanfaatan
teknologi dan penyamaan persepsi berkaitan dengan penggunaan teknologi
informasi, kemudahan penggunaan teknologi informasi serta kesesuaian
dengan bidang tugas masing-masing pengguna teknologi informasi.
Selanjutnya yang tidak kalah penting adalah bahwa pemanfaatan teknologi
informasi harus mampu menjawab tantangan dan permasalahan-permasalahan
dalam hal akuntabilitas yang sekarang menjadi suatu tuntutan masyarakat luas.

4. Untuk penelitian selanjutnya, peneliti dapat menambahkan variabel lainnya
seperti kompensasi, sanksi dan penghargaan, serta pola karir dan budaya
organisasi.
