I. PENDAHULUAN
1. Latar Belakang Masalah
a. Klaim interferensi di pita VHF amatir.
b. Temuan di lapangan beredarnya perangkat komunikasi radio untuk keperluan maritim yang mana dari
spesifikasi perangkatnya ternyata memiliki In‐band Tx di pita frekuensi amatir, dan in‐band Rx hingga di
pita frekuensi navigasi penerbangan.
c. Perbedaan harga di pasaran antara perangkat radio non maritim dengan yang perangkat radio maritim.
d. Perizinan perangkat radio maritim tidak memiliki acuan yang tegas perihal whitelist dan blacklist.
e. Belum adanya kejelasan alokasi frekuensi untuk keperluan maritim yang sesuai dengan rekomendasi
ITU.
f. Teridentifikasinya jenis perangkat beacon yang ternyata telah obsolete penggunaannya di internasional.
2. Tujuan
a. Menindaklanjuti laporan interferensi pita VHF di rentang keperluan amatir.
b. Menindaklanjuti hasil konfirmasi di lapangan berkenaan dengan temuan perangkat komunikasi radio
bukan seri maritim yang memiliki rentang frekuensi kerja VHF mencakup pita amatir, pita navigasi
penerbangan, dan pita maritim.
c. Pembenahan sistem perizinan perangkat komunikasi radio maritime.
d. Menginformasikan adanya perubahan jenis perangkat beacon maritim khususnya untuk keperluan
marabahaya yang "diakui" oleh internasional per 1 Februari 2009.
e. Mengusahakan standar perangkat komunikasi radio maritim yang sesuai dengan regulasi negara dan
terjangkau bagi penggunanya (khususnya nelayan).

2. GLOBAL MARITIME DISTRESS AND SAFETY SYSTEM (GMDSS)
Global Maritime Distress Safety System (GMDSS) merupakan konvensi internasional mengenai
prosedur keselamatan, ragam perangkat, dan protokol komunikasi dalam meningkatkan keselamatan navigasi
dan kemudahan penyelematan (Search And Rescue) armada laut dan udara. GMDSS membahas antara lain:
Klasifikasi area navigasi.
Persyaratan minimum perangkat berdasarkan area navigasi.
Kategori perangkat
Penomoran ID perangkat (MMSI)
Alokasi kanal frekuensi
Perangkat minimum navigasi yang disyaratkan secara umum menurut GMDSS antara lain:
EPIRB (Emergency Position Indicating Radio Beacon), 406 MHz atau 1.6 GHz
NAVTEX (Navigational Telex)
Inmarsat Receiver (jika beroperasi di cakupan Inmarsat dan penggunaan NAVTEX maupun HF NBDP tidak
dimungkinkan)
SART (Search And Rescue Transponder). 1 buah untuk <300 GRT, 2 untuk 300 < GRT<500, 3 untuk > 500 GRT
DSC (Digital Selective Calling) Transceiver, mampu mengakomodasi DSC channel 6,13,16,70
2 portable VHF transceiver (<500 GRT), 3 VHF transceiver (>500 GRT) di perahu darurat

1. Klasifikasi Area Navigasi Dan Kebutuhan Perangkat Per Area
GMDSS mengklasifikasikan jenis jangkauan pelayaran ke dalam 4 area navigasi. Masing‐masing area
navigasi memsyaratkan kebutuhan perangkat yang berbeda‐beda. Keseluruhan pembagian area navigasi
tersebut antara lain:
Area A1
o radius 20‐30 nautical mile dari stasiun pantai (Coast Station)
o berada dalam jangkauan VHF stasiun pantai
Area A2
o di luar area A1, dan tidak melebihi jarak 100‐150 nautical mile
o berada dalam jangkauan MF stasiun pantai
Area A3
o di luar area A1 dan A2, dan berada dalam cakupan satelit GEO Inmarsat.
o cakupan satelit GEO Inmarsat = 70⁰ LU hingga 70 ⁰ LS
Area A4
o di luar area A1,A2,dan A3
o daerah kutub utara/selatan dengan latitude >70 ⁰

Kebutuhan perangkat per armada per masing‐masing jenis area navigasi sesuai standar GMDSS ialah:
1) Area A1, perangkat minimum sebagaimana telah disebutkan dengan opsi diperbolehkan mengganti 406
MHz EPIRB menjadi VHF DSC EPIRB.
2) Area A2, perangkat minimum sebagaimana telah disebutkan dan tambahan:
a) 1 set Radio MF yang mampu TX/RX di frekuensi 2187.5 KHz menggunakan DSC dan 2182 KHz
menggunakan radioteleponi

b) 1 Receiver pemantauan DSC di 2187.5 KHz
c) 1 406 MHz EPIRB
d) 1 set Radio HF yang beroperasi di pita frekuensi maritim antara 1605‐27500 KHz untuk keperluan
TX/RX komunikasi radio pada umumnya atau kebutuhan telegraph
3) Area A3, perangkat minimum sebagaimana telah disebutkan dan tambahan set:
a) 1 set perangkat stasiun kapal Inmarsat C
b) 1 set Radio MF
c) 1 Receiver pemantauan DSC di 2187.5 KHz
d) 1 406 MHz EPIRB
e) 1 set Radio HF yang beroperasi di pita frekuensi maritim antara 1605‐27500 KHz untuk keperluan
TX/RX komunikasi radio pada umumnya atau kebutuhan telegraph
Atau:
a) 1 set radio MF/HF yang mampu TX/RX di frekuensi distress & safety pita maritim 1605‐27500 KHz
menggunakan DSC, radio teleponi, NBDP (Narrowband Direct Printing)
b) 1 Receiver MF/HF DSC yang mampu memantau terus di 2187.5 KHz, 8414.5 KHz, dan setidaknya 1 dari
frekuensi distress DSC 4,207.5 kHz, 6,312 kHz, 12,577 kHz or 16,804.5 kHz kapan pun.
c) 1 406 MHz EPIRB
d) 1 set perangkat stasiun kapal Inmarsat C
4) Area A4, perangkat minimum sebagaimana telah disebutkan dan tambahan:
a) 1 set radio MF/HF yang mampu TX/RX di frekuensi distress & safety pita maritim 1605‐27500 KHz
menggunakan DSC, radio teleponi, NBDP (Narrowband Direct Printing)
b) 1 Receiver MF/HF DSC yang mampu memantau terus di 2187.5 KHz, 8414.5 KHz, dan setidaknya 1 dari

2. Kategori Perangkat
Kelas perangkat untuk keperluan DSC (Distress, Safety, Calling) dan EPIRB.
2.1 Kelas Perangkat DSC
Kelas A
Mencakup semua kemampuan di Annex 1, sesuai dengan standar persyaratan instalasi MF/HF
dan/atau VHF Agendarut IMO GMDSS. Perangkat juga disarankan mendukung fitur semi‐
otomatis/otomatis sesuai rekomendasi ITU‐R M.689, ITU‐R M.1082 dan Tables 4.10.1 & 4.10.2.
Kelas B (MF dan/atau VHF),
Menyediakan kemampuan minimum bagi kapal yang tidak diharuskan menggunakan Kelas A, sesuai
dengan standar persyaratan instalasi MF/VHF IMO GMDSS. Perangkat juga disarankan mendukung

fitur semi‐otomatis/otomatis sesuai rekomendasi ITU‐R M.689, ITU‐R M.1082 dan Tables 4.10.1 &
4.10.2.
Kelas D (VHF)
Menyediakan kemampuan minimum untuk keperluan distress, urgency, safety via VHF DSC termasuk
pula panggilan/penerimaan rutin, tidak diharuskan sesuai dengan standar instalasi VHF IMO GMDSS.
Dapat mendukung fitur semi‐otomatis/otomatis
Kelas E (MF dan/atau HF)
Menyediakan kemampuan minimum untuk keperluan distress, urgency, safety via MF dan/atau HF
DSC termasuk pula panggilan/penerimaan rutin, tidak diharuskan sesuai dengan standar instalasi
MF/HF IMO GMDSS. Dapat mendukung fitur semi‐otomatis/otomatis

2.2 Kategori Perangkat EPIRB
Emergency Position Indicating Radio Beacons (EPIRBs) digunakan sebagai media untuk menandai
lokasi terjadinya marabahaya sekaligus memberitahukan lokasi tersebut kepada petugas penjaga pantai. EPIRB
terbagi menjadi 2 jenis yakni analog EPIRB yang bekerja di frekuensi 121.5/243 MHz dan jenis baru berupa
digital EPIRB yang bekerja di frekuensi 406 MHz. Kategori EPIRB analog dan digital antara lain:

Kelas A
Analog 121.5/243 MHZ, Float‐free, aktif otomatis, terdeteksi oleh pesawat, jangkauan terbatas.
Tidak diperkenankan lagi untuk digunakan.
Kelas B
Analog 121.5/243 MHZ. Versi aktif manual dari Kelas A. Tidak diperkenankan lagi untuk digunakan.
Kelas C
Analog VHF ch15/16. Aktif manual, beroperasi hanya pada kanal maritim sehingga tidak terdeteksi
oleh satelit maupun pesawat pada umumnya. Tidak diperkenankan lagi untuk digunakan.
Kelas S
Analog 121.5/243 MHZ. Serupa dengan Kelas B tetapi mengapung atau menjadi bagian dari perahu
darurat. Tidak diperkenankan lagi untuk digunakan.
Kategori I
Digital 406/121.5 MHZ. Float‐free, aktif otomatis, terdeteksi oleh satelit di dunia. Dikenal dan
digunakan oleh GMDSS saat ini.
Kategori II
Serupa dengan Kategori I, kecuali aktif manual. Beberapa model water‐activated.
Inmarsat E
1646 MHz, Float‐free, aktif otomatis, terdeteksi oleh satelit GEO Inmarsat. Tidak lagi digunakan
terhitung sejak 1 Desember 2006.
Analog Vs Digital EPIRB
Analog EPIRB (121.5 MHz) tidak dapat dideteksi oleh satelit GEO (GEO mencakup hingga 85% belahan
bumi).
Digital EPIRB (406 MHz) dan Analog EPIRB dapat bekerja dengan satelit LEO, namun Digital EPIRB bekerja
lebih baik.
Analog EPIRB hanya memancarkan sinyal di 121.5 MHz. Digital EPIRB selain memancarkan sinyal 121.5 MHz
berdaya rendah, juga mengirimkan kode identifikasi digital di 406 MHz.
Mayoritas kesalahan alert dari EPIRB 406 MHz dapat diselesaikan dengan mudah via panggilan telepon. Lain
hal dengan EPIRB 121.5 MHz dimana setiap kesalahan alert harus dicek ke sumber menggunakan perangkat
direction finding. Dengan demikian, EPIRB 406 MHz akan menghemat waktu SAR.
Penerimaan alert oleh satelit Cospas‐Sarsat dari EPIRB 121.5 MHz hanya dilakukan hingga 1 Februari 2009.
Lewat tanggal tersebut, satelit hanya menerima dari EPIRB 406 MHz, seiring pula dengan perubahan
transmisi analog menjadi digital.
Informasi lokasi yang diterima dari EPIRB 406 MHz jauh lebih akurat, dan sinyal yang dikirim pun membawa
informasi registrasi. Dari informasi registrasi tersebut, jika registrasi dilakukan dengan tepat, dapat
diketahui informasi kontak pemilik, informasi kontak darurat, dan karakteristik pengenal dari armada
bersangkutan.

Maritime Mobile Service Identity (MMSI) merupakan 9 digit nomor yang mengidentifikasikan perangkat VHF.
Bagian kiri dari MMSI menandakan negara dan jenis stasiun.

Kanal maritim di pita MF umumnya ditujukan untuk daftar stasiun pantai dan keperluan Distress, Safety, &
Calling. DSC menggunakan frekuensi 2182 KHz.

6. Kanal Frekuensi VHF Maritim
Terdapat beberapa perbedaan antara alokasi frekuensi VHF maritime khususnya antara Amerika
dengan ITU. Secara garis besar, Eropa (khususnya Inggris) dan Australia mengacu ke rekomendasi ITU RR. Dari
hasil penelusuran di internet pun tersirat bahwa perangkat VHF maritime yang beredar di internasional terdiri
dari 2 standar yakni standar Amerika dan standar ITU.

dinas bergerak maritim hanya untuk sejumlah frekuensi yang ditetapkan untuk stasiun‐stasiun dinas
bergerak maritim oleh administrasi (lihat Pasal 31 dan 52, dan Lampiran 18). Setiap penggunaan
frekuensi oleh stasiun dinas lain yang dialokasikan pada pita‐pita ini sebaiknya dihindari di wilayah‐
wilayah yang penggunaan semacam ini dapat menimbulkan gangguan membahayakan terhadap dinas
radio komunikasi VHF pada dinas bergerak maritim. Akan tetapi, frekuensi 156.8 MHz dan 156.525 MHz
dan pita‐pita frekuensi yang diberikan prioritas kepada dinas bergerak maritim dapat digunakan untuk
radio komunikasi dalam jalur perairan dalam negeri asalkan telah disetujui oleh administrasi‐
administrasi yang berkepentingan atau administrasi‐administrasi yang terkena dampak serta
memperhatikan penggunaan frekuensi pada saat ini dan persetujuan‐persetujuan yang telah ada.
5.227: Alokasi tambahan: Pita frekuensi 156.4875‐156.5125 MHz dan 156.5375‐156.5625 MHz dialokasikan
juga untuk dinas tetap dan dinas bergerak darat dengan kategori primer. Penggunaan pita‐pita frekuensi ini
oleh dinas tetap dan dinas bergerak darat tidak boleh menimbulkan gangguan yang membahayakan
terhadap atau meminta perlindungan dari dinas radio komunikasi VHF pada dinas bergerak maritim

Pembenahan acuan tegas referensi whitelist dan blacklist dalam hal perizinan perangkat komunikasi radio
untuk keperluan maritim.
Penetapan kanal frekuensi yang jelas untuk kebutuhan maritim, sesuai dengan rekomendasi ITU dan kondisi
di Indonesia.
Berkolaborasi dengan Departemen Perhubungan terkait kanal frekuensi dan perangkat radio maritim yang
digunakan saat ini, dan terkait pula perangkat beacon sebagaimana tercantum di Kepdirjen No.266 Tahun
2005 yang ternyata telah obsolete.
Perlunya sosialisasi atau pelatihan operasional perangkat radio maritim
4. Saran
Terdapat beberapa saran alokasi kanal frekuensi maritime untuk Indonesia dari salah satu vendor, yakni ICOM.
Saran tersebut antara lain:
Keperluan internasional
- Ship station : 156.025MHz ‐ 157.425 MHz
- Coast station : 160.626 MHz ‐ 162.025 MHz
- Pita‐pita tersebut memang sesuai dengan ITU RR 2008, Appendix 18
- Di Indonesia, pita ship station berada di peruntukan Tetap, Bergerak dan Bergerak Maritim
- Di Indonesia, pita coast station berada di peruntukan Tetap, Bergerak
Keperluan Domestik
- 157.500 MHz – 160.600 MHz
- Mencakup maksimum 124 kanal simplex
- Pada Tabel Alokasi Spektrum Frekuensi Radio Indonesia di Lampiran Permen No.29 Tahun 2009, pita
tersebut dialokasikan untuk keperluan Tetap, Bergerak
