Why 7 Main Street?• Consistent with proposed Comprehensive Plan
changes• Consistent with language in current
Comprehensive Plan• House in need of renovation• Concerned about type of commercial growth in
R.H.• We live 2 miles away• Cannot afford to lease space in shopping centers • Round Hill needs more services for residents• Parking crisis, current businesses have little/no
parking• Promotes sense of community• A meeting place for residents & business owners
Proposed Comp Plan Amendment
• Bridge the gap in the central commercial district between Bank Building (Main Street) to parking lot.
• Extend commercial district on west side on Main Street
• Property owners must file individually to be rezoned
Truth vs. Fiction• Current residents will not be forced to
rezone, may never rezone• Properties are not automatically commercial• Property owners must go through a public
rezone process to become commercial• Business has to conform to ordinances for
parking, signage, lighting, etc…• A “CVS” type business cannot combine two
lots and build in the middle of town by right.
Current Comprehensive Plan
A Guide for considering rezoning and development proposals:
1. “Businesses then as now were interspersed among residents”
2. “Planning decisions will be decided by community needs and demands”
3. “Economic growth will need to take place to accommodate the daily needs of a larger population…”
See Attachment A
Current Comprehensive Plan Cont’d
4. ”Business (Commercial) uses are concentrated along Main Street and at its intersection with Loudoun Street.”
5. “Maintain and enhance the historic and architectural integrity of the town. Demolition…strongly discouraged”
6. “Control growth as to type and location…sensitive to… existing commercial fabric”
7. “Strip commercial shall be discouraged”
Current Comprehensive Plan Cont’d
8. “To consider the adapted uses of historic structures which encourage preservation or rehabilitation.”
9. “To maintain and encourage efficient land use patterns which integrate residential, commercial…”
10. “Commercial/Business districts shall be established …and services the needs of the residents….three distinctly different districts”
11. “Promotion of tourist trade and small professional businesses are compatible with the history and character of the town,…the vision of this Comprehensive Plan.”
Current Comprehensive Plan Cont’d
12. “Overnight lodging and appropriate restaurant use shall be permitted in existing structures based upon factors such as lot size, access, parking and buffers, etc.”
13. “…anticipated growth within the planning area, will require additional public parking…As space is at a minimum adjacent to the Central Commercial District, the town will encourage multi-use lots…or other creative means of increasing parking…”

It will be saved and renovated…
7 Main Street Renovation• Rear Addition
– Designed to preserve current view from the street
– Provides back entrance to building– Match existing metal roof & moldings
• Significant exterior and landscaping improvements– Replace vinyl siding with wood-like
(Hardiplank) siding & stone/brick– Working Shutters– Appropriate buffers around parameter of lot
Parking, Lighting & Buffers• Add a VDOT approved commercial
entrance• A 16 space parking lot in back of building
to help ease current parking crisis in town• Low impact lighting • Tree and fencing buffers will be added according to ordinance requirements & the needs/requests of our neighbors
Water Drainage• Large amount currently dumps on 7
Main, flooding basement• No additional water will be diverted to
adjoining properties, no faster than current conditions
• Work with town on future remedies• Utilize low impact design standards for
stormwater management • Innovative porous material for parking
lot
Gravelpave2
Gravelpave2
• Made of recycled plastic• Compression strength greater than
concrete• 87% to 98% open surface area• 0% to 3% run off (vs. 95%+ for solid
surfaces)• Handicap accessible• Filters harmful pollutants• Prevents erosion and gravel migration• Promotes tree and shrub preservation• 25 year lifespan
In Closing…Please Consider the Following
• Survival of small businesses in Loudoun• The history and future of Round Hill• The type of commercial growth you would
like to see– Strip malls versus historic commercial district– Local ownership versus out of state/country
• Preservation• Community• Parking crisis
