WHAT ARE VALUE ADDED FEATURES (VAF)?
Features of a Construction project designated by the Specifications to include a warranty
Requires the Contractor or a delegated Responsible Party to repair deficiencies found in a Value Added Feature for a certain period of time
Warranty period can vary by Specification
WHY DO WE USE VAF?
Allows the Department to shift the risk of maintenance and repairs identified after final acceptance to the Contractor that performed the work
Drives good construction practices and proper Quality Control during Construction
Provides a maintenance – free product for a specified time

Warranty Coordinators are structured differently in different Districts
Important to familiarize yourself with your District’s Warranty coordinator/coordinators
Regardless of structure, process found in Chapter 8.14 should be followed
THE VALUE ADDED FEATURES PROCESS
Features entered in Contract Information and Monitoring System (CIM)
Minimum number of inspection intervals are scheduled in CIM
Final inspection should be scheduled just before the end of the warranty period
For Value Added Pavement, inspection are accompanied by Pavement Condition Surveys (PCS)
THE VALUE ADDED FEATURES PROCESS
If deficiencies are noted, the Contractor or other Responsible Party is contacted to perform remedial work
Department sends a “Notice of Remedial Action” via certified mail
Contractor must submit a Remedial Action Plan or request a hearing at the Statewide Disputes Review Board
If the Contractor is responsible, he performs the remedial work
If the Contractor is not responsible the Department determines how the remedial work will be accomplished
THE VALUE ADDED FEATURES PROCESS
Once remedial work is completed and accepted, Contractor is notified of the acceptance in writing
Failure to perform
If the Contractor does not perform the remedial work, request a Statewide Dispute Review Board meeting or compensate the Department the project is sent to the Statewide Warranty Coordinator for further action

When construction of embankment, subgrade or base below the pavement is included in the Contract, the Contract, the Contractor is responsible for the warranty period
When there is no construction of embankment subgrade or base below pavement (milling and resurfacing), Contractor can designate Responsible Party

Responsible Party must be a Sub-Contractor must be prequalified for asphalt
Contractor must designate a Responsible Party using Form # 700-010-53
Form must be given to Warranty Coordinator for future remedial work

Bond covers the binder course layer and the friction course layer

Contractor is responsible for the warranty of the feature

Contractor can designate the feature fabricator as the Responsible Party for the warranty period using Form # 700-010-20
Failure to timely designate a Responsible Party will result in the Contractor being the Responsible Party for the duration of the warranty period.
