What is a Stakeholder?
Any individual, group or institution who is affected
by a project in a positive or negative way; or
Any individual, group or institution that has an
interest (or stake) in the project

Definitions
Stakeholders are :
persons, groups or institutions with interests in a projector programs.
Primary stakeholders are those ultimately affected, eitherpositively (beneficiaries) or negatively (for example, those
involuntarily resettled).
Secondary stakeholders are the intermediaries in the aiddelivery process.
This definition of stakeholders includes both winners and
losers, and those involved or excluded from decision-makingprocesses.
Key stakeholders are those who can significantly influence, orare important to the success of the project

Who Is a Stakeholder?
These stakeholders, or interestedparties, can usuallybe grouped into the following categories: international/donors,
national political (legislators, governors),
Public (ministry of health [MOH], social security agency,
ministry of finance), labour (unions, medical associations),
commercial/private for-profit,
nonprofit (nongovernmental organizations [NGOs],foundations),
civil society,
and users/consumers.
