Thank you for your interest and application for our Residential Parking Permit (RPP) program. Eastown Community Association’s application stated that the growth in business, residential and commercial density has caused parking constraints for many residents in your neighborhood. We recently completed an on-street parking evaluation to determine the neighborhood streets with parking constraints. Six potential streets match our RPP criteria. At this point we are requesting that we meet with you to go over our findings and recommendations. The next step is to begin the formal neighborhood approval process.

Background
Our Residential Parking Permit (RPP) program was designed to ensure residents and property owners have available on-street parking in areas experiencing growth and development. Established RPP zones allow parking to those who hold permits and once a zone is established, residents pay a small permit fee that covers the cost of implementation and enforcement, while non-residents have an opportunity to purchase a permit at a much higher rate if additional space is available. The RPP zone is enforced year round and will have enforcement time parameters specific to each zone. RPP zones do not change any winter parking restrictions.
In July, the City received Eastown Community Association’s (ECA) RPP application. In the application several streets were identified as areas of concern. The parking study in these areas have been completed and the next step in the process is the neighborhood vote. We will work closely with you to conduct the voting and will leverage your ongoing engagement in the neighborhood.
To formally establish an RPP zone requires neighborhood approval. Property owners and residents of the program in the proposed RPP zone have the opportunity to vote for or against establishing the program. If the proposed RPP zone receives more than 50% of votes the proposal advances for City Commission approval.
Before going to City Commission the Mobile GR Commission will vote to recommend approval to the City Commission. This will be done in two separate commission meetings, December Mobile GR Commission and January City Commission meetings, where Mobile GR staff will present the results from the parking study and the neighborhood approval vote. Once approved the new RPP zone will begin enforcement on may 1st.
Permits currently cost $15 per six-month period or $30 for the year. Residents are allowed guest permits for $2 per permit with a maximum of 30 per six months. If extra parking capacity is available, the ordinance allows for the sale of commuter permits for $4 per day, or $75 per month. Parking permits mirror winter parking restrictions of November 1 to April 30 and May 1 to October 31.
Parking Study Methodology
Seven streets were identified as areas of concern in the ECA application. A larger study area was evaluated to get a broader understanding of of parking issues in the neighborhood. The analysis included 19 streets, bounded by Fuller Avenue, Woodmere Avenue, Wealthy Street, and Milton Street. A map of this area has been included in this packet and can be seen on page 11.

Cars were counted on all streets at different times of day and days of the week. City staff conducted all of the counts between September 12th and September 23rd. After numbering each street we set up an occupancy count schedule that included 18 occupancy counts over the course of two weeks:

Using the data gathered from the occupancy count Mobile GR staff put together a heat map of the area to help identify the potential RPP zones, which has been included in this packet and can be found on pages 11-17.
Next Step
The recommended RPP zone for ECA meets the minimum requirements. It now moves forward to the formal neighborhood voting and approval process. This requires making contact with all the property owners and residents in the proposed zones. In the past only property owners were contacted. However, a recent change to the RPP policy now allows residents not owning property with in the proposed RPP zone a vote as well. Reaching all of the residents will be a challenge. Our goal is to work closely with you and leverage the ECA’s experience in engaging the neighborhood.
Voting will take place via postcard that either will be mailed or hand delivered to the property owners and residents in the proposed RPP Zone. The dates for voting will be determined by both ECA and Mobile GR. All postcards will be mailed to the Mobile GR and Parking Services department located at 50 Ottawa N.W., Grand Rapids, Michigan 49503. Mobile GR will tally the ballots and report out the results to ECA as soon as they are completed.
