• Package 1: Iconic Freeway Structure over I-210 (approx. 584 linear feet)
• Package 2: Phase 2A Alignment, includes: Rail Track Alignment, Bridges, Crossings, Stations, Utilities, Systems, Signals (and related items), as well as a Maintenance & Operations Facility
• Package 3: Two multi-level parking structures in Arcadia and Azusa/Citrus

Measure R Funding Availability Schedule
Funding
• Measure R – Commits a minimum of $735 million
for Foothill Extension– Extends the line from Pasadena to
Claremont
• Metro’s Long Range Transportation Plan– Allocates $810 million for Foothill
Extension (2010 – 2019) *– Seeks additional funding sources– Commits to operating Phases 2A &
2B, upon construction completion
• Fund Transfer & Master Cooperative Agreements – Being Negotiated

Financing Phase 2A: Optimizing Measure R
• Measure R provides a dedicated funding stream, starting in 2010
• The Construction Authority plans to optimize those funds and deliver Phase 2A four years ahead of schedule
• The Authority is developing a public-private partnership to accelerate construction ahead of funding
• The public-private partnership will defer payments to design-builder, with interest, pending receipt of Measure R funds
• This plan will allow construction of Phase 2A to be completed in 2013
