Introduction
Introduction
Infrastructureisvitaltoourqualityoflife,ourpublicservicesandOntario’seconomicprosperity.
That’swhyinMay2005welaunchedReNew Ontario,afive-yearstrategicinfrastructureinvestmentplan.It’sthemostambitiouspublicinfrastructureundertakinginoverageneration.
Togetherwithourpartners,we’reinvestingmorethan$30billiontorepairtheneglectofthepastandbuildforthegrowthofthefuture.
We’reachievingtangible,concreteresults.
Studentsaregettingtheeducationtheyneedinclassroomsthataremoreconducivetolearningbecausewe’rerepairingcrumblingschools.
Peoplearegettingthehealthandlong-termcaretheyneed,whenandwheretheyneedit,aswemodernizehospitals,upgradediagnosticequipment,createmorespacesformedicalstudentsandimproveaccesstohealthcare.
Commutersandbusinessesarebenefitingasweworktoimproveandexpandpublictransitandourroads,highwaysandbridgesthatwillhelpgetpeopletowheretheyneedtobeandourgoodstomarket.
Ourplanisaplanofactionandtheactivityiswellunderway.
Ourinfrastructureinvestmentsinthefirsttwoyearswilltotalmorethan$11billion,wellonthewaytoachievingourfive-yeartargetofmorethan$30billion.
Thisreporthighlightssomeofourkeyachievementsandillustrateshowwe’reworkingtogethertoprovideasolidfoundationforeconomicgrowth.

•Byreplacing31oldhospital-basedCTscannerswiththelatestCTscannertechnology,we’reprovidingpeoplewiththehigh-qualityhealthcaretheyneedanddeservesooner.CTwaittimeshavebeencutby13.6percentsinceNovember2004.
•Thirty-sixlong-termcareprojectshavebeencompleted,adding771newlong-termcarebedsandredevelopingmorethan3,500existingbeds.
•LocalSharepolicieshavebeenreformed,makingiteasierforcommunitiestoraisetheirshareofhospitalcapitalfunding.
InJune2006,weannouncedtheprovincewillcoveranunprecedented90percentofeligibleconstructioncostsforhospitalprojects.Thisrepresentsmorethan$1billioninadditionalsupporttohospitals,andmakesiteasierforhospitalsandtheircommunitiestoraisethefundstheyneedfortheirhospitalprojects.
Inthepast,mostcapitalcostshareratesvariedfrom50to80percentdependingontheproject.
Government Increases Support for Hospital Capital Projects
•Toimproveaccesstodoctors,we’reincreasingthenumberoffirst-yearmedicalschoolspacesby23percent.
•We’recreatingfournewsatellitemedicaleducationcampusesinWaterloo,St.Catharines,MississaugaandWindsor.InadditiontonewspacesatQueen’sUniversityandtheUniversityofOttawa,thiswillcreate104newfirst-yearspacesatmedicalschoolsby2008-09.
•TheNorthernOntarioSchoolofMedicine,withcampusesinThunderBayandSudbury,openeditsdoorsinSeptember2005.Theschoolisthefirst-evermedicalschoolinnorthernOntarioandthefirsttobebuiltinCanadain35years.
InJuly2005,weannouncedourcommitmenttoredevelopandexpandHôpitalMontfortandconstructionbeganthissummer.
Theredeveloped,publiclyownedhospitalwilladdtwonewwingsandrenovateexistingfacilities–includingintensivecare,maternalnewborn,mentalhealth,ambulatorycareandemergencyservices.Thehospitalwillalmostdoubleinsizewithacapacityof417beds.Theexpansionwillalsoincludeafacility,fundedbythefederalgovernment,fortreatingmembersofthearmedforces.
ThehospitalhasbeenservingFranco-Ontariansformorethan50yearsandprovideshealthcareinbothofficiallanguages.It’salsoateachinghospitalforFrancophonehealthcareprofessionals.

ThehealthofOntario’schildrenisakeypriority.That’swhywe’reinvesting$24millionincapitalfundingoverfouryearsinchildren’streatmentcentresthatprovidevaluableservicestochildrenandyouthwithdisabilitiesandmultiplespecialneedsandtheirfamilies.
Projectshavestartedatallfivecentres,includingtheGeorgeJeffreyChildren’sTreatmentCentreinThunderBay;theThamesValleyChildren’sCentreinLondon;OneKidsPlaceinNorthBay;andtheJohnMcGivneyChildren’sCentreinWindsor(formerlytheChildren’sRehabilitationCentreofWindsor-Essex).TheOttawaChildren’sCentrehascompletedafeasibilitystudy.

InDecember2005,wecommittedtoimprovestudentsuccessbysettinghighschoolgraduationtargets.Thehighschoolgraduationrateisnowat71percent,upfrom68percentin2003-04.Ourtargetistoincreasetherateto85percentby2010.

YorkUniversityofficials,staffandstudentscelebratedtheopeningofYorkUniversity’snewfine-artscomplex,theAccoladeProject,inMarch2006.
Theprovincecommitted$23.4milliontothisworld-classcomplex.Thefacilityincludeslecturehalls,classrooms,a325-seatrecitalhall,acinema,recordingstudios,atheatreandastudent-rungallery.
Theprojectmarksanexcitingnewphaseforthe40-yearoldFacultyofFineArtsatYork–thefirstsuchfacultyinCanada.ItenhancesYork’sreputationasoneofNorthAmerica’sleadingartsuniversitiesandapremiertraininggroundforartists,artsadministrators,producers,teachersandcurators.

The PlanWe’redevelopinganintegratedtransportationsystemcomposedofwell-maintainedprovincialhighways,localroadsandbridges,publictransitandefficientbordergateways.We’redoingthistogetpeopletoandfromtheirdestinationssafely,cutcommutetimes,reduceharmfulemissionsandmoveourgoodstomarket.
ThroughReNew Ontario,we’reinvesting$11.4billionintransportationinfrastructureinitiativesby2010.
ThroughourMove OntarioinitiativeannouncedinMarch2006,we’reinvestingafurther$1.2billionintransportationprojectsincluding$838millioninpublictransit:$670millionfortheToronto-YorkSubway,$95millionforBrampton’sAcceleRideprogram,and$65millionforMississauga’sTransitway.

•Wecontinuedtomakestrategicinvestmentsunderthemulti-year$1.05billionGOTransitExpansionPrograminpartnershipwiththefederalgovernmentandmunicipalitiesintheGreaterTorontoArea.

RecentinvestmentsinGOTransitwillmakeformoreconvenientandefficienttravelforthenearly47millionpassengerswhousedthesystemin2005-06.
Theseinclude$73millionfor20newbi-levelrailcarsand31newhighwaybuseswithacapacityfor6,400morepassengers.Aswell,passengerswillbenefitfromover2,500newparkingspacesatGOTransittrainstations,anewGOBusTerminalatSquareOneinMississauga,afourthmorningandafternoontrainontheBradfordCorridor,andexpandedbusservices.
GOTransitalsoopenedthreenewstationsatMountPleasant,KennedyandMillikenin2005.ConstructionofanotherstationinMississaugaisplannedforthefallof2006,toopenearlyin2007.
GO Investments on Track for Today and the Future
•MillionsofcommutersintheGreaterTorontoAreawillhavemoreconvenientandefficientaccesstopublictransitasaresultoflegislationthatwasproclaimedAugust24,2006,thatwillcreatetheGreaterTorontoTransportationAuthority.
TheAuthoritywillintegratemunicipalandregionaltransitplanning,andcoordinatefaresandtransitservicedeliverytoimproveconvenienceforcommuters.ItwillalsoimplementtheGTAFareCardSystem,whichwouldenablecommuterstotravelonpublictransitfromDurhamRegiontoHamiltonusingasinglecard.
•TogetherwiththefederalgovernmentandtheCityofToronto,we’reinvesting$1.05billiontomodernizeandexpandtheTorontoTransitCommissionsystem.We’vealsocommitted$200milliontowardstheconstructionofthe29-kilometre,North-SouthOttawaLightRailTransitsystem,thelargestcivilworksprojectintheCityofOttawa’shistory.
•Wecontributed$50milliontowardtheconstructionofPhase1ofYorkRegion’sVIVArapidtransitsystemthatisnowcompleted.Thisisexpectedtoincreasetransitridershipby30percent,removing7,000cartripsfrommajorhighwayseveryday.InMay2006,weannouncedafurtherinvestmentof$7millionforPhase2tohelpplandedicatedbuslanesandotherimprovements.TheseinvestmentsarehelpingYorkRegiontakemorethan140,000carsofftheroadinthenext15years.

The Progress with Provincial Highways•TosupporteconomicgrowthandqualityoflifeinNorthern
Ontarioweintroducedthefive-year,$1.8billionNorthern Ontario Highways StrategyinAugust2005.Itwillmeanexpandingthenorthernhighwaysystemby64kilometres,constructing54bridges,andrepairing2,000kilometresofhighwayand200bridgesoverfiveyears.
ThegovernmentunveiledtheHighway 69 Action PlaninJune2005.
Theplanoutlinesalong-termstrategyforcompletingthefour-laningoftheHighway69corridorwithin12years.ItidentifiesthemajorprojectsandactivitiesneededtobringabouttheexpansionofthehighwaysouthofSudburytoParrySound.Anumberoftheseprojectsarenowunderway.
Highway69isamajoreconomicroutetotheNorth–5,000to7,000driversuseiteveryday.ItiscriticaltothequalityoflifeandeconomicprosperityoftheSudburyregionandotherNortheasternOntariocommunities.
Highway 69 Action Plan
•Weinvested$656milliontoexpandandrepairprovincialhighwayinfrastructureinSouthernOntariotosupportkeytransportationandtradecorridors.Fifty-sixoftheseprojectswerecompletedin2005-06.
•Torelievecongestion,reducecommutetimesandimprovequalityoflife,weopenedHighOccupancyVehicle(HOV)lanesonHighway403andHighway404intheGreaterTorontoAreainDecember2005.
•WecontinuedtomakeimprovementstoHighway401acrossToronto,inOshawa,andalongtheCambridge-Woodstockcorridor.
•AndwebeganthewideningofHighway401intheKingstonareaunderthefederal/provincialStrategicHighwayInfrastructureProgram.

In2005-06,onSouthernOntario’sprovincialhighways:• 53kmofadditionalhighwaywerecompleted• 13newbridgeswerebuilt• 194kmofhighwaywererepaired• Sixnewinterchangeswerebuilt• Operationalimprovements,includinghighwayillumination,shoulderimprovements,
intersectionandinterchangeimprovements,andmedianbarriers,werecompleted.

•We’reworkingtomakesurepeopleandgoodsareabletomovemoreefficientlythroughthebordercrossingsattheWindsorGateway.Togetherwiththefederalgovernment,we’removingaheadwitha$300millioninvestmentforshorter-termimprovementstorelievecongestionintheWindsorGateway.We’realsoworkingwithourpartnerstoaddresslonger-termneedsandidentifythepreferredlocationforanewWindsor-Detroitcrossingbymid-2007.

•Throughthefive-year,$900millionCanada-Ontario Municipal Rural Infrastructure Fund,wecommittedfundingin2005-06to87communitiesfor177roadandbridgeprojectsthroughthefirstintakeoftheinitiative.Weannouncedafurther102projectsin61communitiesinApril2006.
•OurMove Ontarioprogramprovidedanadditionalone-timecontributionof$400milliontomunicipalitiesprimarilyoutsideoftheGreaterTorontoArea,toassistwithroadandbridgeprojects.
The$18.9millionnewinternationaltruckrouteintheSaultSte.MarieareaopenedSeptember29,2006.ItwilleasecongestionandimproveaccesstotheInternationalBridgeconnectingOntarioandMichigan.
Morethan130,000commercialtruckscarryabout$3.5billionofgoodsacrosstheInternationalBridgeeveryyear.Thenewroutewillreducedelaysandsavecommercialcarriersabout$1millionayear.

The ChallengeFortoolong,toomanyOntariofamilies,seniorcitizensandotherindividualshadfewoptionsbecauseofthelackofaffordablehousing.
The PlanWenegotiatedanewagreementwiththefederalgovernmenttomakesurethatOntarianshadoptionsforliving.ThroughtheCanada-Ontario Affordable Housing ProgramagreementsignedinApril2005,Ontarioandthefederalgovernmentareeachcontributing$301milliontocreate20,000newaffordablehousingunits,including5,000housingallowancesforlow-incomehouseholds.
The Progress•Sincesigningtheagreement,we’vemadesignificantprogress
on128affordablehousingprojectsacrosstheprovince,whichwillprovide6,544rental,supportive,homeownershipandNorthernhousinginitiatives.
•Morethan1,600affordablehousingunitsarenowoccupiedandanother2,600unitsarenowunderconstruction.Afurther2,300unitsareintheadvancedplanningandapprovalstage.
Thishousingisacatalystforstability,dignityandasenseofself-worthforthethousandsofpeoplewhowillnowhaveanaffordableplacetocallhome.
Safe,affordablehousingisthefoundationforabetterqualityoflife.
InNovember2005,theprovince,inpartnershipwiththeGovernmentofCanadaandtheCityofPeterborough,celebratedthestartofrenovationsoftheWoollenMillinPeterboroughthatwillcreate50unitsofaffordablehousingforfamilies,seniors,personswithspecialneedsandotherpersonswithlowerincomes.
Theprojectgiveslifetoaheritagebuildingandhousingtopeople.
The$6.6millionprojectincludes$1.45millionfromtheCanada-Ontario Affordable Housing Program.

DurhamRegionisoneofthefastestgrowingregionsinOntario.Thereisaneedtobuildgreatercapacityincourtfacilitiesoverthenext20years.
InDecember2005,thegovernmentannouncedtheselectionofasiteindowntownOshawaforthenewDurhamConsolidatedCourthouse.Thecourthousewillhouse33courtrooms,fivejudicialhearingroomsandrelatedlegalandcourtservices.Itwillbethemosttechnologicallyadvancedcourthouseintheprovinceandhaveenhancedsecurityfeatures.
Thenewcourthousewillhelprevitalizeneighborhoods,createjobsandboostdevelopmentindowntownOshawa.Itwillemployabout350staffandapproximately1,500peoplewillconductbusinessdailyinthebuilding,spurringincreaseddemandforofficespace,restaurantmealsandotherservices.Courthouseemployeesandvisitorswillbringanestimated$7millionperyearinspendingtothearea,withthemajorityofspendingindowntownOshawa.

•We’reprovidingatotalof$135.5millionandlandvaluedat$31millionfortherevitalizationofculturallandmarkssuchastheRoyalOntarioMuseum(ROM),theNationalBalletSchool,theCanadianOperaCompany’snewFourSeasonsCentreforthePerformingArts,theGardinerMuseumofCeramicArt,theArtGalleryofOntario(AGO)andtheRoyalConservatoryofMusic.
•The2006OntarioBudgetalsoallocated$23.6millionforcommunityculturalorganizations’capitalprojects,includingOttawa’snewIrvingGreenbergTheatreCentre,thenewOrleansCentreandanewconcerthallfortheOttawaChamberMusicSociety.
InMay2005,residentsofHamiltoncelebratedtheopeningofthenewlyexpandedArtGalleryofHamilton.Thisworld-classfacility,thethirdlargestartgalleryinOntario,isnowabletocompeteforinternationallyrenownedcollectionsandexhibitions.Therenovatedgalleryisexpectedtodrawanadditional100,000visitorsannuallyandhaveatotaleconomicimpactof$27millionforthecentre.Theprovincecontributed$5milliontothis$18millionproject.

The PlanTheregionanditsmanydiversecommunitiesarefindingopportunitiestodiversifybyaddingvalueandcreatingnewopportunitiesintraditionalsectors,aswellasdevelopingnewknowledge-basedindustries.
That’swhywe’redirectingsignificantinfrastructureinvestmentstothesecommunities.Theseinvestmentsarehelpingtobuildprosperouseconomies,createjobsandeducationalopportunities,andensureahighqualityoflife.
The2006OntarioBudgetincludedover$500millionforNortherninfrastructure.

HeritageFundCorporationintherenovationofasurplushospitalinThunderBaytocreateandhousetheNorthwesternOntarioCancerandCardiacResearchCentre.
Thisprojectwillcreate26newresearchjobsandprovideavenueforresearchcollaborationsbetweenthenewNorthernOntarioSchoolofMedicine,theRegionalCancerCentreandtheLakeSuperiorCentreforRegenerativeMedicinewithinternationalprivatesectorcompaniessuchasSiemensOncologyandlocalresearchcompaniessuchasGenesisGenomics.

buildforthefutureandimprovesafetyandefficiency.ItisaroadmapforNorthernprosperitythatwillincreaseinfrastructureinvestmentintheNorthby40percent,provide45,000jobsacrosstheprovince,encouragetourismandsupporttheeconomy.

The Progress with Water Systems, Roads and Bridges •ThroughtheCanada-Ontario Municipal Rural Infrastructure
Fund,wecommittedover$124millionin2005-06to120communitiesthroughthefirstintakeoftheprogram.Thisincludes35waterandwastewaterprojectsin30communitiesand177roadandbridgeprojectsin87municipalities.
WeannouncedthesecondroundofthefundingprograminApril2006and,together,theprovincialandfederalgovernmentswillinvestanadditional$236millionin88communities.Thisincludes26waterandwastewaterprojectsin19communitiesaswellas102roadandbridgeprojectsin61communities.

The Progress with Public Transit & TransportationTheGrowth Planidentifiestransitinvestmentsasthefirstpriorityformovingpeopleintheregion.Efficientandconvenientpublictransitalsosupportsregionaleconomicdevelopment,relievespressureonstrategictransportationcorridorsandhelpstoreduceairpollution.
•ThroughReNew Ontario,wewillinvestover$4.1billionoverfiveyearstorenewandexpandpublictransitinthearea.ThroughMove Ontario,we’veprovidedanadditional$838milliontohelpmoveforwardanumberofpublictransitprojectsinTorontoandYorkRegion,BramptonandMississauga.

Theprovince,togetherwiththefederalgovernment,theCityofTorontoandtheTorontoWaterfrontRevitalizationCorporation,officiallylaunchedthestartofworkintheWestDonLandsinMarch2006.The32-hectareWestDonLandsarea,whichhasbeeninaderelictstateforyears,willbethefuturehometoasustainable,mixed-incomecommunity,anewtransitlineandaneight-hectareDonRiverPark.ThenewcommunityispartofthecomprehensivewaterfrontrevitalizationunderwayinToronto.
Theprojectwillprovide6,000newresidences,including1,500unitsofaffordablehousing;anewLightRailTransitwithinafive-minutewalkofallhomes;twochildcarecentres;acommunitycentreandpool;andanelementaryschool.
TheWestDonLandscommunitywillbeagreencommunity.Buildingswillbeenergyefficient,andavarietyofenvironmentalelementswillbeincorporated.AllbuildingsinthecommunitywillbedesignedandbuilttothehighestLEED(LeadershipinEnergyandEnvironmentalDesign)Goldstandardforenergyefficiencyandenvironmentalsustainability.
West Don Lands Neighbourhood – Providing Opportunities for Families, Individuals, Businesses and Entrepreneurs
Onworkdays,morethan75,000peoplecrowdthenarrownorthboundandsouthboundsubwayplatformatToronto’sUnionStation–athree-foldincreasefromthe25,000dailypassengerswhouseditwhenitwasbuiltin1954.
Theprovince,togetherwiththefederalgovernment,theTorontoWaterfrontRevitalizationCorporationandtheCityofToronto,officiallylaunchedthestartofconstructionofasecondpassengerplatformatUnionsubwaystationonMay24,2006.
Thenew,safersubwayplatformwilleasetensionandimprovesafetyandthequalityoflifeforthemillionsofcommutersandtravelerswhousethisbusystation.
The$90millionexpansionprojectispartofToronto’swaterfrontrevitalization.

Overthepastyear,theprovincehasworkedwithallpublicsectorpartners,includingthefederalandmunicipalgovernmentsandpublicboardslikehospitalsanduniversities,collegesandschoolboards,tomeetprioritiesandplanforfuturegrowth.Byworkingalongsideourbuildingandconstructiontradesandmanufacturingindustries–thepeoplewholiterallybuildourinfrastructure–we’remakingprogressingettinginfrastructurebuiltsooner,ontimeandonbudget.
Ontario’spublicinfrastructurerenewalprogramisbasedontheprioritiesdefinedbythepeopleofOntario–healthcare,educationandinfrastructureinvestmentsthatnotonlyenhanceeconomicgrowthandprosperity,butalsoimprovethequalityoflifeforourfamiliesandourcommunities.
