Happy October to all of my fellow
Stocktonians. Here I am in my 4th month as
Chamber President and I have to tell you what
a great experience it has been. I would like to
thank all of you for the support of our amazing
trade show at the University Plaza Waterfront
Hotel. We had 50 exhibitors and it was a great
success. How about the BEA luncheon? I had
a great meal at Outback Steakhouse, good
fellowship with all who attended, and it was a
great way to raise money for our Graduating
Senior Scholarships. I also had the honor of
taking part in the Ag Hall of Fame; I met so
many great people that night. Looking forward,
we have the ATHENA Awards coming up
with two very special people being honored,
Sara Garfield from TLC School for Homeless
Children receiving the ATHENA Award, and
Angela Rosenquist from Boboli International
LLC receiving the ATHENA Young Professional
Leader Award. We are truly blessed to have such
good people in our community and I hope to see
you all there. Don’t forget to check the calendar
for upcoming events with the Chamber and our
community, and remember shopping local is the
best way to love our community.

As I sit in my office preparing to write this November article I
see two things. One is a wonderful waterfront coming from the
waters of the Sierras, leading to the Pacific Ocean via the Port
of Stockton and our 1,000 miles of the Delta. Docked is an old,
but so beautiful, wooden cabin cruiser, The Florencia (whose
homeport is Los Angeles), along with several wooden speedboats
(maybe one is a Stephen’s made here in Stockton). I pan out to the
ballpark, the arena, the reborn University Waterfront Plaza Hotel,
and on to the Weber Event Center to Janet Leigh Plaza. I am also
so happy to see scores people, including my daughter-in-law
Kathy and granddaughter Nicole, strolling along the Joan Darrah
Promenade to enjoy the Haggin Museum plein-art show next to
the Waterfront Warehouse.
The second sight is in no way as nice – the accumulation of
water hyacinth that is there due to the bureaucrats at the Federal
EPA who delayed the permits. They are responsible for taking
away from the beauty and investment of the waterfront, and we
can only hope they will respond better next year (maybe our
congressional delegation should be on top of this from the start)!
I wonder what our residents and visitors think about this?
Welcome to the month of November, in which we should all be
thinking of how thankful we are (actually we should be thinking
that all year long) for all the blessings we have, and showing our
collective thanks by understanding the complexity of life as both
individuals and a community. We also show our thanks by being
taxpaying, honest, law abiding, community minded, giving,
respectful, personally responsible and family orientated business
owners, employees and just plain good citizens!
It is sad that such a small number of irresponsible takers and
violators of others’ rights feel entitled to not be responsible for
themselves or to others garner most of today’s headlines and
news reports.
Some folks have from time to time stated that in my position
as CEO of the 110-year-old Chamber I see Stockton through
rose-colored glasses and I’m not in touch with the reality of the
day. Well, unlike most of them, I worked and walked the streets
of Stockton for 68 years and have seen more first hand than they
could ever imagine. I do know of the problems but I am proud to
be an eternal optimist! It has been said that, “Twixt the optimist
and the pessimist the difference is droll: The optimist sees the
doughnut but the pessimist sees the hole.” Well, I always try to
see the doughnut (and not just because cops–or in my case a
former cop–are eternally connected to doughnuts)!
In the second paragraph of this article I wrote about
being thankful! I am thankful for both long time and newer
Stocktonians who don’t sit back and just moan and groan, but
get up and do something to bring good change and improve the
quality life here in Stockton. One such is Larry Test!
I hope you read Mike Fitzgerald’s recent Record article on how
Larry and others are trying to begin saving the trees of Stockton,
which have fallen on bad times due to budget cuts. Their new
organization, Stockton Trees, along with the long established
“Stockton Beautiful”, are shinning lights in the community and
your help would be greatly appreciated.
I have often written how proud I am to be 5th generation
Stocktonian, and this is a case in point of how many of us who
have been here a long time love this community and many stand
up to be counted. My family and the Test family have known each
other for close to 70 years. My parents and Larry’s mother and
father, Verna and Lloyd, were dear friends. My sisters, Toni and
Jeannie, and I grew up with Larry and his two brothers, Allen and
Roger. Larry and those in his new group are setting the example
of how in these very difficult times it is up to us to stand up and
be counted as citizens. We shouldn’t expect a hand out from
government or just “let government do it”, but a hand up by being
RESPONSIBLE, LAW ABIDING AND THANKFUL CITIZENS
helping our community move forward. I have talked with Larry
and you will be seeing more from him and your Chamber on how
you can and must help in this and other areas in our community.
One final thing I am thankful for is for all of you allowing me
to exercise my freedom of speech and thoughts to share with you
each month! God bless and protect all of you, our city, county,
state and the United States of America!

Leadership Stockton Class Picks Community Project During Annual Retreat

The Leadership Stockton Class of 2012 chose their class
community project at September’s overnight retreat at Camp
Lodestar in Wilseyville. The beautiful camp welcomed the class for
their retreat with open arms and great weather.
The class started the retreat with an expectations exercise,
and then it was right into learning the finer points of voting vs.
consensus and how they as a class will determine how to choose
their community project. Then Chris Stevens (LS Class of 2007)
took over and lead the class through some fun team-building
games. The highlight was one of the greatest plank board race
comebacks of all time!
The afternoon brought a fun game called “Little Known Fact
Bingo” where the class learned fun, random facts about each
other. After that, there was a presentation on accountability
from Kimberley Borgens (LS Class of 2002). Then it was time
for presentations on the four potential community projects the
class was to choose from. After the presentations the class was
free to enjoy the amenities of Camp Lodestar for the evening,
including a night hike and s’mores around the campfire. The
morning light brought a hearty breakfast, followed by a discussion
of the pros and cons of all four projects. After a little discussion
the class chose their project and planned out the leadership,
subcommittees, action plan and timeline for their project.
The Class of 2012 has chosen to help Pixie Woods with some
much needed renovations and to revive their annual wine tasting
event in June. It is going to be a great project!
We would like to thank Ramon Valez, Steve Fisk, Kimberley
Borgens, Chris Stevens, and Sonya Morgan for coming and
working with this year’s class. Also big thanks to Steve, Ramon
and Chris who prepared a great BBQ tri-tip dinner provided by
the Leadership Stockton Alumni Association.

CVB Produces Sports Facilities Guide
The Stockton Convention &
Visitors Bureau (SCVB) has just
released Stockton’s first Sports
Facilities Guide, a comprehensive
guide to local sporting venues.
The guide, to be used for the
marketing and promotion of
Stockton’s available sporting
venues, will be available both
online and in a printed version.
Sports marketing for Stockton
became the responsibility of the
SCVB beginning July 1, and producing this guide was the first
priority of this new venture. “Having a comprehensive sports
facilities guide available to rights holders, sports organization and
event planners was a must,” noted Wes Rhea, Executive Director
of the SCVB. “We needed this tool to best promote the assets of
Stockton and to have something available 24/7 online. We are
very excited about how this piece came out, and look forward to
sharing it with our partners.”
The guide is available on the web at www.StocktonSports.org
and printed versions are available from the SCVB. Nearly 30
local facilities are represented in the guide. Limited print runs
will be made, allowing the guide to be easily updated and
improved regularly.

Visitors Bureau Attends National Sports Convention
The Stockton Convention and Visitors Bureau (SCVB) attended
the 2011 TEAMS Conference and Expo in early October at the
Las Vegas Convention Center. The event is the world’s leading
Conference and Expo for the sports-event industry.
The SCVB met one-on-one with dozens of sporting event
planners and rights holders representing a broad variety of
amateur and professional sports from around the country. The
SCVB Executive Director and Sales Manager also participated
in educational sessions focused on trends, logistics and other
sporting event related issues presented by the leading experts in
the sports marketing and events industries.

SCHEDULE A REACON ASSESSMENT TODAY
The REACON Team is the outreach arm of the Green Team San
Joaquin. REACON is a collaboration between the Greater Stockton
Chamber of Commerce, private businesses, municipal and county
solid waste divisions, economic development professionals and the
communities of San Joaquin County. Our purpose is to promote
environmental stewardship solutions, to address environmental and
economic development issues and to create a nexus to
enhance the delivery of Chamber services in Stockton and all of
San Joaquin County.
Outreach: As an outreach group of the Green Team San Joaquin 1.
program, the REACON Team will proactively visit medium to
large businesses to share and promote cost-saving green practices
at their place of business.
We will provide a REACON assessment. When green practices 2.
and recommended changes are implemented by the company, and
reviewed by the REACON team, we will qualify the company to be
“Green Certified”.

Recycling Market Development Zone, Commute Connection,
energy conservation programs, waste audits and ways to reduce air
pollution. In addition, information on other Chamber programs
will be offered.
Recognition: “P³ Stewardship” stands for Policies, Practices and 4.
Purchasing Stewardship. A P³ Stewardship Award has been
developed to recognize businesses that engage in green practices
and will be acknowledged during the annual Small Business
Awards each year.

COVER STORY
Every fall for 25 years, the Stockton community eagerly
anticipates the Chamber of Commerce’s selection of two new
ATHENA Award winners. The annual awards honor women in
the community who have demonstrated remarkable qualities of
leadership, community service and served as an inspiration to
other women.
Since 1982, the ATHENA
Award has been presented
in communities across
the country to publicly
acknowledge and celebrate
the strength of female leaders.
The Award was founded by
Martha Mertz in order to help
inspire women in the business
community to reach their full
potential and to create balance
in leadership worldwide.
This award, named for Athena, the Ancient Greek Goddess of
Power and Wisdom, is spearheaded by the nonprofit ATHENA
International. The awards are unique for being a national award
given locally: nearly 500 different communities, including
Stockton, hand out the awards annually to honor notable local
women who have made a real difference at the local or regional
level. More than 6,000 worthy recipients in the U.S. and across the
world have been chosen as recipients of the ATHENA Award since
its inception.
Within Stockton since 1986, dozens of local women have been
honored with the awards. Each annual recipient of the ATHENA
Award has led a long career in which she has embodied the core
values of strong leadership and community service, helped inspire
other women and has made a lasting impact in the Stockton
community. Each ATHENA Young Professional Leadership Award
recipient is recognized as a woman under 40 who is a powerful
and active leader rising in Stockton and has already exemplified
these same ideals.
ATHENA Award
This year, Stockton’s awards committee has chosen lifelong
educator and CSU Stanislaus Professor Emerita Sara Garfield to
receive the ATHENA Award.
Garfield, who hails from Wisconsin,
is the child of two community-minded
parents—her mother this year won
Woman of the Year in Garfield’s
hometown, Superior—who trained
her from an early age to support the
community and take action when
she sees a need. She says she
was raised to believe that
community service is the
responsibility of every citizen
and raised her own daughters to cherish this important lesson,
as well.
During a community-service oriented trip with her daughters
to St. Mary’s Church in 1986, Garfield met David Brewer, Director
of St. Mary’s Dining Room, and first noticed a need in the
community for a specialized program which could provide a stable
education to homeless children who might otherwise have slipped
through the cracks of the educational system. Together, Garfield
and Brewer set about to address this need.
Nine months later, one.TLC School was born. More than 20
years later, this unique credentialed school, operated by the San

[This is] great motivation to continue to help grow, learn,
motivate, and share within the Stockton community in order to strengthen our next generation
of professionals
Joaquin County Office of Education and staffed by a team of
teachers and volunteers including Garfield, has helped support
and educate more than 7,000 children living in shelters, transient
motels or on the streets of San Joaquin County. In addition
to education, one.TLC School provides essential emotional,
psychological and physical support to children during a
frightening and traumatic time in their lives.
Keeping the school running for two decades has been a heroic
effort for Garfield and for its many other supporters in the
community. Garfield has remained a constant advocate, even
going as far as a hearing before the Congressional Education
Committee to secure a specific exception for the school in the No
Child Left Behind legislation. Through thick and thin, Garfield has
continued to work for the school on a purely volunteer basis, as
she has done for over 20 years.
Garfield is quick to point out that she has never supported one.
TLC School alone. “I never could have gotten the school running,
or kept it running without the help of David Brewer and Helen
Crane as well as a lot of community members, organizations
and groups that have supported us over the years.” When the
school had to be reorganized a few years ago, Garfield says that
San Joaquin County Superintendent of Schools Mick Founts was
essential to its continuation. “If it wasn’t for his support, along
with that of Stockton Unified and our foundation board we
wouldn’t have been able to keep operating.”
Garfield’s work with one.TLC School has garnered her
numerous national awards over the years, including the President’s
Service Award, which was awarded to her in 1995 by President
Bill Clinton. On receiving the ATHENA Award, Garfield says she
is “humbled and honored to be recognized in our community by
a group of such incredible women.” The award is another well-
deserved recognition for an important woman for Stockton and
for San Joaquin County.
ATHENA Young Professional Leadership Award
Angela Rosenquist has been chosen
to receive this year’s ATHENA Young
Professional Leadership Award. Rosenquist,
a Stockton native and alum of the University
of Pacific, is part owner and Vice President
of Sales and Marketing with Stockton-
based Boboli International, LLC. She is also part owner of Mezzo
Enoteca located in Stockton.
Rosenquist is a diligent community servant who serves on the
board of directors of Financial Center Credit Union, Saint Mary’s
Interfaith Community Services and Pacific Alumni Association,
among others. She is also a Top Ten Fund Drive Worker with
Pacific Tigers Athletic Association. She is currently pursuing a
Doctorate in Business Administration, Entrepreneurship, and
Leadership at California Southern University, Irvine with an
estimated graduation date of May 2012.
Rosenquist said that she is honored and humbled to have been
chosen to receive the award. “This not only reflects my feelings
for Stockton and the growth of young professional women in the
area, but also is great motivation to continue to help grow, learn,
motivate, and share within the Stockton community in order to
strengthen our next generation of professionals.”
Garfield and Rosenquist will be presented with their awards at
the annual ATHENA Luncheon on November 17, 11:30 a.m., at
the Stockton Golf and Country Club.
