Project 2:
Training for work ability coordinators
Project 2: Training for work ability coordinators
• The goal is that partial work ability or a disability or an illness does not lead to
exclusion from working life or prevent employment.
• To achieve this goal there have to be changes in services and at workplaces.
• These changes can be achieved by recognising in services and at workplaces the
skills of the professionals specialised in work ability.
• Work ability coordinators should be appointed to workplaces and services for
person with partial work ability as widely as possible.
• Work ability coordinators are trained professionals.
• They help their clients by coordinating services, taking responsibility, finding
tailored solutions together with them, supporting and guiding them, and being with
them all the way until the issues are resolved.

Content of training for work capacity coordinators
• The training is a process where the participants get efficient tools to reform their own
work and their cooperation and interaction with others.
• The training gives the participants up-to-date information and skills and keys to the
solution-oriented approach.
• Appreciative, encouraging, goal-oriented and solution-oriented approach to work is
the common thread in the training.
• The training gives the participants tools to build new kinds of cooperation in their
organisation, in their networking and in working with their clients.
• Training for work ability coordinators will be available in all regions.
• Training will also be organised for managers and employers.

Project 3:
Entrepreneurship for people with disabilities
Project 3: Entrepreneurship for people with disabilities
• The aim is to have more people with disabilities and people with partial
work ability as entrepreneurs.
• The first phase of the project included a survey on people with disabilities
as entrepreneurs and their support. More information is still needed on the
number of entrepreneurs with disabilities and the potential to increase that
number.
• Based on the survey results, concrete measures will be planned and carried
out to encourage people with disabilities or partial work ability to become
entrepreneurs and to remove barriers to their entrepreneurship.

• The aim is to reform the models and culture in services for people with partial work ability so that they would better support the employment and inclusion of people with partial work ability.

Project 5: Demand-side factors related to employment of people with disabilities
Project 5: Demand-side factors related to employment of people with disabilities
• The aim is that an increasing number of people with partial work ability will
be employed and that an increasing number of companies employ persons
with partial work ability.
• The first phase of the project included a research project.
• Once the research is completed, its outcomes and possible proposals for
measures will be discussed together with NGOs, including disability and patient
organisations.
• Measures to lower the threshold to recruit people with partial work ability
will be implemented based on the discussions and the researchers’
proposals. Employers will also be provided with information and examples
of well-functioning solutions and models in the form of regional training, for
example.

• The aim is to organise treatment and rehabilitation for people with partial
work ability through a seamless, client-oriented, timely and appropriate
operating model for service chains.
• This operating model will be developed as part of regional experiments.
• As a result, people with partial work ability in or outside working life will
have faster and more flexible access to the treatment and rehabilitation they
need. Early interventions to support work ability will be started at the right
time. Multi-professional cooperation to support work ability will function
efficiently.

Project 8: Incentive traps
Project 8: Incentive traps
• The aim is to reduce incentive traps related to disability pension and earned
income.
• A tripartite working group studied the alternatives for reducing incentive
traps related to disability pension and earned income.
• In its final report the working group proposed a linear model for combining partial
disability pension and earned income.
• The working group also proposed further studies on introducing the linear model
even for the full disability pension.
• The report will be sent out for comment in autumn 2017.
• Decisions on further actions.
• The reform could be implemented as of the beginning of 2021, at the earliest.
