• Future requirement e-navigation education

Electronic NavigationIBS
• Complex systems • Computer technology• Information overload • Increased need for
knowledge • User “unfriendliness”
– Human Machine Interface (HMI) /MMI, Human factors
”From 6 to 60 knots and from the vikings to Bill Gates”
“Among the frequent causes to these accidents, is the interaction between human and machine, in which the competence is central”
…”appropriate certificates are not enough”…

Where are the Navy and CG heading
• Certificates are not enough• Quality assurance
– Implementing the ISM code
– Performance requirements
– Policies and documentation
• Changing the attitude – Retraining
– Users must demand training on new equipment
• Extended use of simulator

Summary e-navigation education
• The focus on the need for education on modernised systems came to late
• Tradition is our “worst enemy” • Traditional education and training
are still valid• More training and retraining are needed• IMO requirements are not enough and
perhaps not tough enough • Work has started so things are looking
better but the process is challenging
