TheBlackSaturdaybushfireswhichdevastatedVictoriain2009causedthedeathsof173andthelossofover2000homeswithdamagesof$1070million.ARoyalCommissionwastaskedwithinvestigatingtheeffectivenessandcompletenessofthethreatreductionmeasuresimplementedsincethebushfiresof1977and1983andmaderecommendationsregardingfurtherriskmitigationmeasures.SubsequentlyaTaskforcewasformedanddevelopedajustifiablestrategy,thatRapidEarthfaultCurrentLimitersbeinstalledatzonesubstationssupplyingpowerto‘highbushfirethreat’areastominimizetheriskoffireduetosparkscausedbypowersystemsAustraliahastraditionallyrunMVpowernetworkswiththesupplyearthed-solidlyorviaanimpedance.Theintroductionofcompensatedorresonantearthingoffersanoperatoranumberofbenefitsintermsofreliabilityandearthfaultenergyreduction,yetthesedonotcomewithoutnegatives.Unfortunately,nosingleneutralearthingconfigurationisapanaceaforalltheills.Dependinguponsystemtopologyandlocation,asystemfacesmanyconflictingchallenges,includingcapitalandoperationalcosts,maintainingsystemreliability,electricshocksafety,bushfireignition,faultlocation,insulationcoordination,operationalflexibility,equipmentstressordamage,harmonicsourcemanagement,protectiondiscrimination,andcogenerationcompatibility.Thispresentationwillprovideacomparativeassessmentofanumberofneutralearthingschemeswithaviewtoidentifyingthestrengthsandweaknessesofeachsystemandtheabilitytoeliminatethethreatofbushfires.

AbouttheSpeakerDrBillCarmanBillworkedfor37yearsforAusgrid,andsince1982hasbeencloselyinvolvedinearthingdesignandtesting,safetyanalysis,standardsandR&D.SinceleavingAusgrid,in2014hehasoperatedasanindependentconsultantassistingclientswiththemanagementofearthingandlightningrelatedrisk.Billhasadoctorateintheareaofearthingsystemriskquantificationanddesign,hasauthoredover45papers,andisaconjointSeniorLectureratNewcastleUniversity.Heisactiveonearthingandlightningprotectionrelatedstandardscommittees.HechairedthejointCigre/CiredcommitteeB3:35whichhascompletedaninvestigationintotheintegrationofquantifiedriskinearthingsystemdesignandoperation,andisamemberofthenewCigreWGB3:52investigatingneutralpointearthingonfigurations.
