Business Planning and Development Units set up in NARS
Ten units established at New Delhi, Bareilly, Kolkata, Mumbai, Cochin, Coimbatore, Jabalpur, Hisar, Ranchi, Anand with hand holding by ICRISAT
Providing commeraclization approach to promising technologies developed in NARS
Deptt. of MS & ME, Govt. of India also came forward to support these units in long run.

Do not want to fund any research even post graduate research students.
Often want a technology/information for free
Do not give even a page writeup on specific problem wanting solution. Only raise/discuss in meetings.
Often do not have confidence that public sector R&D could also solve their problem.
Often do not show interest in working jointly with public R&D organization.
Synthesis of Attitude of Public R&D Sector - India
Often search a problem, find a solution (some times not complete) and then look for taker(s).
Do more of science/research and less tuned to commercial/marketing requirements
Have a will to work with Private sector.
Need to have confidence on each others strengths
Share technological information and infrastructural facilities for joint research including validation and testing of products
To minimize the lack of confidence, use agreements/legal documents to work together.
