Message from the Member of Parliament
It gives me great pleasure to endorse this strategic plan, the first ever, for
Rongai Constituency. Guided by the vision an empowered constituency
that effectively and efficiently manages all its rich resources for improved Standards of Living,
we are committing ourselves to a five year period of commitment to development. The process
of developing this plan has been very consultative which makes it accurate, risk averse, inclusive
and widely owned. It is in line with the Kenya Vision 2030. Thus, it has set the pace for future
participatory engagement in projects identification, implementation, monitoring and evaluation
and in line with the national policy documents. The resources directed to this constituency must
of necessity be used in a way that is transparent and accountable.
People need to be involved in the management of their affairs and thus I will ensure that there is
participation at all levels possible in implementation of this plan. A key area of this achievement will
involve attitude change. It’s been noted by various constituents that the main obstacle that stands
between where we are and where we should be is the attitude that we have towards work, lack of water
for both irrigation and household use, education for children and working through cooperatives and
farmers’ associations. As a key step away from this attitude we will be encouraging all constituents both
men and women to engage together in productive work for improved outputs. I urge leaders at all levels
to set this example by word and deed.The office of the Member of Parliament will give leadership in this
work and see to it that the wellbeing of all constituents is enhanced. I appeal to all development agents
to work together for greater impact in this constituency and make Modern Rongai Constituency, a
reality by the year 2017!

1.0 Introduction to the Strategic Plan

A strategic plan is a development tool through which a community, Rongai constituency is this case, outlines its aspired future and identifies the strategies to achieve it. It sets the short term and long term goals that need to be aimed at and the resources requisite for such a pursuit. This plan gives focus to the utilization of de-centralised funds available in the constituency which include the Constituency Development Fund (CDF), Economic Stimulus Package(ESP), Local Authorities Transfer Fund (LATF), Constituency HIV/AIDS Transfer Fund, Roads Maintenance Levy Fund (RMLF), Secondary School Education Bursary Fund (SSEBF), Rural Electrification Authority (RELF), and Free Primary Education (FPE). It further incorporates the role ofGovernment as well as other development partner funded programmes.

Rongai, Lengenet and Kampi Moto have the highest populations in the constituency. Rongai location harbours 17% of Rongai constituency’s population,Lengenet (15%), Kampi Moto (12%), Waseges, Ngata and Boror (11% each), Makongeni (10%), Solai (7%) and Maji Tamu (6%). In all locations, women are more than men. Despite the fact that Rongai location has the highest population, Lengenet has the highest number of women as shown on graph 11

However, poverty levels vary among locations. Boror, Ngata, Lengenet and Kampi ya Moto locations have a poverty prevalence of 30 – 40%, Rongai, Solai and Waseges locations have a poverty prevalence of 40 – 50% while Makongeni and Maji Tamu have a poverty prevalence of 50 – 60% as illustrated in the poverty map below. 6. People’s Participation in Rongai Constituency • According to the Interim Independent Electoral Commission of Kenya (IIECK) , registered voters in Rongai constituency were as at May 2010 was 57,164 while in 2007 were 65,580. 39% of the constituent members have piped water. Another 39% get water from streams. Other sources include bore holes (6%), wells (4%) and springs (4%). The constituency has only 48 Km of tarmacked road. 30 Km is in Kampi ya moto location, 8 Km, 7 Km and 3 Km in Ngata, Rongai and Makongeni locations respectively. Boror, Solai, Waseges, Maji Tamu and Lengenet locations have no tarmac road. The highest road network coverage is in Ngata location (148 Km), Lengenet (136 Km) and Kampi ya moto (130 Km). Maji Tamu has (101 Km), Boror (80 Km), Solai (57 Km), Rongai (44 Km), Makongeni (23 Km) and Waseges (15Km) of road.

The constituency has 101 primary schools both private and public. Kampi Moto has the highest number of schools (20) followed by Waseges and Lengenet, both with 14, Rongai has 12, Makongeni has 11, Maji Tamu 10, Ngata 8, Boror 7 and Solai 5. According to the 1999 census primary schools completion rates were as illustrated in the graph. There were more women (15.94%) than men (9.52%) who never attended school in the constituency. More males completed class 7 and 8 than females, Locations indicative of higher drop out rates at this level of the girl child than the boy child. There is need to clarify if this is still the case. 5.0 RONGAI CONSTITUENCY DEVELOPMENT PROJECTS SCORECARD

Kaptarakwa Primary School. The deplorable classrooms the students used before CDF stated funding in schools.
In promoting quality education, Rongai CDF have funded construction of modern classrooms as indicated by above, two fully completed classrooms.
In publicity, Rongai CDF have promoted erection of sign posts to indicate CDF funded projects. In order to reduce the distances covered by the students in fetching water Rongai CDF have funded construction water tanks and RWH
In attaining Millenium development goals and vision 2030, Rongai CDF has embarked on construction of health facilities for quality provision of healthcare services
To enhance safe working environment, Rongai CDF have constructed chief’s, DO’s and DC’s offices as well as AP and Police lines in order to bring services closer to people.

Below is an ongoing construction of DO’s office in Mbogo-ini division in Rongai. Rongai CDF have partnered with CEDGG(NGO) to train social auditors who scrutinize the projects records and share the reports in a public baraza to improve on transparency and accountability Monitoring and evaluation of CDF projects is a continuous process. The PMC implement the projects and the community and the CDFC’s monitor the implementation of the project and ensure that they work within the work plan.The emergency allocation to CDF have greatly assisted in disaster mitigation as shown by the classroom below which was blown off by the wind
