Subject: I" Minutes of meeting of the Empowered Committee of Procurement andMarketing Support (PMS) Scheme held on 16.09.2021 at 3.00 PM through VideoConference- reg.

The VC Meeting of Empowered Committee of Procurement and Marketing SupportScheme was held under the Chairmanship of AS&DC (MSME), % DC (MSME) on16.09.2021at 3.00 PM to discuss various proposals received from MSME-DIs/NSIC, etc.

The meeting was attended by the following:

1. Shri Rajib Kumar Sen, Economic Adviser - Representative of IFW2. Dr. Ishita Ganguli Tripathy, ADC - Member3. Shri Deepak Narang, Director - Representative of SME Division4. Ms. Adiba Bari, Manager - Representative ofNSIC

The following decisions were taken by the Empowered Committee:

1.0 Proposals under scheme component (SA) (i.e. Participation of individualMSEs in domestic trade fair exhibition across the country): A total of 104proposals received from MSME-DIs and NSIC were discussed and theCommittee directed that a list of events covering a large number of places allover the country with a focus on diverse products be prepared. An effort maybe made to avoid duplication of product or/and locations. The Committeedirected NSIC to revise their list of proposals submitted earlier for preparationof an event calendar of trade fairs and re-submit to the AdministrativeDivision.

The Committee recommended for post facto concurrence of IFW for thefinancial approval regarding NSIC's proposal on Indian Agri Progress Expo,which was held from 3rd to 5th September, 2021 in Ludhiana where 73 MSEsparticipated with a total cost of proposal ofRs 59.5972Iakhs.

2.0 Proposals under scheme component S(B): Organizing Domestic TradeFairs/Exhibition and participation in trade fairs/exhibitions bythe Ministry/Office of DC (MSME)/Government organizations:

(a) Proposal on Virtual trade fairs /exhibition: One proposal of a virtualtrade fair (i.e. Odisha State MSMEs Virtual expo from 18/03/2022-22/03/2022) received on MIS from MSME-DI, Cuttack, was discussed andapproved by the Committee with total cost of Rs. 16.45 lakhs.

The Empowered Committee directed that all exhibitors/ seller (MSEs) musthave Udyam Registration certificate. All the buyers should have GSTNnumber. Report of the event should be submitted by the ImplementationAgency to assess the performance and outcomes of virtual trade fair.

(b) Proposals on trade fairs/exhibitions to be organized in conventionalmode: A total of 16 proposals received from various MSME DIs werediscussed by the Empowered Committee and the Committed directed todropped them as RegionallNational trade fairs are not covered under proposeddraft SFC/ revised guidelines.

3.0 Proposals under scheme component 5(F) InternationallNationalSeminars/Workshop: Two proposals received from MSME DI Guwahati

Other decisions taken by the Empowered Committee:

The Empowered Committee will meet on a quarterly basis to discuss theproposals.

ii. The requirement of uploading events on MIS 45 days prior to the proposeddates may be relaxed with administrative approval.

iii. MSME-DIs from where no proposals have been received yet will bere~uested to submit at least one / two proposals latest by30t September,2021.

iv. 20 Top CPSEs may be requested to conduct Vendor Development Program(VDPs) based on their total requirement with financial sanction of Rs. 5.0lakhs each as per the existing scheme guidelines. The sanction will be issuedto concerned MSME DIs, subsequently, they will release the fund to theCPSEs.
