WP5 ObjectivesA key goal of EPOS is to ensure long-term operational services (TCS); this in turn requires established, validated and stable funding mechanisms to support the TCS activities. WP5 will develop the financial framework for TCS implementation. Specific objectives include: interact with TCS to find long-term financial solutions considering its technical

implementation plans; design a cost structure model covering common classes of services implemented in

EPOS, such as TA, VA, NA and integration with ICS; assess the TCS investment and maintenance cost; propose a TCS funding model; interact with WP3-4 to develop an integrated legal, governance and financial

harmonization plan for TCS implementation; present the assessment of TCS investment and maintenance costs and the

proposed TCS funding model for approval by EPOS; establish the financial framework for all approved TCS by M36, to enable

completing the validation phase of the TCS implementation.

Task 5.1Transversal WP involving the participation of all the TCS and working in close coordination with WP3 and WP4.To achieve the overall goal of a sustainable financial framework for the TCS implementation, WP5 will establish a Financial Panel with representatives of WP3 and WP4, EPOS/ECO and all TCS WPs.

Task 5.1 Cost assessment of TCS implementation Leader: ETH; Participants: All (Financial Panel).By interacting with the individual TCS and in joint meetings of the Financial Panel, this Task will explore the cost implication of TCS construction and implementation plans, work with individual TCS to verify investment and maintenance costs of TCS, check the coherency of the cost structure with national priorities for hosting institutions, design a cost structure model covering common classes of services implemented in EPOS (such as TA, VA, NA and ICS integration), advise TCS on cost assessment and optimization. Considering the different level of maturity of the TCS, this Task will be active throughout the whole project. Task 5.2Funding model for TCS implementationLeader: ETH; Participants: All (Financial Panel)

This Task will work with individual TCS to verify the funding model proposed for the whole TCS and its components, verify the consistency of the proposed funding model with the TCS legal and governance status, mapping funding sources for implementation and M&O, consolidate the list of funding providers, check the coherency of the funding model with national priorities for hosting institutions, work with the EPOS ERIC to approve an integrated funding model for the provision of EPOS TCS, and advise TCS for the elaboration of a sustainable funding model. A key milestone of this task will be the joint development with WP3 and WP4 of the integrated legal, governance and financial harmonization plan for TCS implementation and its approval by the EPOS GA. This milestone will enable to enter in the testing phase of the TCS implementation of those TCS approved as mature by the EPOS GA, taking into account all financial, governance, legal, and technical aspects. In addition, WP5 will also interact with the ICS and its distributed services (WP6-WP7) to harmonize the financial models of ICS and TCS.

Validate the correct implementation and the sustainability of the financial framework for all the TCS (and ICS-d where appropriate) which will enter in the testing implementation phase, to ensure the long-term support and financial stability of the TCS beyond the completion of the EPOS-IP.
