The Provincial Energy Management Agency of
Cádiz (APEC) is a nonprofit foundation with
funding by the Provincial Government of Cádiz.
The Agency was created in 2006 within the
framework of the Intelligent Energy for Europe
(Directorate-General for Energy and Transport –
European Commission) from a growing concern
surrounding the deficiencies existing in the
current outlook on energy and fostered by the
plan of establishing energy management

02 Background
Jimena de la Fra. is one of the 45 municipalities in
the province of Cádiz located in the county of
Campo de Gibraltar, in the southwestern part of
the Andalusian region (Spain). It has three main
towns: Jimena, Estación de Jimena and San Pablo
de Buceite. It is surrounded by a natural park (Los
Alcornocales). In 2018 it had a total population of
9.773 inhabitants.

02 Background
In July 2009 the municipality expressed its
commitment to sustainable development and the
creation of a new local energy model by signing
the Covenant of Mayors initiative and developing s
sustainable Energy Action Plan with the overall
goal of reducing its GHG by 21% in 2020.
Priority action fields are residential and public
sector (including energy efficiency measures in
buildings and behavior change) and transport and
sustainable mobility.

02 Background

03 Procurement objectives
Existing public outdoor lighting facilities needed a
modernization in order to comply with the latest
regulations and achieve significant energy savings.
An improvement of energy efficiency was also
included in SEAP as one of the priority areas where
actions should be taken.
In December 2012, a call for tenders was published
with the aim of modernising outdoor public
facilities.

03 Procurement objectives
Existing public outdoor lighting facilities needed a
modernization in order to comply with the latest
regulations and achieve significant energy savings.
An improvement of energy efficiency was also
included in SEAP as one of the priority areas where
actions should be taken.
In December 2012, a call for tenders was published
with the aim of modernising outdoor public
facilities.
Outdoor public lighting facilities renovation, including operation of the
following installation for a period of ten years through an Energy
Performance Contract (EPC) with the aim to guarantee a minimum
energy savings of 10% regarding the current average final energy
consumption. Renovation included:
· Points of light (luminaries and crosiers).
· Operation centers.
· Measurement modules.
· Connection and ground lines.
Provincial Energy Agency of Cádiz provided technical advice to prepare
the call, check the documents and rate the offers.

04 Criteria used in the procurement process
· Subject matter of the contract: Supply and service management of outdoor public lighting on Jimena de la Fra.
· Technical specifications: The contract period was 10 years and included the following requirements: in energy management (P1),
preventive maintenance and inspection (P2), Corrective maintenance (P3), improvement works and renovation of facilities with high energy
consumption (P4) and investments in Energy Efficiency and Savings (P5).
· Estimated value of the contract: 1,461,625.50 €.
· Award criteria: Most economically advantageous tender with the contract awarded to the bid obtaining the highest score according to
the following categories: a. reduction of the value of the contract, b. assessment of Technical report for P4; c. assessment of Technical report
for P5, d. information and awareness campaigns.
· Contract performance clauses: The winning bidder had to keep track of annual lighting levels, which at all times had to meet the
minimum requirements of the current legislation.

was finally awarded to the company “Cactus” for
1,315,555 €.
Less than a year after the contract was awarded
most of the corrective and maintenance actions
planned were carried out with achievements of
65% savings in total energy consumption.
Currently savings of 70% had been achieved.

28 operation centers renewed with remote control and
management systems; 1,412 low-power CFL replaced for
LED; 1,569 lighting points managed under remote
control system; awareness raising campaigns and
info days organized.
