District Historical Background:
The word Killa Saifullah means
“The fort of Saifullah Khan”. The district
has been named after Saifullah fort ; a
brave man of great influence among the
Khoidadzai tribe of Kakars. He was born
in 1822 in former upper Zhob. In 1884
first British expedition was sent to Zhob
valley that met Saifullah Khan and other
tribesmen near Akhterzai area and the
tribals endured heavy casualties, many
tribal killed, some tendered submission
but Saifullah Khan and Sardar Shah
Jehan Jogezai had a narrow escape &
fled to Afghanistan to raise insurgeny
against the British.In October 1884, this
fort was blown up by the British forces
under the command of Sir Sandemon.
He died in 1889 and is buried in the city
graveyard of Tehsil Qila Saifullah.
Admistrative Units:
District Qila Saifullah is divided in two
Tehsils; Killa Saifullah and Muslim Bagh
Tehsils and 15 Union Councils. The district
border links Afghanistan from North, Zhob

The District Orientatin and planning meeting was held in DEO office Qila Saifullah. The DEO, DO male, DGM and DPME participated. In this meeting the pros and cons of the enrollment campaign was discussed i.e. Enrollment week/Day, SMP for enrollment campaign, enrollment reporting, joint
school visits by LC & MCs. It was decided that the first week of April would be celebrated as enrollment week and April 09, 2011 as Enrollment Day. It was

There are 524 primary schools ( 409 boys
and 115 girls), 26 middle school (20 boys
and 6 girls ), 20 High Scools (15 boys and 05
girls), 21 private school and 41 madressas.
There 2 boys
degree colleges, 01 girls college, 01 cadet
college and 01 polytechnic institute.
There are two District Education Officers
(Administration and Schools), two DDOE, 2
ADOEs and 16 Learning coordinators.
The Literacy rate of Killa Saifullah is 24% in
2011.
There are a number of development sector
organizations supporting education
department viz; National Commission for
Human Development (N CHD) , Ed-Links
and Balochistan Education Foundation
(BEF).

A joint Tehsil & District Planning
workshop was held on dated 26/3/2011 in
DEO office in order to work-out the plans &
stratagies for achieving 100% enrollment in
2011 in Killa Saifullah..
The workshop began with the Holy Words.
DEO Killa Saifullah described the objective
of enrollment campaign; promoting
enrolment in the schools, drop out
prevention, and ensuring quality education
through regular assessment of the students,
training of teacher, parents teacher
meetings and PTA meetings . To fulfill the
stated objectives of enrolment campaign
following activities would be carried out;
1- SMP at village/school level (BBCMs, Influential meetings, Walks for 100% enrollment
2- Media Sensitization (Specially print media)
3- Awareness and advocacy through Banners, Wall Chalking, posters and flyer
The campaign was jointly launched by DC, Education Department and development sector organizations serving in Killa Saifullah.

On dated 26/3/2011, a coordination
meeting of various development sectororganizations was conducted at UNFPA office Killa Saifullah. The meeting was intended for synchronization development sector efforts in Killa Saifullah.
The representatives of different
organizations i.e. Dr. Sami ullah, District Coordinator UNFPA, Mohib ullah Khan DPME NCHD, , Babarak Khan District Manager Relief International, Abdullah District Program Coordinator ED-Links, Asmatullah DSM PPHI, Mehmood Khan District Support Officer WHO, Rasheed PPC MNCH /UNFPA participated in the coordination meeting.
The meeting formally started with
the verses from Holy Quran followed by the individual introduction session and briefing on each organization background and mandate.
DPME Qila Saifullah briefed the meeting on the NCHD’s mandate and specially the ongoing enrollment campaign. Emphasis was made on that how the maximum enrollment in Qila
Saifullah could be achieved in collaboration with other organization. The District Program Officer UNFPA Dr. Sami ullah stressed upon all organization to carry joint visits and facilitation especially in mobility where applicable and needed. The DPO UNFPA called-upon all organization specially NCHD to join a function going to held on dated 11/4/2011 in Government Girls High school Qila Saifullah.
It was also mutually agreed that; an
organization in its individual capacity has less deliverable potential but a coordinated effort can make adifference.
It was also decided that the
meeting would continue regularly onmonthly basis.
The next coordination meeting was
predetermined as on 14/04/2011 at PPHI office wherein invitation for DC Killa Saifullah, DHO and DEO would also be extended.

purpose enrollment reporting formats were
shared to all the participants and they were
tained. The LCs were directed by the DEO to
train the head teachers individually on your
visits to schools as teachers training at Circle
may not be called due to lack of fianancial
resoures and the restraint of over-stretched
area.
The LC were also instructed by the DEO to carry out visits and collect enrollment data of private schools and madressas so that an overall district education situation analysis may come in to practice for proper education planning. The first week of May, 2011 was fixed as date of enrollment reporting by the DEO Killa SaifullaH.

Enrollment walks were carried out through out the district on district, Tehsil, Union council and village level. In 2011, it was mutually agreed between the Education department, Ed-Links and NCHD that district level walk would be organized in rural areas in order to convey an effective message of enrollment campaign to those who have never experienced it.
For this purpose, 3 villages (Killi Amanullah, Killi Ghulam Merzai and Killi Haqabad) were focused for the district level walk in the rural village UC Sadar Tehsil Qila Saifullah..
Walks from all 3 schools GBPS Killi Shabozai,
GBPS Killi Ghulam Merzai and GBPS Killi Haqabad started from theirmrepective villages and joined near Killi Ghulam Mohammad.

At the cermoney at Killi Ghulam Mohamad was convened. The day related speeches were delivered.
Mr. Bashir Ahmed Qairani in his speech said that it is joint reponsibilty of ED, Teachers, students and parents to make efforts in the education to progress in this modern era of science and technology. He appreciated the efforts of headteachers, NCHD staff and community in making their part played in this noble cause of education.
The DGM NCHD Mr. Mohammad Alam Khan Laon did thank for stakeholders of the function; i.e ED, Teachers, Students, parents, volunteers and NCHD staff who made valuable efforts for education cause.
The day-related speeches were also delivered by Syed Akbar Kakar a social activist, Head Teachers, Ex-Naim Abdul Raziq and DPME NCHD Mohib ullah Khan.
