Romanian economy restructuring has influ-enced the evolution of energy consumption. After a maximum value surpassing 33 mil toe was attained in 1996, the value of con-sumption has lately stabilized at about 24 mil toe. It is expected that the economic development of the country will lead to an increase in this consumption, but latter will decrease due to the envisaged energy effi-ciency measures.

Analyzing the period 1992-2007, in the total of final energy consumption, the household consumption registered a certain decrease. 1992 - 48%

Overview
In 1997 the energy consumption value was 0,94 toe/ dwelling.
The aim of CREFEN project - a Research of Excellence (Ceex) Project - is to achieve an integrated software system able to meet the most exigent requirements concerning the energy efficiency and saving in the residential sector.

74,44 % of total lamps are incandescent lamps and only 2,38 % are « high wattage» lamps with high energy classes (REMODECE project). Lighting has a big savings potential but the problems for the people are the price of this lamps too high for their income and the lighting quality.

The transposition of European Directives in Romanian legislation
Since July 2011, Romania must implement the new Labelling Directive 30 / Mai 2010. This directive will replace Directive 92/72/EEC. Ministry of Economy, Commerce and Business Environment and Romanian Energy Regulatory Authority are working to transpose the new directive. The responsibility of implementation is not yet establish but we suppose that:
Romanian Energy Regulatory Authority and National Authority for Consumer Protection will be the responsible authorities.
According to European legislation, Romania will take over all the delegated acts and will establish the responsibilities of authorities for implementation through Government Decisions.

According to the EU Energy Efficiency Directive provisions, on June 30, 2007, Romania submitted at the European Commission the first NEEAP. Romania’s energy saving target is given in the following table:

Promoting the use of energy efficient household electrical appliances and lamps
The promotion of the replacement of incandescent lamps with « high wattage» lamps with high energy classes, as well as the replacement of older household appliances with more efficient models.
Introduction of a bonus scheme to support the replacement of
refrigerators, washing machines and air conditioners (50 Euro bonus for purchasing A/A+ energy class appliances- since 2009)
The reduction of energy consumption in individual dwellings through
the use of appliances and equipment that respect minimum energy efficiency standards and of renewable energy sources.

The leaflet includes 3 models of energy label for refrigerator with freezer, washing

explications. The leaflets were distributed in shops.

Description 600 participants at 30 workshops
The instrument facilitates information of the stakeholders above the
energy efficiency legislation, Government Decision, market survey
activities of ANRE/ARCE. Also, this instrument can help by the network

market: manufacturers, retailers of the appliances and state
institutions/decision makers, because each of them had their own
contribution on Romanian market.

Description Information brochures presented the importance of saving energy by changing
our behaviour in the way we use domestic appliances, not only for
environmental reasons but for economical reasons as well. The brochure
gives the examples of the economic benefits (in euros/year) that will arise if
simple steps for saving energy are followed. Among other measures/
suggestions, the importance of choosing energy efficient appliances is
outlined.

Description There are two models for the posters. In one poster, the consumers are advised
for acquisition domestic appliances with A ++, A+ and A class.
The other one include advices for change of incandescent lamps with

INFO Point CLUJ On 2nd of February 2011 was opened the Information Point for energy efficiency in the residential sector and renewable energy based in Cluj Territorial Office, Heroes Street No.16. It is designed both specialists and general public, to increase the level of knowledge in these areas, facilitate access to technologies and contact between appliances and equipments providers and their users.
