REPORT OF THE NCAA DIVISION III MEN’S BASKETBALL COMMITTEE
JUNE 5-6, 2017, MEETING
ACTION ITEMS.
1. Legislative items.

• Committee chair.
(1) Recommendation. That Tim Fitzpatrick, director of athletics at the U.S. Coast Guard
Academy, be approved as the Division III Men’s Basketball Committee chair for the
2017-18 academic year.
(2) Effective date. September 1, 2017.
(3) Rationale. Mr. Fitzpatrick has served on the committee for three years and has provided
valuable leadership during his tenure. He will replace Kevin Vande Streek, men’s
basketball coach at Calvin College, whose term expires September 1.
(4) Estimated budget impact. None.
(5) Student-athlete impact. None.
INFORMATIONAL ITEMS.
1. Approval of 2016 report. The committee reviewed and accepted the report from its 2016
summer meeting.
2. Regional alignment, sponsorship list, pool allocations, bracket and sectional game times.
The committee discussed the pool allocations, regional alignment and bracket size/format for
2017-18. Members discussed staggering sectional game tip times, especially when all sectional
sites are located in the Eastern time zone.
3. Site selection criteria. The committee discussed the site selection criteria, as well as the
strategy of selecting institutions. The committee will continue with prep work the week of
selections to determine the top 16 institutions and mock bracketing.
4. Team selection criteria. The committee discussed the team selection criteria, as well as the
priority and calculations. The committee reviewed all tools available for rankings and
selections. Members favor of the strength of victory component and would eventually prefer

that RPI also be among the primary criteria. The committee asked the statistics department to
adapt the multiplier for its intended impact for the 2017-18 academic year. The committee also
asked for research on the sectional teams from the past 10 years that would include SOS
numbers and win/loss percentages.
5. Regional advisory committees. The committee agreed that the national RAC training call will
continue to be held at the beginning of the men’s basketball season. In addition, committee
members and NCAA staff are working with conference commissioners to fill RAC vacancies
for each region. The committee will also stress with each RAC member that they are expected
to be available as a site representative during preliminary rounds. As a training opportunity,
current committee members will make their initial RAC call available to new members.
6. 2017 championship review.
a. Salem. The committee discussed improvements in Salem, including the need for increased
attendance, enhanced seating direction on Saturday, a higher level of hospitality available
on Saturday, videoboard headshot templates for all student-athletes and better room
assignment/ meal planning at the team hotel. The committee applauded the change of venue
for the student-athlete celebration, the addition of the LED scorer’s table and the larger
training room at the facility.
b. Game times; CBS Sports Network. The committee determined that the current time slots
for preliminary rounds should remain the same for 2018. The committee also wants to keep
the current game times for the semifinals (5 and 7:30 p.m.) and final (6 p.m.). Members
support future CBS Sports Network broadcasts, encourage additional promotion of delayed
broadcasts and continue to discuss streaming the video live.
c. Survey results. The committee reviewed survey results, noting an average response rate.
Those hosts with negative feedback will be logged for future hosting opportunities, noting
the feedback in order to avoid the same issues at future sites.
7. Officiating. The committee discussed officials’ selection and advancement. Again this year,
nine officials will travel to Salem, and one official within driving distance of Salem will be
selected as the alternate. The committee will work to assign regions to certain hosts to increase
equity across regions and give the committee more control of assignments. Site representatives
will be encouraged to clearly explain media timeouts, instant replay usage and table crew
experience/neutrality in meetings. The committee also was informed that a Division III
national coordinator of officials was approved beginning in the 2017-18 academic year.
8. Ft. Wayne discussion. Representatives from Ft. Wayne presented initial thoughts and
planning for 2019-22. The committee had a healthy planning discussion and looks forward to
working with them in the future.

a. Selection Sunday. Committee members determined that RAC calls will be held Sunday
morning, February 25. The national call will be at 11 a.m. Eastern time.
b. Selection Monday. The committee call will be Monday, February 26, at 8:30 a.m. The final
bracket is due Monday at 10 a.m., with the announcement following at 12:30 p.m. First-
and second-round priority goes to men’s basketball in 2017-18.
c. Tournament schedule. The committee discussed the schedule for the preliminary rounds
and semifinals/final in Salem.
d. Preliminary-round ticket prices. The committee will continue with the preliminary-round
ticket prices: minimum of $10 for adults and $5 for children/students/seniors.
e. Salem. John Shaner, director of tourism for the City of Salem, joined the committee to
discuss the 2018 championship and ticket pricing. The Salem Civic Center will reserve
Section C/Rows 1-10 for local ticket holders and VIP guests. They will also reserve only
the lower sections of tickets for teams, and all other tickets will be general admission. The
ticket pricing for 2018 is as follows:
• Salem advance all-session - $25 adult/$12.50 student
• Salem single day - $15 adult/$7.50 student/$5 groups
f. Postgame interview order. The committee will continue with the order for postgame
interviews during the tournament. The advancing team will be interviewed first after the
cooling-off period with the non-advancing team second. The only exceptions will be the
sectional championship and national championship games as in 2016-17.
g. DVSport usage. The committee would like to begin discussions with DVSport for replay
services at the finals site and sectional sites initially. The DVSport contract currently
expires in 2019.
9. NABC report and all-star games. Pat Cunningham, head men’s basketball coach at Trinity
University (Texas) and a member of the NABC, joined the committee to discuss NABC
meetings, recap the 2017 All-Star Game, and provide details for the 2018 All-Star Game. The
NABC will continue to have a dedicated section of seats in Salem at the championship and
will begin planning with Ft. Wayne as the future site.
10. 2018 annual meeting. Committee members agreed to meet June 4-5 in Indianapolis.

Section 2•4 Selection Criteria
Countable Games. Only games listed on the institution’s originally submitted schedule will be
considered for tournament-selection purposes. The addition of games not listed on the institution’s
published schedule as an aid for selection shall not be considered.
In-Region Competition. (See In-Region Competition on page 16 for definitions of in-region
competition.)
Selection Requirements. To be considered during the at-large selection process (Pools B or C), an
institution must play at least 70 percent of its competition against Division III in-region opponents, unless
a waiver has been approved by the Division III Championships Committee.
Bylaw 31.3.3.1 – Countable Competition. For NCAA team-championship selection purposes,
competition is countable only when the teams played are varsity intercollegiate teams of four-year,
degree-granting institutions that conduct a majority of their competition in that team sport against varsity
intercollegiate teams (see Constitution 3.2.4.4) of United States four-year, degree-granting institutions.
Competition against service teams, professional teams, semiprofessional teams, amateur teams, two-year
colleges and club teams shall be excluded.
In addition, only games listed on the institution’s originally submitted schedule will be considered for
tournament selection purposes. The addition of games not listed on the institution’s published schedule as
an aid for selection shall not be considered.
PRIMARY SELECTION CRITERIA
The primary criteria emphasize competition leading up to NCAA championships; all criteria listed will be
evaluated (not listed in priority order).
Win-loss percentage against Division III opponents.
Division III strength of schedule.
o Opponents’ Average Winning Percentage (OWP).
o Opponents’ Opponents’ Average Winning Percentage (OOWP).
[See below for explanation of OWP and OOWP calculations.]
Division III head-to-head competition.
Results versus common Division III opponents.
Results versus ranked Division III teams as established by the final ranking and the ranking
preceding the final ranking. Post-season contests are included.
Nullification (Bylaw 31.02.4).
Note: Contests versus provisional and reclassifying members in their third and fourth years shall count in
the primary criteria. Provisional and reclassifying members shall remain ineligible for rankings and
selections.

STRENGTH OF SCHEDULE CALCULATION
The strength of schedule is made up of two factors: the opponents’ winning percentage (OWP) and the
opponents’ opponents’ winning percentage (OOWP).
Opponents’ Winning Percentage. Take each opponent’s won-lost record against other Division III
teams (excluding the results against the team in question); add all wins and all losses to get the cumulative
won-lost record that is used to determine the opponents’ winning percentage.
To Calculate. Team A’s schedule is as follows:

Opponents’ Opponents’ Winning Percentage (OOWP). The strength of each opponent’s
schedule is measured by taking all of their opponents’ won-lost records and finding the winning
percentage based on the total opponents’ opponents’ won-lost record. This recognizes the fact that two
opponents with similar won-lost records may have played far different schedules (in terms of strength of
opponents).
To Calculate. Using the total opponents’ won-lost record for Teams B, C, D, E and F (Team A’s
opponents), perform the same calculation as the OWP.

It is important to note that the OOWP will support the OWP (i.e., if Teams A and C have the
same OWP of .561; Team A has an OOWP of .505 and Team C has an OOWP of .456; it would indicate
Team A has the stronger strength of schedule).
Home/Away Multiplier. A multiplier of 1.25 shall be added to the OWP and OOWP for those games
played away from home. A multiplier of 1.0 (no positive or negative effect) will be included in the OWP
and OOWP for all neutral games. A multiplier of 0.75 shall be included in the OWP and OOWP for all
home games.

one-third of the OOWP. Team A’s strength of schedule calculation is as follows:

SECONDARY SELECTION CRITERIA
If the evaluation of the primary criteria does not result in a decision, the secondary criteria will be
reviewed. All the criteria listed will be evaluated (not listed in priority order). The secondary criteria
introduce results against all other opponents from other classifications (i.e., provisionals, NAIA, NCAA
Divisions I and II).
Non-Division III win-loss percentage.
Results versus common non-Division III opponents.
Division III non-conference strength-of-schedule.
Additionally, input is provided by regional advisory committees for consideration by the Men’s Basketball Committee.

PAIRINGS AND SITE SELECTION
Once automatic qualifiers are identified and the Pools B and C teams are selected, the following
guidelines should be followed:
Teams will be grouped in clusters according to natural geographic proximity. Teams will then be
paired according to geographic proximity. A team may be moved to numerically balance the
bracket if geographic proximity is maintained. Teams should be paired and eligible sites should
be selected according to geographic proximity (within 500 miles).
Teams may be seeded on a regional basis using the regional selection criteria. However,
geographic proximity takes precedence over seeding.
Teams from the same conference do not have to play one another in the first round as long as
geographic proximity is maintained.
The highest-seeded team that meets all selection criteria (and after a review of the submitted host
materials) will be selected as the host institution, provided geographic proximity is maintained. It is the
intent of the committee to create competition brackets with a maximum of eight teams competing in each
bracket. Flights will be kept to a minimum. The host institution will play the second game when
applicable.
The higher-ranked team will be listed at the top of the competition bracket. The top team on the bracket is
the designated home team and will wear the light- (white-)colored jersey in contrast with the visiting
team’s dark uniform.
SITE SELECTION
Any institution interested in hosting preliminary-round competition of the championship must submit a
proposed budget, respond to sport-specific questions (if applicable) and ensure that the institution’s key
contacts and facility information are complete and current in the Championships Bid and Profile System.
Please note that in order to submit a bit, you must first locate the desired championship in the
“Championships Available for Bidding” section and select “Start Bid.”

The Championships Committee has prioritized the following site-selection criteria for all championships:
Complete bid;
Quality and availability of the facility and other necessary accommodations;
Geographical location (which may include such factors as rotation of sites, weather, accessibility
and transportation costs);
Seeding; and
Attendance history, hosting history and revenue potential, which shall be considered necessary to
assure fiscal responsibility.
In addition, the Men’s Basketball Committee requires each host to record all contests at its site, with the
intent to make available to each team a copy (DVD format) of the contest in which it participated. The
committee also prefers sites that will not host conflicting events during the championship practice and
competition. Sites will also be evaluated as to the availability of appropriate practice times for all

Page No. 2 competing teams. To host first-round, second-round or sectional contests, a regulation court as defined in
the 2017-18 and 2018-19 NCAA Men’s Basketball Rules and Interpretations must be used. To host
sectional competition, arena seating for at least 1,000 spectators is required. Please also review the host
operations manual for a detailed list of facility requirements.
An evaluation will be made of institutional facilities to determine if they are acceptable for championship
play. Selection of host sites will be based partly upon the quality of the playing facility. A facility
evaluation form must be completed online with a deadline of Feb. 16. Instructions on accessing and
completing the online facility evaluation will be sent to the directors of athletics of all eligible Division III
institutions sponsoring men’s basketball. The facility evaluation is one of the tools used in determining
site selection.
Any institution or conference interested in hosting a preliminary round of the 2018 NCAA Division III
Men’s Basketball Championship must submit a proposed budget, facility evaluation form, key contacts
form and video board questionnaire (if applicable) to be considered to host. A separate proposed budget
and key contacts form must be submitted for each round that an institution or conference is interested in
hosting.
