The first permanent settlementin the area, now called OldPinawa, existed 10 km down
the Pinawa Channel. To meetWinnipeg’s increasing demands topower electric streetcars, theWinnipeg Electric Company lookedto the Winnipeg River as agenerating source. As a result, thefirst town of Pinawa was born, along with the earliest year-roundhydroelectric power dam betweenthe Rockies and Sault Ste. Marie,Ontario. The existing concreteframework withstood the mightyforce of the Winnipeg River as itsturbines were turned by a diverted flowdown the Pinawa Channel to createManitoba’s first year round hydroelectricgenerating station in 1906.
The site ceased generating power in1951 and the townsite was abandoned. The majestic concrete ruins that greetyou at Pinawa Dam Provincial Parkresemble an ancient Roman coliseum.Manitoba Conservation and the Friendsof Old Pinawa have worked inpartnership to enhance the park andpromote tourism in the area. Interpretivesignage, self–guiding interpretivebrochure, an amphitheatre, HeritageWalk Picnic Shelter, picnic facilities,Centennial Spillway Trail and a bridgeallowing access to an interpretive naturetrail provide added enjoyment. The damsite is located along PTH 520, 5 km northof PR 211 and 6 km south of PR 313.
The new Pinawatownsite was started in1963 by Atomic Energyof Canada Limited(AECL) to house theemployees for itsWhiteshell ResearchLaboratories.
As well ashousing fortheir staff,AECL built astaff hotel(nowWildernessEdge Retreat and Conference Centre) fortheir single employees, a gas station, shopping mall, municipal building, marina, motor inn, schools and ahospital. Pinawa was initially designedto accommodate employees and theirfamilies and provided only a limitedcommercial base. The Town andsurrounding environs was designated aLocal Government District (LGD) in July1963. The Provincial Governmentappointed a Resident Administrator.
Pinawa is one of two of the lastLGDs in Manitoba. The currentMunicipal Act makes provision for theconversion of an LGD to a Rural
Municipality (RM) or a Town.Following the completion of
AECL/LGD negotiations, theuninhabited portions of Pinawawill become a RM and thetownsite itself will beincorporated as a town.
