Summary
On 27 of June 2016, KW3 B.V. performed emission measurements at the main stack of a waste incineration plant
on the location of Fortum UAB, Lithuania.
The purpose of the emission measurements was to determine the emission of Dioxins & Furans in the flue gas of
the main stack.
The measurements were performed in accordance with the EN ISO 17020 and EN 15259. The specific standards for each component are described in chapter 2. The sample was analysed under EN ISO 17025.

The sample period was at 6 hours and at least 4 m3 of flue gas was led through the XAD cartouche.
Homogeneity tests
Profile measurements have been performed in 2013 and the flue gas at the sampling location is homogeneous.

1 INTRODUCTION
1.1 Introduction
On 27 of June 2016, KW3 B.V. performed emission measurements at the main stack of a waste incineration plant
on the location of Fortum UAB, Lithuania.
The purpose of the emission measurements was to determine the emission of Dioxins & Furans in the flue gas of
the main stack.
The measurements were performed in accordance with the EN ISO 17020 and EN 15259. The specific standards
for each component are described in chapter 2. The sample was analysed under EN ISO 17025.
In chapter 2 and 3 a description of the measurement system and the measurement program is presented. In
chapter 4 the results and the calculations of the tests are presented. The accuracy of the results is discussed in
chapter 5.

2.1 Discontinuous measuring system (KW3)
Dioxins/ Furans
The dioxins & furans sampling were performed using the so-called condensation method. Via a cooled glass
measuring probe an isokinetic part stream from the waste gases was sucked through a XAD-2 cartridge. The
concentration of 17 PCDDs and PCDFs is then determined in a laboratory through high resolution mass
spectrometry gas chromatography.
The sampling is conducted in accordance with EN 1948-1. A schematic representation of the sampling system is
shown in appendix 1, figure 1.
Humidity flue gas
During the measurements flue gas is led through cooled glass bottles (impingers) to collect the water from the
flue gas. Before the measurement the impingers are weighted and after each measurement the impingers are
weighted again. Together with the exact known volume led through the impingers the humidity is calculated.
A schematic representation of the sampling system is shown in appendix 1, figure 2.
The sampling is conducted in accordance with the following European standards:

2.2 Quality KW3 B.V.
KW3 B.V. is certified to perform emission measurements according to EN ISO/IEC 17020 (type A)/ ISO 9001 by
the Dutch council of Accreditation (no I304).
KW3 B.V. is certified for measuring NO, NO2, NOx, O2, CO, CO2, SO2, CxHy, dust, Hg, heavy metals (particle-
bound and volatile), gas velocity, gas temperature, gas humidity, flow, HCl, HF, NH3, H2S, CL2, formaldehyde,
dioxins & furans (PCDD/PCDF’s and PAH’s).
All project leaders and field engineers are in possession of a VCA certificate on level “ Safety for Operational
Supervisors Netherlands”.
All used equipment is electrical certified according to EN 1010, EN 50110 and EN 3140.
All inspectors on site are trained in performing emission measurements.

3 MEASURING PROGRAM
3.1 General
The purpose of the measurement was to determine the emission concentration of Dioxins & Furans in the flue gas
of the waste incineration plant.
The plant is from UAB Fortum Klaipeda and has a capacity of 255000 tons waste per year. The incinerator is
designed for thermal destruction of solid waste. Herewith the boiler is used to produce steam for generating
electricity.
Before the flue gas is emitted to the air several treatment procedures are involved:
- Injection of NH3 for reducing NOx; - Injection of lime and charcoal; - Further treatment in a condenser.

The measuring surface is placed in the vertical duct. Access to the measuring ports via stairs. The measuring
surface is at the same level as the AMS at 20 meters height.

5.1 Measuring uncertainty KW3 B.V.
In the presentation of the emission components, which are sampled and analysed, several sources of errors can be
determined. Those are adding up to the inaccuracy of the measurement.
The measurement uncertainty indicates the uncertainty of a measured value. Each carried out measurement has a
certain degree of uncertainty. There’s a working method developed within the VKL (Dutch association of quality
air measurements) to determine the measurement uncertainties per component. The measurement uncertainty is
presented as a 95% confidence interval.
