Project Origination and Approach
The DOJ High-Risk Metropolitan Areas Interoperability Assistance Project (25 Cities) was developed at the request of the House/Senate CJS Appropriations Subcommittee staff in 2003. In response to the request, the DOJ Wireless Management Office (WMO) presented and received approval for a plan to - – Provide federal law enforcement/homeland security agencies with basic inter-systems
communication for emergency situations– Provide federal agents with the ability to connect with key local authorities (e.g., fire, police,
emergency medical services) in metropolitan areas that are the most likely targets for attack
25 cities were identified for interoperability improvements based on a combination of various criteria including DHS/DOJ data calls, GAO reports and assessments of major airports, population, tourism and potential target hazards (e.g., military installations, ports)
The WMO worked in tandem with local, state and federal representatives in each city to develop mutually agreeable and unique interoperability solutions tailored to that city/region. Where applicable, DOJ has leveraged existing communications infrastructure and ongoing local area interoperability initiatives

PROJECT PARTICIPANTS
Federal participants include ATF, CBP, DEA, DOE, ICE, IRS, FBI, FEMA, FPS, NASA, NPS, RCMP, TSA, U.S. Air Force, U.S. Army, U.S. Attorneys Office, USCG, USFS, U.S. Marine Corps, U.S. Mint, USMS, U.S. Navy, USPIS, USPP, and USSS
State participants include offices of emergency services, state police, national guard, emergency management agencies, and departments of transportation and corrections
Local participants include: city fire, city police, county fire, county sheriff, EMS, tribal police, and specialized law enforcement and public safety agencies (airport authority, transportation authority, harbor police, and nuclear facilities)
Private Sector participants include: railroad police

• New York, NY – Republican National Convention 2004, US Open tennis tournament 2006, supports task force operations among FBI and NYPD
• Honolulu, HI -- 2007 Ninth Circuit Judicial Conference ; Pro Bowl
• New Orleans, LA – Mardi Gras, Sugar Bowl; U.S. Coast Guard and NOPD/Harbor Police joint operations
--Emergency events
• Phoenix, AZ – National Labor Relations Board office hostage incident (2006), mountain rescue (2005), vehicle stop with multiple arrests (2005) and mutual aid assistance to off duty officer at a stabbing (2005)
• Atlanta, GA – Several multi-jurisdictional police pursuits on Atlanta area interstates

25 Cities Solution in San Francisco:
Solution Development
The solution was based on a consensus reached during meetings and teleconferences held from August 2003, through March 2005, involving local, state, and federal government representatives from the San Francisco metropolitan area, DOJ WMO representatives, and DOJ contractor support staff.
Procurement difficulties largely responsible for delayed implementation.
SmartLink fixed audio switch technology selected based on proven successes, cost-effectiveness and expandability.

--Low Band CLEMERS 7 (FCC)
--VHF High Band SF MA V-A (Federal)
--UHF SF MA U-A (Federal)
--UHF T-Band SF MA T-A (FCC)
--800 Mhz 8TAC94 (FCC)
The default setting for the SmartLink switch is to have all of these channels always on and always linked.

Solution Description
Two Federal interoperability channels have also been deployed
--VHF High Band SF FED-V (Federal)
--UHF SF FED-U (Federal)
These two channels are linked to each other in the default setting, but are not linked to the consolidated 5 band channel. These channels are intended primarily for fed to fed communications.

Solution Description
All 7 channels have a single transmit location at the City of San Francisco’s Twin Peaks radio site with with no associated receiver sites.
The SmartLink switch is located at Twin Peaks.
Control consoles are located at:
(1) FBI Headquarters, Golden Gate Avenue and;
(2) San Francisco Department of Emergency Management/Division of Emergency Communications Turk Street location
Consoles provide cross banding and patching capabilities of the five-channel solution and the two federal interoperability channels. SmartLink switch can link these channels in any configuration.
