Preamble
Ethiopian National Disability Action Network (ENDAN) is a consortium of organizations working on disability issues in Ethiopia. It envisages “to see a responsive, fostering and inclusive society where by the needs of PWDs are fully and effectively met in all spheres of life in the country.” Though re-registered under the recent Associations and Charities Law (Proclamation No. 261/2009), it has been operational in the country since 2004. Presently, ENDAN has 24 organizations as its members.
Comitato Collaborazione Medica (CCM) is an Italian NGO based in the city of Turin, which has been in operation globally since 1968. A legally registered organization in Ethiopia, CCM has been present in the country since 1998. It is facilitating interventions in the areas of development and emergency in Somalia and Oromiya regional states.
ENDAN and CCM collaborate in joint undertakings to maximize achievement of their objectives in supporting PwDs. In 2009, the Organizations have entered into a three years partnership agreement targeted at building the capacity of ENDAN member organizations. One major objective of this capacity building project, which is titled “Strengthening Organization Working with Persons with Disabilities in Ethiopia”, is widening “the coverage and scale-up programs and services in Ethiopia for ENDAN member organizations” whilst “strengthening the organizational capacity of ENDAN itself”. The project has three components: Capacity Building, Creation of the Resource Centre and Research/Awareness.
One activity of the research component of the project is producing a catalogue containing practical information on opportunities and services PwDs have in Addis Ababa. Towards this, the NGOs commissioned a national consulting firm, SiCon, to conduct a study on opportunities and services available for PwDs in Addis Ababa. Outputs of the study are presented here in two separate documents: a research report and a catalogue of organizations engaged in providing services for PwDs.
For most PwDs in Ethiopia, supports and assistances come mainly from families and friends. However, the Federal Government and the city administration as well provide a range of opportunities and services in various ways to help those with disabilities. Civil society organizations and the private sector also make a range of services available for PwDs through self-targeted, project-based, community-based, and/or institution-based approaches.
Nevertheless, it appears that available opportunities have not been well utilized by PwDs due to various reasons. Experience shows that service providers often concentrate on establishing and developing services, but give less thought to how PwDs find out about and access them. The research in Addis Ababa (see the report in a separate document) reveals that PwDs are not fully utilizing support services and opportunities made available for their benefit due to lack of information and other factors. It is thus crucial to gather and disseminate practical, accurate and systematically organized information on the services and opportunities PwDs have in Addis Ababa in a form of a comprehensive catalogue. This Catalogue is thus an initial step towards creating and maintaining a comprehensive database of governmental, non-governmental and private institutions engaged in providing services for PwDs in Addis Ababa.
The Catalogue is prepared based on information obtained from a template completed by ENDAN members, previous publications (guides and directories) of governmental Ministries (such as MoE and MoLSA), printed materials of DPOs (including brochures and leaflets), electronic (websites) and other secondary sources . Based on available information, the Catalogue attempts to provide basic information, including names, identity, contact addresses, list of services, target groups etc on organizations currently providing services for PwDs in Addis Ababa.
Overall about 111 governmental organisations, charities, societies, donor agencies, and private operators are covered in this Catalogue. The range of services being provided by these organizations,
and are available for PwDs, include: home and community based services, health care/medical assistance, vocational and educational, counselling, production and provision of specialized medical equipment/supplies and assistive technology, research, information, and communication. Services provided by umbrella associations and governmental Ministries available for DPOs mainly include research, information, coordination and capacity building services. In general, government Ministries and Bureaus play roles in creating opportunities (including setting out conducive policy environment), coordination and monitoring while public institutions (such as health institutions and schools) and non-state actors are directly engaged in different preventive and rehabilitative service delivery. Umbrella organizations of DPOs, on the other hand, involve more in research, networking, capacity building, information and communication.
It is essential to note here that information on the organizations is not uniformly provided in adequate detail in all the cases due to limitations in obtaining the required information. To the extent possible, utmost effort is made to include all active organizations working in disability issues in Addis Ababa. Expectedly few may have not been included. In addition, the description of services provided by the organizations may not necessarily represent what they are actually providing at present. It appears that in some cases, indicated services embrace all activities for which the organizations are constituted to provide for. In addition, it should be noted that there are many more state and non-state players that mainstream the interest of PwDs in their programs, projects and plans or provide some kind of services to PwDs as part of their broader development interventions in different sectors. Including all these institutions in this Catalogue was, however, beyond its scope. As a result, only those that directly deal with disability issues are included. Moreover, it is worth noting that the mandates of government ministries and the operational location of many NGOs cover regions beyond Addis Ababa. This means, the information given on the Ministries and other organizations operating at national level has wider application. Furthermore, it remains essential to view this Catalogue as a live document that needs to be updated from time to time to include missing and newly established organizations, to exclude those that are no more active in the sector, and as new information, including changes in addresses, service types, etc, comes on existing ones.
In organizing the document, organizations are grouped by type (Governmental, NGOs, Private, etc.) and by the type of services they provide (such as health and education). It was, however, found difficult to neatly classify the organizations for the fact that most organizations engage in multiple activities or services for different families of disabilities. Nevertheless, attempt has been made to present the organizations in a manner suitable for users. Under each category, the list of organizations is given in alphabetical sequence. The list is given in the table of contents below and their details in the corresponding page numbers. More detailed information is given on ENDAN members at the end. In all the cases, the same names and acronyms given by the organizations themselves or in the above-stated documents are used.
The Catalogue is intended to be used by a range of stakeholders/actors including PwDs, PwD associations, NGOs, the private sector, governmental and donor agencies. To make it available for and accessible by all interested users, it can be published and distributed to partners in hard copies and posted on websites for wider users.
Finally, we would like to thank all the institutions and PwDs for providing us with the required information. We especially thank ENDAN and CCM staffs for their alacritous and unflagging support throughout in the course of the assignment. We believe that this Catalogue will make some contribution in making information available on services and opportunities available for PwDs in Addis Ababa for all those interested in the issue.

Under the Inclusive HIV/AIDS project the centre is:
Conducting workshops on Antiretroviral Therapy (ART) and the Prevention of Mother to Child Transmission (PMCT) for a total of 400 beneficiaries. These include about 300 registered members of the Centre, close relatives and other selected community members. In addition, provision of trainings on HIV/AIDS and Reproductive health for a total of 140 members of the Centre
The provision of VCT service to a total of 300 beneficiar-ies. The target group includes registered members of the Centre and close relatives not reached in the first phase as well as members who need strengthened and continued access to the service
The provision of care and support service to ten members of the Centre identified to be HIV positive and in need of as-sistance in the first phase of the project. The planned care and support service package encompasses the training of two home based care givers and the facilitation of access to care and support providers by setting up a referral system
Reinforcement of the project impacts through the organization, production and dissemination of the information obtained during the workshops and trainings, as well as from other sources in Braille and audio formats.
