REIMBURSEMENT OF MEDICAL CHARGES TO CANTT BOARD STAFF.
To consider and approve reimbursement of medical charges to under-mentioned Cantonment
Board employees incurred by them on their treatment. The patients were referred by the Medical Officer
C.B. Dispensaries Wah to the different Government Hospitals as the required facility was not available
at C.B. Dispensaries. Detail for reimbursement of medical charges, relation with the CB employees and
name of Hospital are given below: -

GRANT OF HOUSE BUILDING ADVANCE
To consider an application dated 12-10-2018 received through HQ ML&C Deptt. letter No.
92/2055/ADG (Est.) /ML&C/16 dated 16th October 2018 submitted by Mr. Manzar Abbas S/o Gul
Sher Khan, Mali (BS-01) for grant of House Building Advance equivalent to his (36) basic pay out of
Cantt Fund Account.
In this connection, it is pointed out that as per instructions contained in Govt. of Pakistan,
Finance Division (Internal Finance Wing) O.M. No. F.10 (2) – IF-II/2003 dated 21st November 2003,
circulated by the HQ ML&C Deptt. vide letter No. 40/19/Budget/ML&C/2003 dated 31st December
2003, regarding “Housing Finance Facility to Federal Govt. Employee”, the official concerned is
eligible for grant of House Building advance as he met the eligibility criteria of the policy / guidelines,
ibid. The monthly salary of the incumbent is Rs 11,450/- per month and (36) basic pays of the applicant
comes to Rs. 4,12,200/- (Rupees 4 lacs twelve thousand two hundred only).
The amount of loan will be recovered with interest at prevailing rate of interest (as admissible on
General Provident Fund) in (120) equal installments from the monthly salary of the applicant. Budget
provision exists under Head N (4).

UP-GRADATION PROMOTION OF THE POST OF SURVEY DRAUGHTSMAN FROM BS-07
TO BS-11
Reference RHQ Rawalpindi Region letter No. 19/32/DRR/III/91 dated 11th
April 2018.
To consider an application dated Nil submitted by Mr. Sajid Ud Din, Survey Draughtsman (BS-07)
Cantt Board Wah for promotion from BS-07 to BS-11 as the post of Survey Draughtsman in
Cantonment Board Wah and other Cantonments generally exists in BS-11.
In this connection, Board is apprised that initially the applicant was appointed as SD Man in BS-
07 in Cantt Board Hyderabad and during his whole tenure of service he served in Cantt Board
Hyderabad. Later on, the incumbent was transferred by the Competent Authority i.e. DG ML&C to
Cantt Board Wah vide HQ ML&C Deptt: letter dated 21-10-2014 and since then, he has been
performing his duties in this office. The request of the applicant for promotion in BS-11 was forwarded
to the DML&C Regional Headquarters Rawalpindi for consideration and the DML&C vide RHQ
Rawalpindi Region letter under reference directed to place the matter before the Board for consideration
/ recommendation.

Reference RHQ Rawalpindi Region letter No. 28/1092/DRR/73 dated 17th
December 2018.
To consider the application submitted by Mr. Muhammad Zubair LDC BS-07 for up-gradation of
ministerial posts LDC BS-07 to BS-09 in perusal of Govt. of Pakistan Cabinet Secretariat Establishment
Division 1/13/96-R-6 dated 10-08-2016 received through HQ ML&C Rwp letter No.
3/460/ADG(Est)/ML&C/116 dated 17-11-2016 alongwith RHQ Rawalpindi letter No. 28/1092/DRR/05
dated 18-11-2016 regarding up-gradation of posts of LDCs and UDCs.
In this connection, Board is apprised that initially the applicant was appointed as LDC (BS-7) in
Cantt Board Wah. The request of the applicant for up-gradation of his post was forwarded to the
DML&C Regional Headquarters Rawalpindi for consideration and the DML&C vide RHQ Rawalpindi
Region letter under reference advised that post of LDC held by Mr. Muhammad Zubair may also be
upgraded in BS-09 after approval of the Board w.e.f the date of his appointment.

GRANT OF LOAN TO MEO HAZARA CIRCLE ABBOTTABAD
To consider MEO Hazara Circle letter No. HC-4/ACQ/324/AK/R.P/Award 8/2016 dated 12-12-
2018 for grant of loan amounting to Rs. 1,05,000/- (Rupees One Lac Five Thousands Only) on account
of filing of 03 x appeals before the High Court Muzaffrabad (AK) demanded by the Govt. Counsel
namely Raja Muhammad Arif Rathore, Advocate. The loan will be reimbursed upon receipt from
concerned department.
Invariably all the acquisitions carried out involve a lengthy trail of litigation which the MEO
Abbottabad have to defend being an agent of the Federal Government. The litigants usually knock the
door of the concerned court for enhancement of decretal amount prescribed by the District Collector in
the award announced under Section 11 of the Land Acquisition Act 1894.
If these cases are not defended by the MEO in time, they might result in an astounding increase
in the compensation amount ultimately payable by the QMG Land Dte. at a much higher rate. As no
indigenous fund is available with the MEOs for such litigation, the regional Cantt Boards have to bear
the burden in the larger interest of the State.

In this connection it may also brought into the knowledge of the Board that in continuation of
HQ ML&C Department letter No.14/44/LE&H/ML&C/2003/Gen dated 07-03-2003, the competent
Authority (DG ML&C) has issued direction vide HQ ML&C Department letter
No.3/30/LE&H/ML&C/2000/Atd dated 08-12-2016, that all Cantt Boards / CEOs will have to honor
MEOs requests for loan for filing of appeals without delay to avoid financial loss to the State as the HQ
ML&C Department observed in certain cases the MEOs failed to file appeals in the courts after sanction
by the Law & Justice Division for reasons inter-alia non-availability of funds required for the purpose.
Resultantly, the Government might be required to pay heavy amounts in the shape of compensation to
the land owners as the Law & Justice Division has also viewed the lapse seriously.

REVISIONOF PAY PACKAGE OF PRINCIPAL CB PUBLIC BOYS SCHOOL & COLLEGE
LALA RUKH CAMPUS
To consider and approve the request of Mrs. Samina Tariq, Principal CBPBS&C Lala Rukh for
revision of her pay package from Rs.55,000/- to 75,000/-. As per CEO Conference circulated vide HQ
letter No. 40/1/P&MA/ML&C/H&E/2016 dated 28-03-2017 whereby the minimum Pay Package for
Principal has been decided under Serial No. 32 is 80,000/- to 100000/-.
It is pertinent to mention that initially she was appointed as Principal for High School vide CBR No. 04
dated 07-12-2017 but later on the said school was upgraded to intermediate level Boys college vide CBR
No. 02 dated 31-08-2017. She continued to act as Principal of college and her performance is
satisfactory. Therefore, her pay pakage from Rs.55,000/- to 75,000/- may be revised as per Deptt:
policy.

TEMPORARY APPOINTMENT OF SECURITY GUARDS FOR CANTT PUBLIC SCHOOLS
& COLLEGES
Reference CBR No. 4 dated 31-07-2018
To consider and approve re-appointments of 06 No. security guards to be deployed in all 03 x
Cantt Board Public Schools & Colleges, under Rule 9 (b) of the Pakistan Cantonments Servant Rules
1954. The total expenditure will come to Rs. 918,720/- (25520 x 6 x 6 = 918,720/-) (Inclusive 8%
withholding Tax and 16% GST ) for six months which will be met out of budget head G-6(a) for which
provision exists. Since the matter is of an urgent nature, therefore, it is requested that approval may

RECOUPING OF IMPREST ACCOUNT FOR CANTT PUBLIC SCHOOLS & COLLEGES
Reference HQ ML&C Deptt: Rawalpidi letter No. 106/1/ML&C/Edn/FFA/2018 dated
17-08-2018
To consider and adopt measures contained in above referred letter regarding opening of separate
new accounts for Cantt Public Schools & Colleges for day to day requirements to ber operated by the
respective Principal. The letter inter-alia contains the following:-
CB PUBLIC INTER COLLGE
i. The maximum upper limit of the acctt shall not exceed Rs. 5,00,000/- during a month
ii. Amount which can be spent / withdrawn in a single day without prior approval of CEO
will not exceed Rs. 10000/-
a. CB Principal shall submit detail of expenditures incurred out of thes account with
quotations / bills as per rules to their respective CEOs by 05th
of each month.
b. The concerned CEOs will recoup these accounts to the upper limit by 10th
of each month.
c. If amount needs to be withdrawn in excess of the prescribed limit, prior approval of CEO
will be mandatory.
d. The transfer of funds from Cantt Funds and its monthly recouping every month shall be
met out of mandatory budgetary allocation of 5% in Education head already approved.
e. Although there is no limit to number of withdrawal each month, Principal/heads of
education institution are expected to do spending economically and responsibly
f. All the expenses will be auditable.

REVISION OF SYLLABUS (CLASS I TO VII) CANTT PUBLIC SCHOOLS AND COLLEGES
Reference HQ ML&C Deptt: Rawalpindi letter No. 127/ML&C/Edn/S&RS/2018 dated 8-10-2018.
To consider and approve decision of the Governing Body Meeting April, 2018 to review the
existing syllabus of Class I to VII and also to recommend new set of Books. In the meeting held in HQ
ML&C Deptt, chaired by DG ML&C has approved following recommendations:-
a. List of Books attached as per shall be added in the existing syllabus of Class I to VII.
b. The Books to be added in the existing syllabus of Class I to VII may be procured by the
respective CBs for the students of their CB Educational Institutions and provided to the
students free of cost.
c. A set of books to be added shall also be provided to the concerned teachers by the CBs
It is further added that HQ ML&C vide letter No. 127/31/ML&C/Edn/S&RS/2018 dated 28-09-
2018 has provided station wise list of book sellers for the Books added in the syllabus of Class (I to VII)
which are available for CBPS&Cs Officers Colony, Lala Rukh & Nawababad, at Idrees Book Bank
Road Saddar Rawalpindi. The total cost involved is Rs. 995,589/-.

PURCHASE OF AMBULANCE FOR CB DISPENSARIES.
Reference tour/visit notes of DG ML&C to Wah Cantonment on 14th November 2018 received
through HQ ML&C Deptt. letter No. 73/449/ADG (Est.)/ML&C/2018 dated 04-12-2018 and RHQ
Rawalpindi Region letterNo. 28/98/II/DRR dated 07th December 2018.
To consider and approve purchase of an ambulance directed by the Competent Authority i.e. DG
ML&C during his visit to the Cantt Board Wah on 14-11-2018. After approval of the Board the case will
be forwarded to Competent Financial Authority for necessary sanction and the case will be taken with
Govt. of Pakistan to for purchase of ambulance for CB Dispensaries Wah Cantt.

regarding renewal of tenancy hold rights subject to revision / enhancement of rent @ 25% in existing

Mall Wah Cantt for 05th term from 13-01-2018 to 12-01-2023. The Board vide CBR referred above
has revised the rent for 2nd, 3rd and 4th term @ 25% increase for each term13-01-2003 to 12-01-2018.

AUCTION OF (08 NO) PLOTS SITUATED AT ANWAR CHOWK, WAH CANTT
Reference: This office letter No.IV/G/34/411/165 dated 8-8-2018 and RHQ letter
No.19/106/DRR/23 dated 31-8-2018.
To consider and approve a proposal for auction of 08 No plots situated at the back side of F.G
girls high school, Wah Cantt. In this regard it is pointed out that a piece of B-4 land measuring 04 kanals
is lying vacant. Earlier, sanction for auctioning of the said plots was obtained from the competent

authority vide ML&C Deptt. letter No.19/21/lands/ML&C/97 dated 16-11-1997, but on receipt of
several representation filed by the residents of adjacent lessees the auction proceedings were held. Again
the similar auction notice was published in the newspapers on 09-2-1998. In the meantime one Ch.
Muhammad Aslam filed a civil suit bearing No. 221 of 2001 dated 09-2-1998 against Cantt Board Wah
regarding the said auction which was decreed in favour of Cantonment Board Wah vide decree dated
14-11-2001. However, the auction proceedings could not be finalized.
Furthermore the audit authorities during the course of audit for the year 1999-2000 raised an
objection of Rs.4.189 million as a loss to Cantt Fund due to non-auctioning of aforesaid plots which
later on converted into audit Para No.1.4. The matter was discussed in the PAC in its meeting held
during the year 2002 and the PAC issued directives to the Principle Accounting Officer (Secretary
MoD) for auctioning of said plots. In compliance with the PAC directions this office again issued the
auction notice for publication in the daily newspapers vide letter dated 17-9-2008. In response the
residents of the vicinity (who are also encroacher of the Govt. land at Anwar Chowk) filed a civil suit
against the Cantt Board Wah titled “Natiq jamal etc vs Cantt Board” Wah and obtained status quo
against the auction of plots. The said case was dismissed in favour of Cantt Board Wah vide judgement /
decree dated 14-11-2012 passed by the Civil Judge Taxila. Further to that the suit for permanent and
mandatory injunction has also been dismissed in favour of Cantt Board Wah. The aggrieved petitioners
namely Natiq Jamal & others filed an appeal under section 96 CPC in the court of additional session
judge Taxila on 9-1-2013 for relief which was also dismissed in favour of Cantt Board Wah on 24-2-
2017.
In the light of PAC directives and district court decision, the case was forwarded to the DML&C
Rawalpindi for seeking advice regarding auction of aforesaid plots vide letter under reference.The
DML&C Rawalpindi advised to initiate a fresh proposal for grant of Govt. Sanction before proceeding
further in the matter. Therefore, the case is placed before the Board for consideration and further
appropriate decision in this regard.
The Cantonment Board intends to auction the following plots and leasing out them under
schedule IX-A of CLA, Rules 1937 for the period of 90 years. The detail is as under:-

SCHEME

POFs Wah letter No. 4120-OC.HCC-Admin Dated 12-10-2018.
To consider and approve the recommendations of the worthy Chairman POFs Board, received
vide Director Admin POF‟s Wah letter under reference for re-classification of land measuring 2600 Sq.
yds (0.53 acres) from class „C‟ to “B-4” for creation of 11 x G-Type plots for allotment to POF‟s
employees. In this regard, it is mentioned that the initial status of said land was “A-1” which lateron
was re-classified as “B-4” for creation of Housing Scheme. The land inquestion forms the adjacent part
of existing Nullahs in the housing scheme and is not be utilizing independently by the CB Wah for any
useful purpose. This land is also not required for provision of any amenty in furture i.e Park, Filteration
Plant & Tubewell etc. All the necessary amenities have already been provided in the Houseing Scheme.
The said Housing Scheme is situated in Svy Nos. 16-A, 100, 21, 24 & 25 respectively. The details of
existing approved / sanctioned phases in the housing colony alongwith authorities are as under:-

LAND TO CLASS ‘C’ LAND BEARING SURVEY NO.94 SITUATED AT NEAR ITWAR
BAZAR AND ESTABLISHMENT OF PLAY GROUND.
Reference Request made by the vice President Cantt Board Wah vide letter dated 27-12-2018.
To consider and approve the proposal for establishment of playground on the subject piece of
land for provision of healthy & clean environment to the residents of the adjoining localities as there
exists no such facility. In this regard it is brought in the notice of the Board that the said land is
classified as B-4 land (Bazar-B) vide Govt. of Pakistan gazette notification No.34/5/L/D-5/C-64 dated
21-8-1965 falling in survey No.94. The total vacant land is 85.605 acres out of which an area measuring
05 acres is proposed for establishment of play ground. The said land remained under agriculture use, but
at present the land in question is lying vacant. The status of the land is B-4 land and if the proposal is
considered by the Board, the case will be forwarded to the competent authority for grant of sanction for
re-classification of land measuring (40 Kanal OR 05 Acres) from B-4 to Class „C‟ for establishment of a
play ground at the site.

COMMERCIALIZATION OF PROPERTY NO.B-99SITUATED AT LALARUKH WAH
CANTT.
Reference Audit Para No.1.8 (Year 1999-2000).
To consider and confirm the legal proceedings initiated by the Cantonment Board Wah in respect
of property No.B-99 survey No.16 situated at Lala Rukh, Wah Cantt. In this regard it is brought in the
notice of the Board that the subject property was leased out to Mr. Manzoor Ahmed S/o Muhammad Din
in schedule IX-A of CLA, Rules 1937 for residential purpose. The lessee converted the said property
into commercial status by opening shops / market un- authorizedly. This office issued several notices to
the lessee to discontinue the said illegal activities which he failed to comply with. It is also clarified that
earlier he applied for commercialization of his property and after completion of due process the case was
forwarded to the competent authority for consideration vide letter No.IV/B-99/LR1/64 dated 26-11-1997
which was rejected by the competent authority vide letter No.19/27/Lands/ML&C/97 dated 26-3-1998
with the reason that the same was not falling in approved commercial zone. The property was sealed on
24-09-2018
It is also mentioned that the audit authorities during the course of audit in the (year 1999-2000)
observed a loss of Rs.1.065 million and raised an objection which has been converted into under
reference audit Para. The DAC was informed that the property in question stands sealed hence, the Para
should be settled. The DAC recommended that the period for which the property has been
unauthorizedly used as commercial may be condoned by the Board as there was no other mechanism

available for recovery any sort of penalty from such properties. The DAC recommended to place the
case before the Board for condonation of duration.
Foregoing in view the above menitioned period for which property utilized as commercial
unauthorizedly may be condoned.

To consider the following applications under Section 179 of the Cantonment Act, 1924
submitted by the different private owners/lessees for construction of their Residential and Commercial
Buildings within the limits of Wah Cantonment and grant of extension in time limits in respect of
already approved building plans.
It is further brought into the notice of the Board that Cantt Engineer and Land Superintendent
have reported that all the building plans are in order and no litigation or encroachment on
CB/Government land is involved.
Building and Sanitation Committee in its meetings held on 26-11-2018& 18-12-2018 have scrutinized
all the building plans and recommended the same to place before the Board for approval. Building Plans

Considered and approved in the light of recommendations of DAC for condonation of
duration for which the property had been unauthorizedly used as commercial as there is
no other mechanism available for recovery of any sort as penalty from such properties.

To consider an application on Schedule-V dated 22-6-2018 submitted by Mr. Sajid Manzoor S/o
Manzoor Hussain Hasrat (lessees) in respect of property No.C-168 Lala Rukh, Wah Cantt. The lessee
has requested for conversion of subject property measuring 1692 Sft from residential status to
commercial purpose. The SD/Man, ACE and CE have reported that aforesaid plot is falling in
commercial zone, the said plot is being used for residential purpose and no encroachment upon Govt.
land involved at site.
The status of the land is B-3 lease executed in Schedule IX-A of CLA Rules, 1937 for residential
purpose. In case, the sanction is granted by the Competent Authority, the applicant will have to complete
the following formalities:-
i. Total Area of Plot =1692 Sft or 188 Yards or 6.22 Marla
ii. Market value as per revenue rates Rs.53,36,280/-
For the year 2018-2019 @Rs.8,74,000 per marla.
iii. Premium @50% of the revenue rates Rs.27,18,140/-
iv. Dev. charges @1650/- per Sq.Yds. Rs.3,10,200/-
v. Annual Ground Rent @4/- per Sq Yds. Rs.752/-
On receipt of sanction the lessee will have to complete the following
formalities:-
vi. Surrender the existing lease deed in respect of plot No.C-168 Svy No.16 of an
area measuring 1692 Sft or 188 Sq.Yds in favour of Cantt Board.
vii. Execute / Register fresh lease deed for an area measuring 1692 Sft in
Schedule- IX-C of CLA Rules 1937 for commercial purpose on payment of
premium, ground rent, Dev. Charges, for residual period.
Recommendation of B&SC:-After site visit, recommended to be placed before the Board

Sadiq, Muneer Hussain & Haji Feroz Din (lessees) through legal heirs of Shah Begum & Others of Haji
Feroz Din (late) in respect of property No.P-1 New Lala Rukh, Wah Cantt. The lessees have requested
for conversion of subject property measuring 3266.25 Sft from residential status to commercial purpose.
The SD/Man, ACE and CE have reported that aforesaid plot is falling in commercial zone, the said plot
is being used for residential purpose and no encroachment upon Govt. land involved at site.
The status of the land is B-3 lease executed in Schedule IX-A of CLA Rules, 1937 for residential
purpose. In case, the sanction is granted by the Competent Authority, the applicant will have to complete
the following formalities:-
i. Total Area of Plot =3266.25 Sft or 363 Yards or 12 Marla
ii. Market value as per revenue rates Rs.7,75,650/-
For the year 2018-2019 per marla.
iii. Premium @100% of the revenue rates Rs.93,07,800/-
iv. Dev. charges @1650/- per Sq.Yds. Rs.5,98,950/-
v. Annual Ground Rent @4/- per Sq Yds. Rs.1,452/-
On receipt of sanction the lessee will have to complete the following
formalities:-

vii. Execute / Register fresh lease deed for an area measuring 3266.25 Sft in

WAH CANTT.

To consider an application submitted by M/s. Khalid Masood, Zafar Mehmood & Mst. Farhat
Anwar (lessees) in respect of property No. B-51 Lala Rukh, Wah Cantt on Schedule-V dated 03-12-
2018 for conversion of subject property measuring 990 Sft or 110 Sq.Yds (Partially) from residential
status to commercial purpose. The SD/Man and CE have reported that aforesaid plot is located in
commercial zone, the applied area is being used for commercial purpose and no encroachment upon
Govt. land involved at site. It is further stated that the remaining area measuring 2835 Sft or 315 Sq.Yds
will intact residential as per original lease status.
The status of the land is B-3 lease executed in Schedule IX-A of CLA Rules, 1937 for
residential purpose. The request of the applicant is placed before the Board in the line of Para 1(5)(b)
read with Para 7(a) (1) of the revised conversion policy circulated vide HQ ML&C Deptt: letter No.
3/6/D-12(ML&C)/97-2007 dated 31-12-2007. In case, the sanction is granted by the Competent
Authority that the applicant will have to complete the following formalities:-
i. Total Area of Plot =990 Sft or 110 Yards or 3.63 Marla
ii. Market value as per Revenue rates @Rs.8,74,000/- per Marla
For the year 2018-2019
iii. Premium @100% of the revenue rates Rs.31,72,620/-
iv. Dev. charges @1650/- per Sq.Yds. Rs.1,81,500/-
v. Annual Ground Rent @4/- per Sq Yds. Rs.440/-
On receipt of sanction the lessees will be required to:-
vi. Surrendered the existing lease deed in respect of plot No.B-51 Svy No.16 of
an area measuring 3825 Sft or 425 Sq.Yds in favour of Cantt Board.
vii. Execution / Registration of fresh lease deed for an area measuring 990 Sft or
110 Sq.Yds in Schedule-IX-C of CLA Rules 1937 for commercial purpose on
payment of premium, Dev. Charges, ground rent and allotment of new
subsidiary No.B-51/1 for residual period.
viii. Execution / Registration of fresh lease deed of plot No.B-51 for remaining
area measuring 2835 Sft or 315 Sq.Yds in Schedule-IX-A of CLA Rules, 1937
for residential purpose on annual ground rent of Rs.32/- per annum for
residual period.
Recommendation of B&SC:-After site visit,recommended to be placed before the Board.
