Network ATFM delays• NM monitors ATFM delays to improve network operational performance, provide input
to the planning phase of the next period etc as required by the NM regulation 677/2011, Article 20
• Overall, en-route and airport ATFM delays are analysed and the results are published (weekly, monthly, seasonal and annual reports)
• 2013 ATFM delays decreased by 18.3% on 2012, En-route ATFM delays by 17.0% and Airport ATFM delays reduced by 20.1%
• Both en-route and airports delays were the lowest in the last 5 years

2013: Network Airport delays• 2013 Airport ATFM delays per total network
traffic reduced by 20.1% on 2012, down to 0.39 min/flt
• This improvement occurred in all areas but more specifically in Airport ATC capacity delays

2013: Network Airport delays• ATFM Arrival delay per arrival flights was 0.43
min in 2013• Arrival delays are internally monitored by NM
as part of the Airport Playbook• Weather was still the main delay cause at the
airports and their proportion increased• As of 2014 we will split delay reasons in seven
groups to allow a better view on the causes of delays

Concept
• A situation where traffic demand exceeds the available capacity at airports could lead to the application of an ATFM regulation.
• Aircraft expected to arrive during a period of congestion are given Air Traffic Flow Management delay at their departure airport, through the Network Manager, in order to regulate the flow of traffic into the constrained downstream airport.

Definition
• This Key Performance Indicator is defined in Regulation 390/2013, Annex I, Section 1 (3.2) as:
• “The average minutes of arrival ATFM delay per flight attributable to terminal and airport air navigation services and caused by landing restrictions at the destination airport, defined as follows:
(i) the indicator is the average generated arrival ATFM delay per inbound IFR flight;
(ii) the indicator covers all IFR flights landing at the destination airport and all ATFM delay causes, excluding exceptional events;
(iii) the indicator is calculated for the whole calendar year and for each year of the reference period.”
• The indicator is calculated for the inbound flow at a destination airport. For all flights arriving at the airport, it takes that portion of the pre departure delay which is caused by landing restrictions at the destination airport

Identifying ATFM Arrival Delay• When RL=AD and RT Category=Arrival – no issues, one ADES
and all flights experience arrival delay only
• When RL=AZ (possible multiple ADES) and RT Category=Arrival
– ATFM arrival Airport delays are attributed to the ADES as stated in the last flight plan (FTFM)
– e.g. regulation LSGGA08E protecting AZ comprising LSGG (Geneva) and LFLI (Annemasse)

Identifying ATFM Arrival Delay• When RL=AD and RT Category=Global (i.e. could include both
departure and arrival flows)
– the flow is an arrival flow if the ADES is the same as the associated reference location of the regulation (i.e. AD)
• When RL=AZ and RT Category=Global
– the flow is an arrival flow if the ADES is an airport which is included in the Aerodrome Zone
