Infrastructure Master Planning
WME have worked with various Lead Consultants on master plan studies
of different scales and provided infrastructure master plan consultancy
services.
Our holistic approach to examine the infrastructure needs of each project as
an overall system presents our Clients with opportunities to select the most
efficient development strategy.
Recognizing the reality of climate change, WME engineering experts consider
in these studies the implementation of sustainable urban planning principles

Our engineering contribution to the Site Analysis and Context Masterplan
reports involve development of complete and comprehensive baseline of
infrastructure related information which function as a point of reference
throughout the subsequent project stages. The overall purpose of our analysis
is to determine the extent, location, material and capacity of the of existing
infrastructure within and adjacent to the project site; define the ability to
utilize some or the entire infrastructure; and highlight identified opportunities
and constraints related to the infrastructure.
WME infrastructure planners collaborate with the Lead Consultants in
development and evaluation of Master Plan alternatives by providing
engineering input comprising:
• Reviews of development issues associated with infrastructure works;
• Determine impacts of the alternative master plans on existing and
proposed infrastructure;
• Prepare high level infrastructure sketches for the utility services of each
master plan alternative; and
• Provide utility plot land requirements and recommendations for their
location
We develop sustainable and economic servicing strategies to ensure that
proposed infrastructure is planned with sufficient capacity to accommodate

Arabian Ranches III Master Plan is a new residential mega-development
in Dubai which is spread over 214.6 hectares of undeveloped land. The
project has been planned as a new sustainable community with high
quality infrastructure services for the use of both residents and visitors.
The project site is situated at Dubai suburb between the Emirates Road
(Highway 611) and the Sheikh Zayed Bin Hamdan Al Nahyan Street and at
close proximity to the Global Village. The proposed development consists
of mid-range townhouses grouped in clusters, a district with high density
residential buildings, medium density areas, school, mosque, retail centre,
clinic, community centres and amenities, outdoor spaces, parks, utility plots,
roads & sidewalks.
WME have been retained by U+A, the Master Plan Architect & Lead Consultant
of the Project to provide Infrastructure Master Planning, Detailed Engineering
and Post-Contract services for the following project components:

Sharjah’s only Media City.
The concept of the media city is a master plan that attracts local as well as

Sharjah Media Master plan will be an organic development that is young,

Green Community West Extension is a residential use development which
occupies an area of approximately 137,735 square meters located at the
south end of Green Community Villages in Dubai Investment Park.
The project incorporates a mix of residential activities, townhouses,

MAG Wellness ResortDubai, UAE
WME Consultants has been retained by VE Experts, the Architect & Lead
Consultant of the Project, on behalf of MAG Group to provide consultancy
services for the MAG Wellness Resort Development from master planning
concept through schematic and detailed design stages up to tendering
and construction documents.
The project site is situated on the west bank of the Dubai Creek in the
perimeter of DHCC Phase 2 Master Plan. Located in close proximity of the
Creek Metro Station and across from the natural reserve of Ras Al Khor the
site is accessible from Al Khail Road.
Project site consists of 8.4ha of undeveloped land surrounded by a future
asphalt road on the west, newly constructed asphalt road on the north, a
small public park on the east, and a promenade on the south.
WME infrastructure scope of services included site grading and earthworks
analysis; design of local roads; stormwater management study & drainage
system design; sanitary sewer and lift station design; potable water

The Marasi Business Bay Parks 3 is a vessel community in one of the five
Marasi Business Bay Parks located within the Dubai’s Business Bay canal.
Al Abraj Street is the main road adjacent to the site. The total site area is
approximately 6,190 sqm. Park 3 comprises of two Marina Parks: Park 3A
and Park 3B, each of them consisting of On-Shore, Off-Shore, and Marine
components.
WME Consultants have been retained to provide infrastructure consultancy
services for on-shore and off-shore components through a concept,
schematic, detailed design and construction stages of the project.

The 3 East Quarter project is a mixed use development by Dubai
Properties for the Dubai Design District (D3) on the Dubai Creek shore.
Working with leading UK architect Foster and Partners, we are delivering
structural and civil engineering design services for the residential and retail
complex, which will have a total constructed area of more than 378,500 sq m.
The Dubai Design District is an area of the city which has been designated for
uses that will foster the growth of design industries in the Emirate, providing
individuals, entrepreneurs and business a focus for the region’s creative
community.
WME Consultants scope of work on infrastructure includes access allocation
and geometry, external road layout finalization, parking layout design,
traffic circulation, parking demand calculations as well as coordination with
proposed Master Plan and MEP team on all utilities network connections.

Nikki Beach ResortDubai, UAE
Off the coast of Dubai on the reclaimed island of Pearl Jumeirah, Meraas
is developing in two phases a new beach resort complex and residential
area.
WME has delivered civil, structural, building services, infrastructure, roads
and AV/IT engineering for the whole project, as well as undertaking site
supervision.
Included in the resort are villas, bungalows and a hotel, and a beach club
providing sports, entertainment, dining, retail and leisure facilities.
The design is contemporary, using slimline structures that help keep views
clear. All plant has been placed away from roofs.

Peyman Mohajer is highly experienced in the design and delivery of
construction projects in a diverse range of global markets, including
the commercial, hospitality and residential sectors. In his 30
years’ experience — 21 years in the Middle East — he has worked
on many challenging high rise structures that feature complex
geometry. Examples include UBORA and Damac Towers in Dubai.
Peyman was regional managing director for the Middle East of UK
multidisciplinary consultancy Whitby & Bird, and later for Ramboll
post-merger. He oversaw both practices’ exponential growth in
the region for high-quality robust engineering services. In 2010, he
founded WME, on the back of his previous leadership and delivery
roles in the region.

Peyman Mohajer (MSc BSc CEng FICE FIStructE)
As WME’s Director of Projects, Louise Collins combines client
liaison and business development with high-level management of
project delivery. She joined WME at its founding, and is a highly
experienced engineer with particular skills in project management
and service delivery co-ordination.
Louise works closely with our clients, ongoing and prospective.
She helps lay the groundwork for projects at planning stages,
then ensures that clients are well informed in relation to project
progress and any potential risks — and uses interaction and
technical feedback from this liaison process to improve the way
WME delivers its services.
Trained in building services in Dublin and Glasgow, Louise has
been based in the Middle East for over 15 years. She has been
instrumental in WME’s success in delivering low energy projects
in hot climates, such as the Swiss International Scientific School
Dubai — the first buildings in the Middle East to be certified by the
MINERGIE Association, Switzerland.

Sudair Industrial City is a large industrial development in the KSA. The
industrial city total area is 260,000,000 square meters. The “Commercial

adjacent to Riyadh – Qaseem Highway.

Farhad Pazoki is focused on the delivery of the best possible
technical solutions, developed through close understanding of the
key objectives of clients and architects. His 25 years’ experience
in design and management includes extensive work with high rise
structures, and projects in the residential, commercial, and sports
& leisure sectors.

Farhad Pazoki BSc, MSc, CEng, MIStructE
Gary is a professional MEP & IT Engineer with more than 30 years
of experience in Building Services with a passion for quality and
high standards in all aspects of the industry. As Director for WME
Saudi Arabia and Departmental Director for the AV/IT Solutions,
he is responsible for the everyday design operations, and Business
Development in the UAE and KSA. A particular focus is on the
Mission Critical , Commercial and Hospitality sectors. Gary has a
comprehensive knowledge of designing and developing, Electrical, IT
and Data Centre systems and components to professional certified
standards.
Trained in Edinburgh and Leeds, Gary has worked extensively
throughout the UK and Europe and has been based in the Middle
East for over 4 years.
Gary has a wide experience as lead design consultancy in large
building projects, throughout the UAE, UK, France and Saudi Arabia.

Gary Sneddon BSc MIET ACIBSE, IEng
Saša is a professional structural engineer with over 25 years of
experience designing and managing structural engineering projects.
His experience includes seismic engineering, retail buildings,
airport concourse buildings, health sector buildings, commercial
and residential buildings, water retaining and water treatment
structures as well as pedestrian and road bridges. Saša has
developed strong technical and project management experience
working in several building sectors, several geographical areas
(Europe, North America, Africa, Middle East, Central Asia) as well
as utilizing all traditional construction materials and numerous
structural forms.

Sasa Popovic C.Eng.,MIStructE,Struct.Eng., P.Eng
Dimitre Azmanski is a registered Professional Engineer in the
province of Ontario, Canada and an affiliated member of the Society
of Engineers in UAE. He has extensive experience in design and
project management bringing a project from vision through the
planning, funding, design and execution. Dimitre has more than 27
years of continuous international experience from Europe, North
America, and the Middle East, working on variety of prestigious
multi-disciplinary projects.
Having responsibilities for key development areas of business,
quality and training, he leads the WME professional team of
engineers specialized in roads and infrastructure.
Dimitre’s vast professional experience covers all aspects of the
engineering consultancy including preparation of scope documents
and specifications, feasibility studies and analyses, infrastructure
master planning, due diligence reports, third party design reviews,
site grading analysis, earthwork cut and fill calculations, roadway
designs, stormwater management and drainage, designs of water
distribution networks for potable water, irrigation and fire-fighting,
design of pump stations and force mains, contract administration
and construction supervision.

Dimitre Azmanski MSc P. Eng
As a Director at WME, David provides a combined role acting as Project
Director on complex multi-discipline builds, upholds overall responsibility
for WME site supervision and post-contract services teams, as well as
retaining cross discipline responsibility for negotiating and overseeing the
implementation of contracts within the business in the region. He delivers
high-level project leadership and management on his projects. With
his attention to detail, he maintains a continual personal involvement in
each project, from initial bidding process right through to final delivery on
site. Through close liaison with the Client and his deep understanding of
cross-discipline design requirements, he ensures timely delivery of a high-
quality, coordinated design product.

David Barley BEng (Civil & Str) CEng MIStructE
Murali Guruvappan is a Director of Structures at WME and is
based in Dubai. Murali has been integrally involved in the firm’s
client relations in Middle East and India. Murali leads the WME India
business for regional development and supporting WME’s Global
growth.
Murali has over 20 years of international civil and structural
engineering experience in the projects located in USA, India, Middle
East and the UK. Murali has significant experience in analysis and
design of various structural systems for low to super tall building
structures. He is skilled in the design of buildings for hurricane
winds and seismic activity. Murali managed and delivered many
large-scale projects including multi-storey developments up to 10
million square feet and towers up to 111 stories.
Murali frequently lectures at industry conferences and events,
including IStructE and CTBUH. He promotes the development of
bespoke structural engineering solutions that creates cost-effective
and innovative designs.

Murali Guruvappan BE Civil, M.Eng (Structures), CEng,
MIStructE
Nicholas is a highly experienced Chartered engineer and Fellow of CIBSE
with over 15 years’ experience in the Middle East leading the MEP teams
in the design of high value projects across a range of sectors, particularly
Hospitality, Residential, public amenities and Retail. Reporting to the
Managing Director, Nicholas has responsibility for the management
and delivery of the MEP team at WME focusing on technical excellence
in design and energy efficient building services. Nicholas has extensive
experience managing large teams in multiple geographical locations
with experience in the delivery of diverse projects from a 500,000m2
Hospital project involving teams in Riyadh, UAE and Manila to signature
buildings at the Expo 2020 site.
He is experienced in dealing with international clients and architects and
operating as Project Manager on multi - disciplinary design works outside
of the Building Services field.
At every opportunity Nicholas has embraced low energy building design
with sometimes pioneering use of a range of sustainable building
techniques including natural ventilation, solar thermal, PV, Rain water
recycling, concrete core cooling and advanced chiller system integrated
controls.
