xecutive Summary
• This is the frst in a series o papers that will explore how Zanesville can
leverage its assets to attract, retain and develop industries that support
economic growth and contribute to the city’s tax base.
• The report began as an exercising benchmark to establishing comparablecities. s multiple sources o data were uncovered the report included a snap
shot o Zanesville’s workorce. The report is broken into three sections! 1.

Using Data to Determine Comparable Cities
7ong time city residents will tell you what Zanesville was like in the 1492s and howmany :obs there were. *eople with shorter memories will tell you what Zanesville is
like todayD some will do so with hope whereas others will be Euick to point out the
city’s shortcomings. Fowever, there is very little talk o the uture and what
possibilities could be in store, either good or bad.
The overall purpose o this report is to show where Zanesville is today and show
how it compares to other cities so that its leaders can make inormed decisions
about where Zanesville needs to go and how to get there. 't compares cities across
all o +hio, cities with similar population -all sample3, cities within ppalachian +hio
and cities with similar poverty, median income, unemployment rates and population
-sub sample3. brie explanation o the data that a site selector can see about
Zanesville and what this means about the kinds o industry that the city can attract
is also included. The report also examines educational attainment, the :obs
available within Zanesville and how this compares to the sub sample. brie look
at age distribution and home values and home ownership rates are also included.
This way the reader will be able to see exactly where Zanesville stands against a

%very county is ranked by the ppalachian Cegional "ommission by its economicstatus comparative to the rest o the nation. 6uskingum "ounty is considered a
transitional county. Transitional counties are defned as counties that Grank between
the worst $9H and best $9H o the nation’s counties.I To determine a county’s

There are only six cities in +hio in the $9,222 people range so Zanesville was
compared to cities that had between ,22 people more and ,22 people less than
Zanesville. 'n all $4 cities were compared to Zanesville on population ranging rom

consultant. The site selection consultant reviews available properties that ft #"’s
parameters and fnds an option in Zanesville. The site selection company then
contacts local businesses to determine what the business and workorce climate is
like so it can fnd the perect match or their client. ' the businesses that are
contacted report a challenge in fnding Eualifed applicants or :ob openings it maybe enough to turn them oS and look elsewhere. ' the parameters are still met the

satisying their client’s needs will be.
This inormation is now easier to fnd in +hio than ever. #y using the obs+hio
website’s site selection tool hundreds o prospects are Euickly eliminated and site
selectors and other economic development proessionals can :udge a community

be surprising that the city does not are well between the comparison groups.
Though it is ranked signifcantly below both thens and +xord it should be
remembered that both o these are considered college towns where a largepercentage o their population is poor because they do not have much income to
declareD their ma:or ocus is higher education, not earning a wage. Zanesville also
has a signifcant higher education population and it should not be discounted in
actoring into the concentration o poverty within the city’s borders. Fowever, the
population o students at +hio Nniversity Zanesville( -$,2$3 do not compare to the
+hio Nniversity at thens -$2,;; students3 and at 6iami Nniversity in +xord

The level o poverty in Zanesville has remained relatively consistent since 1454, it
has only increased (.5H over (2 years. t frst glance the lower percentage
change might be misconstrued as a positive but what it really means is thatZanesville has been experiencing high levels o poverty or at least three decades.
This is shown by the act that the other comparable cities -sub sample3 have
recorded a higher percentage o change in poverty but still are more than ;H lower

bottom 12 cities in labor orce participation are also experiencing the sameproblems or scenarios.

Zanesville’s chronic poverty, unemployment and labor orce participation can be
partially explained by the educational attainment levels o its residents. The :obs othe past where a strong back and a limited education were enough to provide an
income large enough to support a amily are long gone. %ven manuacturing
companies are ocusing more on hard skills such as math, technology and computer
skills to compete in a globalied market;.
Zanesville has the lowest percentage o its peers that graduated high school at
K4.KH. $2H o adults over $9 years o age in Zanesville do not have a high school
diploma or P%&K. There are (H o adults who are over $9 years old that have less
than a 4th grade education and 1K.(H o adults who got past the 4th grade but did
not matriculate. This is 12.9H higher than the peer group as a whole and 5.5H
higher than the state average.

Fowever, the news is not all bad. Zanesville is on pace or the ppalachian, sub

is also home to a large number o institutions, such as law frms, universities and a
hospital that place a premium on higher education. 't should also be noted that it is
possible that the city is a magnet or those with less education and that they
migrate and cluster here. ' this is true it leads to the same end result! people with

#ased on this data one may assume that the labor orce participation rates increase
with educational attainment. This is driven by the market’s economic actors. '
you don’t have a high school diploma or a P%& it will be harder or you to fnd a :ob.
't is also evident in stronger markets with higher median household incomes that a
high school diploma does not necessarily increase the likelihood o obtaining gainulemployment, only that they don’t drop out o the labor market as readilyD this may
be because there is enough median pay to incentivie them to seek out work long
ater a resident in Zanesville would resign themselves to deeat.

'n order or the "ity o Zanesville to collect more income tax dollars the city must
attract more high income :obs and individuals to live within city limits. 'ndividuals
with high income levels and education generally locate in areas with good schools
or their children -or to make it easier to sell their property i they don’t have kids3.
Though the amount o money that the city collects on property is relatively small itis a ma:or source o unding or the schools. The low median income and the types
o :obs available in Zanesville eSects home valuations. The low home values in turn
eSects the amount o tax dollars that the school systems are able to be unded with
and can use to introduce more education to our current and uture workorce.
Zanesville has the lowest percentage o home ownership in the comparable cities
sub sample -9H3 and the lowest median value o owner occupied homes.

Though this inormation is or 6uskingum "ounty it was assumed that Zanesville, as
the area’s largest city, is the economic driver. To determine i the cluster o Cetail
and Lood 8ervice played a role in Zanesville’s low median income and high rates o
poverty ' looked at the :ob openings or several days. The number and types o
openings remained relatively unchanged. Cetail openings made up $4H o the :ob
openings, health care retailed felds were $4H and ood preparation was 12H o the
available :obs within the city limits o Zanesville.

that could Eualiy based on only education or these openings. 1,$91 people have
an ssociates &egree and (,$2( have some college. The unemployment rate or
individuals with some college or an ssociates &egree is 12.5H in Zanesville or 51
citiens. There are more unemployed individuals at this level than :ob openings or
individuals with an ssociates/some college. The unemployment rate or individualswith a high school degree is 5.9H or about 94 people, again exceeding the :ob
market demand.

The data clearly shows that there is a challenge in fnding :obs or residents o
Zanesville in all educational attainment levels except or #achelor &egree holders
-data is not available or individuals with a 6asters, uris &octorate, *h& or
&octorate3. This is not to say that :ust because someone has a #achelors &egree or
higher that they are guaranteed a :ob in Zanesville. 8ome degrees, such as a
medical related degree, are in much higher demand than a liberal arts degree. Thereader should also not assume that :ust because the unemployment rate or
individuals without a high school diploma is extraordinarily high that they are not
earning an income. "rime statistics in Zanesville would suggest that a number o
these individuals are involved in black market activities and not a typical 409 :ob.
7astly, it should be stated that the unemployment rate may be higher than
reported. There may be people who would like a ull time :ob but settled or part
time work, became discouraged rom looking or ull time employment or are still
suSering the eSects o the recession. This also directly eSects the amount o
payroll taxes the city is able to collect.

The Zanesville #oard o %ducation system has a strong set o leaders who realie
the important purpose that they have in the development o the community at large
and the next generation o Zanesville’s workorce. recent meeting with some o
the key personnel proves that they are aware o the uniEue opportunities and
challenges that are conronted by the workorce and are developing programs to
address them. Lor example!
• The school district would like to develop a list o businesses that are
interested in creating internships and :ob shadowing opportunities.• The district is also attempting to develop a teachers program where they look
at the types o :obs that are available regionally and then teach their
students that there are other options besides attending college.• The 8uperintendent discussed a pilot program that he used with great
success in another county with an engineering co0op to get students to gain
real world experience and allow employers to actively recruit individuals with
the skills they need to remain competitive.
The school system is also taking a role in the education o adults. They have
developed a curriculum or adults without a degree to pursue a Figh 8chool
&iploma. They are also addressing adult literacy rates in a non0threatening, private
atmosphere. These are all important steps that can be taken to help address some
o the issues identifed in this report and also shows a sign o a great partnership.

Piven Zanesville’s top tapestry segmentation o small town simplicity, a ma:ority o
which are 99 years and older, you would think that the city would skew towards a
greater concentration o the elderly. 'n act, Zanesville’s largest percentage o
adults is within the $2 J $4 age grouping. This is also a good time or most
individuals to go back to school because it’s not too late to get a good return on thecost o education as there are many more productive years o working ahead. 'n
act, Zanesville has on average a much younger population than its peer cities in

Conclusion
Zanesville is behind its peer groups in nearly every category regardless i you were
to compare the city to the 8tate o +hio as a whole, ppalachian +hio, cities o
similar sie or cities with similar population and poverty levels. +ur :ob market both
drives low educational attainment and pays little dragging down our median wage
and the city’s ability to maximie income tax to provide expanded services. The :ob

classifcations where Zanesville is ahead o its peers are areas that don’t provide
enough, on average, to make a dent in our persistent poverty levels or create
wealth.
Fowever, all is not hopeless. )e are not the frst or the last community to conront
these types o challenges. 1H change in the top tapestry rom Fardscrabble Coadto 8alt o the %arth is not only possible but an achievable goal with the help o the
community. Zanesville must be able to compete and to do so the community must
acknowledge the issue and come together to develop a solution to these problems
-though suggestions will be included in uture papers3. The data points out that the
completion or attainment o a high school diploma or P%& results in lower
unemployment rates, an increase in the number o adults participating in the
workorce the median income o Zanesville would increase in tandem. s shown in
the purchasing power section even increasing the median income by only
