Supreme Court passes limited mining ban order
on OdishaNEW DELHI: The Supreme Court on Friday passed a limited
mining ban on odisha, which produces over 50 per cent of the
countrys iron ore and man-ganese, affecting only those who have
been operating on deemed renewals for a second time and beyond.The
ban affects only 26 companies who were on their second renewal.
They will apply for grant of license to the state which will take a
call on their applica-tions within six months, a three-judge bench,

New Delhi, May 16: With a mas-sive win in the Lok Sabha
elec-tions, the BJP led NDA is set to form the new Government at
the Centre. The saffron party is heading for a majority on its own
with 214 seats already in its bag and established lead in 68
con-stituencies.Of the 405 results declared so far the BJP led NDA
has won 317 seats and is leading in 15. Con-gress led UPA won 54
seats and leading in 7. Others bagged 134 and leading in 16

Srinagar May 16: As expected, all the six seats in J&K have
gone in the lap of PDP and BJP despite the fact that NC and
Con-gress were swearing to stand united and defeat PDP and BJP,
whom they blamed for communal bias and massacre of Kashmiri youths.
However, in reality cadres of both the parties indulged in massive
cross voting and en-mass did everything to get their own candidates
defeated by hook or crook. It was obvious from the very beginning
that the cadres of the two parties will on their own or at the
behest of their leaders prefer BJP and PDP candidates as they never
accept-ed each other in mind and heart. Not only this, their
leaders also pricked each other and went all out in personal
attacks using abusive and filthy language. How could the cadres
work together as one unit when their leaders left no stone unturned
to let down
each other. The National Conference par-ticularly its Additional
General Secretary Dr. Mustafa Kamal frequently targeted Congress
party and its leaders calling them worms of a dirty lane. Not only
this, they al-ways suspected Mr. Ghulam Nabi Azad to have caused
maximum damage to the rep-utation of NC at centre and never took
his criticism of Omar Abdullah led Govt. Very lightly. They also
suspected state congress President, very near to PDP as he had
be-trayed them in the past also when his vote cast BJP its Govt
against the wishes of NC which was at that time a coalition partner
of BJP. It was crystal clear even before the announcement of
alliance that all this dra-ma of fighting the elections unitedly
was instead to bluff people and to deceive each other. There was no
sincerity and clarity in this endeavour as both the parties were
wary off BJP in Jammu and PDP in Kash-mir. Though both tried their
best, put all
their resources on stake and tried to pro-voke and incite the
people claiming that there was a hidden pact between BJP and PDP,
still they failed to impress the voters who never gave heed to
their superficial allegations. The voters also rejected what NC
thought its dominance on them as the party always claimed to be the
sole saviours of the rights of the Kashmiri people. Their
pleas that BJP and Mr Narendra Modi will abrogate Article 370 of
Indian constitu-tion also fell on deaf ear. How can NC and Congress
claim to be protectors of Article 370 when everybody knows that
they have themselves caused maximum dent to it and reduced it to a

Total whitewash for coalition Srinagar, May 16 : The Lok Sabha
2014 polls delivered a surprising and an unexpected verdict
espe-cially in Jammu and Kashmir with opposition PDP and BJP
sweeping over performance of coalition candidates in all six
con-stituencies of the state. While the PDP won all three seats in
Kash-mir valley defeating three can-didates of National Conference,
BJP swept the polls in Jammu and Ladakh bagging rest of the three
seats in the state.Tariq Hamid Karra, the PDP can-didate from
Srinagar-Budgam Lok Sabah constituency, defeat-ed the former Chief
Minister and National Conference president, Farooq Abdullah with a
margin of 42,280 votes. The NC has for the first time lost its
Srinagar strong-hold in the Valley. Karra bagged 1,57,923 votes
while his rival Dr Abdullah got 1,15,643 votes after 25 rounds of

Srinagar, May 16: A S Dulat, former Research and Analy-sis Wing
(RAW) chief on Fri-day said that the Lok Sabha elections results in
Jammu and Kashmir will have a se-rious impact on Legislative

unnoticed in Kash-mir as over 25000 people have pressed this button
in Lok Sabah elections this year.According to reports received by

this button. While as 11000 people have used this option in rests

Srinagar, May 16 : Two minors were injured in two seperate road
accidents in Srinagar. According to a police statement issued to
KNS, an unknown vehicle hit and injured a 05 year old girl Usma
Zaira daughter of Azhar Khur-sheed resident of Gulshan Ali Shalimar
near Hotel Al-Hamra Shalimar, in the jurisdiction of Police Station
Harwan, Srinagar. She was shifted to hospital for treatment. Police
has registered a case in this regard. Meanwhile, an unknown vehicle
hit and injured a 05 year old boy Bainul Bilal son of Bilal Ahmed

broke out in the residential house of Fayaz Ahmed Wagay son of

New Delhi this evening, Mrs Gandhi said Congress respects the
verdict of the people with humility. She congratulated the next
government to be formed by the BJP and hoped that it will not
compromise with the unity and integrity of the country.Party Vice
President Rahul Gandhi also owned re-sponsibility for the defeat
and said there is a need for introspection.BJP President Rajnath
Singh told media in New Del-hi that all sections of the society
cutting across geo-graphical and social boundaries have voted in
favour of BJP. He said, the party will take support of all
sec-tions of the society in the development of the country and
rewrite Indias success story. Regarding NDA al-lies, Party
President said the BJP will take everybody along to form the new
government. On the possible role of party veteran L K Advani, he
said the BJP will take a decision after the meeting with senior
leaders. Advani termed the partys perfor-mance as a fitting reply

Parliamentary constituency Peoples Conference can-didate
Salam-ud-din Bajad got 71,154 votes while as MLA Langate Er Sheikh
Abdul Rashid secured 22,090 votes.Mehbooba Mufti, who was PDPs
candidate from Anantnag-Pulwama, NCs incumbent Mehboob Beg with a
margin of 44,735 votes. While Mehbooba got 1,42,237 and Beg bagged
97,502 votes.In Leh-Kargil, BJPs Thupstan Chhewang defeated
independent candidate Ghulam Raza with a margin of 36 votes.
Chhewang got 31,111 and Raza, who was sponsored by Kargils
influential Shia outfit Imam Khomeini Trust, 31,075 votes.In
Jammu-Poonch, BJPs MLA Jugal Kishore Shar-ma, who got the States
maximum of 6,19,995 votes, defeated Congress partys incumbent Madan
Lal Shar-ma with a huge margin of 2,56,950 votes. Sharma got
3,62,715. PDPs Yashpal Sharma stood third with 1,68, 554 votes.In
Udhampur-Doda, BJPs debutant Dr Jitendra Singh defeated Congress
partys high profile candidate and Union Cabinet Minister Ghulam
Nabi Azad with a margin of 60,976 votes. While as Dr Singh polled
4,87,369 votes, Azad trailed with 4,26,393. PDPs Arshid Malik got
30,461 and the National Panthers Party can-didate Prof Bhim Singh

Lok Sabha elections are satisfactory for her par-ty. The Lok
Sabha polls this time have resulted in a profound change in the
political landscape of the country. People have participated in
this election in unprecedented number to write a new script in
coun-trys electoral history, she said.Mehbooba said that in Jammu
and Kashmir, we too witnessed a change that is unprecedented in its
nature and dimensions. Democratic competition has achieved a new
cutting edge in the State and people have participated in the
process not only in respect-able numbers but in case of Kashmir
division they have had to brave heavy odds.She said: The PDP has
emerged as the leader bagging all the three seats from Kashmir
valley while receiv-ing a sizeable number of votes in Jammu region.

while the people in J&K want their political and human rights
to be upheld with dignity and honor, they at the same time seek
protection of their socio-econom-ic rights in an environment of
peace and stability for which they have reposed their faith in PDP.

local issues. Performance of the state government was not an issue,
he stressed. Omar admitted that next few months are not going to be
easy for his party National Conference and that is the lesson he
has taken from the todays Lok Sabah verdict. The chief minister
said that on the contrary opposition PDP raised issues like Afzal
Guru hang-ing, 2010 killings and increase in power tariff. He
declined to answer about reasons behind the de-bacle of coalition
candidates in the state saying that the election results being
unexpected and the same will be discussed with his party
col-leagues. I will convene a meeting of my party and will take
stock of these elections and tits results declared today, he added.
The chief minister hoped that those who have succeeded in elections
in Jammu and Kashmir will repre-sent peoples aspirations in
Parliament. These results does not mean an end of National
Con-ference. Five years ago PDP had not bagged any seat and
similarly it should not be misconstrued that this is an end of
National Conference, Omar said.Congratulating BJP led NDA Omar said
that he hopes that NDA will respect the public sentiment and
aspirations. This is after 1984 that BJP has got such a tally and
the party should respect the public senti-ment, Omar said according
to KNS correspondent. He said that whether to change the chief
minister or form an alliance with Congress for the upcoming
as-sembly elections depends on his party National Con-ference.

Minister Taj Mohi-ud-Din had said the move should not be introduced
in the State as the same could strengthen the separatist elements
here at large. Government of India (GoI) should move the Supreme
Court to prevent the implementation of NOTA in disturbed areas like
Jammu and Kashmir and North-East, Taj had stated at a function
here. He had also written a letter to the Prime Minister and the
Congress high command that the option of NOTA should not be
applicable in Jammu and Kashmir, as it would be used by separatists

present Govt. has proved a total failure. The people of state which
has potential of generating over 25000 MWs of electricity are
pass-ing through worst kind of supply situation even when the
rivers and streams are flowing with abundance of water. The
increasing number of unemployed youths and the Govts failure to
fulfil even existing vacancies has posed a big question on the
capabilities of the co-alition headed by Mr. Omar Abdullah. The
bickering in the cabinet and the non-performance of council of
Ministers further added to the woes of the coalition Govt. in the
state. Not only this, even the candidates of the coalition had
miserably failed in their previous tenure and strangely none of
them took up the issues concerning to the people of the state

and bogus voting, but now the time has changed as there are hardly
any chances of using these tactics nowa-days. Whatever, the reason,
the coalition has lost all the seats and if they do not put damage
control sys-tem in place, they will suffer more humiliating and
bigger defeat in the coming Assembly Elections. The two parties
should go far immediate introspection and see why people rejected
them and why should they not accept the same fate in Assembly
Election.

Army saves precious life
Srinagar, May 16 (KNS): Two precious lives saved by Army in
remote area of Gurez on 15 May 14. Ac-cording to an amry statement
issued to KNS, Salima Begam, resident of Gujran Village and Mrs
Rukhsana Begam, resident of Dawar Village in Gurez area were in
their advance stage of pregnancy. The ladies de-veloped serious
pregnancy related complications and necessitated immediate medical
help. As the area is totally isolated due to continuous bad
weather, the helpless family members approached the Army
authorities for evacuation. Army as always has been, responded
immediately and quickly coordinated the availability of heptr
resulting in both the ladies being evacuated by air to Bandipora

RAMBAN, MAY 16:-A meeting of officers of Health Department was
held today under the chairmanship of District Development
Commis-sioner Ramban M H Malik.
In the meeting, progress of delivery of health services to the
people and ongoing projects of under health sector in the district
Ramban were reviewed.
It was informed in the meet-ing that there are 79 health
insti-tutions which consist of 1 District Hospital, 3 CHCs, 9 PHCs
and 10 ADs. In addition there are 23 Rogi Kalyan Samities (RKS) in
the district. In the health sector 684 major and 7026 minor
surgeries were performed in the district during financial year
2013-14.Under JSY, as many as 4039 mothers and 1848 ASHAs were paid
during the fiscal year 2013-14. 3920 institutional deliveries were
record-ed during the year under review
which is about 402 above the previ-ous years figure.
CMO Ramban told that the number of home deliveries has
considerably decreased since the previous year. He attributed this
to the awareness created among the people in coordination with
ASHAs and the administration.Similarly under JSSK, 3843 pregnant
women were given medicines and consum-ables which includes 3598
pregnant women having normal delivery and 245 having C-Section
delivery in the government health institutions. As many as 26869
pregnant women were provided free diagnostics, 2314 were provided
diet during de-livery period in the hospitals, 2790 were given free
transport facility and 114 sick neonates were given free referral
transport facility by the department during 2103-14 in the entire
district.While reviewing the
progress of work going on various health institutions at
Chapnari, Cha-malwas, Checknarwah, Gagarnag, Jhatgali, Chabba,
Gagra, Mhakund, Sangaldhan, Residential Quar-ters at Batote and
Banihal, Tranna, Khari, Batroo and Nowgam, DDC impressed upon all
the concerned BMOs that the work on these institu-tions would
complete by the end of July 2014.DDC stressed for focused attention
and coordination among the officers of line departments for early
completion of health institu-tions and ensure that these
institu-tions become the models of sanita-tion in the whole
district. He urged the officers to put their best efforts in
dealing with sick people besides completing all the ongoing works
of this important sector on the tar-geted dates so that delivery of
best services to the people especially the poor can be ensured.

7710 surgeries, 3920 institutional deliveries recorded in
Ramban
NEW DELHI: The Supreme Court on Fri-day passed a limited mining
ban on odi-sha, which produces over 50 per cent of the countrys
iron ore and manganese, affecting only those who have been
operating on deemed renewals for a second time and be-yond.
The ban affects only 26 companies who were on their second
renewal. They will ap-ply for grant of license to the state which
will take a call on their ap-plications within six months, a
three-judge bench, comprising justices AK Patnaik, SS Nijjar and
FMI Kaliful-lah, said.
The state will have to pass reasoned or-ders on this,the court
said. Fourteen leases who are operating af-
ter their first renewal will be permitted to continue mining.
Another sixteen have already been grant-ed leases by the state.
These can also operate too. However, another 102 identified by the
central empowered com-mittee, as not working for not having
environ-mental clearances, can-not operate. Another 29 leases which
have lapsed or whos clearances have been rejected will not operate
till they get clear-ances. Odisha seemed to have benefitted from
the earlier experience of the court in Karnataka and Goa in which
the court banned mining complete-ly only to find that resum-ing it
after clearances takes time. The economic impact seems to weight
heavy with the court ac-knowledging concerns by the steel ministry
it would slow down the economy.

polls, AAP chief Arvind Kejriwal on Friday said it was
a good start, but admitted that it could have done better in the
national capital, where it had emerged as the second larg-est party
in Assembly election six months

It is a good start though we are a bit upset over the Del-hi
results. We could have done better in the national capital, he told
reporters here.
Asked whether AAP should have focussed more on specific seats,
Kejri-wal replied, I always have maintained that this is peo-ples
election and we did not have money. We were just providing platform

We are surprised over results in Punjab and shocked over the
outcome in Delhi. We will sit in the

Justice Tashi Rabstan takes oath as Judge of J&K High
Court
SRINAGAR, MAY 16- Justice Tashi Rabstan took oath of of-fice as
Judge of the High Court of Jammu & Kashmir at a simple oath
ceremony held in the High Court Complex here today.
The oath was administered by Shri Justice Mahesh Mittal Ku-mar,
Chief Justice of High Court of Jammu and Kashmir.
The oath taking ceremony was attended by all sitting judges of
the High Court includ-ing, Shri Justice Virender Singh, Shri
Justice Mohammad Yaqoob Mir, Shri Justice Muzaffar Hus-sain Attar,
Shri Justice Hasnain Masoodi, Shri Justice Ali Moham-mad Magrey,
Shri Justice Dhiraj Singh Thakur, Shri Justice Bansi Lal Bhat, Shri
Justice Janak Raj Kotwal, retired judges, Judicial Officers of the
District Judiciary, prominent advocates of High
Court and Subordinate Courts and officers of the State
Gov-ernment.
Earlier, the Warrant of Ap-pointment and Notification issued by
the Rashtrapati Bha-wan and Ministry of Law and Justice, Government
of India and letter of authorization by the Governor of Jammu and
Kashmir, authorizing Chief Jus-tice of J&K High Court for
ad-ministering the Oath, was read out by Registrar General of the
High Court, Mr. Suresh Kumar Sharma.
It may be mentioned that Justice Tashi Rabstan was ap-pointed as
Additional Judge of the J&K High Court in March, 2013 and now
has been ap-pointed as regular Judge by the President of India.
Justice Tashi Rabstan hails from Vil-
lage Skurbuchan in District Lah. He was enrolled as an Advocate
in Bar Council of Jammu and Kashmir on March 6th, 1990 and started
practicing in the High Court of Jammu and Kashmir.
He worked in different capac-ities in various other High Courts
on Arbitrations, Constitution, Service, Election, Civil and
Crimi-nal matters. He possesses rich ex-perience in researching
intent of laws, judicial decisions and apply law to clients
circumstances. He also remained as Standing Coun-sel for Ladakh
Autonomous Hill Development Council, Leh from 1997 to 2005. He also
served as Additional Central Government Standing Counsel for Jammu
and Kashmir High Court, Jammu Wing and also remained as panel
counsel for Union Public Service Commission.

Muslims deserve better
treatment
The admission of se-nior BJP leaders that Muslim youths were all
out to vote for BJP and 79 Muslim domi-
nated seats went to BJP should be an eye opener for the party
itself which had given man-date only to two Muslim can-didates. The
party has so far not been very cordial to Mus-lims as some of its
leaders let loose a hate campaign in the recently concluded
elections. The voting trend has proved that majority of the Muslims
in the country is secular and peace loving and barring some here
and there, they do not be-lieve in communal polity. It is
unfortunate that some hard-liner in BJP are still continu-ing their
communal tirade against Muslim minority. Strangely, the day before
yes-terday, one of the BJP hard-liners Mr. Giriraj said that all
terrorists in India are Mus-lims. Without caring for their
sentiments he indulged in ev-ery act of hurting the Muslim
community during past two months. Now as BJP has won with thumping
majority, it is expected that its leaders will exhibit
statesmanship and farsightedness, before they issue such
statements. These kinds of statements can lead to a situation which
will not be in the best interests of the country. These is no doubt
in the fact that most of the com-munal clashes in the country have
not taken place during BJP rule at the centre or BJP ruled states.
The party can win these twenty crore people and channelize their
capabili-ties not only by strengthening BJP but also the country as
a whole. Muslims are living in this country for ages and they have
always proved their in-tegrity and faithfulness. They fought the
struggle for inde-pendence along with other communities and
sacrificed their precious lives for the sovereignty of India. There
is no doubt that this commu-nity needs special attention because,
it feels forgotten, de-prived and discriminated. The first and
foremost thing, the Govt. should do is to prioritise their
education, so that they are economically uplifted and taken ahead
on the path of de-velopment and progress along with other
communities. The second foremost thing is to re-store confidence
and sense of belongingness in them. If BJP does this, it will do a
great ser-vice to the nation.

High number of heart and cancer
patients Nursing Sick Units Back to Health
Once blue chip Central Public Sector Enterprises (CPSEs) like
BSNL, Air In-dia, Hindustan Cables Ltd and Fertilis-er Corporation
of India today stand testimony as to how not changing with the
changing times and technology could change their fate and turn them
into sick units.However, there has been always a silver lining in
this regard as the government has been relentlessly mak-ing efforts
to revive maximum number of sick public sector units (PSUs) to take
the countrys growth en-gine forward. This was possible with the
help of re-vival packages provided by the government to these
units. With this aim, the Government set up the Board for
Reconstruction of Public Sector Enter-prises (BRPSE) in December
2004 to advise the gov-ernment, inter-alia, on the measures to
restructure/revive, both industrial and non-industrial CPSEs. Since
then cases of around 67 sick CPSEs have been referred to BRPSE up
to October 2012, out of which the Board has made recommendations in
respect of 62 cases, while returning five cases to the concerned
ministries for further examination.No wonder, there has been
significant improvement in the overall condition of these
enterprises since 2004. In comparison to 90 sick CPSEs in March
2005, there were 66 sick PSUs in March 2012. As per the BRPSE
recommendations, of these cases, 45 were accepted for revival by
the Government.Most of the remaining cases are awaiting nod for
revival while in case of 45 cases accepted for reviv-al, 14 have
already turned around including Bharat Pumps and Compressors,
Cement Corporation of India, HEC, Andrew Yule and MECON and making
profits while others have been infused with revival packages.The
companies for which revival packages have been approved include
Hindustan Shipyard, HMT and Scooters India. As the CPSEs operate
under dynamic market conditions, it is quite natural to see ups and
downs in their performance. As far as the reasons for losses and
sickness in CPSEs are concerned it varies from
enterprise-to-en-terprise. While in some cases, the cause is
historical. In case of textile companies which were taken over from
private sector on socio-economic consider-ations could not be
modernised quickly.Likewise other enterprises in the engineering
and refractories sector too failed to modernise. Still others like
some consumer goods companies and the new ones, turned sick over
the years on ac-count of inadequate job orders, high man-power
cost, lack of finance, technological obsolescence, high input costs
and competition from cheap im-ports.In addition, other problems
common to most sick and loss-making PSUs have been poor debt-equity
structure, weak marketing strategies and slow de-cision-making
process. As one such policy initiative, the Sick In-
dustrial Companies (Special Provision) Act, 1985 (SICA) brought
the CPSEs under its purview in 1991 (made effective from 1992).
Under the pro-visions of the SICA, CPSEs with at least five years
of registration whose accumulated losses are equal to or have
exceeded their net worth may be referred to the BIFR. During the
last twenty years -- between 1992 and 2011, 63 CPSEs have been
referred to BIFR. The government has made several attempts to
over-come sickness in these CPSEs through various pol-icy
initiatives.The strategies for revival/restructuring of sick CPSEs
include financial restructuring involving investment by the
government in the form of equity participa-tion, loans, waiver of
debt etc and business restruc-turing which includes change of
management, hiv-ing off viable units from CPSEs for formation of
separate company and closure of unviable units, besides formation
of joint ventures.The other strategies include manpower
rationalisa-tion by shedding excess manpower and introduction of
voluntary retirement schemes. The contribution of each and every
company is significant as CPSEs are considered as the backbone of
the economy and are equal partners in the nation building.As on
March 31, 2012, there were 260 CPSEs in the country. These
companies contributed Rs 1.6 lakh crore to the central exchequer by
way of taxes, duties, interest on loans and dividend, amounting to
21.4 per cent of governments revenue receipts.
ndia is a vast country with a popula-tion of about 1.21 billion
and a labour force of around 475 million. There is an open
unemployment of 9.5 mil-lion as per estimates available for the
year 2009-10. Employment is the main source of livelihood and
self-ful-fillment for most women and men. About 6% of the total
work force in India is employed in organised sector while remaining
94% are in the un-organised sector. Scope of additional employment
generation in the orga-nized sector for additional wage em-ployment
is less. India has a younger population not only in comparison to
advanced economies but also in relation to large developing
countries. As a result, the labour force in India is expected to
in-crease by 32 per cent over the next 20 years, while it will
decline by 4.0 per cent in industrialised countries and by nearly
5.0 per cent in China. We are, therefore, endeavoring to reap this
de-mographic dividend by providing for higher levels of health,
education and skill development. This will create an environment
where in the economy not only grows rapidly, but also en-hances
good quality employment and livelihood opportunities to meet the
needs and aspirations of the youth. The Government has been making
constant efforts for reduc-ing unemployment through normal growth
process and implementing various employment generation programmes,
such as, Swarna Jayan-ti Shahari Rozgar Yojana (SJSRY); Prime
Ministers Employment Gen-eration Programme (PMEGP) and National
Rural Livelihood Mission besides entrepreneurial development
programmes run by the Ministry of Micro, Small & Medium
Enterprises. The Mahatma Gandhi Nation-al Rural Employment
Guarantee Act, 2005 (MGNREGA) also assures every rural household at
least 100 days of manual work at minimum wages. Jawaharlal Nehru
National Ur-
ban Renewal Mission (JNNURM): The Missions aim is to encourage
re-forms and fast track planned develop-ment of identified cities.
Focus is on efficiency in urban infrastructure and service delivery
mechanisms, commu-nity participation etc. Bharat Nirman In Bharat
Nirman, critical areas of rural infrastructure Irrigation, Roads,
Water Supply, Housing, Elec-tricity and Telecom connectivity have
been covered. This has improved liv-ing standards of the rural
population and also created infrastructure which will ultimately
enhance the economic activities in the rural areas and gener-ate
significant employment opportu-nities for the rural
people.Infrastructural Development The investment on infrastructure
is proposed to be increased to Rs.45 lakh crore during XII Plan
period. About half of this is expected to come from private sector.
Skill Development Skills and knowledge are the driving forces of
economic growth and social development of any coun-try. Countries
with higher and better levels of skills adjust more effectively to
the challenges and opportunities of the world. Government is
serious in cre-ating training infrastructure and pro-viding quality
employment to youth. According to a study carried out by Quality
Council of India, placement rate has increased to about 80% to 99%
because of improved infrastructure in the modernized ITIs. Skill
Develop-ment Initiative (SDI) Scheme based on Modular Employable
Skills (MES) was started during the Eleventh Five Year Plan for
early school leavers and existing workers, especially in the
unorganised sector to improve their employability. About 16 lakh
persons have been trained under the scheme so far. Sincere efforts
are being made
for skill development of a large num-ber of people under various
skill de-velopment programmes. The Prime Minister has set a target
of skilling 500 million persons by 2022 and the Ministry of Labour
& Employment is required to train 100 million. Gov-ernment is
systematically working to achieve the target and the training
capacity has been increased from 9 lakh in 2006 - 07 to 26 lakh in
2011-12. All the Government ITIs are being modernized. New courses
have been introduced and most of the ITIs are running in two to
three shifts. During last five years, the number of Govern-ment and
private ITIs has increased from 5114 in 2006-07 to 10,344 which is
more than double. Government has also planned to set up 1500 more
ITIs in PPP and 5000 Skill Development Centres in PPP to enhance
the ca-pacity further. 27 Advanced Training Institutes are also
planned in PPP to produce adequate number of trainers in the
country. Focus Area in the 12th Five Year Plan In the 12th Five
Year Plan the thrust of the Government is in bring-ing about an
inclusive growth strategy that will provide job opportunities as
well as make the young of the country employable. The main focus
areas are:a) Thrust on Manufacturing Sec-tor-to make it the engine
of employ-ment growth-that would create 100 million additional jobs
by 2025.b) To bring in supportive pol-icies to incentivise labour
intensive manufacturing sectors such as textile & garments,
leather & footwear, food processing, gems & Jewellery to
gener-ate more employment opportunities.c) Expanding employment in
services like IT, finance & banking, tourism, trade &
transport.d) Prioritizing skill training for the informal sector;
creation of appro-priate skill sets among rural migrants and urban
poor to make growth inclu-sive.
e) Ensuring the employability of skilled persons by involving
Sector Skill Councils in preparation of Skill Modules matching
market demand.f) Building on the potential of Modular Employable
Skill pro-gramme by ensuring combination of modules to ensure
employability.g) Extending Social Security ben-efits to Unorganized
sector Workers.h) Enable skill loans for poor stu-dents (Credit
Guarantee Fund)i) Streamlining the skill devel-opment programs for
disadvantaged sections to ensure much larger fund-ing for skill
development.j) Setting up of National Skill Registry to link data
bases across Min-istries / States to provide a platform linking
people who seek/provide em-ployment. Expenditure on social services
which include education, sports, art and cul-ture, medical and
public health, family welfare, water supply and sanitation,
housing, urban development; welfare of Scheduled Castes (SCs),
Sched-uled Tribes (STs) and other Backward Classes (OBCs), labour
and labour welfare, social security and welfare, nutrition, relief
for natural calamities, etc. by the Government (Centre and State
combined) has also shown in-crease in recent years reflecting
higher priority to social services. National-e-Governance
National-e-Governance Plan has identified Upgradation and
modern-ization Employment Exchanges as one of the Mission Mode
Projects (MMP). The MMP aims to progressively sup-port all
Employment Exchanges in the country to make effective use of IT in
various activities of employment services. A national web portal
will be developed to make all employment related services available
on a single window and will work like a virtual job market. This
will help Employ-ment Exchanges to provide efficient and quality
services at wider scale and speed.

An alarming signal for society
The number of heart and cancer patients in the Kashmir valley is
in-creasing at an alarming rate day by day. So far, these fatal
diseases used to be treated as fallout of urbanization, food habits
and sedentary lifestyle. But unfortunately, this is spreading in
rural areas too. During the last few years, the number of patients
suffer-ing from these life taking diseases visiting Sher-e-Kashmir
Institute of Medical Science has increased many fold. A major
population of the valley has to spend a large chunk of their
in-come on medication for grave diseas-es for years together. The
more miser-able condition is those of middle class families who
have to meet the ex-penditures by their agriculture land, property
selling jewelry or by taking loan. As per reports the main cause
attributed for the spread of these fa-tal diseases is stress along
with other factors .the cases of breast cancer too are on higher
side as compared to the other parts of the country in the re-cent
past. The stress protein rich food salty tea etc. could be
prominent caus-es for this increase but lack of aware-ness amongst
the women especially in the villages is taking its toll. Early
detection means early cure. But due to many social hesitant the
women do not speak out very easily and take it lightly which
aggravates the situa-tion. As per expert reports, the breast cancer
in India is going to double in next four years. Now this type of
can-cer has overtaken cervical cancer. The cost of curing this
deadly disease may vary from 10-15 thousand to 3-4 lacs per month
depending on the stage and gravity of the disease. Almost all the
regions of the world are affected by these diseases.The time has
come when the society as well as the health caring agencies has to
rise to the occasion for fighting against these grave diseases by
awak-ening the masses to change their life style and avoid self
medication .The awareness camps should be organ-ised in the
remotest area where med-ical facilities are almost nil. The more
stunning part of the serious situation is there are thousands of
medical shops which sell medicines without the prescription of the
doctors, rath-er suggest medicines and the gullible patients
consume medicines till it turns otherwise and patients have to be
rushed to the hospitals where it is too late. As it is the
consumption of medicines in the valley is much high-er as compared
to other parts of the country in a way making it safe haven for the
sub standard medicines. The health care agencies should put ban on
the pharmaceutical companies manufacturing such kind of med-icines.
A strict drug policy should be initiated and licenses for medical
shops should be given after proper scrutiny and under the
guidelines prescribed by rules and regulations set by ministry of
health. Defaulters should be served with severe penalty so that
people are able to live a healthy life as is the case in other
developed and under developing countries.
The situation as re-gards pre-poll alli-ance between con-gress
and national conference is now
very clear and the two parties have decided to go together if
they want to register their win in some parliamentary
con-stituencies in the state. The chief minister Omer Abdul-lah had
very categorically said that there is no alternative but to go for
alliance with the con-gress party. He said that his party will
never go for any poll pact with BJP lead NDA. He said that it is
necessary to join hands with congress because both the parties are
already in coalition both at Centre and in the state. Now it is
evident that in Jammu they will have to face formidable BJP which
is strengthened because of the candidature of Narinder Modi as PM
and in Kashmir the PDP has strong packets of support and may cause
big upsetsif congress and national con-ference do not go together.
Still PDP has the chance of going neck to neck with the congress NC
alliance. Meanwhile the an-nouncement of Congress par-ty that it
will start its election campaign with the union health minister G
N. Azad alongwith the PCCI president Saif ud Din Soz from 13th of
March. It indi-cates that on one side congress is trying to bridge
the differ-ences between its leaders and on the other side it is
not taking the electoral battle in J&K very lightly. The state
has this time about 70 lakh voters which will use their franchise
to elect six members from the state. The valley itself has 36 lakh
voters and these voters in the entire state will decide the fate of
the candidates in five phases. Elab-orate security arrangements are
needed as the separatists have already issued poll boy-cott calls
and there may be some kind of unpleasant things here or there which
can create fear in the minds of the voters. How-ever, keeping in
view the pan-chayat elections the voters may again turn in good
numbers to elect their representatives.This time the elections are
quite different than the previ-ous elections as the voters are more
aware about their rights and politically the situation is somehow
confused through-out the country. It remains to be seen who will
win the battle royal but it is clear that this time most of the
candidates will have tough time to convince the voters in their
favour.
