Sajad Lone Chairman Peoples Conference de-clared the remarks made by Narendera Modi–Prime Ministerial candidate of BJP, regarding a revisit to the Article 370 which provides a special status to the state of J&K as unwarranted, illusory and unacceptable.In a statement issued to KNS, depicting it to be, a loss of understanding on the part of the Prime Min-isterial Candidate with the historical and socio-political realities of the state, Sajad Lone termed the remarks to represent a gross disregard to the sentiment of the people of Kashmir. If at all the Article 370 was in itself an erosion of Autonomy of the people of Kashmir vested in the “Instrument of Accession” which ex-tended only defense, com-munication and foreign policy to the Centre.

More such machinery shall be added to the SMC Transport fleet within next two months for mecha-nized sanitation in the city.

Reacting to the recent statement of Narendra Modi seeking debate on Ar-ticle 370, legal experts across Jammu and Kashmir Tuesday said that if the Article 370 is scrapped, the relation be-tween Delhi and Jammu and Kashmir will cease to exist.Talking to KNS, legal experts of the state mentioned that if Article 370 is abrogated, it would infringe on the instrument of accession and render it vulnerable to all types of vagaries, both political and legal.Former High Court Chief Justice BA Khan while talking to KNS mentioned that the abrogation of Article 370 will weaken the instrument of accession and will infringe the same. “Any such action in this matter (Abrogation of 370) seems impracticable. The action was to be approved by the constituent assembly of the state which was no more in existence.”The constitutional expert Rajeev Dhavan stated that the Article 370 cannot be abrogated and if the same is done, it will put the accession in jeopardy.”The accession of Jammu and Kashmir to the union of India is

permanent.” Professor Sheikh Showkat Hussain who teaches international law at Cen-tral University of Kashmir stated that Article 370 is the corridor through which various constituent provisions of India have been extended to Jam-mu and Kashmir and if the corridor is closed, whatever pass through the corridor will come to an end.He further mentioned: “For amend-ing Article 370, there is a need of the creation of Constituent assembly and once the constituent assembly is created, then everything that is pro-vided within the constitution can be scrapped.”The legal experts further maintained that the state of Jammu and Kashmir acceded to the union of India by vir-tue of the instrument of accession, executed by the then Maharaj Hari Singh and accepted by the Lord Mountbatten on October 27 1947. Maharaja conceded the power of Indian Government, exercisable for Jammu and Kashmir only in respect of matters specified in the schedule appended to the instrument which included Defence, Foreign affairs and communication, they said.

The recent state-ment of the BJP’s Prime Ministeri-al candidate Narinder Modi calling for a debate on Article 370 and its abrogation has generated a heated debate in the whole of the country and every media channel whether electronic or print are focusing on this issue. Not only this every big or small political party has cleared its stand about this Article grant-ing special status to the state of Jammu and Kashmir which has exceeded to Indian union after in-dependence of India in 1947 on cer-tain terms and conditions. Jammu and Kashmir was amongst those princely states which were given an option to join India or Pakistan as per their own will and under the

instrument of accession Jammu and Kashmir exceeded to Indian union but under Article 370 the powers of parliament were limited in case of Jammu and Kashmir in certain cases. Besides allowing the state to continue with its own flag along with national flag, the head of the state as President and head of the government as Prime Minis-ter were also allowed to be used in the nomenclature. The powers of the parliament were also limited in those matters,(i) “in the union list and the concurrent list which in consultation with the govern-ment of state are declared by the President to correspond to matters specified in the instrument of ac-cession governing the accession of the state to the dominion of In-dia as the matters with respect to

which the dominion legislature may make laws for the state and (ii) such other matters in the said list as, with the concurrence of the government of the state, the President may by order specify explanation for the purpose of this Article”. In the original Ar-ticle the laws made by parliament under union and concurrent list including the powers of the su-preme court were not extended to the state and it is because of that even today if any order is issued it is specified whether it is ex-tended to Jammu and Kashmir or not. Article 370 has been amended several times after it was enacted on 17th of October 1949 and it has now been reduced to a skeleton. However this Article has become an identity of a special status to

the state and attaches sentimental and emotional importance for the people of this state who feel that this Article provides them certain protections including the ban on acquisition of land to non state subjects. They may not be know-ing that the law enacted by Jam-mu and Kashmir state assembly provides enough space for those people who want to buy a piece of land in Jammu and Kashmir though it is called a lease deed which is valid for ninety years and is extendable. At least 15 members of Jam-mu and Kashmir Handicapped Association (JKHA) were ar-rested by police on Tuesday when they tried to take out a march towards City Centre Lal Chowk on the occasion of World Disability Day. Reports said that scores of disables person under the banner of JKHA headed by its president Abdul Rashid Bhat assembled in Press Enclave Srinagar. They held a peaceful protest against “government apathy” when police swung into action and took at least 15 protestors into custody. Shortly before staging the protest, JKHA president Abdul Rasheed Bhat told CNS that the government was not paying at-tention to the long-pending de-mands of the disabled persons. He said that the ultimate aim of Disability Day is to show sympathy and support for the dignity, rights and well being

of persons suffering from dis-abilities. “More than 21 years have passed but there is no progress achieved so far for the upliftment of these disabled persons. The long pending de-mands are still unfulfilled, de-spite the fact that we had time and again pressing hard for the same, but nobody at the helm of affairs listen to us,” Bhat said. The protest was later joined by disabled students of Zaiba-Appa Institute of Inclusive Education Bijbehara. Carry-ing placards, “we don’t want pension, we want education” “Give us our rights”, the stu-dents said the aim of protest was to inform the general pub-lic about the difficulties being faced by the disabled persons. Scores of Sumo Drivers Tuesday alleged that a group of Government Forces without any provocation beat them to pulp and smashed the windowpanes of dozens of Sumo vehicles in Central Kashmir’s Chadoora Market. Pertinently, suspected militants Monday had killed SHO Chadoora Shabir Ahmed in broad day light. “There are two sumo stands in Chadoora market. One is Rehbar and the other is called Alamdar Sumo Stand. As usual, we were busy in our chorus when a Security Gypsy appeared in the market. The men-in-uniform jumped from the gypsy and started thrash-ing people. They without any reason and provocation smashed the windowpanes of our vehicles,” one of the Sumo drivers told CNS adding that panic gripped everywhere and the drivers ran for cover. “They hit me with gun butts and hurled choicest abuses after I dared to stop them from taking law in their own hands. They dragged me on road and damaged my sumo vehicle,” another driver said.The drivers said that dozens of vehicles were damaged in the police action.

Army Tuesday claimed that it gunned down at least three Lashkar Toiba militants including the Divisional Commander in a fierce gun battle at Shatmohalla hamlet of Rajwara Handwara town in North Kashmir. Police Sources told CNS that Army had inputs that three militants were present in a house at Shatmohalla Handwara. “Acting upon inputs re-ceived by Army, Army personnel from 7 Sector, 21 RR, 30 RR and personnel from Special Opera-tion Group (SOG) Handwara jointly cordoned off the area and neutralized all the three holed up militants,” Superintendent of Police Handwara, Choudhri Muhammad Aslam told CNS. Reports said that militants were hiding in a house owned by two brothers namely Ghulam Nabi Ganaie and Wali Muhammad sons of Mu-hammad Jabbar. Militants engaged Government Forces for more than 14 hours. Both militants and Security Forces used sophisticated weapons to inflict maximum damage to one another. easy as it may sound. The party has used it as an elec-tion flank and wants to attract the attention of majority of Hindu community so that it can cash it in the coming Lok Sabha elections. But fortunately the secular character of the majority community and their knowledgeable minds have never been influenced by any communal politics and it is due to that the minority community in this country feels safer than any other country in the world. The poli-tics of using such issues for election gains has no place in this country where the voters elect the parties and the rep-resentative on their performance and not on the basis of their caste, creed or religion. The statement of Mr. Chaman Lal Gupta, a former union minister and a sitting member of the state assembly has made it clear that Modi’s stans has done a disservice to BJP than a service. The state Chief Minister Umar Abdullah is correct in saying that Mr. Modi has very little or ill knowledge of the special status granted to the state of Jammu and Kashmir. Perhaps he wanted to sweep and exploit this issue to vow the voters of not only from Jammu but whole of the country. The people of the state never expected the BJP’s Prime ministerial candidate to utter such words which added salt to the injuries of the whole minority community which has been deeply hurt by the demolition of Babri Masjid and Gujarat rites let loose with the support of communal elements in that state. It is shocking that a Prime Ministerial candidate without car-ing for the sentiments of the people of Jammu and Kash-mir went to the extent of saying indirectly that this Article is no more needed and the BJP has not changed its stand viz-a -viz the minority community despite its tall claims of intending to initiate steps for the welfare of Muslims in this country. The BJP has done it with the people who rejected two nations theory in 1957, thwarted the tribal raid and opted for accession with Indian union. The Article 370 is in fact a respect and regard for those secular sentiments and it is because of that the politicians at that time thought it better to introduce this Article in the constitution of India.

Sham for more initiatives for the welfare of under privileged peopleJAMMU, DECEMBER 03:

Minister for PHE, Irrigation & Flood Control, Mr. Sham Lal Sharma has stressed for more initiatives for the welfare and rehabilitation of physically challenged people so that they can also lead a dignified life.

Maintaining that only Government efforts are not adequate to address the issues of disabled persons, the Min-ister said that entire society has to contribute and work for the upliftment of this un-der privileged class. They have equal right to live and prog-ress in the society and this can be possible with the support

of all sections, said the Min-ister.

The Minister was speaking at a function organized by the J&K Disabled Welfare Asso-ciation to mark the World Dis-ability Day at Akhnoor today.

The Minister said that Government has taken sev-eral measures for the welfare of the disabled persons from time to time, including finan-cial assistance in the shape of pension, free education, free medical treatment, free travel, vocational programmes and other sops. A large number of disabled persons are availing these benefits.

He asked the handicapped people to maintain close liai-son with the Social Welfare Department to avail the ben-efits meant for them. He also called upon the NGOs to show liberty in extending necessary help to this under privileged lot. He said by only observ-ing the day once in a year will hardly serve any purpose

but need of the hour is to do something concrete for the upliftment of disabled per-sons with collective efforts, he asserted.Responding to the is-sues of the disabled people of Akhnoor tehsil, the Minister issued instructions to the offi-cers of various departments to attend their problems on pri-ority. He directed them to en-sure that all welfare schemes meant for this special lot are implemented in letter and spirit so that the benefits should percolate to the needy.

Chairman, J&K Disabled Welfare Association, Akhnoor, Mr. Sushil Sharma highlighted the problems of the disabled people and requested the Minister for his personal at-tention to address these on priority.Prominent among those present on the occasion included, Satpal Saraf, Subash Langer, sectoral officers of var-ious departments and a large number of disabled persons hailing from Akhnoor tehsil.

‘Rs. 3.75 cr sanctioned for construction of

WSS Hillar’Anantnag December 03:

Minister for Tourism, Mr. Gh-ulam Ahmad Mir today expressed the resolve and determination of the Government to develop all re-gions and areas in the State partic-ularly far flung and remote areas.

Addressing series of pub-lic meetings today at Shishtirgam, Hillar, Changoo and Lowermunda in Dooru , the Minister said Gov-ernment has shaped its develop-ment initiative in such a manner that the far flung and remote areas get their due share. He said politi-cal executives and senior Govern-ment functionaries regularly visit these areas to ascertain the devel-opment needs and factor them in the developmental paradigm of

the State. Mr. Mir said the present

Government is working hard to

improve the lot of people particu-larly those living below poverty line, in rural and far flung areas

and those belonging to weaker sections of society for whom many schemes and programmes are in

vogue.The Minister said many path breaking steps were taken during the last five years of present Gov-

ernment. He said laying modern tourist related infrastructure, ex-ploring virgin potential spots and

creation of adventure activities initiated in all the regions of the, would give boost to tourism, beneficial for economic transfor-mation of the people. He said similarly in other sectors like education, health, so-cial welfare etc. J&K has seen distinctive growth and progress.

The Minis-ter asked the people to remain cautious of the designs of vested interest groups who create division among people in the name of catchy slogans and ideas. He said their aim is just to deceive the credulous and innocent people and not to make any posi-

tive contribution to people’s lives. “They have nothing to offer you

except hamper the growth of the state which has undergone a turn-around after the hard efforts of the present Government”, he said.Responding to the demands of the people, the Minister said to cater the drinking water requirement in Hillar and its adjacent areas, the government has approved con-struction of WSS Hillar at a cost of Rs. 3.75 crore adding that work on this project would be started soon after completing all codal formali-ties. He said to upgrade the road connectivity in the Constituency several DPRs have been submitted to the Centre for approval of funds under PMGSY adding that new sub-health centers would be also opened in the Constituency under NRHM. Mir said expansion of hu-man resource development also received strenuous attention in the area. He said at present dozens of higher and secondary educational institutions are functioning in the constituency besides Degree Col-lege at Dooru and Polytechnic Col-lege facility to provide the quality and job oriented education to the students at their door steps.

Govt. working hard to improve lot of weaker sections: G.A. Mir

Jammu, December 03: Minster for Rural Development and Panchayati Raj, Mr. Ali Mohammad Sagar has asked the officers to ensure transparency, account-ability in the implementation of various schemes of the Rural Development de-partment.

The Minster was addressing the first meeting of the State Vigilance and Moni-toring Committee of Rural Development De-partment to take stock of the vigilance and monitoring aspects of the various programmes implemented by the Rural Development De-partment. It was attend-ed by Principal Secretary to Chief Minister, Mr. B.B.Vyas, Commissioner Secretary Rural Develop-ment, Mr. Farooq Peer, Administrative Secretar-ies, various Heads of the Department and public representatives.

Mr. Sagar said that the officers

should also work in close co-ordination to ensure that the time bound imple-mentation of various schemes is ensured and added that special stress should be laid on proper and correct identification of beneficiaries, so that the benefits per-colate down to the most deserving in the society. He also impressed upon the Ad-ministrative Secretaries that their role in

the implementation of the programmes in the shape of sanction of State share, clearance of proposals etc. should be ex-pedited so as to enable the department

to fulfil its responsibilities towards the people of the State.

The Minister while reviewing the monitoring mechanism suggested that the Social Audit aspect of the pro-grammes should be further strength-ened. He also observed that the moni-toring and vigilance can be further strengthened if the institution of Om-

budsman in the Panchayats as per MGNREGA Act is put in place so that there is a third party monitoring and vigi-lance of the Rural Develop-ment programmes.

Minister for Housing, Horticulture and Culture, Raman Bhalla today assert-ed that Jammu and Kash-mir has witnessed massive development in all spheres during last five year period adding that government has taken several concrete measures to provide du-rable assets to upgrade the living standard of the people.

Mr. Bhalla said this during his tour to Channi Himmat Sector-3 and its adjoining areas to review the pace of maintenance and upgradation work on the Housing Colony and other development works there.

Mr. Bhalla asked the executing agencies to come up with effective

strategy for early comple-tion of mega projects taken in hand adding that gov-ernment has earmarked huge funds in this regard. He underlined the involve-ment of public representa-tives in execution of devel-opment works as they are the ears and eyes of the government.

He said that vast dimension given to growth and development viz road linkage, construc-tion of bridges and other projects has taken devel-opment to the doorsteps of people living in remote and far-flung areas. He said that the large numbers of people that have gathered at Channi today are wit-ness to the fact that people have started reposing the confidence in the devel-opmental approach of the

coalition government. Mr. Bhalla issued

specific instructions to MD J&K Housing Board to im-mediately complete upgra-dation work of lanes and drains, approach road, and lighting in the Colony for which Rs. 55 lakh has been sanctioned. The Minister desired that the pace of progress on maintenance of the colony be expedited.

While interacting with the locals, the Minister said that Government was aware of their problems and efforts are being made to address them in phased manner. Proposal of other development works is un-der active consideration of the government and every possible measure will be taken to further improve things on ground, he main-tained.

termination to create a barrier free environment for the people with disabilities, Minister for Social Wel-fare, Sakina Itoo, said that an effec-tive mechanism is being evolved for an inclusive survey of the disabled for need based resource allocation and provisions in development schemes.Speaking at the World Disabled day celebration organised by the National Federation of the Blind at residential school for sight-less girls, Roop Nagar, the Minister said that an accurate assessment of disabled persons would help make

the world a better place for these people.Director Social Welfare, M.H.Bhatti was the guest of honour on the occasion.The Minister said that real celebration of World Dis-abled day would be to initiate joint efforts to ensure that these people get good accessibility to all neces-sary services in a more pragmatic manner rather than confining such occasions to mere celebrations. “Such events provide us an op-portunity to peep into the past en-deavours and recognize our short-comings for further improving the services towards these special peo-ple”, she added. Sakina appealed the parents to eschew the social stigma attached to disabilities and rather consider themselves special as they have been entrusted by the God with a great job of nurturing

these differently abled people. “The parents are the first who can build confidence among their disabled children to face the impending chal-lenges of the world”, she added. She said that society needs to under-stand that children with disabilities have great potential and if given an opportunity can contribute remark-ably in all fields. She said that mas-sive awareness about the rights and concerns of the disabled persons is also the need of the hour besides es-tablishing a friendly atmosphere for the disabled at homes, schools and public places.The Minister said that the government seeks to empower the people with disabilities besides sensitizing the society for which the common people have to come for-ward and supplement efforts of the government in this regard.

SRINAGAR, DECEMBER 03: Speaker, Jammu and Kashmir Legislative Council, Mubarak Gul urged the unemployed youth to avail benefits of various employ-ment schemes launched by the present dispensation for setting up income generating units.Mr. Gul was addressing a daylong em-ployment fair in Eidgah here today. He said that the aim of organising the employment fair was to dissem-inate the information about the vari-ous states and centrally sponsored self employment schemes and to facilitate artisans associated with various handicrafts, government has created two handicraft clusters in the old city which enable scores of artisans to earn their livelihood with dignity. He said that to give a fillip to the handicrafts in the valley,

the government is creating 40 more clusters in the old city.The Speaker was told that 72796 unemployed educated youth of Srinagar have been registered in the employment exchange. He was also informed that 6722 unemployed educated youth have been brought under the SKEWPY scheme. It was also given out that 283 IG Units have been set up in the Srinagar district besides 46 self help groups have also been created in the district. While addressing the gathering, the Speaker said that Central Gov-ernment has released an amount of Rs. 750 crore for implementing UMEED Scheme. He asked the women to set up self help groups under the scheme so that they can earn their livelihood with honour and dignity.

Life has changed for good for Mr. George Thomas Panackavayal, a 65 year old progressive farmer from Koorachundu in Kozhikode district of Kerala. George Thomas’s story is an inspiration for those who lament agri-culture is no more a profitable business. From a novice farmer to an award win-ning visionary figure, his triumph is a living testimony to the significant work done by the Indian Institute of Spices Research (IISR), Kozhikode, through its Krishi Vigyan Kendra(KVK).Being a traditional black pepper grow-er, George was cultivating local variet-ies. Yield from these vines was not so promising and most of the vines died because of quick wilt. Like any other traditional farmer, his life was also full of ups and downs. The Beginning of a New Innings:It was in the year 2007, a training pro-gramme on mushroom cultivation at IISR’s Krishi Vigyan Kendra located at Peruvannamuzhi in Kozhikode dis-trict changed his life forever. It was the beginning of a winning partnership in agriculture. With the guidance and support of the KVK, he started a mush-room cultivation unit investing around one lakh rupees.Later George Panackavayal turned into cultivation of ginger and turmeric by procuring five kilograms of IISR Prab-ha variety of turmeric and Varada vari-ety of ginger. He followed the scientific crop management practices; took the advice of experts from KVK and IISR at each and every stage of cultivation and it worked well. In 2010, he sold 1000 kg of turmeric and 500 kg of gin-ger rhizomes to other farmers through the Participatory Seed Production pro-gramme of KVK. Next year also, he harvested a bumper yield of 500 kg of turmeric and 400 kg of ginger from a mere 15 cents of land.In the year 2007, he planted around 300 vines of high yielding varieties of black pepper such as Sreekara, Subha-kara, Panchami and Pournami released by IISR. From the third year of plant-ing, the vines started yielding and in year he got a yield of 200 kg fetching him a net income of 75000 rupees. He is also growing coconut, areca nut, nut-meg, rubber, tapioca and other tuber crops. He was one of the four farmers mentioned in the Harvesters of Hope, a compilation of the success stories of 101 farmers in the country, published by the Ministry of Agriculture in 2009. He credits all his success to the support he got from IISR.George’s success story is not an iso-lated one. Thanks to remarkable work done by IISR; many farmers have

scripted success stories by cultivating different spices across the country.IISR Genesis:Spices research in the country had a modest beginning with the establish-ment of a regional centre of Central Plantation Crops Research Institute at Calicut- the city of spices in the year 1975 by the Indian Council of Agri-cultural Research (ICAR). Further in 1995 the research on spices gained full momentum with the establishment of Indian Institute of Spices Research, the one and only ICAR centre for research on spice crops. The institute is located

in a serene campus of 14.3 hectors at Chelavoor, 11 kilometers from Calicut city.The experimental farm of IISR is locat-ed at Peruvannamuzhi, a picturesque setting about 51 kilometers north east from the city of Calicut. The research farm, set up in a leased land of 94.8 hectares, focuses on intensive produc-tion of nucleus planting materials and conservation of biodiversity in spices. IISR is also the headquarters of All India Coordinated Research Projects on Spices which is the largest spices research network in the country. The mandate crops of the institute are black pepper, cardamom, ginger, turmeric, cinnamon, clove, nutmeg, allspice, gar-cinia, vanilla and paprika.IISR maintains the world’s largest germplasm repository of spices with a total of 2575 black pepper accessions, 435 cardamom accessions, 685 ginger and 1040 turmeric accessions. Apart from this, the institute has gene reposi-tories of Vanilla, Paprika and other tree spices such as Cinnamon, Clove, Nut-meg and Cassia.A significant contribution of the insti-tute in the field of spices research is the breeding of high yielding spice variet-ies that are tolerant to drought, pests and diseases. The institute has devel-oped various technologies for sustain-able production of spices.Spices Varieties Released by IISR:A significant contribution of the insti-tute in the field of spices research is the breeding of high yielding spice variet-

Varieties such as Sreekara, Subhakara, Panchami and Pournami are already in the farm-ers’ field. Latest varieties include IISR Thevam, IISR Malabar Excel, IISR Girimunda and IISR Shakthi.IISR Vijetha 1, IISR Avinash and IISR Kodagu Suvasini are the cardamom varieties developed by the Cardamom Research Centre (CRC) of IISR func-tioning at Appangala in Kodagu district of Karnataka.

The ginger varieties of the institute, IISR Varada, IISR Rejatha and IISR Mahima are suitable for cultivation in all major ginger growing tracts of the country.Eight high quality turmeric varieties have been released so far by the in-stitute. Suguna, Sudarshana, Parbha, Prathibha and IISR Alleppy Supreme are known for their high curcumin con-tent and other quality attributes.IISR Vishwasree, a high yielding nut-meg variety with a bushy and com-pact canopy, is suitable for all tracts in South India. Kerala Shree another nutmeg variety released recently. Na-vasree and Nithyasree are the leading cinnamon varieties of IISR well known for their bark oil and oleoresin.White Pepper Production Technol-ogy:White pepper is one of the value add-ed forms of black pepper that fetches high revenue for farmers. Owing to its charming creamy white colour, mild flavor, attractive odor, good taste and suitability to use in any food item, it has become a hot choice in the inter-national market especially in the Euro-pean countries. It also fetches almost fifty percent higher price in the market.Traditionally, white pepper is produced by the de-cortication of ripened or dried berries. But this conventional method and other mechanical decortications were inadequate for bulk production of white pepper at industrial or farm lev-el. The hygienic aspects and quality of white pepper are also a matter of con-

cern. Scientists at IISR have developed a bacterial technology for converting mature green pepper to white pepper through bacterial fermentation.Mature green pepper obtained after harvest is washed in sterilized water containing a mid log phase culture of Bacillus bacteria and it is incubated at room temperature for five days. Then the pepper berries are trampled and washed thoroughly with running water to remove degraded pericarp and bac-terial metabolites. Creamy white pep-per berries obtained through fermenta-tion is dried to get high quality white pepper.Broiler Goat Rearing:‘Broiler Goat Rearing’, fine-tuned by the scientists of the Peruvannamu-zhi Krishi Vigyan Kendra of IISR is a boon to the farming community es-pecially in the areas where green fod der is in scarce. Under this method, 15 to 30 days old kids with a higher birth weight are selected before they start eating green leaves. These kids, once identified, are kept away from their mothers and are housed separately in sheds made of bamboo or wooden poles. Proper ventilation, sunlight and cleanliness are ensured at all the times.Initially, the kids are given small quan-tities of concentrated feed. And the quantity is increased gradually depend-ing upon the intake. Additional supple-ments such as liver tonic mixed with fish oil are also given twice a week. Young kids are also provided with mother’s milk for one month (twice or thrice a day) for their proper growth. Various women self help groups like Kaveri Kudumbashree and Nidhi and several other individual farmers in Pe-ruvannamuzhi of Kozhikode district of Kerala have been rearing goats in this method for the past five years. Ac-cording to the members of the group the method is highly suitable for those who don’t have enough land for graz-ing animals.Less cost, more profit, ease in cattle management and a good demand for the goat meat are some of the many favourable factors encouraging the farming community to adopt broiler goat rearing more passionately. Kids bred under broiler technology gain about 25-33 kilograms in 120-140 days, whereas in traditional system of green feeding, the goats acquire only a maximum weight of 10 kilos, that too in 6 months. The expenditure towards feeding a kid under this method comes to about Rs. 1200. A net income of Rs. 5050 to 7050 (at Rs. 250 per kg on live weight basis) can be easily realized in this method.

Kashmiri talent shines at the Goa International film Festival The 44th edition of International Film Festival of India (IFFI) at Goa has proved a wonderful platform for the Kashmiri filmmakers as the festival provided them opportunity to showcase their creative work not only to the domestic but also to the international audiences. Three non-feature films by Kashmiri filmmakers were screened during the 11 day festival beginning on Novem-ber 20. Another Kashmiri filmmaker having worked as an Associate Di-rector for 90-Minute Afghan-Indo Film “A Man’s Desire For A Fifth Wife”—in Dari language, featured under ‘Cinema of the World’ section in the festival.‘Shepherds of Paradise’ by Raja Shabir Khan, ‘23 Winters’ by Rajesh S Jala and ‘Sama: Muslim Mystic Music of India’ by Shazia Khan, are the three films which found place in the prestigious Indian Panorama-Non Feature (IP-NF) Section of IFFI-2013.‘Shepherds of Paradise’‘Shepherds of Paradise’, , in Gojri & Urdu is a 50 minute film which nar-rates the story of 75-year-old Gafoor, a shepherd (Gujjar–Bakerwal com-munity), who travels on foot with his family and herd from the plains of Jammu to the mountains of Kashmir in summer, and reverses the trip in winter. The steep terrain, unpredict-able weather and the onset of turbu-lent situation in Kashmir, makes it a hazardous journey. The film was screened twice during the festival.The film has bagged the National Film Award Swarna Kamal (Golden

Lotus Award), a certificate and a cash prize of Rs 1.50 Lakh at the 60th Na-tional Film Awards ceremony held on May 3, 2013. The film has shared the Best Cinematography award with an-other Marathi film ‘Kaatal’.Director Raja Shabir says that it was a very challenging task to film because of the tough terrain, rough weather, long journey and the limited resourc-es. The film was shot by without any crew and I followed the shepherds on foot all along their traditional hilly tracks of about 300 km., he added.After completing his studies in politi-cal science and history from Kashmir University, Raja Shabir Khan joined

He has directed and produced a number of documentary films and television series for leading international and Indian TV chan-nels. His films have been selected at

In a civilized society every citizen has its role and he is expected to contribute in building the society according to his own abilities. To-day we are observing the interna-tional day for disabled people who are in reality full of abilities and can contribute in certain fields bet-ter than what normal beings can do. If we see around us there are lots of such people who are challenged with some or the other disability. In Jammu and Kashmir according to official figures there are about three lakh sixty thousand physically chal-lenged people. In addition to this the last 25 years have created thousands of such men and women, young and old who are suffering from mental disorders which is the worst kind of disability. These people need our special attention and if they are provided the opportunities they can contribute their bit in the construc-tion and rebuilding of the welfare state which our leaders and states-man have dreamt off. However it is unfortunate that the society is totally ignoring such people and now prop-er attention is paid towards their welfare and towards the mitigation of their problems. There are several thousand youths who despite the physical problems have achieved mile stones in several fields but they are not being properly helped and even in the governmental sector the three percent meagre reservation for them in jobs is being ignored. There is no proper policy for rehabilitation of these unfortunate ones and in the private sector also they are discrimi-nated and there capabilities are not tapped. Yesterday being the interna-tional day for disabled as being as usual day for Jammu and Kashmir as hardly any meaningful function has been organised where in their problems could be highlighted or certain measures announced for their overall welfare. There are sev-eral acts and laws which govern the rehabilitation and welfare of these propel but it is surprising that ev-ery government has ignored them continuously and is ignoring them. There are no special incentives for these people which could helped them to stand on their feet and prove their capabilities. The hollow state-ments, the announcements and the assurances so for has drawn blank and no concrete step seems to have even taken on the governmental lev-el for their rehabilitation. The NGO’ and other organisation also exploit their plight only but infact do noth-ing for them.
