Srinagar, October 03: Asking the separatists to shun the tendency of negative politics, the Minister for Rural Development and Panchayati Raj, Mr. Ali Mo- hammad Sagar has said that they have always believed in opposing the good initiatives undertaken by the Government in socio-political and other spheres of life. The Minister was addressing a huge gathering during his Awami Rabita campaign at Wanihama, Hadoora in the Ganderbal district today. See Sagar on Pg. 11 Srinagar, October 03: The National Conference senior leader Mustafa Kamal today said that he completely agrees with the separatist Leader, Syed Ali Geelani wherein the later had stated that Chief Minister Omar Abdul- lah is not a free man and Army uses Armed Forces Special Powers Act (AF- SPA) as shield against its human rights violations in Jammu and Kashmir. Talking to KNS, Kamal said that he agrees with Geelani when he says the Chief Minister Omar Abdullah is not a free- man. “Omar is not a free- man but bound by the law. However, there has always been carrot and the stick policy of Delhi here.” He asked that if senior RJD leader Lalu Prasad is jailed, how long shall the troops, involved in human rights violations in Jammu and Kashmir, think that they shall be shielded. I want to ask the separatist See Kamal on Pg. 11 Injured trooper succumbs to injuries Srinagar, October 03: More than 300 PARA shooters were called in to combat the mil- itants who have allegedly occu- pied three Indian Observation Posts near Line of Control (LoC) in Keran Sector of North Kash- mir’s Kupwara district. The shooters have cordoned off the area from all sides so as to block any kind of supply to infiltrated militants. Sources identified the two ob- servation posts out of three which are allegedly occupied by militants, as Khokri and Kullar posts. They also identified the posts from Pakistani side which are opposite to Indian posts as Biswal and Ahithana posts. Sources told GNS that a joint team of Army’s counter insur- gency units 3/3 GR, 15 RR, 16 GR and 5 ASSAM are conducting intense searches of the densely forested areas of Shalabhutoo and Naranad forests against a group of infiltrators. Additional reinforcement of about 300 to 400 personnel of 9 -Para and 4-Para were called from Bandipora, Lolab and Handwara areas who have been rushed to the area to flush out the hiding militants inside the forest area of Shalbhutoo, who, according to sources, man- aged to sneak into this side last month. The PARA shooters, according to sources pressed choppers into service in the area to locate the hiding militants who are nearly 2 to 3 kilometers into this side. “During the search operation, Army also used sniffer dogs to locate the militants,” sources said. Addressing the press con- ference here, DAK Chair- man Dr Nisaar-ul-Hassan has said an additional 24 fake medicines have been supplied to the valley hospitals and the Govern- ment is risking lives of thousands. “We will never allow such actions to take place and that Sham Lal Sharma should resign at the earliest.” The DAK has further al- leged that apart from sup- plying the fake medicines to valley hospitals, it has been observed that the vet- erinary hospitals have not been speared. “The drug scandal here is being cov- ered up and the politicians from Delhi to Jammu and Kashmir are busy in hush- ing up the murky deal,” said the DAK president adding that despite clear evidences no action is be- ing taken against the cul- prits in the state. Participating in a panel discussion on governance issues jointly organized by the Forum for Integrity in Gov- ernance and the Chennai chapter of the Anti-Corruption Move- ment at Loyola College, Singh said the funds were used for developmental and infrastructural pur- poses. He was reacting to the controversy over his recent statement that the Army had funded political leaders in Kashmir. According to him, the Army as an institution remains absolutely apo- litical and it works for the government with national interest in mind. "Army people also vote for par- ties. If someone says army is politicized, then I don't know what to say. As an institution, it's never po- liticized. Everything hap- pening in the Army is for institutional integrity," he said. Reacting to a ques- tion on the infiltra- tion from Pakistan into the Keran sec- tor of Kashmir, the former Army chief said, "I retired one and half years back. A Xylo vehicle bearing registration number JK01P/5229 turned turtle at Sheeri near Petrol Pump, result- ing in injuries to eight persons traveling in the vehicle. All the injured were shifted to hospital for treatment. Meanwhile, an i-10 vehicle bearing registration number JK01M/7013 hit and injured a pedestrian Yasmeena Jabar daughter of Mohammad Jabar Sheikh resident of Jaw- brara, Awantipora at Jawbrara. The injured was shifted to hospital for treatment. Man injured in bear attack Srinagar, October 03: One per- son Ghulam Mohammad Bhat son of Ghulam Qadir resident of Brain, Nishat was injured when a bear attacked him at Kral Sangri near a hotel. The injured was shifted to SMHS, Hospital for treatment. Fire guts school building at Gogjibagh Srinagar, October 03: A school building was gutted in fire incident at Gogjibagh, Srinagar on Thursday morning. All the children and school staff mem- bers are safe, reports said. According to KNS reporter, the fire broke out in the building of Oasis Public School at Gogji Bagh when the children were busy preparing their answer papers, flames appeared in one of the buildings followed by a bang. Although the cause of fire is being ascertained by fire and emergency service men, sources revealed that fire apparently caused due to LPG leakage. The fire and emer- gency sources said that three fire tenders reached the spot adding the fire was brought under control. Eye witness told KNS that as the news reached to the parents they rushed to the school amid chaos. The tension increased manifold due to mas- sive traffic jam in the area as everybody reached the spot and know about his ward. 13 injured in road mishapsSrinagar, October 03: Thirteen persons were injured in dif-ferent road accidents across the valley. A Xylo vehicle bearing registration number JK01P/5229 turned turtle at Sheeri near Petrol Pump, result-ing in injuries to eight persons traveling in the vehicle. All the injured were shifted to hospital for treatment. Meanwhile, an i-10 vehicle bearing registration number JK01M/7013 hit and injured a pedestrian Yasmeena Jabar daughter of Mohammad Jabar Sheikh resident of Jaw-brara, Awantipora at Jawbrara. The injured was shifted to hospital for treatment. In an-other accident, a Load Carrier bearing registration number Jk01S/3380 and a Wagon-R bearing registration number Jk01Q/8500 collided at main Chowk Kakapora, Pulwama. Four persons were injured in this mishap. All the injured were shifted to Hospital for treatment. Police has registered a case in this regard.

Fire guts school building at GogjibaghSrinagar, October 03: A school building was gutted in fire incident at Gogjibagh, Srinagar on Thursday morning. All the children and school staff mem-bers are safe, reports said.According to KNS reporter, the fire broke out in the building of Oasis Public School at Gogji Bagh when the children were busy preparing their answer papers, flames appeared in one of the buildings followed by a bang. Although the cause of fire is being ascertained by fire and emergency service men, sources revealed that fire apparently caused due to LPG leakage. The fire and emer-gency sources said that three fire tenders reached the spot adding the fire was brought under control. Eye witness told KNS that as the news reached to the parents they rushed to the school amid chaos. The tension increased manifold due to mas-sive traffic jam in the area as everybody reached the spot and know about his ward.

Minister for Housing, Horticulture and Culture, Raman Bhalla has asked the Jammu Municipal Corpora-tion (JMC) to carryout regu-lar sanitation drive to give a clean look to the city for upcoming festivals of Navra-tras, Eid and Diwali.

The Minister was lead-ing a team of senior func-tionaries of JMC and Urban Environmental Engineering Department during his visit to Valmiki Colony, Shiva Ji Chowk, Nanak Nagar Sector 1, 4, 6 besides Trikuta Nagar Basant Vihar and Nai Basti to take stock of develop-ment and sanitation related requirements of these areas.

Commissioner Jammu Municipal Corporation Kiran Wattal besides other senior officers of Urban Environ-mental Engineering Depart-ment (UEED) and JMC also accompanied the Minister.

Bhalla asked them to gear up men and machinery and carry out sanitation, includ-ing opening and desilting of choked drains and nallahs in different areas of the city.

The Minister said it was the prime duty of the Gov-ernment to provide all civic amenities to the people add-ing that a number of sew-erage schemes have been launched in rural and urban areas to meet this end.

He also called upon the Nanak Nagar Trikuta Nagar and Nai Basti residents not to dump building material in the nallahs and lanes, adding that such practices not only create problems for the JMC, which face great difficul-ties in removing the debris (mulba) but also clogs the nallahs and drains resulting in overflowing of rain water into the houses in residen-tial areas. Bhalla said Gov-ernment has earmarked Rs. 68 crore for modernization

of Gangyal, Digiana, Trikuta Nagar, Bhour Camp and Rajiv Nagar Barsati nallahs, add-ing that the project would be started soon by Economic Reconstruction Agency. He said under the project, all formalities have been com-pleted to start the work. He called upon the people to co-operate with the ERA by re-moving encroachments from nallah land voluntarily.

Responding to demand of Nai Basti people, the Minis-ter asked the JMC Commis-sioner to immediately start the face lifting of Nai Basti recreational park including installation of mast lights . He also asked the Commis-sioner JMC to include the adjoining land area into the recreational park to save it from the encroachers. He said Government has spent Rs. 45 lakh for channelizing and covering of 150 meter nallah stretch flowing along the locality.

To inspect and review the pace of developmental activities, District Develop-ment Commissioner, Doda Mubarak Singh Thursday vis-ited Bhaderwah and inspected various ongoing developmen-tal projects in the area.

Additional District Devel-opment Commissioner Doda G.N Balwan, Chief Planning Officer Doda Yoginder Katoch, Sub-Divisional Magistrate Bhaderwah Bhupinder Kumar besides Officers of PHE, PWD, PMGSY and Municipality ac-companied the DDC.

While inspecting the con-struction work on Modern Slaughter House Bhaderwah and Bridge to Slaughter house, the DDC directed the con-cerned officers to settle the land dispute at the earliest so that work get completed in a time bound manner.

The DDC also inspected ongoing road projects in the area which included Chinar Mohalla to Quilla Mohalla PWD road, Kansar PMGSY road, under construction New Bus Stand Bhaderwah and

repair of earthquake damage work in Government Higher Secondary School (Boys) and GHSS (Girls) Bhaderwah and directed the concerned for early completion of these works.Later, the DDC also con-vened a meeting of Engineer-ing Departments and held detailed discussion on various developmental projects going on in the area and directed the officers to vigorously moni-tor the pace of works in their respective areas so that works get completed in time.

Urban Develop-ment schemes

Rajouri, October 3:

The Minister for Urban Develop-ment, Rigzin Jora, Thursday said that the government would provide ad-equate funds to improve the basic amenities and civic infrastructure in the twin towns of Rajouri and Than-namandi.

Accompanied by the Minister of state for Health, Shabir Ahmed Khan, Mr Jora, said this while addressing separate meetings of civil society members convened to listen to the de-velopmental demands of the locals of the twin towns.

Responding to the demands raised during the meeting at Rajouri, the Minister assured that adequate funds would be made available to complete the upcoming community hall in the town. He also assured to provide funds

to the Municipal Committee for pur-chasing a JCP for lifting of garbage.

The Minister also listed the schemes being implemented to up-grade civic infrastructure, public utilities and sew-erage, sanitation lands and drains in the town area committees across the

state. He also assured that the newly constructed bus terminal in Rajouri town would be started soon and asked the local administration to take steps in this direction.

Health Minister, Shabir Ahmed Khan also highlighted the develop-mental requirements with regard to the improving civic amenities in the twin towns. He particularly stressed

for adequate funds for the early com-pletion of the community hall at Ra-jouri town adding that this was a long pending demand of the locals. He also stressed on the need to equip the local urban bodies in the district to enable them to improve civic services in the

urban centres. Earlier, the Minister

also reviewed achieve-ments under Integrated Housing and Slum De-velopment Programme (IHSDP), Integrated De-velopment of Small and Medium Towns (IDSMT) and other schemes at a meeting attended by the District Development Commissioner Rajouri, F C Bhagat, director Lo-cal Bodies, Jammu and

other senior functionaries of line de-partments.

The meeting was told that in total 23 works in Rajouri and 10 works in Thannamandi town were completed under IDMT during last year, while 52 dwelling units, 22 works of lanes and drains and 5 public convenience units have been completed under IHSD in Rajouri.

Minister of state for Fisheries, Coop-erative, Finance and Planning Dr Manohar Lal Sharma convened a meeting of offi-cers to discuss arrangements for ensuing Navratra festival here Thursday.

ADDC Kathua Rohit Khajuria, XEN’s of PDD, PHE, PWD, Tehsildar Billawar and other tehsil level officers were among the present on the occasion.

Dr Manohar discussed all necessary arrangements being put in place to facili-tate smooth conduct of Navaratas at dif-ferent Goddess shrines of tehsil Billawar. He took stock of arrangements like sani-tation, adequate drinking water supply, un-interrupted power supply, first-aid facilities, quality eatables and their rates besides security arrangements and traffic management.

It is pertinent to mention here that lakhs of devotees from in and outside the state visit various shrines in Billawar dur-ing Navarata festivals.

Dr Manohar Lal Sharma called upon the officers to make all the necessary arrangements well in advance so that people do not face any hardship during navratras.

The Minister asked the SDPO Basohli to make adequate security arrangements at all the shrines besides directing Medi-cal department to deploy Para Medical Staff at Base camp near Dhiani Bridge and near bhavan of Mata Bala Sundri and Mata Sukrala ji.

The Minister also directed the PHE de-partment to ensure potable chlorinated drinking water at the shrines. He directed Xen PWD to repair the roads approaching various shrines before the Navartra fes-tival.

He also directed XEN PMGSY to im-prove the road connectivity on Billawar- Katli and Billawar- Machedi roads. The Minister also directed the Executive Of-ficers of Municipal Committee to ensure cleanliness in the towns particularly around the shrines.

SAMBA, OCTOBER 03-

In order to aware the general masses about the effective ways of prevention and control of Dengue in the district, a series of meetings was conducted under the chair-manship of Deputy Commissioner Samba R.K Varma Thursday at Samba, Vijaypur and Purmandal Blocks.

The officers of Health, Social Welfare and Rural Development departments educated the PRI functionaries about the causes, pre-vention and control of dengue in the district.

Addressing the gathering, DDC impressed upon the officers to inform PRI functionar-ies of every programme of Dengue control viz. fogging, spraying or any awareness pro-gramme initiated by either medical dept. or municipal committees as they can help in implementing the programme successfully and effectively. He also stressed for coordi-nated efforts on the part of all organizations like education, local bodies, social welfare, and Health department for realization of common goal of dengue free samba.

The DDC exhorted upon the officers of

medical dept, social welfare and municipal committees to take every possible step to prevent this menace and aware the public by starting awareness programmes and by uti-lizing every possible resource to disseminate the knowledge in every nook and corner of the district. He said a very simple method to avoid the breeding of dengue virus mosquito was to keep on changing water at least once in five days, in flower pots, money plants, trays of water pots, tires, bottles, bath tubs and tanks besides regular cleaning of choked drains.

Later, District Health Officer Samba and Block Medical officer Samba elaborated on technical aspects of the problems Dengue virus, incidences of Dengue Fever, possible factors related to dengue epidemics, special features of mosquitoes, causative agents of Dengue, the geographical distribution of Dengue, its common breeding sites, types of virus in Dengue, its diagnosis, treatment and prevention.Among others ACR, ACD, of-ficers from medical department, CDPOs and Executive officers of municipal committees attended the meetings.

Minister for PHE, Irrigation and Flood Control Sham Lal Sharma has directed the officers of Flood Control department to gear up their field functionaries for timely completion of protection wall and steps along Chenab River at Dusserha Ground Akhnoor. This Minister was on an inspection to various ongoing de-velopmental works being executed under different schemes in Akhnoor block here Thursday.The works in-spected by the Minister included construction of Tube-well at Bhar-da Kalani, beautification of ponds and development of park at Bharda Kalani on modern lines, construc-tion of protection wall at Dusserha Ground, Akhnoor etc.The Minister was informed that Rs.188 lakh are being spent on construction of tube-well at Bharda Kalani and work on rising main, sump tank has been completed while remaining work is in full swing. While inspecting progress on construction of Tube-

well, the Minister said that with the completion of this tube-well, the water scarcity in this area would be redressed. He directed the Chief En-gineer to ensure timely and quality completion of the project.

The Minister also inspected the development work being ex-ecuted at different ponds in the area. He directed the BDO to ensure that the works are completed at the earliest. He also inspected the pace of progress on widening of road at Phabara ChowkThe Minister direct-ed the executing agencies to speed up the pace of work on all ongoing developmental works and complete them in a stipulated time frame.He said Government is keen to ensure beautification of parks and other spots to further raise tourists influx as tourism sector contributes major chunk to state’s economy.A team of senior officers and engineers from PHE, Irrigation and Flood Control department including Chief Engi-neer K. DDC reviews functioning of RDDKISHTWAR, OCTOBER 03- Reviewing performance of Rural Development Department in District Kishtwar,

DDC Baseer Ahmed Khan Thursday directed the department to identify local thrust areas to ensure an inclusive development plan for the District.Khan held threadbare discussion on implementation of MGNREGA, IAY, Nir-mal Bharat Abhiyan, BRGF and Model Village Schemes and sought detailed clarification of various points from the ACD and BDOs concerned.The DC asked all the BDOs to ensure that the services of facilitators and down be-low staff should be monitored closely. He impressed upon them BDOs to ensure Social Audit of each and every work completed with proper physical verification on the spot.Giving the details of activities under MGNREGA, the ACD intimated that a total number of 6780 works comprising water conservation, drought proofing, Micro irrigation, flood control rural connectivity and land development were taken in the district, 13488 household were provided employment and total of 645290 man days were created.

Emphasising on convergence programme under MGNREGA, the DDC directed all the BDOs to identify three projects in each block for convergence with MGNREGA to create durable assets in co-ordination with other departments.

The National Crime Records Bureau (NCRB) statistics reveal that a total of 1,35,445 people committed suicide in 2012 which amounts to a an average of 15 suicides an hour or 371 sui-cides daily. Maharashtra ranked second on the suicide index with Tamil Nadu topping it.Aasra, a 24x7 suicide helpline based out of Mumbai receives about 50 calls daily from people who, almost at the verge of suicide and are seeking out help. Jhonson Thomas, the director of this crisis intervention centre said, "The callers are usually really desper-ate and right at the edge as seeking help is not ingrained in our culture and people prefer to sort out an issue on their own." The counsel-lors remain with them on the call for durations ranging from 20 minutes to 2-3 hours, de-pending on the situation, and discourage them from taking any drastic step. "We cajole the caller to share his/her problem in detail and vent out their bottled emotions. Once that is

done its easier to address the issue and offer solutions," he added.Many psychologists and doctors believe that suicide is a mere trigger reaction to unad-dressed issues that have been piling on. City-based psychologist, Dr Himani Chaphekar, who treats 8-10 depression patients every month, said, "Stress levels have gone up right from school level which continues well into the old age. Excessive expectations to excel, societal pressures and being unsatisfied with what you have are the factors that contribute largely to depression." Commenting on the fact that Indians do not take their mental health very seriously and are sceptical of addressing it she added, "There are many stigmas and mis-conceptions associated with mental health and well being.While people rush to a doctor for a normal cold and flu they avoid seeing a psychol-ogist as they feel that a psychological disorder is their own doing that they need to be ashamed

The road to recovery is normally smooth but one needs to be patient."Speaking about the average age group of the callers on the suicide helpline Thomas added, "15-45 is the most prominent age group that is prone to suicidal tendencies globally. The second most vulnerable age group comprises 60 plus people. While for the first age group its usually a break-up, loss of a loved one or a general loss that's the biggest trigger, among the second age group the reasons range from loneliness, chronic illnesses, coping with the lack of loved ones to coming to terms with retirement and making a transition to a seden-tary lifestyle."

A court in Odisha’s Kan-dhamal district on Thursday awarded life term to eight persons, including a Maoist leader, for their involvement

in the murder of Vishwa Hindu Parishad leader Swa-mi Laxmanananda Saraswati and four others in 2008.

Special additional district session judge RK Tose also

imposed a fine of Rs. 10,000 on each of the convicts.

Saraswati and his four as-sociates, including a woman, were killed by a group of un-identified armed assailants at his ashram at Jaleshpata

in the district of Kandhamal on August 23, 2008.

The murder of the VHP leader had triggered com-munal violence in the state that had claimed 38 lives

and forced 25,000 Christians to flee from their homes.

The court in district head-quarters Phulbani, about 200 km southwest of Bhu-baneswar, had reserved the quantum of sentence after convicting Maoist leader Pulari Rama Rao alias Uday on Tuesday and seven oth-ers on Monday for the crime.

Though the police had said Maoists killed Lax-manananda, VHP activists suspected Christians to be behind his murder.

The Odisha government handed over the case to the state crime branch (CB) and initiated a judicial inquiry into the murder and subse-quent communal violence.

The CB had arrested nine out of 14 accused while the others, including top Mao-ist leader Sabyasachi Panda, are still at large.

In its first chargesheet submitted in 2009, CB named the seven accused that were convicted on Mon-day by the court.

He hoped that Belgium with its expertise in these fields can become an important partner of India. While hoping that Indo-Belgian bilateral trade will regain momentum in 2013 , he said both the countries would be able to achieve the target of doubling the bilateral trade from € 8.8 billion in 2008 in the next five years.

He said India fervently hopes that an early finalisation of the India-EU Broad-Based Trade and Investment Agreement will give further impetus to bilateral trade and investment, which is all the more pertinent in the context of current global economic challenges.

Cabinet approves Telangana, Hyderabad to be the joint capital

The Union cabinet on Thurs-day has approved the formation of Group of Ministers (GoM) for creation of Telangana. Hyderabad will be the joint capital of both Telangana and Seemandhra for 10 years, home minister Sushil-kumar Shinde said.

People of all the three regions will be guaranteed fundamental rights, Shinde said.

The new state will be carved out of Andhra Pradesh, marking the culmination of a long-drawn agitation spanning several de-cades.

Scores of anti-Telangana sup-porters protested outside the Prime Minister’s official resi-dence on Thursday afternoon where the Cabinet meeting was be held.

Government sources told HT that the home minister intended to place the formal note before the cabinet at its meeting a few hours later today to seek the gov-ernment’s approval.

According to the cabinet note, the new state of Telangana would comprise 10 districts including Hyderabad.

The residuary state of Andhra

Pradesh can still operate out of Hyderabad for a maximum of 10 years but the AP government would not have a say in its gov-ernance.

“Our sense is that given the politically-surcharged environ-ment in Hyderabad, the Andhra Pradesh government would like to move out to a new capital as soon as possible,” a government functionary said.

In the cabinet note cleared by Shinde, the home ministry has also proposed constituting a group of ministers to decide on the nitty-gritty of splitting Andhra’s assets and liabilities be-tween the two states.

Out of 42 Lok Sabha seats in the undivided state, 17 would go to Telangana state and 25 to residuary Andhra and out of the 18 Rajya Sabha seats in the un-divided state, 8 are proposed to be given to Telangana and 10 to rest of Andhra Pradesh. The 294-seat legislative assembly would similarly be split with 119 going to Telangana and 175 to Andhra. The cabinet note, however, does not spell out any proposal for the 90-member legislative council.

The BJP was expecting the Lok Sabha polls to be an-nounced ‘anytime now’, se-nior BJP leader M Venkaiah Naidu said today.

“We are expecting that the Lok Sabha polls could be announced anytime now. If it is held in December, we have 100 days, and if in March then 150 days,” Naidu

told a press conference here after addressing party work-ers. The BJP campaign com-mittee had decided to expe-dite the election campaign process across the country. “A total of 100 rallies will be held across the country,” he said. BJP’s election plank in the ensuing Lok Sabha polls

would be good governance and development, he said.

He said that BJP would not join hands with any par-ty like the Trinamool Con-gress in West Bengal.

“We will field candidate in all 42 Lok Sabha seats in the state,” Naidu said.

The party would hold a massive rally here in Janu-ary to be addressed by party leaders, including its Prime

Ministerial candidate Naren-dra Modi.

“We plan to hold a mas-sive rally at Brigade Parade ground where top leaders like Narendra Modi, L K Ad-vani, Rajnath Singh, Sushma Swaraj, Arun Jaitley and oth-ers will be present,” the for-mer BJP president added.

Uttarakhand government will build prefabricated houses to re-habilitate 2,500 families rendered homeless by the mid-June calam-ity in the state.

This will be in addition to a compensation of Rs 2 lakh al-ready given to each person who lost his house in the tragedy, Chief Minister Vijay Bahuguna told reporters here today while announcing the state government’s reha-bilitation policy framed in the wake of the calam-ity.

3,100 families were rendered homeless by the catastrophic floods, out of which 600 will be rehabilitated by corpo-rate houses and NGOs and the rest by the state govern-ment, he said.

About a dozen villages have been identified in the worst- hit Rudraprayag, Chamoli, Uttar-kashi, Bageshwar and Pithoragarh districts where the prefabricated houses will come up, he said.

Each prefabricated house to be constructed at a cost of Rs 6 lakh and will have two rooms, a toilet and guaranteed durability of 30 years, Bahuguna said.

“Our effort is to finish the con-struction of these houses before the onset of peak winter months,” he said. He said if a targeted ben-

eficiary does not want to live in these houses, he will be given Rs 4 lakh in addition to the Rs 2 lakh already given to him as compen-sation, apart from a 1000 sq ft plot free of cost to help him resettle.

However, the Chief Minister clarified that the beneficiaries will be allowed to resettle and relocated only in areas adjacent to their original homes and not in the plain areas.

In case of a beneficiary choos-ing not to move into the prefabri-cated houses built for them, they will have to take the clearance of the District Magistrate concerned to settle in a location of their choice.

Noting that the state govern-ment has not yet been able to pro-vide compensation to Kedarnath residents who lost their property in the tragedy, Bahuguna said he will hold a meeting with them on October 11, listen to them and then ascertain the quantum of compensation to be given to them.

Lalu sentenced to 5 years in fodder scam Asks ‘How can I be punished?’

RANCHI: Former Bihar chief min-ister and RJD president Lalu Prasad was finally sentenced for five years with fine of Rs 25 lakh in case no. RC20A/96 of the Rs 950 crore fodder scam by CBI special Judge PK Singh on Thursday.He is one among the 37 people accused in the same case.

Another former Bihar chief min-ister Jagannath Mishra has been sentenced for four years with fine of Rs 2 lakh whereas JD (U) sitting MP Jagdish Prasad has been sentenced for four years with fine of Rs 5 lakh. For-mer MLA, RK Rana, has been slapped with the maximum fine of Rs 30 lakh and im-prisonment of five years.

Four IAS officers and 25 suppliers who were accused by the CBI in the same case have been awarded impris-onment of four years each.

Hearing arguments of counsel of the accused and CBI in the first half, court of special CBI judge pronounced the final ver-dict at 2.30pm which sent shock waves across the political fraternity.

Lalu, who was convicted in the case on Monday along with 44 oth-ers, including former chief minister Jagannath Mishra is currently lodged in Birsa Munda Central Jail here.

The 65-year-old leader has lost his Lok Sabha seat and stands dis-qualified as an MP and is also barred from contesting election for six years following the sentencing thanks to a

Supreme Court order.During the argument in the court

earlier today, Lalu’s counsel pleaded a lenient sentence underlining that the former CM was a senior and law abid-ing citizen. Lalu’s lawyer also argued he was too old and suffered from many diseases. On the other hand, CBI demanded maximum punish-ment ‘which would act as deterrent in similar cases.’

The 17-year-old case involves fraudulent withdrawal to the tune of Rs 37.7 crore from Chaibasa treasury in the 1990s.

There were a total of 56 accused in the case. But during the trial, seven accused died, two turned approvers, one admitted to the crime and one was discharged.

Judge PK Singh had earlier fixed July 15 as the date for verdict, and had asked the remaining 45 accused to be present in the court.

Lalu Prasad moved the Jharkhand

high court and later the Supreme Court, seeking change of the judge in the case. Both the courts dismissed his petition, and directed him to com-plete argument in the case before the CBI special court.

Lalu Prasad quit the chief minis-ter’s post in 1997 when his name fig-ured in the CBI investigations in the scam, which surfaced in 1996.

Around 54 of the 61 cases were transferred to Jharkhand, af-ter it was created as a sepa-rate state from Bihar in No-vember 2000. Different CBI courts have passed judge-ments in more than 43 cases. Former CMs Lalu Prasad and Jagannath Mishra are ac-cused in five cases.

Key politicians in the case apart from Lalu and Mishra are former AHD minister, Vidya Sagar Nishad, Chan-dradeo Prasad Verma, for-mer JDU MP, Jagdish Sharma, former RJD MP, RK Rana and former BJP MLA Dhruv Bhagat, while bureaucrats

convicted in the case are Phulchand Singh, Mahesh Prasad, Beck Julius and K Arumugham.

“When I have not done any crime, how have I been punished?” This was Lalu Prasad’s instant reaction when a CBI court jailed him for five years for his involvement in the fodder scam.

An upset Lalu Prasad asked the question at the Birsa Munda Central Jail here over video conferencing fa-cility after he heard the special CBI court sentencing him with a Rs 25 lakh fine.

Rahul Gandhi defended his interven-tion on the ordinance that sought to protect convicted lawmakers from disqualification saying his “feelings and intention were gen-uine but the words and language he used were wrong.”

“My mother told me that the words that I used were strong. YSR Congress chief Y S Jaganmohan Reddy, the prime accused in the case of alleged quid-pro-quo investments in-volving his companies, today appeared before a special CBI court in Hyder-abad. Former Andhra Pradesh Ministers Sabitha Indra Reddy and Dharmana Prasada Rao, both accused in the case, also appeared before the court.

It was for the first time Jagan ap-peared before the court after his release on bail on September 24. Clarke doubtful for Brisbane TestAustralia’s captain Michael Clarke

has conceded he is far from guar-anteed to be fit in time for the first Ashes Test in Brisbane next month, as his chronic back trouble grows in-creasingly stubborn.

Having been ruled out of the lim-ited overs tour to India that precedes the home series against England, Clarke showed unusual pessimism about his fitness when discussing his chances of returning to full strength and flexibility in time for the Gabba.

There were grim tidings also from James Pattinson, who had originally hoped to recover from a back stress fracture he picked up in England in time to contend for a Brisbane pace berth.

Instead he admitted he was now well behind that schedule, and was looking at a place in the Perth Test as one of four fast bowlers as his earliest chance to resume in Test matches.

Since returning home from Eng-land, Clarke has undergone daily treatment on his back, and between now and the start of the Ashes the Australian team physio Alex Koun-touris is readying himself to make frequent flights from Melbourne to Sydney to spend as much time as possible with his most pivotal pa-tient.

However the process of constant

work to strengthen Clarke has been progressing slowly, and there is al-ways the danger of a relapse such as the one that curtailed his Champions Trophy campaign before the Ashes in England.

“There’s certainly no guarantee at this stage,” Clarke said at the national team’s pre-season camp in Sydney. “It’s hard for me to say that because

I’m trying my best not to look at it like that. I’m al-ways positive and if they ask me, I’ll say I’ll be fit in a week’s time. But you ask Alex who knows me very well, and he’d say there’d be doubt I won’t be right. Making sure I’m doing everything I can to give myself the best chance ... plenty of rehab and recov-ery getting strength back in the areas that support my back. It’s a lot of hard work but I’m willing to do the work to make sure I’m right for that first Test.

“Where I sit right now is I don’t know when I’ll be back playing cricket. We have no idea how long it’s going to take. But in Aus-tralia I’ve got the physio in Sydney I’ve been working with since I was 17, I’ve got the machine, the med-ics machine that’s helped me stay on the park for as

long as I have through my career, and I’m in consistent contact with Alex Kountouris who will fly back and forth from Melbourne to Sydney to see me and make sure I’m improv-ing.”

Clarke’s ideal preparation for the Gabba will be to regain full mobility in time to play in the Sheffield Shield

matches scheduled to lead-in to the Ashes, granting him the chance to gain confidence and batting form be-fore facing England’s pacemen once more. “My best preparation has al-ways been to play cricket and score runs doesn’t matter what form of the game,” Clarke said. “If I’m playing games of cricket and performing that helps me take it into one day cricket or test cricket. I probably train harder than what you have to do in game so playing is probably easier for me mentally and physically with the work that goes into it.”

Pattinson had fought back tears when his Ashes campaign in England was ended during the Lord’s Test by back pain that was revealed to be a fracture. While speaking more hap-pily with the benefit of a few months in the recovery room, he is yet to re-sume running let alone bowling, and remains a long distance from fitness.

“I’m not even running yet which is not great,” Pattinson said. “I get a scan in two weeks time which is a 12 week scan to determine whether the fracture has healed or not. Go from there, get results back from scan start running, should be fine. My back feels fine at the moment, I have no pain. Just a bit of a long process. I’m probably a month off bowling.

“I won’t be back for the first Test, don’t think I’ll be right for the second ... but all things going well I could push for that WACA Test.

There was just one bidder in fray and the sponsorship rights went for the base price but the BCCI today said it was happy with the deal it struck with Star India Pvt Ltd and ESPN for all 13 home international fixtures till March 2014 con-sidering the difficult economic times.

The BCCI today awarded the title sponsorship for all international series and domestic tourna-ments in India for the year 2013-14 to Star Pri-vate and ESPN Software at the base price of Rs 2 crore per fixture, almost Rs 1.5 crore less when compared to their previous deal with Airtel.

“The market situation is such that at one point of time we thought it will be very difficult to get the sponsorship considering the turmoil in the financial market. But we are very happy (with price),” Board Secretary Sanjay Patel told reporters after the BCCI’s Marketing Committee meeting here.

and ESPN Group bid for both the series. That means Aus-tralia and West Indies (series) and the deal will be close to Rs 26 crore. Only one bid was there and the minimum bid-ding price (is what) they have accepted.

“But we are happy they have included the Australia series also though it is starting within two or three days. Un-der the market situation, we are happy the deal has gone through and the entire series is covered,” Patel said.

“The deal is always market driven. One has to be happy with the market situation. Rather than concentrating on less or more price, we should concentrate on what you are

getting as per the market situation. We are quite happy that as per the market situa-tion, the price is not bad.”

The new deal comes after Airtel’s part-nership with the BCCI ended this year. The private telecom giant had won the spon-sorship rights in 2010 for all international and domestic matches scheduled in India.

The three-year contract, running from September 1, 2010 to March 31, 2013, was worth Rs 3.33 crore for each international fixture.

There was a three-month window for Airtel to negotiate an extension of the contract, but with no further discussion on the matter, the Marketing Committee floated fresh tender document last month. Patel dismissed suggestions that the re-cent IPL spot-fixing scandal had marred its prospects in selling the rights at a bet-ter price.

“I don’t think negative news has got anything to do with these kind of things. Cricket is going on well. Our teams are do-

ing good. It is not attributed to any image (of the Board). According to us there is no question of a bad image,” Patel said.

Asked if the Board had decided to include the home series against West Indies to make up for the revenue, the BCCI Secretary said the idea was to please the fans by pencilling in more matches in India.

“There were a couple of reasons because BCCI is also committed to its local fans. Somehow, for the season 2013-14, only 24 days, if I am not wrong, was the home series (duration of Austra-lia tour including non-match days). So obviously we were worried, and we are quite happy that West Indies series has been finalised.”

Two international series at home have been scheduled by the BCCI for the season — the seven-match ODI series and a T20 game against Australia, followed by two Tests and three ODIs against the West Indies.

Title sponsorship rights will extend to do-mestic events such as Irani Cup, Ranji Trophy, Duleep Trophy, Vijay Hazare, Deodhar Trophy and Raj Singh Dungarpur Trophy.

‘Srinivasan is an autocrat’ - Manohar

‘No guarantee’ Clarke will be fit for Brisbane

Former BCCI president Shashank Manohar has criticised N Srinivasan, saying the latter has no right to continue as the chief of the board in the aftermath of alleged corruption in the IPL. Manohar also stated that a few members of the board, including Jag-mohan Dalmiya, had asked him to con-test the election for the post of the BCCI president at the board’s annual general meeting on September 29.

“Srinivasan has no right to continue as president,” Manohar told Mumbai Mirror. “If you had the slightest of con-science, self-esteem and care for the board, you ought to have put in your pa-pers the moment your son-in-law was arrested. You did nothing and, as a result, the board’s reputation has taken a hit to the extent that the people have lost faith in this board.”

Manohar, who was the BCCI chief be-tween 2008 and 2011, said certain mem-bers had requested him to contest against Srinivasan. The current president, however, was

re-elected unopposed for an extended tenure.“Many people, including Mr Dalmiya, re-

quested me to come back and contest,” Manohar said. “I left the board two years back and I have not entered its premises again. I have no inten-

tion to come back. I said if all the members want me, I will not shirk the responsibility. This board

has given me a lot and I was willing to give some-thing back.”

Terming Srinivasan as an “autocrat”, Mano-har said that the BCCI president had no intention of cleaning up the board and had “damaged” the

reputation of the organisation within a span of a few months.

“He is trying to shield everybody, his team included,” Manohar said. “He does not want to clean this mess. If my son was in Srinivasan’s position, I would have asked him to resign. Srinivasan is an autocrat and wants all the power for himself. He told the media that his son-in-law was just ‘an enthusiast’. His counsel argued before the courts that Srinivasan did not choose his son-in-law but his daughter did. It is laughable. A person who cannot defend his family member has no right to say he will take responsibility of the board.”Manohar said that there was evidence to prove Gurunath Meiyappan’s role in Chennai Super Kings: “There is a lot of evidence of Meiyappan being the team principal. The

truth will come out.
