YARRA Ranges Council will write to the stategovernment to seek an extension on specialplanning approvals for victims of the BlackSaturday bushfires.
After the 2009 fires, the Victorian govern-ment allowed fast-tracked planning approvalsfor those wishing to rebuild after their houseswere destroyed in the blaze.
This provision was set to expire at the end ofApril and a number of residents are yet torebuild.
Cr Samantha Dunn said the decision to askfor a 12-month extension was an obvious one.
‘‘It’s a sensible move for those communitymembers still living in temporary accommoda-tion as a result of the bushfires,’’ she said.
Former councillor Jeanette McRae — who
was a councillor in 2009 in one of the YarraRanges’ worst hit areas, Ryrie ward — said shewas still in contact with those who werestruggling to rebuild; most of them arerenting.
‘‘I’ve got friends who have only just movedinto houses in the past three or four months,’’she said.
‘‘I don’t think people realise the impact thefires are still having on people.’’
She said different factors had preventedresidents from rebuilding.
‘‘Cost is certainly one of them. Another one
is the emotional and physical implications thatthe fires caused.’’
The temporary bushfire and recoveryprovisions were introduced into all Victorianplanning schemes in 2009 immediately afterthe fires.
It allowed landowners to rebuild houses andother buildings without having to satisfy thenormal, lengthier requirements.
As well as a 12-month extension, the councilwill request that the special planningprovisions apply only to those who ownedproperty at the time of the 2009 fires.
As it stands, new land owners who boughtland after the fires are also able tobenefit.
A recent state government survey revealedone in five households affected by the bushfiresremains in temporary accommodation.

Re: New laws hold anti-loggers backIn reply to Howard Hutchins’ letter last week(Maroondah Weekly, February 26), I would advisethat he research the facts better.
The Leadbeater’s possum has a very specific typeof forest where once it used to thrive: mountain ashforests and nests in the hollows that develop in old-growth trees. Because of the intense logging in thesemountain ash forests and a rotation policy that isless than 60 years, the regenerated trees are re-harvested before the tree has a chance to mature at120 years-plus and the hollows develop.
None of the replanted trees are allowed todevelop to maturity.
Even though two-thirds of the Toolangi Forest
was burnt in the Black Saturday fires, no new areashave been set aside for special protection zones forthe Leadbeater’s possum to replace the 43 per centof zones that were burnt. Furthermore, if aLeadbeater’s possum lost its forest home throughlogging, it would be unlikely to survive as thesepossums are very territorial and would be chasedout of another area.
Over time, many of the old stags where they livecollapse and, with no new habitat being estab-lished, their demise is assured.

YARRA Ranges councillors want new laws toban the feeding of cockatoos, which arecausing thousands of dollars of damage in thearea.
The council has asked for public submis-sions in response to the idea of banning thefeeding of sulphur-crested cockatoos in 18suburbs.
After the council receives feedback, it willthen add any areas to its list or remove them,and impose or reduce restrictions.
Cr Samantha Dunn said the impact of thebirds in the community was ‘‘incrediblyfrustrating’’.
‘‘When your house is chewed by cockatoosthey cause enormous damage,’’ she said.
‘‘They do that because they have a full bellybut they still need to hone their beaks so whatdo they chew? Somewhere that’s close to thefood source.
‘‘When you have cockatoo damage youhave a feeder in very close proximity.’’
Cr Dunn said she had heard of cases wherecockatoos had chewed wood, mortar out oftiles and power lines.
She said while the council would not
impose a ‘‘cocky patrol’’, the new laws wouldgive them a legal framework to work fromshould people ignore the rules.
Cr Noel Cliff labelled the damage causedby the birds as a ‘‘damn curse’’ and recalled aresident who dropped a large fish net overtheir entire double-storey house in aneffort to deter cockatoos from chewing theirhouse.
The only councillor to vote against the pro-posal was Cr Andy Witlox, who said a lawagainst feeding the birds would be a ‘‘nannystate law’’.
In August last year, the council endorsed anew law to ban the feeding of cockatoos.
From there a report was prepared, whichwas then revealed at last Tuesday’s councilmeeting. The public will now have 28 days torespond to the proposal. Suburbs where cock-atoo feeding would be banned are Belgrave,Belgrave South, Belgrave Heights, FernyCreek, Kallista, Kalorama, Lysterfield, MtEvelyn, Montrose, Mt Dandenong, MenziesCreek, Olinda, The Patch, Sassafras, Selby,Sherbrooke, Tecoma, Upwey.
Netballers scorea $5.9m centreABOUT 2000 local netballers will reapthe benefits of a new $5.9 million centre inKilsyth after the Yarra Ranges Councilapproved its planning application.
The approval ends a protracted effortby the Lilydale and Yarra Valley NetballAssociation to upgrade its current courtsand buildings.
Cr Len Cox said the new courts werealmost 20 years overdue and were‘‘desperately needed’’.
‘‘Council has been promising the netballassociation new courts since Yarra Ranges[Council] has been in existence [since1994].’’
The 10 current courts at McDermottAvenue in Mooroolbark are undersizedand ‘‘dilapidated’’, according to associ-ation president Toni Madden, who saidmembers ‘‘couldn’t wait’’ for the opening.
The project will include 12 outdoorcourts, lighting on seven courts, landscap-ing and a new pavilion.
Parking issues will be eased with morethan 200 new spaces.
Construction on the project is set tobegin in mid-2013.

CRIME in the region has increased by morethan 10 per cent in the past year, the latestVictoria Police figures show.
The 2012 crime statistics, issued last week,show crime was up 10.7 per cent inMaroondah and Yarra Ranges, with the highnumber of residential burglaries particularlyof note.
In Yarra Ranges the number of burglariesrose more than 50 per cent [545 offences]compared with 2011 [356 offences].
Similarly, residential burglaries inMaroondah were up 27 per cent.
Maroondah’s Inspector Peter Wheeler saidthe rise was a concern for police and he urgedlocals to be more vigilant.
‘‘Please be active in locking your homesand vehicles to secure valuables and minim-ise opportunities for theft,’’ he said.
‘‘Likewise, take precautions to reduce yourpersonal exposure to becoming a victim ofcrime.’’
Yarra Ranges’ Acting Inspector Ian Milnersaid despite the high number of burglariesand motor vehicle thefts in his area, policewere making an impact.

Cloud over planfor ambo stationDOUBTS have surfaced over a proposed newambulance station in Mooroolbark withpoliticians challenging each other to takeaction.
Earlier this month, Eastern MetropolitanRegion MP Shaun Leane urged HealthMinister David Davis to put a sign on thevacant Central Avenue site — previouslyused by Mooroolbark Primary School — thatwould say the Coalition government plannedto go through with its plan to build a newambulance building.
A report in The Age last July said the sitehad been sold to developer Three Pillars.
Mr Leane says he is worried the site willbecome a housing development. ‘‘Questionsneed to be asked why the governmentwouldn’t be prepared to do this. It points toyet another broken promise from a govern-ment that has made an art form of it.’’
Mr Davis said he was aware of the land’simportance and was committed toambulance services.

DESPITE being selected to have her workshowcased at the Red Earth Gallery inMooroolbark, Irene Swensen is adamant thatbeing a full-time artist isn’t in her immediatefuture.
‘‘I never thought art would ever be aprofessional career,’’ she says. ‘‘It’s just kindof an escape.’’
The 17-year-old Yarra Hills SecondaryCollege student’s work is on show as part ofthe Yarra Ranges Council’s VCE ‘creativeshowcase’. The event has given local studentsthe chance to display their talents to thewider community and celebrate the region’sunique artistic culture.
Although she plans to go into event man-agement and music once she finishes VCEthis year, Irene was thrilled with the oppor-tunity to have her work viewed by the public.
‘‘It’s a chance to get young artists’ namesout there and show the community the typeof talents available.’’
Representatives of the exhibition visitedYarra Ranges schools at the beginning of the
year and chose students whose artwork theywished to have on display.
‘‘We were told about it at the start of theyear,’’ Irene says. ‘‘Someone from the exhibi-tion came and looked at our work . . . luckily,three of my pieces were chosen.’’

EVERY other weekend, Danielle Biviano putsaside a day to spend with new friend ChelseaHaag-Witherden.
From an outsider’s point of view, it wouldappear their friendship is nothing out of theordinary — in the six months they have knoweach other they’ve gone to the movies, the zoo,shopping, bowling and the city; they just enjoyhanging out.
Through not-for-profit organisation ExtendedFamilies Australia, Ms Biviano, a 25-year-oldTecoma resident, is one of the few volunteers inthe Yarra Ranges willing to help out families whohave a child with a disability.
In this instance, Ms Biviano helps out theHaag-Witherden family and their 13-year-olddaughter Chelsea, who has autism spectrumdisorder — and who she describes as ‘‘just like alittle sister’’.
‘‘Chelsea brings out so much in my life,just as much as what I bring out in her,’’ shesays.
‘‘I have the time to volunteer and give back tothe community so I do. It’s really nice to developa one-on-one relationship and get involved insomeone else’s life.
‘‘I guess I’ve now got a deeper understandingof the struggles families have with a child with adisability.’’
Ms Biviano says she doesn’t know why there isa lack of people putting up their hands to dosimilar work, although she feels it could be ‘‘anawareness-raising thing’’.
Chelsea’s mother Wendy describes Danielle as‘‘invaluable’’, a helping hand she can rely on.
The Ferntree Gully mother has two other chil-dren who also have disabilities and says the timethat Ms Biviano gives allows Chelsea to do activ-ities she ‘‘simply can’t commit to doing’’.
‘‘It’s a lot of fun from Chelsea’s point of view.From my point of view, it’s someone to teach hernew things and individual living skills.’’
Mrs Haag-Witherden says all parents areslightly anxious when a volunteer first workswith their child, but Ms Biviano had now‘‘become part of the family’’.
She also says volunteer shortages are worry-ing.
‘‘It is, but I can kind of understand it. It takes aunique person to do the job.’’
Eastern regional co-ordinator at ExtendedFamilies Carol Belford says she is having littlesuccess finding volunteers in the area.
‘‘We do have an issue here. For some unknownreason, in the Shire of Yarra Ranges we don’tseem to get volunteers. I don’t know if it’s ageographical thing or what,’’ she says.
While the waiting list for families requiringvolunteers in nearby Maroondah is smaller, theorganisation is continually on the lookout forthose willing to help.
Volunteers are required to commit for one yearand they don’t require any previous experience.

Disability forumsTwo forums will be held in Bayswater North
this week to promote the National Disability
Insurance Scheme. Parliamentary Secretary
for Disabilities and Carers Jan McLucas and
Deakin MP Mike Symon will host both forums
tomorrow. The first forum, from 2-3.30pm, is
for people with a disability, their families and
carers. The second forum, from 3.45-5pm,
is for disability services providers and
disability sector workers. Both forums are at
Glen Park Community Centre, 30 Glen Park

PSOs make arrestProtective service officers have arrested a
man armed with an axe at Croydon railway
station after an attempted armed robbery last
Monday night. Police said the offender
demanded cash from the victim but left when
the victim was unable to produce any. He has
been charged with attempted armed robbery
and assault-related offences.
P-plater faces chargesAn 18-year-old P-plate driver will be charged

Initiative tackles povertyA political forum will be held at Bridge
Builders’ Lilydale office on Main Street from
10am- noon this Sunday to promote Oaktree
Foundation’s annual Roadtrip to End Poverty.
The initiative is part of a nationwide petition to
ensure the federal government honours its
commitment to donate 0.7 per cent of gross
national income to the foreign aid budget by
2020. The panel of speakers includes federal
MP Tony Smith, local MP Christine Fyffe and
Greens Senate candidate Janet Rice.
Car pins two against wallA four-year-old boy and his mother were in
hospital with leg injuries after a car mishap in
the Bunnings Chirnside Park car park last
Monday week. An Ambulance Victoria
spokeswoman said the Healesville pair were
trapped against a wall in the car park after a
79-year-old Millgrove man lost control of his
car about 1.40pm. The spokeswoman said the
mother was sent to the Royal Melbourne
Hospital and the boy was flown to the Royal
Children’s Hospital. The distressed driver was
taken to the Maroondah Hospital for
observation.

Karralyka reopensRingwood’s Karralyka Centre
has reopened after internal
refurbishment and
technological upgrades were
finally completed. Improved
sound and lighting has been
installed, and the centre will
host its first event of 2013 on
March 15. Further
improvements are also under
way, with a new asphalt car
park replacing the existing
bush car park. Following
community feedback, the
council is also introducing a lift
that will make the venue
more accessible. The lift is
expected to be operating by

LOW-key is how the men of the RotaryClub of Croydon would describe them-selves, quietly going about their philan-thropic ventures under the banner of theclub’s familiar wheel insignia.
But that understated manner has at timesbeen interpreted by the community asexclusiveness — and it’s a misconceptionpresident Ross Taylor wants to dispel.
‘‘We got ourselves a reputation of beingold men who meet for lunch,’’ he says.
‘‘So we want to raise our awarenessamong the community, make them awareit’s not an exclusive club.’’
On Sunday, the organisation celebrated40 years of being a chartered Rotary club,an event Mr Taylor says was all about high-lighting the members’ good work.
The event, held at Yering Golf Club, sawmembers review all the club’s achievementsover the past 40 years, with special guestsincluding the club’s first president and theRotary district governor.
The club has helped to build medicalcentres and schools in Cambodia, Vietnamand the Solomon Islands, as well as provid-
ing funds to help set up irrigation systems inparts of India.
Its achievements, however, are not limitedto overseas, with local community projectssuch as rasing funds for the Safe FuturesFoundation in Croydon, which helpsprovide shelter for the homeless, also a partof its work.
‘‘We do a lot of work with Maroondah
Hospital in the psych ward and literacy pro-grams with local primary schools.’’
About 120 people attended the celebra-tion. Mr Taylor, in his second term aspresident, said he was proud Croydon wasupholding Rotary’s traditions.
‘‘Rotary is the largest community club inthe world,’’ he said. ‘‘We are happy to becontinuing those traditions.’’

But the size of their 60-38 win left the Ariels alittle surprised as new goal circle pairing CandiceAdams and Sophie O’Shea shot at 85 per cent,with Adams making 32 of 37 shots.
Ariels coach Christina Puopolo said her side
would take a lot of confidence from the result.“We weren’t sure where we are sitting – we still
feel we had a fair bit of improvement to go,”Puopolo said.
“But it all seemed to come together on Wed-nesday night, everything we did worked and thegirls stuck to the game plan really well.”
Puopolo said a 19-9 third term helped take theAriels’ lead to 18 goals entering the final change,which let her play some of her younger benchplayers in the final term.
“The girls are very fit and we played with goodintensity,” she said.
Ariels captain Caitlyn Strachan was alsoexceptional at wing attack while Micaela Wilsonexcelled at goal defence.

KILSYTH Cobras women have beenfighting against a glass ceiling in thepast few South East Australian Basket-ball League seasons.
Despite some impressive line-upsand a couple of finals appearances,Dandenong Rangers and Knox Raid-ers have fought it out in successivegrand finals.
But this season the Cobras have gottaller while also keeping the core oftheir side which pushed the Raiders tothe limit in last year’s finals seriesbefore losing out to the Raiders.
The Cobras have landed AustralianGems forward-centre and past WNBLrookie of the year Carley Mijovicalong with experienced WNBL centreRachel Herrick.
Both players are involved in theWNBL finals with Mijovic playingwith Dandenong Rangers and Herrickthe Bendigo Spirit.
Cobras starters Jordyn O’Shea,Chantella Perera and Sarah Parsonshave all returned along with GemmaKerr, Rebekah O’Donnell and EmilyVan Poppel.
Forward Kristen Barnes (Brisbane),Hayley Moffatt (Nunawading) andChelsea Burns (Wanaroo, WA SBL)have all left the team.
Cobras coach Peter Gay said his sidewas better but also faced a league inwhich several sides looked to haveimproved.
‘‘There seems like there has beenquite a few changes and lots of WNBLgirls playing this season,’’ he said.
‘‘A lot of other girls around theleague look ready to step up as well.’’
Gay said Mijovic and Herrick couldbecome and excellent combinationwith Mijovic being an impressivethree-point shooter and Herrick a tra-ditional key-based centre.
‘‘We didn’t have a quality centre lastseason and it hurt us down thestretch,’’ he said.
‘‘So when Kristen told us shewouldn’t be coming back we went outto fill that hole in the side.
‘‘Herrick looks like she is prettyeasygoing and will fit our side reallywell.
‘‘Mijovic has the potential to be that
franchise player in this league becauseshe can shoot the three-pointer andrun the court.
‘‘She got minutes early in the WNBLseason, then hasn’t played as muchlately, so she will be pretty fired up todo well for us and get an extendedrun."
Gay said O’Donnell had injured herknee and would miss part of the sea-son but he hoped she would play apart in the side later in the season.
The SEABL season begins on March15.

NORTH Ringwood enters the RDCA LindsayTrollope Shield finals on three straight losses, butcoach Jeton Rexhepi isn’t worried at all.
The Bulls, who locked in a top-two berthbefore the defeats, will get the chance to testthemselves against minor premiers SouthCroydon in the qualifying final this Saturday andSunday with the loser to get a double chancewhile the winner will go straight to the grandfinal.
Ainslie Park will play Wantirna South in theelimination final with the winner to progress tothe preliminary final.
Rexhepi says his side is ready for the finalsdespite its recent losses. ‘‘We tried a few differentthings in the past three games so we weren’t tooconcerned about the results,’’ he said. ‘‘We putsome first XI cricket into the younger guys inthose matches.’’
The Bulldogs shape as the favourite for thepremiership, but Rexhepi knows his side is duefor a major battle.
‘‘South Croydon is an awesome team. They’remore akin to a lower grade Premier Cricket sidewith the talent they have,’’ he said.
‘‘At this standard, it’s more of a mental battlethan a physical one. They have a couple of gunplayers and we have to stand up to them.’’
Rexhepi said he didn’t expect his side tochange much for the qualifying final.
Despite Mooroolbark defending a modest 139in the final round on Saturday, North Ring-wood’s batting line-up couldn’t handle the bowl-ing of Matt Whittaker (6-14) and DanielDimitriou (3-18) to be dismissed for a disap-pointing 77.
Ainslie Park delivered an exciting finish to seeit retain its spot in the final four.
Chasing Wantirna South’s 9-203, Ainslie Parklost 3-26 early before a fourth wicket partnershipof 84 between Trent Sier (84) and Brad Wads-worth (26) pushed the score to 110.
Devils star Drew McKay (6-64) then steam-rolled Ainslie’s middle order, collapsing to8- 129. The game then turned again when MarkArnot (54 not out) and Scott Panozza (24 notout) shared in a ninth wicket partnership of 87 tosee the Parkers through to 8-206 in the second-last over.
Bayswater Park defended 203 when Warran-wood was dismissed for 173.
Losing two early wickets put the Sharks on theback foot before a third wicket partnership took
the score to 70. Stephen Cragie (6-40) then upsetthe applecart to reduce Warranwood to 9-123before Andrew Spittle (45 not out) and MattNelson (20) put on 50 for the last wicket.
Croydon North was well in control at 3-124with Chris Noy (51) and James Belli (34) well setto chase down South Warrandyte’s 197.
With the dismissal of these two batsmen, theKnights lost wickets at regular intervals, but theHawks couldn’t get the last wicket and CroydonNorth finished on 9-203 to consign SouthWarrandyte to relegation.
Norwood was never in contention chasingSouth Croydon’s 8-256.

MT EVELYN and Warburton-Millgrove arefighting it out for the last spot in the YVCADJ Strachan Shield finals entering the final day ofthe regular season this Saturday.
Warburton-Millgrove chose to bat first atHoddles Creek and batted diligently aftersuccumbing to Coldstream for a paltry 80 theprevious week.
With young guns Nick Bark (4-49) and DavidChesney (3-45) again leading the charge, theWombats made some early inroads into theBurras’ batting line-up.
The evergreen Mick Walker ensured that thevisitors would reach a defendable total as hismasterful 82, combined with Travis Appleton’sdisciplined knock of 30, led the team to a score of191.
The Burras would be slightly disappointed thatthe tail end of their innings fell away and wouldbe ruing a missed opportunity to bat their oppos-
ition out of the contest. But with Hoddles Creekperched at 1-19 overnight, this game could goeither way as Warburton-Millgrove looks toclose off the innings quickly, while the improvingWombats will be keen to finish a tough seasonwith a win.
Mt Evelyn made a meal of day one in theirencounter at Woori Yallock.
Batting first, the Rovers toughed out the firsttwo hours of the day to be well set at 1-115within 10 minutes of the tea adjournment.
With Troy Hancock (57), Brad Jones (26) andChris Anderson (28) leading the way, the visitorslooked set for a big total.
However, the wicket of Hancock was quicklyfollowed by two others, including that of theexplosive Kane Jones, to see the home team sharethe honours in the first session.

The Bloods batted for most ofthe day to post a competitive 219, and althoughno batsman went on to a huge score, significantcontributions from Scott Hamer (59), JasonSavage (51) and Geoff Stock (45) would havepleased captain Stephen James.
