Introduction In accordance with Section 24, 25, 26, 27, 28, 29 and 30 of the Constitution of the Republic of the Union of Myanmar, Section 3 and 4 of the Labour Organization Law (2011), and Section 3, 4, and 9 of the manual Law for Forming the Labour Organization (2012), this University Teachers Association, knowing that Civil Servants are to refrain from involving in party politics, is formed freely and legally to protect the rights of labours, to help achieve the interests of intelligent and intelligentsia, to help achieve the on job guarantees of Civil Servants, to promote and protect national culture, education and health conditions, and to create a modern education system for the interests of the state.

3. Objectives of the Association are as follows. (a) To take part in the efforts for the improvement in all subject
concerned areas of educational level of the Republic of the Union of Myanmar and in implementing a modern education system that serves the interests of the state.
(b) To help and support social, ethnic literatures and cultural sectors of the university teachers at its disposal
(c) To work effectively for the education, health, and social developments of students
(d) To protect and help for the damages and the deserved rights of teachers in accordance with law
(e) To assist university teachers in expressing their common desires freely
(f) To have the right to utilize one’s expertise freely as professions without affecting his or her original duties
(g) To contact or help the university teachers to contact with regional and international organizations
Chapter (4) Application of Membership and Participation
6. The applicant (a) shall be 21 years old and above. (b) shall have work experience as university teacher for 6
months and above. (c) shall be able to fulfill the tasks and duties bared by the
Constitution of this Association. 7. The applicant
(a) shall submit the application form for membership, i.e, form number 1, to the Executive Committee.
(b) shall not participate, as membership, in any association with similar functions to this association.
8. If any teachers who are carrying out the tasks of teaching and research at Yangon University apply for membership, they shall be allowed membership.
9. In accordance with Section (6) of Chapter (2) of this Constitution, the Executive Committee shall accept or reject membership after examining the application form.
10. The Executive Committee shall register those teachers who are permitted memberships in the list of membership registration.
11. The Executive Committee shall issue membership certificate/card to the one who is granted membership.
Chapter (5) Organizing the Executive Committee and Election of its Members
12. The Executive Committee shall be organized with 5 members or 7
members or 9 members.
13. Members of the Executive Committee shall have the following
qualifications.
(a) He or she shall have the experience as teacher for 6 months
and above, and is 21 year old. (b) He or she shall work effectively for the Association and its
members. (c) He or she shall be a person of good health. (d) He or she shall be trusted as a person of good character by
members.
14. The term of the Executive Committee is 2 years and members have the rights to be elected for two consecutive terms.
15. The Election Committee shall announce the place, date, and time of the election for the Executive Committee members 30 days in advanced.
16. If a vacancy occurs, it shall be replenished within 7 days.
17. The Election Committee— (a) shall receive and sign the votes from the members. Votes
that are unqualified shall be signed as null and void on the surface.
(b) shall register the numbers of the votes received after the counting of these votes of the candidates.
(c) If the numbers of votes are equal, he or she shall be reelected by the majority votes of the Election Committee.
(d) shall decide the problems arising from the election and, the decision of the Election Committee are final.
(e) shall note the names of the Executive members with numbers of votes attached to them and then, it shall announce the Executive members immediately.
(f) After finishing electing the Executive members, votes and documents relating the election shall be packed systemically, sealed and handed over to the Executive Committee.
Chapter (6) Quitting, Ceasing and Expulsion of Member
Quitting 18. A member may quit from the Association at his or her free will. If he or
she chooses to do so, a letter of quitting shall be submitted to the Executive Committee.
Ceasing and Expulsion of Member 19. If a member is found—
(a) failing to follow or breaking a rule included in this Constitution or
(b) acting for self-interest by deviating the interest of the Association or
(c) committing an act of failing the dignity of the Association, (d) feeling mental disorder or (e) passing away or (f) changing into a life of religious person forever, the
Executive Committee shall decide by meeting in order to take action to expulse or cease him or her as member of this Association.

QuittingQuittingQuittingQuitting 20. An Executive Committee member (a) may quit from the Association at his or her free will.
(b) shall quit from being a member of the Executive Committee, if he or she is absent from the Association for more than 6 months because of medical leaves for health condition or because of travelling abroad.
21. If all members or a member of the Executive Committee are to be expelled, they are to be expelled by votes of 25 percent of the members or votes of more than 50 percent of attendees of the meeting.
Ceasing and Expulsion 22. If a member of the Executive Committee is found—
(a) failing to follow or breaking a rule includes in this Constitution or
(b) acting for self-interest by deviating the interest of the Association or
(c) committing an act of failing the dignity of the Association, (d) feeling mental disorder or (e) passing away or (f) changing into a life of religious person forever, the
Executive Committee shall decide by meeting in order to take action to expulse or cease him or her as member of this Association.
Duties 23. Members have the responsibility to comply the following points.
(a) Complying rules and procedures established by the Association
(b) Complying the constitution and objectives of the Association
(c) Working to serve the interests of teachers and members (d) Not using fallaciously the authority given by the Association (e) Paying entrance fee and annual fee determined by the
Association Rights 24. Members— (a) have the right to vote and be elected in accordance with
rules of the Constitution (b) have the right to enjoy the supports and rights delivered by
the Association (c) have the right to put a claim to the Association for regaining
a deserved right legally if a member deems he or she has lost such right
(d) have the right to discuss, suggest, and vote in annual meetings and special meetings
26. The Executive Committee— (a) shall hold a meeting every two months without failure.
(b) shall invite each member of the Executive Committee 15 days before the meeting day. Subject, program, date, and place of the meeting shall be included in the invitation letter.
(c) shall hold a special meeting if more than half of the Executive members have demanded so.
(d) shall record points of discussion and decisions of the meeting and distribute the records to members of the Executive Committee.
27. Meeting of the Executive Committee— (a) The meeting becomes active if more than half of the
members of the Executive Committee are presenting. (b) The president of the Association shall act as chairperson. If
the president is absent, the secretary of the Association shall act as chairperson. If both the president and the secretary are absent, a person from the attendees shall be elected as chairperson.
(c) Decision is made only with the approval of more than half of the attendees.
(d) If it is required to amend and fill points to the Constitution because of the changing laws and conditions of the Republic of the Union of Myanmar, after the discussion of the special meeting called on by the Executive Committee, such activities for amending and filling points shall be submitted to the nearest special meeting or annual meeting of the Association and thereby, got approval from the meeting.
28. Functions to be conducted at a special meeting or annual meeting are as follows.
(a) Electing members to fill vacancies of the Executive Committee
(b) Discussing, recording, approving, and determining the reports and money bills submitted by the Executive Committee and future works
(c) Discussing, approving and determining matters relating to educational activities, welfare, and the preservation of rules and regulations of the Association and rights and opportunities of members
29. The Executive Committee— (a) shall elect new members of the Executive Committee in
accordance with this Constitution (b) shall hand over its tasks and functions to the newly formed
30. The Association— (a) shall stand on its own fund.
(b) shall takes the responsibility of managing the financial matters of the Association.
(c) shall have the rights to take supports or assistances from any financial organizations, international organizations or person, government departments, Union government, and state and division governments.
(d) shall open an account and deposit the money of the Association in a designated domestic bank within 48 hours (except weekend) and utilize them in accordance with financial rules and regulations.
(e) shall collect entrance fee and monthly fee from members (f) may manage fund that is not in current needs in order to
develop fund in accordance with financial regulations of the Association
(g) shall utilize fund of the Association only for education, social, and welfare conditions of teachers and students
31. In implementing the functions and duties of the Association, the Executive Committee may utilize fund of the Association.
32. The Executive Committee— (a) may appoint a proper member or an external auditor to inspect the properties of the Association. (b) may inspect the budget of the Association with the help of a recognized auditor occasionally. (c) shall submit the findings revealed by the auditor,
appointed under subsection (a), and by the external auditor appointed under subsection (b) to annual meeting or special meeting of the Association and get approval.
33. The Executive Committee may form an inspection group led by an Executive member to inspect the properties and budget of the Association if it is required to do so.
