Dear Mr. Hannesschlager and Mr. Cochran:Camp Dresser & McKee Inc. (CDM) is pleased to submit this addendum to the Work Plan for theNorth Cavalcade Street Site for off-site Remedial Investigation. Volume I of the Work Planaddendum presents the technical approach to the off-site work. Volume II of the Work Plancontains cost information. In addition, an addendum to the Project Operations Plan has beenprepared.The costs presented in Volume 11 of the Work P lan addendum are est (mates and presume use ofoutside contractors to perform tho surveying and drilling, sampling and installation of themonitor wells, and for the soil borings. Each subcontractor will be approved for Basic OrderingAgreements under our Rem (I contract.Peprocurement of surveying and drilling services will be necessary; however, there appears tobe sufficient funds remaining in the laboratory subcontract to cover the analyses requiredduring the off-site field Investigation. With performance of the off-site Remedial Investigation,though, there will be insufficient funds for disposal of thejJrummed waste accumulated from theonsite and off-site drilling and sampling activities, nor wTll there be sufficient funds tocomplete the Remedial Investigation Report,The field program for the off-site Remedial Investigation has been designed as a phased approachto delineating the extent of off-site contain ination that has emanated from the North CavalcadeStreet Site. Deep soil boring will be used to probe the limits of the contamination. Nested wellsets will be installed beyond the indicated contaminant limits, field and laboratory surrogateanalyses will be used to guide the the placement of borings and wel Is.

Considering tfce limited aveilabi lity of funding in the Super fund program , pursuit of the off-sitecontamination entails some risk. Should more than ten deep borings and three nested well setsbe needed, insufficient funds are currently available to continue field work. Mobilization to anddemobilisation from the field are expensive. Nevertheless, if more funds could not be madeavailable, COM could be forced to discontinue the off-site work without completely delineatingthe extent of the contamination. Conversely, however. 1.0 INTRODUCTION

This addendum to the existing Work Plan for the North Cavalcade RI/TS hasbeen prepared to explain the need and methods for additional work off-site.The additional work will document the nature and extent of contaminationthat has migrated away from the site. This off-site contamination wasdiscovered during the field studies carried out in Spring 1986, during theonsite field investigation. Hie additional work will consist of thefollowing:10 Deep Soil Borings3 Shallow Monitor Wells3 Deeper Monitor Wells

The existing documents prepared for the RI/FS will be used where feasible,with additions or modifications as necessary.The staff used for this additional work will be the same as used for thecurrent RI/FS with additional staff as necessary.i*1 PROPOSED SAMPLING LOCATIONSDuring the previous HI field investigation, it was discovered that contam-ination had moved off-site in the subsurface from the North Cavalcade Site.The purpose of this expanded investigation is to determine the nature andextent of this off-site contamination. The exact location of each boringor monitor well will be selected, in conjunction with EPA personnel, takinginto account such factors as physical access and maximization of datacollected.

1.2 CONSIDERATIONSThe drilling program will take place off-site in areas that will be difficult to restrict physical access by members of the public* Special pre-cautions will have to be taken to protect the public and the environment.1-3 ACCESS CONSIDERATIONSAccess to the drilling site must be obtained from the City of Houston andindividual landowners prior to the initiation of drilling.

2.0 DEEP SOIL

2.1 OBJECTIVEadditional deep soil borings will be used to determine the nature andextent of contamination that has moved off -site in the subsurface.

2-2The deep soil borings will be installed in the same manner as the previouswork with the following exceptions s 1) the proposed boring sites will bediscussed with EPA personnel prior to drilling, with no preliminary shallowborings, and 2) samples will be described in the field and analyzed by thepreviously used headspace methods. No X-Ray fluorescence analysis will beperformed, but samples will be analyzed using low level gas chrcanatogtraphyscreening.2.3 SAMPLING lOCM/ZTIBSSampling localities will be discussed and approved with EPA personnel priorto drilling.2.4 ANALYSESThe analyses performed on the samples will be as in the previous work withthe above noted exceptions.2.5Several special precautions will have to be met because the drilling willtake place off-site in areas where it will be difficult to restrict accessby members of the public. The special precautions are as follows: 1}drilling cuttings will be drwnmed as in the previous operations withspecial care taken to prevent any cuttings or produced water from gettingon the ground, 2) all augers and related drilling equipment will betransported to the decon area on trailers in a manner that will prevent theescape of any contamination, 3) public access to the areas being drilledwill be restricted by the use of traffic cones and barrier tape to preventanyone other than authorized personnel from coming into contact withcontaminated materials, and 4) drilling sites off the project area will berestored to original condition or equivalent prior to field demobilization.

3.0 SHALLOW MONITOR WELLS

3.1 OBJECTIVEThe objective of the additional shallow monitor wells will be to determinethe nature and extent of contamination in the shallow groundwater adjacentto the site.3.2The methodology used for the installation of the shallow monitor wells willbe the same as described in the previous Work Plan.3.3 SAMPLING LOCALITIESThe locations of proposed shallow monitor wells will be discussed with EPApersonnel prior to the initiation of drilling.3.4 ANALYSESThe analyses performed on the samples obtained during the installation ofthe shallow monitor wells with the exceptions noted in the above "Deep SoilBoring" section.3.5

Equipment decon will be performed at a decon pad constructed on the NorthCavalcade Street site to prevent the escape of contaminated materials ordecon water. Procedures will be as presented in previous projectdocumentation.
