THERE is a lot ofscrambling going on atthe moment. Scramblingfor university places, scrambling to recover

from riots and scrambling tohandle trading, employment, banking and internationalcurrency difficulties.

On the surface there is no suchscramble in the property market. But dont be deceived.

Under the surface there is agreat deal going on. Sellers arescrambling to sell and buyers are

scrambling to buy.For buyers the pendulum seems

once again to have swung in theirfavour. It is another good time tobuy. This is particularly so in themiddle market sector. Notperhaps so much for first-timebuyers beset with mortgagedeposit challenges, but even inthis sector buy-to-let investors arebenefiting from a very activelettings market with rentals onthe rise.

In some circumstances it is nowcheaper to buy than rent.

Yet some sellers are just notscrambling enough for their owngood. They still believe thatmarket conditions are a lot betterthan they are this illusion isfuelled by press reports that thecentral London market isthriving. But this has a great dealto do with foreign buyers movinginternational currency.

In fact, of the 20 most expensivehouses sold in the Britainrecently, only two werent sold toforeign buyers and BernieEcclestone bought them both.

The result is a super micro-market in London that is out ofstep with the rest of the country.

For sellers outside London thereare some warm property spots. But in the main those anxious tosell for whatever reason shouldaccept that they will only find abuyer quickly throughcompetitive pricing.

Location, location, location isno longer enough. Today it islocation, location, location, priceand presentation that separatethe movers from the stayers.

Perhaps sellers should learnfrom school-leavers who havecancelled their longed-for gapyear to avoid higher universitycosts.

Needs must as the devil drives. So, sellers should scramble to

get their houses in order andbuyers should scramble for agreat opportunity.

We are all entering a new agewith a shifting economic axis andan uncertain future.

But what is very certain, despitethese difficult times, is that we allneed somewhere to live and wealways will.

THE rituals of theEnglish tea tabledeveloped in the mid18th century. This waswhen tea became cheap

enough to be purchased bymiddle class families and theyneeded attractive china tocomplement what was, for many,a novelty beverage.

Earthenware crockery had beenmade at Broseley, Shropshire, formany years but, in the early 1770sThomas Turner, a freeman of thecity of Worcester, who hadworked as a journeyman for itssuccessful pottery, began toproduce soft paste porcelain onthe Caughley site.

In 1775 an advertisement forSalopian porcelain stated that themanufactory near Bridgnorth isnow quite complete. Lately wesaw some of their productionwhich in colour and fineness aretruly elegant and beautiful andhave the bright and lovely whiteof the much extolled Oriental.

Chinese porcelain was highlyprized in the 18th century leadingTurner to create tableware anddecorative pieces in imitation ofthe originals. French porcelainwas also admired but, until 1787it attracted high import dutiesresulting in a Caughley

production of imitative andsophisticated gilded polychromewares. Not all the porcelain wasdecorated on site as the factoryalso sold pieces in the white toWorcester whose Chamberlainfactory decorated Caughley isnow much admired.

Though the name Caughley(pronounced Calf-lee) is not asfamous as Spode or Wedgewood, experts now believe that the firmwas probably the most productivesource of European porcelain inthe 1780s as the ceramics weredirected at a competitive lowprice rather than superb quality.

Although Caughley wascollected in the 19th century theimportance of the factory wasnot fully recognised because thework was not stamped orimpressed with the factory name

and there are no known survivingpattern books or factory records.

Much of the current knowledgerests on the results ofexcavations at the factory sitethat revealed shapes and designsthat had been wrongly attributedto other factories. Thesediscoveries led to a surge ofinterest in the 1960s. Thequestion of attribution fascinatedthe new and more analytical typeof collector typified by RonaldSillito, a Shropshire man whobegan purchasing table and toywares from dealers and sales

across the country.Mr Sillito, who grew up in

Market Drayton, served in theRoyal Signals during the SecondWorld War. A graduate inchemistry from SwanseaUniversity, his working life wasspent as a chemical engineer forShell but he also painted inwatercolours and collected chinapartly for relaxation.

His study of Caughley becamefor him an area of academicresearch but he was alsointerested in the financial valueof the items and constructedgraphs of the investmentpotential of individual examples.

He retired to Raglan, nearAbergavenny, Monmouthshir e, in1990 where his collection wasdisplayed in cabinets around hishome. On September 28Brightwells of Leominster willauction the porcelain that was ondisplay in Raglan and anothersection of the collection that was

in store having been dispersed afew years ago. The pieces, mainlyblue and white, include pickleand asparagus dishes, coffee pots, jugs, sauceboats and mugs inseveral sizes as well as a varietyof toy wares small pieces thatare too large for dolls houses buttoo small for children to eat from.

Included in the Sillito collectionis a part coffee set, tea bowls andsaucers, platters and jugs inseveral sizes and some piecesfrom a polychrome tea set most ofwhich will be sold separately.

In 1799, partly because of illhealth, the leases of the CaughleyPorcelain Works were assigned toCoalport. The remaining wareswere auctioned with theCaughley site finally closing in1814. A bicentenary exhibition ofCaughley porcelain was held in1999 at the Ironbridge GorgeMuseum and included manypieces from the Sillito Collection.

SINCE the introduction of TVprogrammes such as Homes Underthe Hammerand Property Ladderthe number of individuals whohave ventured into the buy-to-letindustry has boomed.

And for those who havent yetbeen tempted, now could be theperfect time to take the plunge, says lettings agency Belvoir, whichhas an office in London Road inWorcester.

Steve Slawson, owner of BelvoirWorcester, said: Current researchindicates that demand will outstripsupply for much of 2011-2012 andwith a study by Paragon Mortgagesreporting that for the majority of

landlords yields are up and voidperiods are down, now really doesseem like a fantastic time tobecome a landlord.

Add to this the number of youngadults in generation rent whobelieve they are unlikely to everbuy their own home thenbecominga landlord appears to be anincreasingly attractive option.

Mr Slawson said:With savinginterest rates so low and the stockmarkets in such a volatile state, investing in property seems to be avery sensible option, but sensiblehas to be the operative word. Likeany other decision that involves alarge amount of money, buying aproperty to let should be acarefully thought-out process,

Belvoirs top tips for first-timelandlords are: Load up on location knowledge. The statistics paint a rosy pictureof the health of the overall rentalmarket, but some areas of thecountry are doing better thanothers so consider location very

carefully. Property expert KateFaulkner advises first-timelandlords to talk to local lettingsagents about the area and the typeof properties that are most popularwith tenants. Explore the average rent for thearea. Once youve chosen thelocality in which you want to buyand decided what type of property

it is you plan to purchase for aparticular kind of tenant do yourresearch to discover what theaverage rent is. Tenants are stilllooking to get the best deal so keepyour rent levels competitive toavoid pricing yourself out of themarket. Do your checks. Before you startthinking about keeping the tenanthappy you need to be happy withthe tenant. Make sure you or yourletting agent carry out fullreferences and credit checks andget a guarantor. What do tenants want? If youreally want to stay one step aheadof your competitors and avoid

those dreaded void periods go theextra mile to find out what thetenants you are targeting reallywant. Common sense will tell youthat if you have a three bedproperty marketed at youngfamilies then storage should behigh on the list of essentials. Askthe local lettings agent what theyare often asked for and talk to

friends who may be renting to gettheir point of view. Do your research. First-timelandlords must not underestimatethe value of thorough research. Itis especially important if you dontplan to use a property management

company as it will be yourresponsibility to deal with anyissues that arise during thetenancy.

For example, you will need to beable to call upon a tried and trustedplumber should anything happento the pipes. Even if you decide totake a back seat and allow anagency to manage your property,

LANDLORD Assist, thenationwide tenant eviction andrent collection firm, is urginglandlords to carry out regulartesting on electrical equipmentin rented properties.

Every year more than 30people are killed due to faultyelectrics in Britain andaccording to governmentfigures almost 60 per cent of allaccidental fires in UK homesare caused by faulty or misusedelectrical appliances.

For landlords it is importantthat they carry out regularchecks on electrical equipmentas rented properties tend toreceive more damage through

general wear and tear. The number of electrical

appliances in rentedaccommodation has risen overthe last few years as landlordstry to target young people andprofessionals with modernfurnishings and appliances.

    Subsequently, portableappliance testing (PAT) has

become an increasinglyimportant part of a landlordsresponsibility.

Although there isnt a legalobligation for landlords to haveprofessional checks carried out

on electrical appliances, theymust ensure that all electricalequipment supplied as part ofthe tenancy is safe under theElectrical Equipment (Safety)Regulations.

Without carrying out regulartests, landlords could be foundto have failed to take reasonablesteps to ensure the safety oftheir tenants, and leave

themselves liable to fines, imprisonment and invalidationof their property insurance.

Graham Kinnear, managingdirector at Landlord Assist said:Landlords must understand

their legal obligations when itcomes to electrical safety intheir rental properties. Failureto check the condition ofelectrical appliances can puttenants in serious danger andresult in prosecution.
