This plan has been developed for Wisconsin Wing, using the template provided by the Civil Air Patrol National Headquarters to enter Phase I, Resuming Regularly Scheduled Meetings. Additional staffing and resources have been coordinated to cover gaps in this Wing’s available resources. NOTE: Deviations from the template are authorized, but should be coordinated by contacting the COVID-19 Planning Team at [email protected]. Plan Coordinator and Point of Contact: Lt Colonel Jeff Thompson, Incident Commander Planning Members (See Attached File) Primary Phone: 920 676 2290 Primary Email: [email protected] Narrative Summary of Coordination and Events To-Date in Wisconsin Wing: Posted 5/15/20 and 5/16/20 in Microsoft Teams by the WIWG Commander: Wing Commanders had a conference with NHQ. Accordingly, Wings are to use the Covid19 Act Now Website to determine when we are eligible to move from phase to phase. WIWG should be in the green on the charts when we move from phase 0 to phase 1. If the state remains consistently in the yellow in the low testing numbers, we can propose moving forward to the support team. If numbers in the State start to climb we will have to move backward through phases until state numbers start dropping again. WIWG will have to include ways to communicate these possible fluctuations and phase changes. Since we no longer have State level “Stay at Home” order (per State Supreme Court Order), but do have individual counties and municipalities issuing their own orders, we will have to take these into consideration as we propose our remobilization. WIWG will also need a Wing POC for the process. As we develop our phase plans, we need to have elements that continue to allow our high-risk members to continue to participate during the reopening process. Wing Commander appointed POC (Lt Col Jeff Thompson) on 31 May and a review of requirements for Wing R-Plan was begun. Virtual meetings with C-19 Team were held on 4, 10, and 17 June to assign tasking, discuss communication issues, and move Phase One plan towards completion. (See Appendix for communication, C-19 R-Team Members, etc.) 6/13/20 Wing Commander communicated review of Covid-19 precautions and planning committee’s efforts via Wing email system. Unique, dedicated email address ([email protected]) was established for Wing members to get questions answered. POC will direct Q+A traffic. 6/17/20 Final planning meeting was held with review of Item# inputs and Notes traffic flow. EMERGENCY ORDER #5

Public Health Orders have worked to flatten the curve of infections of COVID-19 throughout Dane County. In Dane County, the

average number of daily cases dropped once the physical distancing measures within the Orders went into place. This period of low case incidence was followed by a gradual increase in daily cases once community testing increased. The percent of people testing positive for COVID-19 in Dane County has, on average, remained under 2 percent since mid-April.

This is a critical time for Dane County to maintain the momentum of minimizing the spread of COVID-19, keeping people healthy, and maintaining a level of transmission that is manageable by healthcare and public health systems. Public Health Madison & Dane County (PHMDC) is using data and science to determine what actions are necessary across Dane County to slow the spread of the disease. As per the metrics indicated in Forward Dane, we are within the criteria that supports movement to Phase 2. These metrics are in the ‘green’ category— percent positive, tests per day, hospital staff testing capacity, hospitals operating outside of crisis care, healthcare worker positivity rate, and COVID-like syndromic monitoring.

Based upon the foregoing, I, Janel Heinrich, Public Health Officer of Madison and Dane County, by the authority vested in me by the Laws of the State, including, but not limited to, Wis. Stats. Secs. 252.03(1), (2) and (4), order the following as necessary to prevent, suppress, and control the spread of COVID-19:

1. Safety of individuals. All individuals should take precautions when leaving their homes to ensure their safety, the safety of the members of their household, and the safety of the public. a. All individuals. For individual safety and the safety of the community, all individuals should:

i. Maintain physical distancing of six (6) feet between individuals who are not members of the same living unit

or household, to the greatest extent possible. ii. Wash hands with soap and water for at least twenty (20) seconds as frequently as possible or use hand

sanitizer. iii. Cover coughs or sneezes (into the sleeve or elbow, not hands). iv. Frequently clean high touch surfaces and objects.

v. Not shake hands. vi. Follow all PHMDC requirements. vii. Consider wearing a face covering in public and where it is difficult to

maintain physical distancing. b. Vulnerable individuals. Vulnerable individuals include people over sixtyfive (65) years of age, people that are

pregnant, people in long-term care facilities, people with compromised or weakened immune systems, and people with serious underlying health conditions including high blood pressure, chronic lung disease, serious heart conditions, liver disease, kidney disease requiring dialysis, diabetes, obesity, or asthma.

c. Individuals experiencing homelessness. Individuals experiencing homelessness are strongly urged to obtain shelter.

d. Unsafe homes. Individuals whose homes or residences are unsafe or become unsafe, such as victims of domestic violence, are urged to leave their home and stay at a safe alternative location.

2. Mass Gatherings. A Mass Gathering is a planned event with a large number of individuals in attendance, such as a concert, festival, meeting, training, conference, performance, show, or sporting event. a. Mass Gatherings Inside. A Mass Gathering inside is permitted with fifty (50) individuals or less not including

employees. Individuals must maintain physical distancing. b. Mass Gatherings Outside. A Mass Gathering outside is permitted with one hundred (100) individuals or less not

including employees. Individuals must maintain physical distancing.

3. Child care, youth, education, libraries, and public spaces. a. Child care and youth settings.

i. Child care settings and youth settings must continue to follow licensing and certification ratio requirements. ii. Child care settings and youth settings include all licensed, recreational, and educational camps, licensed and

certified childcare providers, unregulated youth programs, sports activities, and licensed-exempt public school programs. iii. Individual groups or classrooms cannot contain more than fifteen (15) children if the children are age 12 or under.

iv. Individual groups or classrooms cannot contain more than twentyfive (25) children if age 13 or older. v. There should be no interaction or contact between individual groups or classrooms. vi. To the greatest extent

feasible, minimize amount of staff interaction between groups.

b. Public outdoor playgrounds and splash pads. Public outdoor playgrounds and public splash pads are open. Physical distancing must be maintained.

c. Public Courts, Fields, and Sports.

i. All public courts and fields are open.

ii. Physical distancing between individuals not from the same household or living unit must be maintained at all times. iii. Games and competitions are allowed for low risk sports with physical distancing maintained at all times. Low-risk sports are sports that can be done individually, or with physical distancing, or no to minimal sharing of equipment or the ability to clean the equipment between use.

iv. Games and competitions are not allowed between teams for medium and high-risk sports. Games and competitions within teams are allowed for medium and high-risk sports if the games and competitions are modified to ensure physical distancing is maintained at all times. Medium risk sports are sports that involve close, sustained contact, but with protective equipment in place that may reduce the likelihood of respiratory particle transmission between participants or intermittent close contact or group sports or sports that use equipment that can’t be cleaned between participants. High risk sports are sports that involve close, sustained contact between individuals, lack significant protective barriers, and have a high probability that respiratory particles will be transmitted between individuals.

v. All activities in this section for youth age 17 and under must abide by the requirements in Section 3a. vi. Sports activities for individuals age 18 and older must abide by the Mass Gathering requirements in Section 2.

d. Schools. Public and private K-12 schools are open for pupil instruction and extracurricular activities as of July 1,

2020. These schools must abide by the following:

i. Develop and implement a written hygiene policy and procedure that includes:

1. Establishing expectations that employees and students who have a fever or other symptoms of COVID-19 do not come or remain at school.

2. Establishing hand-washing expectations and ensuring supplies are available to employees and students. 3. Describing proper cough and sneeze etiquette.

ii. Develop and implement a written cleaning policy and procedure that includes:

1. Guidelines for cleaning and disinfecting frequently touched surfaces multiple times a day. 2. Guidelines for cleaning common areas between use. 3. Protocols for cleaning and disinfecting in the event of a positive COVID-19 case on site.

iii. Develop and implement a written protective measure policy and procedure that includes:

1. Ensuring individuals are at least six (6) feet from others whenever possible. 2. Ensuring employees are provided with and wear face coverings when unable to maintain at least six (6) feet

of distance from others. If a partition or barrier is in place, a face covering is recommended, but not required. 3. Ensuring that student and staff groupings are as static as possible by having the same group of children stay

with the same staff as much as possible. Restrict mixing between groups as much as possible.

iv. Develop and implement a written action plan for a COVID-19 outbreak at the school. This plan must include a strategy to communicate school closures, return to virtual learning, or other time sensitive issues.

v. Document staff receipt, acknowledgement, or training on the policies in Sections 3.d.i-3.d.iv.

e. Continuing education and higher education institutions. Continuing education and higher education institutions may determine policies and practices for safe operations. However, these institutions may not open congregate living situations including dormitories without strict policies that ensure safe living conditions. These institutions must maintain physical distancing to the greatest extent possible.

f. Libraries and community centers. Libraries and community centers shall comply with the requirements in Section 4

of this Order.

4. Businesses. All businesses are subject to the following requirements:

a. Limit capacity to 50% of approved capacity levels. b. Develop and implement a written hygiene policy and procedure that includes:

i. Ensuring employees who have a fever or other symptoms of COVID-19 will not be allowed to work. ii. Establishing hand-washing expectations and ensuring supplies are available to employees. iii. Describing proper cough and sneeze etiquette.

c. Develop and implement a written cleaning policy and procedure that includes:

i. Guidelines for cleaning and disinfecting frequently touched surfaces multiple times a day. ii. Guidelines for frequently wiping down any shared equipment, such as work spaces, credit card machines,

lunchroom items, carts, and baskets. iii. Guidelines for cleaning common areas and equipment between use or shift changes. iv. Protocols for cleaning and disinfecting in the event of a positive COVID-19 case on site.

d. Develop and implement a written protective measure policy and procedure that includes:

i. Ensuring individuals are at least six (6) feet from others whenever possible. ii. Ensuring employees are provided with and wear face coverings

when unable to maintain at least six (6) feet of distance from others. If a partition or barrier is in place, a face covering is recommended, but not required.

e. Document staff receipt, acknowledgement, or training on the policies in Sections 4b.-4.d.

f. Limit staff and customers in offices, facilities, and stores. All businesses should, to the greatest extent possible, facilitate remote work and other measures that limit the number of individuals present at an office, facility, or store. Businesses to the greatest extent feasible should:

i. Offer online or virtual services, including for, meeting with clients, providing counsel, or other

professional services. ii. Hold meetings and collaborate online or by phone. iii. Alternate work teams or stagger

shifts. g. Safe business requirements when remote work is not possible. All businesses are required to take the following measures to limit exposure to COVID-19 to staff, customers, and the public when remote work is not possible:

i. Where possible, offer curbside pick-up, curbside drop-off, and delivery of goods and services. ii. Where possible, offer online or phone payments, appointments, and reservations. iii. Door-to-door

solicitation is allowed with physical distancing. iv. Ensure spacing of chairs in waiting rooms to ensure physical distancing is maintained between individuals.

h. Meetings, trainings, and conferences are considered Mass Gatherings and must comply with Section 2. i. Adhere to PHMDC requirements and strongly consider implementing the PHMDC recommendations and guidelines.

j. Businesses must establish lines outside to regulate entry, with markings indicating where customers should stand to

remain six (6) feet apart from one another while waiting to enter. Businesses should also offer alternatives to lines, including allowing customers to wait in their cars for a text message or phone call and scheduling pick-ups or entries to stores.

5. Industry-specific requirements. In addition to complying with Section 4, the following businesses have additional requirements: a. Stores that sell food or groceries, including grocery stores, bakeries, farm and produce stands, supermarkets, food banks and food pantries, convenience stores, and other establishments engaged in the retail sale of groceries, prepared food, alcoholic and non-alcoholic beverages. Such establishments shall:

i. Encourage pickup and delivery options. ii. Prohibit customer self-dispensing of bulk food items and condiments. Beverage stations are exempt from

this requirement. iii. Except for produce areas, cease any customer self-service

operations of all unpackaged food, such as salad bars, and buffets. iv. Indoor dine-in capacity to 50% of approved seating capacity

levels. Space tables at least six (6) feet apart. Limit each table to a customers who are members of the same household or living unit.

v. Outdoor seating is allowed. Space tables at least six (6) feet apart. Limit each table to a customers who are members of the same household or living unit.

vi. Sampling of food is prohibited.

b. Restaurants and bars. Restaurants and bars shall: i. Encourage pick-up and delivery options. ii. Cease any customer self-service operations of all unpackaged food, such as salad bars and buffets. Beverage

stations are exempt from this requirement. iii. Prohibit customer self-dispensing of condiments. iv. Indoor dine-in capacity to 50% of approved seating capacity levels. Space tables at least six (6) feet apart. Limit

each table to a customers who are members of the same household or living unit. v. Outdoor seating is allowed. Space tables at least six (6) feet apart. Limit each table to a customers who are

members of the same household or living unit. vi. At bar areas, maintain at least six (6) feet between each stool for customers that are not members of the same household or living unit. vii. When customers are not seated, physical distancing must be maintained between customers who are not part of the same household or living unit.

viii. Sampling of food is prohibited.

c. Retail stores. Retail stores shall: i. Limit the number of individuals in the business (excluding employees) up to 50% of approved capacity levels. ii. Retail stores larger than 50,000 square feet must offer at least two hours per week of dedicated shopping

time for vulnerable individuals. iii. Sampling of goods (ex. food or make-up) is prohibited.

d. Salons and spas. Facilities including hair salons, barber shops, nail salons, day spas, electrolysis providers, waxing

salons, eyebrow-care establishments, tattoo and piercing parlors, body art establishments, tanning facilities and similar facilities shall:

i. Limit the number of customers or clients to 50% of approved capacity levels. If capacity level is four (4) or less, one (1) client or customer is permitted. ii. Space customer or client chairs, tables, or stations at least six (6) feet apart from each other. iii. Require employees to wear face coverings at all times when customers are present.

iv. Require customers to wear face coverings to the greatest extent possible.

e. Gyms and fitness centers. Gyms, fitness centers, and similar facilities shall:

i. Provide materials for members to disinfect equipment before and after exercise at each piece of equipment or station. ii. Limit the number of individuals in the business (excluding employees) to 50% of the approved capacity limit.

iii. Increase frequency of cleaning of all equipment, common areas, locker rooms, and restrooms. iv. To the extent possible, space equipment at least six (6) feet apart, especially for treadmills and other high-

exertion aerobic fitness equipment. v. Use floor markings to indicate spacing of individuals, particularly in areas where individuals congregate or

cluster including drinking fountains, the front desk or reception area, and cleaning stations. vi. Group exercise classes may only be offered if physical distancing can be maintained at all times and there is no person-to-person contact.

vii. Activities where physical distancing cannot be maintained are not allowed unless they are between individuals from the same household or living unit.

viii. Saunas and steam rooms are closed.

f. Places of amusement and activity. Places of amusement and activity including water parks, licensed public or private swimming pools, aquariums, zoos, museums, bowling alleys, amusement parks, outdoor miniature golf, movie theaters, theaters, concert and music halls, golf courses and similar places shall:

i. To the extent possible, all reservations and payments must be made in advance online or by phone. ii. Businesses shall limit the number of individuals on the premises (excluding employees) to 50% of approved

capacity limits. Events such as, but not limited to, concerts, festivals, carnivals, fairs, parades, movies, performances, and shows are subject to the Mass Gathering requirements.

iii. Tee times, appointments, performances, shows, or other scheduled events must be scheduled to ensure that physical distancing can be maintained between all individuals, not within the same household or living unit, at all times. iv. Seating, stations, or recreational areas must be spaced to ensure at least six (6) feet of physical distancing between individuals not within the same household or living unit.

v. All equipment provided or rented should be cleaned in between each customers use.

g. Lodging, including hotels, motels, campgrounds, B&B, and vacation rentals.

i. Prohibit guests from congregating in lobbies or other common areas, including providing adequate space to adhere to physical distancing while queuing for front desk services.

ii. Adopt cleaning protocols for guest rooms and common areas based on PHMDC guidelines. Provide training for housekeeping associates for proper handling of linens and cleaning/disinfecting supplies and provide appropriate personal protective equipment.

iii. Follow all requirements in Section 5 of this Order.

h. Drive-in Activities. Drive-in movie theaters and other drive-in activities may occur, with the following restrictions:

i. Drive-in activities may not offer outdoor seating. ii. Individuals may leave their vehicles to purchase or pick up food or drink or to use the restroom. Individuals must

remain in their vehicles at all other times. iii. Any food or drink sales must comply with Sections 5.b.i, ii., iii, and viii. iv. Food may be delivered to individuals patrons waiting in their vehicles.

v. To the extent possible, reservations and payments should be made in advance online or over the phone.

vi. Drive-in activities are exempt from Section 2. Health care operations, public health operations, human services operations, infrastructure operations, manufacturing and government functions. These operations, as defined in Emergency Health Order #2, are required to only follow Sections 4.b thru 4.e. and 4.i. and 4.j. of this Order. Long-term care and assisted living facilities must follow all applicable Wisconsin Department of Health Services recommendations, all applicable U.S. Centers for Disease Control and

Prevention recommendations, and all applicable Centers for Medicare and Medicaid Services recommendations for prevention of COVID-19 in these facilities.

6. Religious Entities. Religious entities are entities that are organized and operated for a religious purpose. Examples include,

but are not limited to mosques, synagogues, temples, churches and nondenominational ministries. Religious entities shall comply with Section 4 of this Order.

7. Leased Premises. Landlords or rental property managers may enter leased residential premises and show properties if all

individuals are wearing face coverings and maintaining physical distancing. 8. Businesses must follow all regulatory and licensing requirements. If this Order contains provisions that are more restrictive

than otherwise permitted in any regulatory or licensing requirement, the provisions of this Order shall control.

9. Enforcement. This Order is enforceable by any local law enforcement official. Violation or obstruction of this Order is a violation of Madison Municipal Ordinance Sec. 7.05(6), Dane County Ordinance Sec. 46.40(2) and any subsequent or similar ordinance adopted by a local municipality in conformity therein.

10. Severability. If any provision of this Order or its application to any person or circumstance is held to be invalid, then the

remainder of the Order, including the application of such part or provision to other persons or circumstances, shall not be affected and shall continue in full force and effect. To this end, the provisions of this Order are severable.

11. Duration. This Order shall become effective Monday, June 15 at 8:00 a.m. This Order shall remain in effect until PHMDC

As a result of COVID-19, Milwaukee County decided to close many of its operations to protect the health of the community and its employees. In preparing to bring many affected services back into operation during this prolonged public health emergency, procedures must be established to protect the health of the public who rely on these services and County employees who deliver these services. The Centers for Disease Control and Prevention (CDC) recommends that face masks be worn to slow the spread of COVID-19, particularly in areas of significant community-spread transmission, such as Milwaukee County.1 This Universal Face Mask Policy and Procedures Administrative Order outlines expectations for all Milwaukee County employees, contractors, vendors, volunteers, service users, visitors, the general public, and all others entering or working in Milwaukee County facilities, grounds, or other places where services are delivered. General COVID-19 is transmitted mainly by people interacting in close proximity with each other. A universal face mask policy serves to protect all employees, contractors, vendors, service users and the general public by providing a “source control” for all individuals that may have presymptomatic and asymptomatic COVID-19 infection should those individuals come into close contact with others. It is important to remember that wearing a face mask does not eliminate the need to physically distance from each other. This face mask policy is an important component of Milwaukee County’s overall COVID-19 risk mitigation and response efforts.

II. County Employees, Contractors, and Vendors (together “Workers”), and Volunteers A. Face Mask Requirements (see exemptions in Section IV)

1. Any worker or volunteer must wear a face mask at all times at County facilities, grounds, or other places where services are delivered (e.g., home visits), both indoor and outdoor.

2. At all times when a worker or volunteer is interacting with the public during their shift, the worker or volunteer must wear a face mask. 3. At all times a worker or volunteer is moving through a Milwaukee County facility, they must wear a face mask. 4. If a cloth face mask is worn by the worker or volunteer, they are expected to clean the mask after their shift, prior to wearing it again.

5. If a department’s operations or services require a separate face mask policy specific to recommended industry standards (e.g., healthcare,

emergency response), the worker should follow industry face masks requirements. This policy is primarily designed for people who typically do not wear masks in their job functions, or times when a mask is not typically worn by a worker.

6. Workers and volunteers that require medical grade face masks or respiratory protection are required to wear cloth or disposable paper masks to comply with the universal face mask policy until reporting to their work area where medical-grade face masks or respiratory protection are distributed.

7. If a worker or volunteer forgets their cloth mask when reporting to work, they should use a paper face mask from the distribution at the point of entry.

B. Types of Face Masks

The type of face mask worn by workers and volunteers is determined by medical vs. nonmedical settings and services provided. Any medical-grade surgical face masks or N95 respirators are reserved for healthcare workers, first responders, and others who work in highrisk environments. Most workers and volunteers will wear non-medical face masks, such as:

1. Cloth face masks, such as handmade/sewn cloth masks, scarves, buffs, or bandanas; or 2. Disposable face masks, such as non-medical grade paper or procedure masks.

Employees shall not wear masks with inappropriate images or writing.

C. Supply and Distribution of Face Masks for Workers and Volunteers

Milwaukee County will provide its employees who cannot telework full time with up to five (5) washable cloth masks. Departments needing cloth masks for in-person workers should order cloth masks for their employees by entering a requisition in Marketplace Central. Employees may supply their own face masks but will not receive reimbursement for these purchases. Associated department expenses will be reimbursed through CARES funding. Contractors and vendors will not be provided face masks by the County, unless otherwise decided by the managing department. Volunteers should wear their own face mask or may be given a disposable face mask upon entry to County facilities or grounds.

III. Service Users, Visitors, and General Public (together, “members of the public”)

A. Face Mask Requirements

The County has developed two signs for departments, contractors, or vendors to hang in facilities and public work areas they manage based on whether a face mask is “required” or “highly recommended” per the guidance below. Signs are available on Marketplace Central or may be requested from the Re-Opening Steering Committee (ROSC). Members of the public entering Milwaukee County facilities or grounds, both indoor and outdoor, or receiving County services in a different setting (e.g., home visit) should wear a face mask (see exemptions in Section IV) as indicated:

Face masks are required upon entry into any indoor Milwaukee County facility or indoor service areas (e.g., a service user’s home). Members of the public should wear their face masks at all time while in County facilities or while receiving County services indoors (see exemptions in Section IV). The airport and buses are the only indoor service areas that will follow procedures for outdoor facilities and grounds due to the specific operational needs of those services (see Section III.A.3).

2. Outdoor Milwaukee County Facilities and Grounds with Controlled Entry Points

Face masks are required upon entry into any outdoor facilities and grounds with controlled entry points (e.g., Zoo). Members of the public should wear their face masks at all time while in County facilities or while receiving County services indoors (see exemptions in Section IV).

3. Outdoor Milwaukee County Facilities, Grounds without Controlled Entry Points, Buses and the Airport

Face masks are highly recommended at service access points that are outdoors without a controlled entry point. The County will not supply face masks to members of the public in instances where masks are highly recommended with the exception of buses, where masks will be made available.

B. Types of Face Masks Any member of the public should wear a face mask, such as washable/reusable cloth or disposable paper face masks, as described: 1. Cloth face masks, such as handmade/sewn cloth masks, scarves, buffs, or bandanas; or 2. Disposable face masks, such as non-medical grade paper or procedure masks.

A medical-grade face mask is not required or recommended, unless the department providing the service specifically requires and supplies a medical-grade mask to the member of the public.

C. Supply and Distribution of Face Masks to Members of the Public

The County will be providing disposable face masks to members of the public when a face mask is required (see Sections III.A.1 and III.A.2) and on buses; the County will otherwise not be providing face masks to members of the public when wearing a mask is highly recommended. A member of the public may use their own face mask. If they do not have their own mask, they will be provided either a cloth mask or disposable paper mask at the controlled public entry point to the County facility, grounds, or other point of service. Departments or elected offices that manage entry points to County facilities or grounds shall be responsible for the procurement of disposable face masks and the process for distribution. Departments operating within facilities should keep a small supply of disposable face masks on hand for instances in which a member of the public shows up without a mask. Non-medical grade disposable face masks can be requisitioned through Marketplace Central. The ROSC will support efforts to implement distribution processes, procedures, and trainings at the request of departments.

D. Local Service-Level Policies for Additional Risk Mitigation

Departments and elected offices may have additional local policies related to face masks or other risk mitigation measures (e.g., health questionnaire, temperature screening) that go beyond the policies of this administrative order if additional risk mitigation is needed due to the nature of the service or the population being served. Departments and elected offices should notify the ROSC of any additional risk mitigation measures being applied locally and the reason for the additional risk mitigation.

A. People Who are Exempted from Wearing a Mask 1. Children ages two (2) years old and younger.2 Children ages 2 through 12 should only wear a face mask if a parent or guardian monitors

to make sure it is worn safely. All children under 12 years old must remain within six (6) feet of parent/guardian, or household unit, and those who are small enough should be in a stroller or cart.

2. Anyone with a disability that makes it difficult to put on, wear, or remove a face mask. 3. Anyone consistently interacting with a person who is deaf or hard of hearing and primarily relies on lip reading. 4. Anyone who has been advised by a medical professional not to wear a face mask because of personal health issues.3 5. Anyone who has difficulty breathing4 or is incapacitated.

B. Times When a Person May Temporarily Remove Their Face Mask 1. Some services require that workers or members of the public not have a face mask on during certain times (e.g., witness in a court hearing,

genetics test). Departments and elected offices may have local exemption policies for face mask removal for points in

time; additional risk mitigation measures should be put in place per the minimum requirements in Administrative Order Phased Re-Opening Guidance for Milwaukee County Services and Facilities (20-13).3

2. When consuming food or beverages when other risk mitigation measures are in place per the minimum requirements in Administrative Order Phased Re-Opening Guidance for Milwaukee County Services and Facilities (20-13).4

3. If a worker or volunteer is alone inside their enclosed office or work vehicle. This does not apply to cubicles unless the partition extends to the ceiling, or the worker or volunteer is the only person in the entire cubicle workspace.

4. If a worker or volunteer is working alone outdoors, not in close proximity to other people (e.g., mowing grass). V. Enforcement Policy & Procedure

A. Employees Milwaukee County employee are expected to follow the face mask requirements. Any exemption from this Order will require a request for accommodation and certification from a health care provider. An employee with a qualifying exemption is encouraged to carry an exemption visual indicator when moving through County facilities; the ROSC will develop the visual marker and make available to departments and employees. Employees who fail to follow any of the work rules outlined in this policy may be subject to disciplinary action, up to and including termination.

B. Members of the Public Enforcement of the policies in this Order will be based on the County facility per the below: 1. Milwaukee County Courthouse Complex & Vel Phillips Juvenile Justice Center:

i. Any member of the public who refuses to wear a face mask without a qualifying exemption shall be refused entrance. If the person refusing to wear a mask is at the Courthouse because of a mandated court hearing, subpoena, and/or a court case-related activity, facility security shall give that person a call list and tell them to call the appropriate number for instructions before leaving the facility. The court official will determine the next steps for the individual refusing to wear a mask.

ii. If a member of the public states that they have a qualifying exemption they will be allowed into the facility. Individuals with a qualifying exemption should be given a visual marker for their time in the facility upon entry.

iii. Some departments or elected offices may have different and/or additional risk mitigation strategies (see Section III.D) or exemptions (see Section IV.B.1) in place for safe, effective delivery of their services and members of the public

may therefore be subject to different and/or additional face mask requirements inside of the facility.

iv. Members of the public who fail to comply with face mask policies will be asked by law enforcement to leave the facility. v. Only trained law enforcement should carry out enforcement with members of the public.

2. For all other County facilities, grounds, and service delivery locations: i. There will not be criminal or civil enforcement of this policy for members of the public who fail to comply with County face mask

policies at all other locations outside of the Courthouse Complex and Vel Philips Juvenile Justice Center. ii. Some departments or elected offices may have different and/or additional risk mitigation strategies (see Section III.D) or

exemptions (see Section IV.B.1) in place for safe, effective delivery of their services and members of the public may therefore be subject to additional face mask requirements before being able to access services; members of the public who fail to comply with this Order or local policies may be refused service.

VI. Training and Communication

Milwaukee County will make public announcement of the Universal Face Mask Policy to prepare the general public prior to entrance into County facilities or grounds. Departments and elected offices are responsible for notifying their vendors, contractors, and volunteers of the rules, expectations, and procedures in this Order. Signs indicating “Face Masks Are Required in This Facility” or “Face Masks are Highly Recommended” should be hung by the managing department of the County facility or service access points, at minimum. Milwaukee County employees will receive online training regarding the proper care and use of face masks while working. They will also receive training on interacting with members of the public to help support public education and uphold the health of employees and the public when using County services. Departments or elected offices with local exemption policies (see Section IV.B.1) are responsible for documenting, managing, and communicating any policies to their employees. This includes policies related to exempting people from wearing a mask in order to deliver a service and whether services will or will not be denied if a member of the public is refusing to wear a face mask. VII. Timeline for Implementation

Departments should be in compliance with policies for workers and volunteers by June 22, 2020. Departments and Elected Offices responsible for distribution of face masks to members of the public should immediately begin planning for implementation. The face mask policy should be fully operational no later than June 29, 2020. If a department or elected office needs more time, they should work with the ROSC to determine timing for rollout.
