General

WICHITA MIDDLE SCHOOL ATHLETIC LEAGUE

The Kansas State High School Activities Association Handbook rules for middle schools will be followed in all activities except in the areas where we have stricter regulations. (Please note eligibility requirements, length of season of sport, number of games which may be played, order of events, age limits, etc.) KSHSAA rules are constantly being changed, so check with the current year KSHS AA Handbook and updates provided at www. KSHS AA.org.

Schools are responsible for submission of all required forms directly to KSHSAA. These forms are found on the KSHSAA web site using school login at www.kshsaa.org. These specific forms include eligibility CM/J,CMJ1, CMJ2, T-E, and sport specific tests required for all head coaches. Access to the site is available via school specific user name and password sent each summer to the school principal. Please contact the district athletic office for help accessing/completing these forms. Please maintain confidentiality in regards to both the administrative and the school password.

Middle school academic eligibility is predicated on the student passing a minimum of five subjects of unit weight the previous semester. First semester eligibility is determined by the final grades at the conclusion of the previous school year. Second semester eligibility will be based on the grades posted for the second nine weeks grading period unless a semester grade is posted. If a semester grade is recorded for select courses, the semester grade should be used.

Prior to the first contest of each sport, each school must submit to the KSHSAA the Certificate of Eligibility, Form CM/J, for all sports participants.

Participation in the middle school interscholastic athletics program is open to both seventh and eighth grade students.

Age limits for interscholastic competition: Any student who reaches the age of fifteen on or before August 01 of this school year, shall be ineligible for eighth grade competition; Any student who reaches the age of fourteen on or before August 01 of this year, shall be ineligible for seventh grade competition. See KSHSAA middle school regulations in the current handbook. ANY violations of the regulations in this handbook should be reported to the Director of Athletics and must be documented.

No practice of any sort will be held on days when school is not in session district-wide. No competitive team is to practice or compete without a coach or school official in attendance.

Head coaches are required to complete the KSHSAA Rules meeting, Coaches may satisfy attendance requirements by completing the on-line version of the rules meeting found on the KSHSAA web. Assistant coaches are not required, but are encouraged to participate as well.

Medals, emblematic of championships, are to be provided by the district athletic office. The number of participants earning emblem certificates shall be determined by the coach and the principal. Certificates are available from the district athletic office upon request.

Athletic awards in cross country, volleyball, basketball, and track shall be an emblem certificate which entitles the recipient to wear a 6-inch block letter. Provision of a letter is left to the discretion of the school.

Normally, students attending athletic events shall not be dismissed before the close of school.

W here private cars are used for transportation, the adult driver and car must meet BOE policy #1383.

PARENTAL PERMIT/PHYSICAL EXAMINATION

No student is eligible to practice or represent a district school in interschool athletics until a KSHSAA physical examination form and concussion head injury information release form is completed and filed with the school prior to the first practice/tryout in which the student participates. The examination shall not be taken earlier than May 1 of the previous school year.

PEP CLUBS

Pep club shall be open to all sixth through eighth grade students. Pep club members may wear a "uniform" limited to T-shirts or sweatshirts with school pep club emblems. A school may elect not to have pep club uniforms.

YELL LEADERS

Yell leaders shall include both seventh and eighth grade student members of the pep club. Tryouts shall not be conducted. Middle schools should make this opportunity available to as many students desiring to participate as possible. While there is no limitation on the total number of yell leaders, only a m axim um of six f rom each school m ay be on the f loor at any gi ven tim e.

No megaphones are to be used.

Only yell leaders may use pom-pons during the games.

Yell leaders shall wear the T-shirt/sweatshirt "uniform" that other pep club members wear.

A maximum of six (6) yell leaders will be admitted free to a contest.

HALF-TIME ENTERTAINMENT

At the discretion of the principal, schools may provide half-time entertainment or performances during basketball and volleyball games. Select performance groups (e.g., those who have tryouts, uniforms, and frequent practices) shall not be permitted.

Per NFHS rules and district sportsmanship expectations, no artificial noisemakers will be allowed when a ball is “in play” or “made ready for play”. Pep bands are allowed for home contests and shall only play before/between/after games and during timeouts. Pep bands may play at “away” sites only with permission of home school principal and notification of district athletic office.

FINANCES

Admission to all middle school athletics contests will be $2.00 for adults: $1.00 for students. Senior Citizens, who present their medicare card, are not to be charged admission. Children age five and under are admitted at no charge. Admission will not be charged at district hosted cross country meets. GWALVIP and Gold passes should be honored for district Middle School games. Staff members from participating schools will be admitted at no charge.

After all expenses are paid, the net gate receipts from contests will be pooled and equally divided among the league member schools. (Schools playing faculty games on "bye" dates may retain the money from these games.) Schools who fail to collect admission may compromise their portion of the gate split.

In general, middle school volleyball, basketball, and track management expenses are reimbursable. The procedure for requesting reimbursement is as follows:

1. A completed contest financial report must be mailed to the Athletic Office by the

day following the league contest for all contests in which reimbursement is required.

2. The standard, regular expense items as indicated on the Financial Report form are

reimbursable for scheduled contests. 3. Reimbursement will not be provided for the fundraising games (alumni, faculty,

etc.) scheduled during bye week.

4. The Athletic Office will generate the purchase requisition requesting reimbursement for expenses from your Athletic Financial Reports at the end of each league season.

BOE Employees: The IRS has ruled that BOE employees who officiate or w ork in a game management capacity must be paid by monthly/bi-weekly payroll check. The Athletic Activity Payroll Form has been designed to report BOE employees. These forms are to be attached to the game sheets and forwarded to the Athletic Office. Please note that non certified BOE employees must be paid at the rate of $8.00 per hour and at an overtime rate calculated according to FLSA guidelines. These employees should sign the Athletic Activity payroll Form (sample on page 32) to document hours worked at each contests.

CROSS COUNTRY 1. The first day for middle school practice is August 21 2017.

2. Cross country for middle schools will be a “No Cut” program for 7th and 8th grade boys and girls.

3. Each participant must meet all eligibility requirements set forth by the KSHSAA.

4. By KSHSAA rule, no student will participate in more than (7) seven meets.

5. A physical must be on file with the school before a student can begin practice.

6. No school may participate in a meet until it has had 14 (fourteen) days of

training per KSHSAA rule. Each athlete must have 9 (nine) practices with the team before they may participate in a meet.

7. No practice of any sort will be held on days when school is not in session district-

wide unless approved by the district athletic office. No competitive team is to practice or compete without a coach or school official in attendance.

8. Medals will be provided to the top 25 finishers in each race at the Wichita Middle

School All-City Cross Country Meet.

9. While a student is a member of a school athletic squad, he/she may not participate

as a member of an outside team or as an independent competitor in the same sport. This means cross country team members should not participate in road races and/or track meets during the season. (A student becomes a member of a school team when he/she participated in a practice session) (See KSHSAA Handbook)

10. All entry fees will be paid by the district office.

11. The cross country season concludes with the All City Meet scheduled for

October 3, at Cessna Activity Center.

GIRLS’ VOLLEYBALL

1. The first day f or middle school interschool volleyball team TRYOUTS is Monday, September 18, 2017. Practice may begin on September 25.

2. The winner of a triangular format will be determined by the school winning the f irst 2 of 3

games. The winner of a match scheduled in dual format will be the f irst school to win 2 of 3 games. But all 5 games will be played; first 4 games are played to 25, the 5th game is played to 15.

3. Head coaches are required to complete the KSHSAA Rules meeting requirement by

completing the on-line version of the rules meeting f ound on the KSHSAA web. Assistant coaches are not required, but are encouraged to participate as well.

4. Schools are not restricted on the number of squad members. Seventh and eighth graders

must be allowed to try out.

5. Traveling squad numbers will be the individual school's decision.

6. Each player must wear a shirt with numerals at least six inches high on the back and at

least four inches high on the front. (See Rule 4-2, Nat. Fed. Volleyball Rule Book.)

7. Each coach should have the method for picking teams and team members on file in the

principal's office.

8. Interschool scrimmages (practices) in all activities shall be prohibited. There is

no such thing as a practice game in volleyball. Scrimmage with any outside team is prohibited. No player or team is to work out with a high school team at any time during the year.

9. During the volleyball season a school team member may not tryout, practice, or

participate with another volleyball team. (See KSHSAA Handbook Rule 22)

10. No practice of any sort will be held on days when school is not in session district- wide,

unless approved by the district athletic director No competitive team is to practice or compete without a coach or school off icial in attendance.

11. No more than three players from the same school squad may play on an outside team

prior to, or after, the termination of the season during the school year. Participation on an outside team during the summer is not limited. (See KSHSAA Handbook Rule 43.)

12. Typically volleyball games shall begin at 4:00 p.m. Games at schools with early dismissal will begin at 3:30 p.m. Please make sure teams coordinate warm-ups in order to ensure a prompt start.

14. Each school may schedule a fundraising date (alumni, faculty, etc.). Schools scheduling alumni games need to be familiar with Rule #22 and Rule #43 in the KSHSAA Handbook.

15. The host school will f urnish the game ball. For warm-up, it is recommended that the host

school provide 12 rulebook-approved volleyballs. 16. Each team should be allowed ten minutes of "on court" warm-up time prior to their match, if

they desire. This is particularly true for the team coming into the match "cold." The ten minutes should include f ive minutes of bump/set and five minutes of serving.

17. Officials will be secured by the Athletic Office. Normally, the same officials will be used. If

two off icials are working the triangular matches, they are to be paid $75.00 each. If only one official is obtained, he/she should be paid $150.00. If two officials are working a dual match, they are to be paid $50.00 each. If only one official is obtained, he/she should be paid $100.00 (Please see page 3 for information concerning BOE employees who off iciate.)

18. The line judges will be provided by participating schools.

a. At least two adult linepersons . b. When two linepersons are used, each school should be represented.

19. The host school should provide a scorer for the contest (scorer should be an adult).

20. The host scorer should be available at the scoring table ten minutes prior to the start of the

match. 21. Again this year, all matches will be conducted according to the KSHSAA approved rally

scoring method. 22. No tournament will be conducted.

23. No trophies will be provided. Based on the best percentage of wins in each division, 13

medals each will be awarded the top three teams in each division. Teams that tie will be awarded duplicate medals, with the next place not being awarded. For example: if there is a tie f or 1st, no 2nd place medals will be awarded; if there is a tie for 2nd, no 3rd place medals will be awarded.

BASKETBALL 1. Team tryouts may be held on any three of the f o l l o w i n g days: November 30,

December 1, 4, 5, 6, 2017. Skills only practices may take place on December 7, 8, 11, 12, 13. 2. Practice begins January 3, 2018

3. Teams may schedule 5 days of “fundamentals” with team members after tryouts and prior to

practice provided participants are not playing on an outside team.

4. Eligibility for second semester play will be based on grades posted for the second nine

weeks period unless a fall semester grade is posted. If a fall semester grade is recorded for select courses, the sem ester grade should be used.

5. Head coaches are required to meet the KSHSAA Rules meeting requirement by completing

the on- line version of the rules meeting f ound on the KSHSAA web and passing the KSHSAA basketball coaches test. Assistant coaches are not required, but are encouraged to participate as well.

6. Each Division will play 10 games against division opponents Standings will be determined

solely upon results of games between common division opponents. Each team shall be limited to the established schedule plus a fundraising game. Players shall be limited to the game limitations set forth in the KSHSAA Handbook (Rule 33).

7. No practice of any sort will be held on days when school is not in session district-wide

unless approved by the district athletic office. No competitive team is to practice or compete without a coach or school off icial in attendance. Night basketball practice is prohibited.

8. The basketball season begins with the first organized practice session (after

tryouts) for a participant. Seventh and eighth graders must be allowed to try out

for the team.

9. A student becomes a member of a school athletic squad when he first participates in a

practice session after tryouts." See "Outside Competition Rule," KSHSAA Handbook, Rule 22. A student must cease outside competition af ter he/she is selected f or the team and participates in the first scheduled practice.

10. No more than three players from the same squad may play on an outside team prior

to, or after, the termination of the season during the school year. Participation on an outside team during the summer is not limited. (See KSHSAA Handbook, Rule 33.)

11. Interschool scrimmages (practices) in all activities shall be prohibited. Scrimmage

with any outside team is prohibited. No player or team is to work out with a high school team at any time during the season.

12. Typically, basketball games shall begin at 4:00 p.m. Games at schools with early dismissal begin

at 3:30 p.m. Games involving both schools on early dismissal schedule will begin at 3:00 p.m. 13. All basketball practices and games will cease when the regular season ends--

unless a postponement requires an extension of the season.

14. Only registered off icials may be used in division basketball games.

15. Officials will be secured by the Athletic Office.

16. The home school is responsible for m a k i n g contact with game officials

assigned for that week’s game. Any information needed by the official should be given at that time.

17. The home school will f urnish the official scorer, timer, ticket-taker, and any other help

needed. 18. The home school will f urnish the game ball and practice balls for the visitors. Both boys

and girls will use the 28.5 inch NFHS approved balls. 19. Basketball games will be played with 6-minute quarters. Half-times will be 7 minutes in

length. There will be 10 minutes between the boys' and girls' games.

20. A participant is to be permitted to play a maximum of f our quarters per day. Overtime

periods count toward participation in the fourth quarter.

21. If a 5th period is played, it is the host schools responsibility to notify the officials in

advance. The host school is responsible for paying the officials out of schools funds for the extra period. The amount paid will be $7.50 per period per official. The athletic office does not reimburse for 5th period expenses.

22. No post season tournament will be conducted.

23. No trophies will be awarded. Based on final division standings, 14 medals each will be

given to the top 3 teams in each division. Teams that tie will be awarded duplicate medals, with the next place not being awarded. For example: if there is a tie for 1st, no 2nd place medals will be awarded; if there is a tie for 2nd, no 3rd place medals will be awarded.

TR ACK

1. The first day of middle school track TEAM TRYOUTS and practice will be March 2 6 , 2018.

2. Head coaches are required to meet the KSHSAA Rules meeting requirement by

completing the on- line version of the rules meeting found on the KSHSAA web. Assistant coaches are not required, but are encouraged to participate as well.

3. The school hosting a track meet should send two copies of the meet results, listing the first three times, to all schools in all Divisions by Tuesday of the following week. The two copies should be marked: Attention: Head Boys' Coach and Head Girls' Coach.

4. No practice of any sort will be held on days when school is not in session district-wide

unless approved by the district athletic office. No competitive team is to practice or compete without a coach or school official in attendance.

5. Starting time for track meets--no later than 4:00 p.m. f ield events, 4:15 p.m. running

events.

6. Host schools should be prepared to begin collecting admission at 3:30 p.m.

7. Individual events in track are to run according to track rules as specified by the NFHS and KSHSAA.

8. Athletic uniforms must meet NFHS and KSHSAA expectations. Body suits and tight

fitting shorts will not be allowed.

9. Each school is to bring its own batons and drinking water.

10. Each school should clean infield area before departing venue after the completion of

the meet.

11. Arrangements will be provided for use of restroom facilities

12. Please remind athletes to use the small gate at the end of the fenced bleacher area: Do Not Climb the Fence.

13. Only one relay team will be scored when entering multiple relay teams.

Participation Rules

Seventh and eighth grade students shall be limited to four events per day (track and/or f ield). Any

number of these may be relays. Seventh and eighth grade students are limited to no more than two races of 800 meters or more in one day. The longest race any seventh grader may run is 1600 meters. Each coach must be certain his/her entries do not exceed the eligible grade regulations set forth by the KSHSAA and USD 259. Note: In compliance with this rule, the total distances of the races run by a participant are not to be cumulative.

During the track season (from the f irst day of practice, through the final meet) members of the school track team may not practice or participate with an outside team or in a track/running competition. This includes road races (See KSHSAA Rule 22)

Division Meets

1. The f ield events for the division meet may start 15 minutes before the running events (4:00 p.m.)

There must be a 10-minute waiting period between each running event whenever needed. Schools will draw f or lanes for relays f or the division meet. Please note: If a school has three or more track members who, by the division meet, rank in the top six of their division in a field event or race not run in lanes, those persons may be included in the division meet, but will not be scoring entries.

2. For the division meet, selected school coaches will be assigned to conduct and be in charge of their

respective divisions f or drawing lanes, picking places, timers, & other officials. The coaches from each division should meet to draw for lanes and assign officials. Rate of pay f or starter: $50.00 per day.

3. Medals will be awarded in the division meets to the top six places in the individual events and to the

top three teams in relays. No trophies w ill be awarded in track. 4. There will be a charge for preliminaries and f inals in the division meets:

5. Announcement of the top four school's scores will be made at the division meets.

All-Cit y Meet

1. No team scoring will be kept. 2. Medals will be awarded to 9 places.

3. The f ield events will start at 4:00 p.m. and the running events at 4:15 p.m.

4. The top three finishers in events run in lanes, the top 4 finishers in all field events, and 800 and

1600 m runs, at all three Division Meets will qualify f or the All City Meet to be held at Northwest High School on May 08, 2018.

5. Lane placement will be assigned based on the division places and times. If coaches plan to

make any scratches from the meet, they are to call the meet coordinator as soon as this determination is made.

6. Each contestant must wear a full track unif orm and suitable shoes.

7. In relays, all runners should remain in their lanes following the baton exchange until all other

runners have passed to avoid interfering.

8. Coaches are to caution distance runners that when they are in lane one they must run within

lane one and not on or inside the line marking the inside track.

9. Each school is to provide its own batons. The starting blocks and shot puts will be provided. 10. The head track coaches who have not been assigned duties will not be admitted on the

track/field. Assistant coaches not assigned duties are not to be at the field events being contested. Runners not competing or w arming up must stay in the stands with the coaches. Any violation of this rule may cause that team's entry to be scratched from that event.

11. One manager and one trainer from each team will be permitted on the field. Coaches are to

instruct their team members to stay away from the finish line area when not competing. 12. The participation limits set f orth in the State Handbook shall be f ollowed.

13. Team members are to pick up their litter and place it in containers provided.

14. Admission will be the same as league meets

Management (Practice and/or Meets)

Practice sessions at schools with synthetic tracks:

1. Schools may schedule practice sessions on the tracks by calling the Brooks, Coleman,

Hadley, Mayberry, Stucky, Truesdell or Wilbur Middle School principal (or his/her designee)at sites with synthetic tracks. Within reason, practice sessions will be arranged to accommodate the school expressing the desire. Transportation will be at the schools expense.

2. It shall be understood that should there be a need for make-up of a scheduled meet, priority

will be given to the meet make-up over any previously scheduled practice session. Alteration of the published track schedule must be cleared through the Athletic Office. The Athletic Off ice will, in turn, communicate with the track site school f or any necessary scheduling revision.

3. During a scheduled meet, no other team will be permitted to practice on the track.

4. The long jump pit take-off boards on the east side of each track are placed at 8'6" from the

pit. The long jump pit take-off boards on the west side of each track are located at 12'6" from the pit. (This should be of value in organizing male, female, and junior varsity events). White lines are painted closer to the pit and may be used as takeoff points early in the year. Jumpers must inform the event judge prior to their jumps which take-off line they will use.

5. Practice sessions should be concluded by 5:30 p.m. or earlier.

6. The coach must be in attendance at all practices and meets.

TRACK (continued) Track Equipment

1. Shoes a. Only 1/4 inch (or less) spikes should be worn on the track and runways. Coaches should be

certain their athletes DO NOT wear spikes longer than 1/4 inch. Longer spikes will damage the surface.

b. Street shoes are not to be worn on the track surface. 2. Only authorized people (team members and managers) should be allowed inside the track oval.

Each school is responsible for complying with this rule.

3. Items to be provided and available at each track:

a. Starting blocks e. Shot put area b. Cross bars and standards f. Official 8 lb shot for boys c. Rakes g. Official 6 lb shot for girls d. Public address system

4. Items the schools will need to bring:

5. Upon completion of the meet, all schools will be responsible f or seeing that rakes,

starting blocks, standards, cross bars, jumping pits, and the public address system are properly placed in the storage shed. All coaches are expected to be aw are of this rule. Participants must be instructed to remain off the pits when the covers have been put in place.

Concession Sales (Track)

On any given day throughout the regular track season, the school hosting the meet has the option to sell concessions. If the host school or a school involved on that day does not wish to sell concessions, the track site school will then have the option. In any case, the revenue is retained by the selling school.

Cleanup of the bleacher/spectator area is the responsibility of the host school for the meet. When concessions are sold, the selling school is responsible for cleanup.

P0833 ATTENDANCE AT SCHOOL AND DISTRICT WIDE EVENTS BY BOARD OF

EDUCATION MEMBERS

BOARD POLICY:

Members of the Board of Education and their immediate families will be admitted to all

individual school and district-wide sponsored events without cost. This will include, but not

be limited to, such activities as musicals, plays, athletic events, etc. State sponsored events

will be exceptions.

Implemental Procedures:

1. Immediately upon approval of this policy, each Board member will receive a BOE/VIP

Honorary Admissions Pass which will authorize a "no cost" admittance. This pass will be

reissued annually during the month of August.

2. The honorary admissions pass will waive admittance costs only; any additional costs for

items such as food, programs, paraphernalia, etc., will be at the expense of Board members.

3. The honorary admissions pass should be presented for admittance at the site of the activity or

at the designated location, if there are advance ticket sales.

4. The honoring of this pass at properties/events other than Unified School District No. 259 will

be at the discretion of the host district/school.

P1150 TOBACCO FREE POLICY FOR ALL DISTRICT-OWNED PROPERTY

BOARD POLICY:

The use of all tobacco products (cigarettes, cigars, pipes and smokeless tobacco) and look-

alike products such as electronic cigarettes (E-cigarettes) is prohibited in or on all school

district property. The policy applies to everyone working on, working in, using or visiting

school district properties. It applies to personal vehicles on school district property and

district-owned vehicles.

Administrative Implemental Procedures:

1. While this policy does not require employees to quit tobacco use, the school district

supports and encourages all efforts by employees to quit tobacco use. The district will

provide smoking cessation classes to assist employees.

2. Employees who violate this policy will be subject to the following progressive discipline:

a. The first violation will result i n a verbal reminder to the employee of the policy, and

encouraging the employee to attend the free smoking/tobacco cessation classes;

b. The second violation will result in a written reprimand, with a recommendation that

the employee attend the smoking/tobacco cessation classes;

c. Third violation will result in a written reprimand, with a requirement that the

employee attend the smoking/tobacco cessation classes;

d. The fourth violation and subsequent violations will result in a one-day suspension

without pay.

3. Parents, vendors, and V ISitors will be informed of the tobacco free policy through

signage, announcements, and letters to homes and vendors. Visitors to school district

property will be informed of the policy and asked to leave the premises if they refuse to

comply.

P1425 SELECTION OF PUPILS FOR PARTICIPATION IN STUDENT ACTIVITIES IN

WHICH THE SELECTIVE PROCESS IS COMPETITIVE BOARD POLICY:

The building principal is responsible for providing all eligible pupils an opportunity to

demonstrate their ability in activities which are competitive in nature. Administrative Implemental Procedures:

1. The pupil must meet eligibility requirements of the Kansas State High School Activities

Association. 2. The teacher so charged with sponsorship responsibility will develop the selection procedure

and submit the procedure in written form to the principal for approval. The principal will be

knowledgeable of these procedures to the degree that he/she can support and discuss them with

pupils and parents. 3. The selection procedure will by design depend upon the training, background of experience,

and judgment of the coach or sponsor. The nature of the activity shall determine the degree to

which the selection procedure will be structured. 4. Any pupil, parent, or school patron will be provided a copy of the selection procedure for any

activity upon request. 5. The assignment of teachers to the sponsorship of activities is to be reviewed annually.

6. Pupils who feel they have been improperly and unfairly treated in the selection process may

appeal to the building principal for a review. Any review conducted by the principal would

not in any way be construed as an assessment of skills or judgment of the coach or sponsor,

but rather to review the selection process and determine that the written procedure was

followed. 7. In the selection of participants for cheerleaders and pompons, both of which have

representative as well as performing responsibilities, racial/ethnic minority and racial/ethnic

majority representation must be assured. If the written procedures do not produce such

representation, the principal shall make the necessary appointments.

BOARD POLICY:

The Wichita Public Schools will provide an opportunity for middle school pupils to participate

in selected competitive sports. The primary emphasis will be placed on providing game

experiences for participants and developing skills in fundamentals rather than on producing

winning teams. Administrative Implemental Procedures:

The interscholastic athletic program in the middle school should:

1. Make definite contributions toward the accomplishments of the educational objectives of the

school system.

2. Be so conducted that desirable school citizenship and good sportsmanship are fostered

among participants and spectators.

3. Supplement and in no way serve as a substitute for an adequate program of physical

education, intramurals, and physical recreation for all pupils.

4. Be under the administration and supervision of the appropriate school officials and be

conducted by adults with adequate preparation in the appropriate sports activity.

5. Be so conducted that the physical welfare and safety of the participant is protected and

fostered.

6. Comply with guidelines outlined in applicable state and federal mandates.

P5452 FUNDING COMPETITIVE ATHLETICS IN MIDDLE SCHOOLS

BOARD POLICY:

The Board of Education shall share with the middle schools the responsibility for providing

funds for operating the competitive athletic programs at the middle school level.

Administrative Implemental Procedures:

1. The Board of Education will hold the administration responsible to budget for the following:

a. Supplemental salaries for men and women coaches of all competitive sports.

b. Providing adequately for facilities, uniforms, and equipment upon ope ning of a new

facility or when adding a new sport.

c. Maintenance of facilities and equipment.

d. Game management which shall include:

(l) Payment for ticket sellers, ticket takers, and any other positions necessary for

conducting varsity contests

(2) Payment for varsity game officials

(3) Payment for local transportation of varsity team members

2. It shall be the responsibility of the middle school principal, or appropriate designee, to

assume responsibility for the following:

a. To continue support of the competitive athletic program through gate receipts.

b. To establish accounting procedures in accordance with established Board of Education

policies and/or practices which provide for:

(l) An accounting of all income as to amount and source

(2) An accounting of all expenditures

(3) Records shall be maintained in such a way that income and expenditures for girls' and

boys' sports can be identified to the extent possible

(4) Inventory of all major equipment items

c. Divide the net income from gate receipts in varsity sports equally among all participating

middle schools.

d. An annual report to the office of the Director of Athletics as to the number of participants

by boys and girls in each sport.

P7301 PUPIL TRANSPORTATION - PRIVATE VEHICLES BOARD

POLICY:

The use of passenger vehicles to transport pupils to and from school sponsored and approved activities

will only be permitted after ascertaining that the vehicle is reasonably safe, the driver (employee or

other) is qualified and reasonably competent, and that adequate insurance coverage is in force.

Administrative Implemental Procedures:

1. Definitions

a. Passenger Vehicle – every vehicle which is designed to carry at least three (3), but no more than

nine (9) passengers.

2. Passenger vehicles which transport pupils or any private passenger vehicle for which mileage costs are

paid must have at least the minimum insurance coverage as listed in KSA 40-3107(e).

Minimum coverage required:

a. Liability insurance of at least $25,000 per person per accident with a limit of $50,000 per accident

involving two or more people.

b. Property damage of at least $10,000 per accident.

c. Personal injury protection as defined by KSA 40-3107.

d. Uninsured motorist and underinsured motorist coverage as required by KSA 40-284.

3. Leased/rented passenger vehicles used for school trips must be secured from district approved

vendors.

4. Private passenger vehicles driven by employees while in their official capacity are covered

primarily by the employee's insurance and secondarily by a Board of Education automobile liability

insurance policy. The Board of Education coverage is in effect while the employee is using a private

passenger vehicle on official school business. This coverage is for liability only and does not cover

damage to employee’s vehicles.

5. The school principal and/or sponsoring teacher is expected to exercise reasonable control in arranging

for pupil transportation for school sponsored and approved activities.

a. The driver of each passenger vehicle must be competent, properly licensed to drive, and insured in

accordance with Kansas law.

b. The passenger vehicle utilized shall be roadworthy.

c. Precaution shall be taken to ensure that each passenger vehicle is not overloaded.

Each pupil shall have a standard equipment seat that meets state-required child safety seat regulations

and seat belt inside the vehicle. A seat in a pickup box with topper is not considered inside the vehicle.

d. A responsible adult shall be in control of all trips involving passenger vehicles used for pupil

transportation. Pupils shall not be allowed to drive vehicles except at the high school level.

e. Review Board Policy 2130 - School Volunteers.

6. The form 7301a - Pupil Transportation - Private Vehicles, must be completed and properly

signed by anyone who volunteers to transport pupils to and from school sponsored and approved

activities.

KSHSAA Sportsmanship/Citizenship - Rule 52 INTRODUCTION

The effective American secondary school must support both an academic program and an activities

program. We believe that these programs must do more than merely coexist-they must be integrated

and support each other in “different” arenas. The concept of “sportsmanship” must be taught,

modeled, expected and reinforced in the classroom and in all competitive activities. Therefore, all

Kansas State High School Activities Association members stand together in support of the

following sportsmanship policy.

PHILOSOPHY

Activities are an important aspect of the total education process in the American schools. They

provide an arena for participants to grow, to excel, to understand and to value the concepts of

SPORTSMANSHIP and teamwork. They are an opportunity for coaches and school staff to teach

and model SPORTSMANSHIP, to build school pride, and to increase student/community

involvement; this ultimately translates into improved academic performance. Activities are also an

opportunity for the community to demonstrate its support for the participants and the school, and to

model the concepts of SPORTSMANSHIP for our youth as respected representatives of society.

Sportsmanship is good citizenship in action!

Section 1 - General Regulations (apply to grades7-12)

Art. 1: SPORTSMANSHIP is a general way of thinking and behaving. The following

sportsmanship policy items are listed below for clarification:

a. Be courteous to all (participants, coaches, officials, staff and fans).

b. Know the rules, abide by and respect the official’s decisions.

c. Win with character and lose with dignity.

d. Display appreciation for good performance regardless of the team.

e. Exercise self-control and reflect positively upon yourself, team and school.

f. Permit only positive sportsmanlike behavior to reflect on your school or its activities.

Art. 2: Enforcement Procedure:

a. It is encouraged and recommended by the Kansas State High School Activities Association that

local boards of education adopt these regulations and reinforce them as indicated herein.

b. The Executive Board of the Kansas State High School Activities Association shall be

responsible for the interpretation of these regulations, including “desirable and unacceptable

behavior” and shall publish them in the Association’s Sportsmanship/Citizenship Manual.
