Carl D. Newman, A.A.E.

Chief Executive Officer, Jackson Municipal Airport
Authority
Carl D. Newman is the chief executive officer of the Jackson Municipal Airport Authority. Mr. Newman joined the Airport Authority in January 2015, and is responsible for the day to day management of both Jackson-Medgar Wiley Evers In-ternational Airport (JAN) and Hawkins Field (HKS). Mr. Newman earned his Bachelor of Science degree in Public Administration from the University of Arizona and a Mas-ters of Aeronautical Science degree from Embry- Riddle Aeronautical University.
Prior to his position at JAN, Mr. Newman was the General Manager for the George Bush Intercontinental Airport
(IAH). His duties and responsibilities include the daily operations of Houston’s largest airport, and the development and implementation of policies and procedures. In addition, Mr. Newman also managed the preparation, implementation and monitoring of the budget and expenditures for IAH, among other duties.
Prior to his position at IAH, Mr. Newman served as Assistant Aviation Director at Phoenix Sky Harbor International Airport (PHX). Mr. Newman brings more than 30 years of aviation experi-ence to Jackson and has held various leadership positions including Deputy Aviation Director, Facilities Superintendent, and Airside Operations Manager.
Mr. Newman is a board member for American Association of Airport Executives (AAAE), and cur-rently serves as the Chair of the organization. He is the immediate Past Chair of the Opera-tions, Planning and Safety Subcommittee for AAAE and served as the Second Vice President of the Southwest Chapter of AAAE. He also served on the Board for the Greater Phoenix Black Chamber of Commerce and served on the board for the Central Arizona Chapter of the National Forum for Black Public Administrators.
Mr. Newman currently resides in Jackson with his wife Jeanette, and is the father of three daughters and one son.

Rick is Executive Vice President, Strategic Initiatives / Air-
port at Port San Antonio, which resides on 1,900-acres of the
former Kelly Air Force Base in southwestern San Antonio,
TX. Port San Antonio is a logistics-based industrial platform
home to some 70 companies and governmental agencies
that employ 12,000 workers, representing more than $5 Bil-
lion in annual local economic impact. A significant compo-
nent of the Port San Antonio holdings are the civil facets of
Kelly Field; a vibrant mix of industrial aviation giants such as
Boeing, Chromalloy, GDC Technics, Lockheed Martin, SAFRAN and StandardAero, along with re-
gional service providers, an air ambulance operator, and transient cargo and business aviation
aircraft supported by Atlantic Aviation.
Rick holds a Bachelor of Science in Aviation Management, Minor in Business Administration from the University of Central Texas (Now Texas A&M University-Central Texas), and a Master of Arts in Public Policy & Management from Ohio State University. Rick is a Commercial Pilot, Instrument and Multi-Engine Rated, an Aircraft Owner, and a former Certified Flight Instructor.
Jim Johnson Airports Division Manager, Central Region Federal Aviation Administration Jim Johnson is the Director of the Federal Aviation Admin-
istration, Central Region Airports Division. Jim is a gradu-
ate of the University of Nebraska-Lincoln and is a licensed
professional engineer. Prior to joining the FAA Jim held
positions with the US Army Corps of Engineers, Larkin As-
sociates Consulting Engineers, Nebraska Department of
Roads, and the Union Pacific Railroad. In his current posi-
tion as Director of FAA Central Region Airports Division,
he and his staff provide regulatory oversight of public use
airports in Kansas, Nebraska, Iowa and Missouri. His office
also provides federal financial support for airports through
the Airport Improvement Program.

Frank Berry Friends of Doc B-29 Restoration Team
Franklin Berry has had a lifelong interest in aviation and is a
WWII history buff. He has had a 27+ year career with Cessna
beginning in 1990 in Wichita.
Franklin flew as a boy with his pilot father, and received his
pilot’s license in 1986 and his FAA Airframe and Powerplant
certificate in 1995. He has 21 years as a mechanic and lead
on the 208 Caravan production test flight line, helping deliv-
er over 1500 Caravans. He currently leads the Build-up and
Modification crews for all jet aircraft at the Cessna Eisen-
hower Airport facility. He is prepping for the Inspection Au-
thorization endorsement for his A&P certificate.
He has built two aircraft, the first an ultralight and the second an Experimental Amateur Built,
Sorell Hipperlight accomplishing both his official solo and the aircraft’s first flight on the 4th of Ju-
ly 1985. He has been a member of the Experimental Aircraft Association and both local chapters,
Amateur and ultralight.
He has been a volunteer on the restoration of the B-29 “ Doc” at Boeing, now Spirit, in Wichita
since 2014. Doc is now flying after a 16-year restoration effort including over 350,000 volunteer
hours. Doc is one of only two airworthy B-29s in the world. Doc will begin appearing at airshows
and giving static tours and flights starting this summer. Franklin is in the process of adding a Re-
ciprocating Engine Flight Engineer’s rating to his license to help with Doc’s flight schedule.
Although always a student of World War II, his involvement with Doc led him to concentrate on
the B-29, the most advanced and expensive airplane program in WWII, costing more than the
Atomic Bomb it was destined to deliver and ultimately end the war.
He has given the B-29 and Doc history story to numerous groups in Wichita, including the Kansas
Aviation Museum annual dinner in November, 2016.
Frank and his wife Debbie, have six children and five grandchildren and reside in Andover just east of Wichita.de in Andover just east of Wichita.

Joel D. Bacon Executive Vice President, Government & Public Affairs American Association of Airport Executives
Joel D. Bacon serves as Executive Vice President of Govern-ment and Public Affairs for the American Association of Air-port Executives. In his current role, Joel leads the Associa-tion’s advocacy and public affairs operations with oversight of legislative and regulatory affairs, transportation security poli-cy, communications, press, public relations, and Airport Maga-zine. Joel joined AAAE in 2000 and played a key role for well more than a decade in the development and implementation of the
Association’s legislative program, focusing on security, budget, and appropriations issues. Prior to joining AAAE, he served as senior manager of legislative affairs with the National Business Avia-tion Association. A Kansas native, Joel began his professional career in the office of Kansas Senator Nancy Landon Kassebaum where he held positions as legislative assistant and press secretary. He also worked for the Senate Labor and Human Resources Committee during Senator Kassebaum's term as Chairman. He served as the first district director for then-Representative Jerry Moran, who now serves in the United States Senate.

Pat McCollom served as the Program Manager for the new Termi-nal at Wichita Dwight D. Eisenhower National Airport from 2011 to 2015 overseeing and managing the final design and construc-tion. He is currently the on-site Principal supporting Develop-ment at San Diego International Airport which includes a multi-billion Airport Development Plan.
He has spent the past 20 years working on airport development projects across the globe. This includes projects at Fort Lauder-dale – Hollywood International Airport, O’Hare International Air-port, Dallas – Fort Worth International Airport, Guam Interna-
tional Airport, Shively Field in Saratoga, WY, Steamboat Springs Airport, Hayden Airport, Denver International Airport, and Las Vegas McCarren International Airport. His roles on aviation pro-jects have varied from Engineering Principal, Program Manager, Project Manager, Construction Manager, Staff Civil Engineer, Contract Administrator and Field Technician. These development projects have run the gamut on aviation functions including terminal buildings, runways, taxi-ways, ARFF facilities, aircraft fueling systems, support facilities, parking structures, Aircraft Con-trol Towers and FAA Navigational Equipment.

Michael Crook Alaska Airlines Director Safety and Regulatory Compliance
Michael currently serves as the Director of Safety and
Regulatory Compliance Inflight and Operations for Alaska
Airlines where he is responsible for overseeing the daily
safety programs, emergency procedures training, and fed-
eral and state regulatory compliance.
For the previous six years, Michael served as the Coordi-
nator of Transportation Disaster Operations for the National Transportation Safety Board where
he was the primary liaison to airports and air carrier emergency response and family assistance
departments supporting carriers in the development and implementation of their family assis-
tance plans and guiding them in creating programs to assist victims of an aviation disaster. He
was instrumental in developing the Airport Disaster Response and Family Assistance Programs to
improve response procedures and develop best practices to aviation disasters. During his tenure
with the NTSB, he has responded to 31 aviation, highway, rail, pipeline, and marine accidents and
managed the family assistance response to over 100 general aviation field cases.
Michael has over 18 years of airline experience including operations, safety, and emergency re-
sponse. Michael led multiple accident investigations and emergency response in which he was the
liaison to the NTSB, FAA, DHS, and other government agencies.
With over 19 years in the US Navy and US Army National Guard, Michael has responded to several
natural disaster events including the 2011 tornados in Alabama and 2005 Hurricanes Rita and
Katrina for which he assumed tactical control of the City of New Orleans Police Department emer-
gency rescue command post where he received and dispatched over 2000 rescue personnel and
450 vehicles and vessels in a city-wide area responding to disaster victims. Michael currently co-
ordinates and manages the intelligence gathering operations for three Special Forces Companies
and Battalion Staff.
Michael earned his Bachelor degree from the Aerospace Engineering Department at Auburn Uni-
versity and a Masters in Aeronautical Science with a dual specialization in Human Factors and
Safety from Embry-Riddle Aeronautical University.

Mark Duebner Director of Aviation Dallas Love Field/City of Dallas Mark Duebner currently serves as Director of Avia-tion for the City of Dallas. He is responsible for man-agement on oversight of Dallas Love Field, Dallas Executive Airport and the City’s vertiport. Previous-ly he was Executive General Manager for the Dallas Police Department, serving as the top civilian com-mander. His primary goal is to coordinate the City’s efforts and gain cooperation from other private and public organizations to overcome the challenges as-sociated with difficult projects. He has also served as Director of Business Development and Procure-ment Services, directly responsible for the manage-
ment and procurement of over $200 million in goods and services for City of Dallas. While at the City of Dallas he has held positions in Public Works and Transportation, Streets, and the City Man-ager’s Office. Mark has also served on the City Manager’s “Efficiency Team” identifying several million dollars in savings for Dallas through process evaluation and redesign. His main areas of expertise are finance, land use, real estate development, electronic government applications, and customer service delivery.
Mr. Duebner holds a Bachelors Degree in Philosophy from the University of Texas, and a Master’s Degree in Public Administration from the University of North Texas. He also served in the finan-cial services industry before making the switch to public sector management.
Mark Kranenburg Airports Director Department of Airports
Mark Kranenburg is the Director for the City of Ok-lahoma City’s Airports Department. He returned to Oklahoma City in 2005 after a four-year absence having been the Assistant Director of San Bernar-dino County’s six general aviation airports and the Director of Riverside Airport in Southern Califor-nia. Mr. Kranenburg began his civilian career in aviation as an Airport Operations Officer at Will
Rogers World Airport in 1993. Later he served as the General Aviation Manager managing the operations and maintenance of Wiley Post and Clarence E. Page Airport’s from 1994 through 2001.
Mr. Kranenburg holds a degree in Aviation Management and is an Accredited Member of the American Association of Airport Executives (AAAE). He has served on AAAE’s Board of Directors and Policy Review Committee, and is a past President and Legislative Chairman for the Oklahoma Airport Operators Association. Mr. Kranenburg also served as an air traffic controller both in the United States Air Force and the Federal Aviation Administration.

Sean is an architectural principal in Dallas, Texas, for Gresham, Smith and Partners (GS&P) where he was worked since 2004. He has over 17 years of aviation expe-rience since graduating with a Bachelor of Architecture from Kansas State University. His career focus spans the development of medium-to-large-scale aviation projects, which includes design, construction phasing, baggage sys-tems, passenger screening check points, aircraft parking and movement, GSE configurations, people moving sys-tems, technical document development and construction administration. Sean has served as project manager or project architect on projects totaling more than $500 million in construction costs. Past experience includes multiple projects at RNO and LEX, as well as projects at XNA, DFW and MIA. He is currently involved in major terminal projects at FLL and CLT, as well as various projects with Southwest Airlines, with specific CM@R experience at RNO and FLL. Roddy Boggus, NCARB, AIA

Roddy is the Executive Vice President of Aviation at Suf-folk where he is responsible for National Aviation Strate-gy, Pipeline Sourcing, and Tier Accounts. He is an Archi-tect with a Bachelors’ of Design from Texas Tech Universi-ty and is licensed in 11 states and has been involved in the aviation industry for 30 years. Roddy is the 2017 Board Chair of the Airport Consultants Council (ACC) and sits on the Board of Directors for the International Partnering In-stitute as well as the International Association of Airport Executives. A speaker and writer at many aviation indus-try events and publications, Roddy will soon be resurrect-ing his former “Boggus Talk” under the new title “Totally Boggus” in Airport Business Magazine.
When not working Roddy volunteers as a Mentor/Champion for the Jobs for Life Program. Roddy is married, with two children and lives in the Dallas/Fort Worth area.

Mark Williams is a senior project manager on Garver’s Avia-tion Team. With 24 years of aviation experience in the plan-ning, design and construction of airfield improvement pro-jects at airports throughout the United States. He has served as a project manager, design engineer, and resident engi-neer on numerous projects in multiple FAA regions.
Throughout his career, Mark has served as an aviation con-sultant for general aviation and commercial service airports in 13 states. Aviation projects have included work at the Wichita Dwight D. Eisenhower National Airport, Kansas City International Airport, Dallas Love Field, and Salt Lake City International Airport.
Mark received a Bachelor of Science in Civil Engineering from Kansas State University. He is a Past President of the Kansas Society of Professional Engi-neers, and currently serves on the GA Committee of American Association of Airport Executives.
Jay Hinkel
Deputy City Attorney City of Wichita
Jay Hinkel has served the City of Wichita since 1999, for which he carries a portfolio of internal clients that has included the Department of Air-ports since 2007. He has continuously served as litigator or transactional attorney for state govern-ment and for various Kansas municipalities for 35 years. He also serves as counsel across all City de-partments on legal issues relating to ADA compli-ance, procurement, insurance and major construc-tion projects.
He has served as a panel member for the Airport Cooperative Research Program of the National Academies of Science since 2013. In addition to government service, Jay has litigated and provid-ed commercial transactional advice for banks, insurance companies, major retailers and manufac-turers in the private sector.
Jay received his Bachelor of Arts, Bachelor of Science and Juris Doctor degrees from the University of Kansas. He also has earned the insurance industry certification of Associate in Risk Manage-ment – Public Entities.

Duane Boreham Vice President Aviation Group Q&D Construction, Inc.
Duane Boreham, as Vice President of the Aviation Group, fol-lows through on partnership-based, negotiated or public CMAR projects across the U.S., delivering each with an apporach com-bining a comprehensive understanding of airport security and daily operations with a partnership-based sensitivity to client goals and needs like budget effectiveness, schedules and travel-er efficiency.
Boreham joined Q&D Construction in 2001 and began his avia-tion career in 2007 with the construction of $55 million Reno-Tahoe International Airport Automated Baggage Control (ABC) Project. The ABC Project, which was delivered as a CM at Risk project in order to meet security compliance deadlines, exempli-
fied the cooperation and team atmosphere of a partnering culture. Duane was invited back to Re-no-Tahoe International Airport in 2011 as the leader of the CM at risk team to manage the next phase of RNO’s upgrades, the $23 million Gateway project: a complex, phased expansion, remodel, communications upgrade and security improvement project, completed in 2013.
As head of the Aviation Group, Boreham is responsible for the management of all Q&D’s aviation-related construction which includes projects from single kiosk installations to multi-million-dollar baggage system upgrades to terminal expansions and major security revisions. To date, Duane has been involved with some type of construction project in nearly every major airport across the US and is nearing the completion of the new terminal in San Luis Obispo, California while prepar-ing to begin construction of the new terminal in Cheyenne, Wyoming.
Duane is an active member of the American Association of Airport Executives (AAAE) where he holds a position on the Steering Group for the Corporate Committee. He is also a member of the Northwest Chapter of the American Association of Airport Executives (NWAAAE) and the Airport Consultants Council (ACC). As well as being a member of the International Partnering Institute (IPI) where he holds a seat on the Aviation Committee. Duane is also part of the Michigan State University team that has been tasked with writing a paper for the Airport Cooperative Research Program (ACRP) titled: Integrating Collaborative Partnering for Airport Projects.

Robert is an experienced Aviation Specialist who is com-mitted to providing the best service in the industry to his clients. His responsibilities include managing aviation placements for the Kansas City office. Robert’s experi-ence in the complete placement of complex aviation pro-grams provides Lockton clients the experience needed in any type of aviation placement. Robert enjoys strong re-lationships with underwriters at all domestic aviation insurers and London markets. Barry Campbell joined AIG Aerospace in June 2001 after spending nine years adjusting general insurance claims for AIG Commercial Insurance. Currently Barry is the primary adjuster for several major Airports including Hartsfield Jackson Atlanta International and has exten-sive knowledge of airports through out the United States including Puerto Rico. Barry’s claims experience in-cludes general and aviation insurance and specializes in airport liability claims. Additional claims experience includes the handling of airlines, aviation products, hull, light aviation, and ground servicing operations. Barry holds a Bachelor of Business Administration degree
from Adelphi University, N.Y. and a certificate in liability insurance from Crawford & Company School of Education.

John Tomblin, Ph.D.

National Institute for Aviation Research
John Tomblin is the Vice President for Research and Technology Transfer at Wichita State University (WSU) and the Executive Director of the Na-tional Institute for Aviation Research (NIAR). He is also a Sam Bloomfield Distinguished Professor of Aerospace Engineering.
As V.P. for Research and Technology Transfer, Dr. Tomblin oversees uni-versity research centers, institutes and sponsored programs; and the Office of Research and Technology Transfer and its staff. Dr. Tomblin has overall administrative responsibility for developing, coordinating and stimulating research and creative activity; for enhancing external funding; and for en-suring compliance with all applicable laws and regulations. This includes leading university-wide strategic growth activities including acquisition of research funding; planning and development of research space; research
commercialization; incubation of new companies; and recruitment of corporate research partners. Dr. Tom-blin is also responsible for the transfer of intellectual property to patent. The Office of Research and Tech-nology Transfer deals with intellectual property issues associated with faculty start-up companies, especial-ly when technology is licensed from the university.
As Executive Director of NIAR, Dr. Tomblin oversees eighteen laboratories in four locations encompassing 350,000 square feet, 400 employees and a yearly budget of $45+ million. Under his leadership, NIAR has gained worldwide recognition in the area of composites and advanced materials; greatly expanded its capa-bilities and footprint; and nearly tripled its yearly funding.
Dr. Tomblin also serves as director of NIAR’s Composites and Advanced Materials Lab, Mechanical Test Labs, Center of Excellence for Composites and Advanced Materials (CECAM) and National Center for Ad-vanced Materials Performance (NCAMP). He is administrator of the Composite Materials Handbook 17 (CMH-17) working group meetings and co-chair of the CMH-17 data review working group. CECAM, NCAMP and CMH-17 are FAA-sponsored research programs revolutionizing the use of composites and advanced materials in the aviation industry.
Previously, Dr. Tomblin has served as NIAR’s director of research and development; professor for the Col-lege of Engineering from 2000-2004; and assistant professor of aerospace engineering from 1994-2000. He has also served in adjunct professor roles at Kansas State and Wright State Universities.
During his time at Wichita State, Dr. Tomblin has directed a number of multi-discipline and multi-investigator projects with external funding exceeding $125 million. He has worked in the area of material qualification and insertion into aviation production for 18 years. He has authored numerous publications in the areas of composite and advanced materials research, including reports for the AGATE program and FAA technical reports that have resulted in FAA policy governing use of composites within the aerospace indus-try.
Additional honors achieved by Tomblin include Air Transportation Centers of Excellence Outstanding Facul-ty of the Year Award 2010; Composite Materials Handbook Distinguished Service Award; Military Handbook 17 Appreciation; NASA Group Achievement Award (AGATE); FAA Outstanding Faculty of the Year; NASA Turning Goals into Reality Award (AGATE); NASA AGATE Leadership award; AGATE Alliance Association Award; Dwayne and Velma Wallace Outstanding Educator Award for Excellence in Research; Wichita Busi-ness Journal 2012 Newsmaker; Ingram’s 2013 50 Kansans You Should Know; Wichita Business Journal 40 under 40.

Krys T. Bart, A.A.E. Krys T. Bart & Associates Krys T. Bart has over 30 years of executive level experience working with or for quasi government and governmental organizations in both California and Nevada. She had key executive level roles in overseeing the operation of the San Jose Mineta International Airport and the Fresno Air Terminal in California. In Nevada, she served as the Chief Executive Officer of the Reno Tahoe International Airport for fifteen years (until December 2013) during which time the airport was transformed into an award winning and finan-cially successful organization and economic generator for Northern Nevada.
In her successful aviation career, she assisted in developing Federal Aviation policy while on the board of Airports Council International (ACI) and the
American Association of Airport Executives (AAAE). She had the distinct honor of being Chairman of the AAAE Board, represented the industry in the US Congress and on an international basis and earned many awards including the coveted AAAE Distinguished Service Award in 2011. Her leadership in the industry led Senator Harry Reid to read her career accomplishments into the Congressional Record upon her retire-ment from the Reno Tahoe International Airport.
In her executive level roles, she has interacted with elected officials at local, state and national levels and earned a reputation as a visionary leader. She is a tireless community advocate and supporter as evi-denced by her leadership on various local nonprofit boards. Currently, she serves as the President of the Board of the Nevada Humane Society, a nationally recognized non-profit no-kill animal shelter that works with Washoe County to save and adopt about 10,000 animals per year.
In her CEO role at the Reno Tahoe Airport Authority she partnered with local organizations to aggressively pursue economic development opportunities in northern Nevada. While serving on the Board member of the Economic Development Authority of Western Nevada (EDAWN) and using her aviation relationships, three aviation companies were recruited to the Reno area. The most prominent among them was Dassault Aviation Services, a French business jet manufacturer. She also initiated efforts to link the community with Chinese air cargo interests that would use the airport.
She was engaged in and on the Board of other non-profits within Northern Nevada including Western In-dustrial Nevada (WIN), Nevada Women’s Fund, The Heart Association, The Nevada Humane Society and Reno Downtown Rotary. She chaired annual fund raising events for the Nevada Women’s Fund, Go Red for Women and the Nevada Humane Society raising over $500,000 for the local charities.
In recognition of her efforts as both a business and community leader she was inducted into the Nevada Business Leaders Hall of Fame by Junior Achievement (2005), named one of Nevada’s most respected CEO’s by The Nevada Business Journal (2004) and selected as one of Nevada’s most influential citizens by the Nevada Business Journal in 2010. In addition, she was honored twice when the Governor declared a Krys T. Bart day in the State of Nevada.
Krys Bart is a highly recognized individual who has both reported to boards and served on boards. She has demonstrated the ability to run a $50 million organization, think strategically and develop recognized teams. Her well-developed network of relationships reaches across Nevada, the United States and several International venues. Since retiring from the RTAA, she has opened a consulting business, Krys T. Bart and Associates, LLC and is providing strategic airport consulting services across the country.

Tom Metzner, CSP, ASP, ARM-P, CFPS Senior Loss Control Consultant Lockton Companies Tom Metzner is a Senior Loss Control Consultant with Lockton Companies, an insurance broker, and works out of Lockton’s Kansas City office. Prior to joining Lockton, he worked for Fireman’s Fund and Chubb insurance companies in a similar role. Tom has a bachelor’s degree in Fire Protection and Safety and
has been working in the insurance field for over 20 years, working with Clients domestically and internationally to identify and manage risk for a wide variety of industries, including public enti-ties. Through continuing education, he has obtained several safety designations, including Certified Safety Professional, Associate in Risk Management with a Public Entity specialization, and Certi-fied Fire Protection Specialist. He also maintains memberships with the American Society of Safety Engineers, Society of Fire Protection Engineers, National Fire Protection Association, and Partnership for Emergency Plan-ning. While his primary focus is on preventing losses, he also sees firsthand what happens when safety programs aren’t followed. Tom has been a volunteer firefighter with Overland Park (KS) Fire De-partment since 1997, and has responded to multiple-alarm fires, vehicle collisions, and industrial accidents. Through his experience, education, and hobbies, Tom has successfully worked with Clients to raise awareness, implement controls to prevent injuries and property losses, and manage organi-zation’s total cost of risk.

With over 26 years of aviation experience, Amanda O’Krongley serves as RS&H’s Regional Planning Service Group Leader. Amanda is an industry leader in aviation consulting and plan-ning.
Amanda is a “Certified Member” (C.M.) through American Asso-ciation of Airport Executives, and earned both her Bachelors and Masters Degrees from Embry-Riddle Aeronautical Universi-ty. Amanda has over 10 years of airport experience in opera-tions, public relations and noise abatement, and FBO Opera-tions. As an airport consultant, she has managed master plans with complex non-aeronautical land uses, Safety Management System projects since the first FAA Pilot Program, and integrat-
ed planning support services with design efforts. She has worked on environmental planning and engineering support service efforts including various on-call planning services throughout the country. She is a licensed pilot and resides in San Antonio with her husband and two very busy sons! In her spare time she enjoys cooking and time at the beach.

Victor White has served as Wichita’s Director of Airports since Sep-tember of 2005. He has more than 42 years of airport manage-ment experience, and moved to Wichita after serving for nearly 8 years as the Executive Director of the Orlando Sanford Internation-al Airport. Prior to that position, he was the Deputy Director of Airports for the Salt Lake City Airport Authority for more than 7 years, Director of Airports for nearly 8 years at the Midland Inter-national Airport, Executive Director of the Waukegan, Illinois Port Authority for two years, and the Airport Duty Manager at the Dal-las/Fort Worth International Airport for four years. Previously, he served as an airport management consultant for Chicago O’Hare
and the Baltimore/Washington airport systems. Victor began his airport management career as an intern at St. Louis Lambert International Airport while he was a senior at Saint Louis Universi-ty.
He is a native of Fort Worth, Texas, and holds a Bachelor of Science degree in Transportation and Business Administration from Saint Louis University. He received his Accredited Airport Execu-tive professional certification from the American Association of Airport Executives in 1985, and has held an FAA pilots license since 1968. Victor has served as the President of the South Central Chapter and the Northwest Chapter of the American Association of Airport Executives, and also served on the Board of Directors of the Illinois Public Airport Association.

Brad Christopher has held his current position as Assis-tant Director of the Wichita Airport Authority since No-vember 2007. Prior to his current position Brad was a Production Test Pilot on turbine models with the Cessna Aircraft Company from 2006-2007. From 2001-2006 he was employed with Lone Star Steakhouse and Saloon as a corporate pilot/captain flying Lear 35 and 60 type air-
craft. From 1993-2000 Brad held the position Director of Airport Operations and Maintenance with the Wichita Airport Authority. From 1991-1993 he was Senior Aviation Planner with the Colorado Division of Aeronautics. From 1987-1991 Brad was Assistant Director and later appoint-ed as Director of Aviation of the Aspen-Pitkin County Airport in Aspen, CO. Brad earned a Bache-lor’s Degree in Business Administration from Southwestern College, Winfield, KS in 1985, and a Master’s Degree in Public Administration from the University of Colorado, Denver, CO in 1991. He has been an Accredited Airport Executive (A.A.E.) affiliated through the American Association of Airport Executives since 1988, and holds an Air Transport Pilots License with 5 turbine type rat-ings, and Certified Flight Instructor License – Multi-engine and Instrument Airplane.

Jean Zoglman has been the Chief Financial Officer of the Wichita Airport Authority since February 1990.
She is responsible for financial planning of airport op-erations and capital improvements, budgeting, ac-counting, passenger facility charge program, coordi-
nation of debt issuance along with airline rates and charges. Ms. Zoglman a member of the Association of
Airport Internal Auditors (AAIA) and the American Association of Airport Executives (AAAE). She holds a B.S. in Accounting from Kansas Newman College and is a Certified Public Accountant
(CPA) with the Wichita Airport Authority.
Kelly A. Fabrizius Assistant to the Chief Wichita Airport Authority
Kelly Fabrizius is the Assistant to the Chief of Airport Police & Fire at the Wichita Airport Authority (WAA). Kelly is also the lead for the Incident Family Support Team which is a group of Airport tenants, employees, local citizens and members of the clergy who are trained to assist friends and family members in the event of an aircraft disaster. While at the WAA, she is also an Airport Se-curity Coordinator, leads the Airport’s Security Awareness Incen-tive Program and manages the Airport Badging Office. She also assisted in compiling a Case Study for the Airport Cooperative Re-search Program – Transportation Research Board on family re-
sponse efforts to be published in the Spring of 2017. Kelly received a Bachelor of Science degree in History from Kansas State University.
