There has been a 56% increase in the number of non-white MPs, from 27 in 2010 to 42 in 2015.

There are now 191 female MPs in the House of Commons, compared to 143 after the 2010 election.

THE WIDER TRENDSThe government has only a small majority and will face pressures:• An increase in rebellions.• A resurgent Parliament led by newly elected Select

Committee Chairs and the influential backbench business committee.

• A likely leadership contest mid-term, as Cameron has stated he will not serve a third term.

Meanwhile, opposition parties in flux.

A ROCKY ROAD?Cameron faces a number of tricky issues during this Parliament, not least:• An EU referendum in 2016;• Spending review includes major cuts to public services

and welfare;• Increasing pressure to address the issue of Scottish

independence and the implications of devolution for the Union.

• The Conservative manifesto promised no VAT or tax increases and for the current deficit to become a surplus by 2020.

• Promised extra £8bn for the NHS and ring-fenced budgets for health, education and overseas aid.

• Other departmental budgets will need to be cut by 42%, or £61.3 billion, over the next 5 years (OBR estimates).

• This will mean cuts to welfare budget, but continuing cuts to central and local government spend are also inevitable.

SOME BIG CHALLENGES…

• Possible amendment of the Lobbying Act following Lord Hodgson’s review

• Enhanced powers for the Charity Commission under a draft protection of charities bill.

• The introduction of Right to Buy for housing associations risks interfering with charity independence.

• Security measures will be tightened, including new banning orders for extremist organisations that fall short of the requirement for proscription in existing legislation.

The Conservative manifesto said:• Devolve budgets and power to

cities with elected mayor and local commissioners

• Target one third of government spend on SMEs

• Innovate in public services including through the voluntary sector

• Strengthen the Community Right to Buy

But for this to happen we need• Support for vol sector

engagement in local devolution plans

• Smaller contracts, social value, hybrid payment models, grant funding

• Better training for commissioners on VCS

• Open data at prime and sub-contractor levels

• Public service contracts that enable providers to pay living wage

volunteering for employees in the public sector and large (250+) workplaces

• Expansion of National and International Citizen Services

• Match funding for aid charities

How Government could deliver:

• Professional volunteer management programmes

• Greater recognition of volunteers in public services

• Create an Access to Volunteering Fund to increase opportunities for disabled people
