BACKGROUND

• Senate Bill – Kentucky General Assembly March 2009 – Required revised standards and a new test by spring 2012.

• Common Core Standards (i.e., Kentucky Core Academic Standards) – Adopted by the Kentucky Board of Education in February 2010.

• Common Core instruction launched in 2010-11.

• New operational test administered in spring 2012.

COLLEGE READY DEFINITION

• Kentucky’s higher education organization (Council on Postsecondary Education (CPE)) developed a college-ready definition based on students meeting benchmarks (i.e., cut scores) the ACT.

• 100% of Kentucky’s public universities/colleges agreed to use the benchmarks.

• Kentucky Department of Education (KDE) uses the CPE definition for high school college readiness.

• The ACT (Grade 11)

• ACT Plan (Grade 10)

• ACT QualityCore® (End-of-Course – Algebra II, English 10, Biology, U.S. History)

• K-PREP On-demand Writing (Grades 10 and 11)

Grades 3-8:• K-PREP – Pearson developed test to measure Common

Core (Reading and Mathematics) and Kentucky Standards (Science, Social Studies and On-demand Writing)

• ACT Explore (Grade 8)

Grades 3-12: Alternate Assessment Program

STANDARDS

Kentucky anchored standards in the college readiness definition.

• Cut scores aligned to the ACT cut point and distributions.

• Grade 3-8 distributions would be similar to ACT distribution.

• KDE able to provide early and solid predications of new distributions for grades 3-12.

• Prediction model showed reading and mathematics distributions would drop significantly.

THE WORK Communicate•Frame the issue: Kentucky has new, rigorous college/career-ready requirements to prepare students for future education or employment.

•Outcome Message: Due to change, Kentucky expects to see lower percentages of proficiency than in the past. (Sample parent message to administrators)

Partner•Work with stakeholders to get the message out.

•Use Chamber of Commerce, Higher Education, district and school administrators.

Support•Build learning networks for teachers/leaders.

LESSONS LEARNED SO FAR• Develop a legal base with state laws and regulations

that drive the work.

• Create a communication plan internally and focus messages on one or two main points.

• Use partnerships – legislators, high education, public stakeholders, educators and media – to get the word out. Suggest messages.

• Support teachers and their development with a learning community or network.

Next Generation Science Standards

• Kentucky Board of Education adopts Next Generation Science Standards (NGSS) - June 2013.

• Significant difference in science standards require a new type of assessment and support for implementation.

• Leadership Networks underway - current• Classroom instruction starts 2014-15• No Science summative assessment in 2014-15
