  • History of NCSA

    NCSAs membership is comprised of over 2,200 schooladministrators who serve Nebraskas schools. Formed in 1970 byleaders of the affiliate associations, NCSA has grown in size andstature over the past four decades. The objectives of theorganization have also expanded over the years, including athorough range of legislative services, involvement in the stateslargest school employee health insurance plan, and acomprehensive year-round professional development program.

    Your Professional Association Needs You

    Nebraska school administrators are uniquely qualified to knowthe problems facing public schools. However, even thoughadministrators have the expertise and knowledge, their individualvoices may at times go unheard at the state and national levels.NCSA provides the voice through the collective wisdom andleadership of Nebraskas school administrators.

    There is strength in numbers and NCSA needs your membershipand participation to enhance the organizations ability to impactthe education-related issues of the day.

  • Umbrella Organization

    NCSA is proud of its diversity under an umbrella structure, whichfeatures six separate affiliate associations. Each affiliateassociation elects its own officers to affiliate governing bodies,conducts an annual state conference, and sets objectives for itsaffiliate membership.

    Under the umbrella structure, members can enjoy the manybenefits and services offered by NCSA and also take advantage ofthe position-specific opportunities afforded by their affiliateassociation.

    The mission of the Nebraska Council of School Administratorsis to be an effective leader for qualityeducation and to enhance theprofessionalism of its members.

  • NCSAs Governing StructureEach affiliate association president, president-elect, and pastpresident serves as a member of the NCSA Executive Board,which governs the umbrella organization. In the case of NCSAsretired administrator affiliate, NARSA, the president serves as avoting member of the board. Also, the immediate past chairpersonserves as an ex-officio non-voting member of the board.

    The seventeen-member board governs the affairs of thecorporation, adopts and maintains bylaws, creates and maintainsstanding committees, and generally oversees the operation of theumbrella organization. Elected board members serve a three-yearterm of office.

    The board annually elects a chair and vice-chair, who each serveone-year terms of office, to lead the governing body and to serveas the umbrella organizations main spokespersons.

    NCSAs Professional Development ProgramNCSA offers a full range of professional development activitiesand events on a year-round basis. In addition to a series of annualstate conferences, NCSA offers seminars and webinars onspecific issues facing public education, such as school safety,student discipline, school law updates, and new administratorprograms. NCSA also offers workshops on a more personal levelto enhance a members leadership and administrative skills. Toview a list of NCSA professional development programs, goto http://ncsa.org.

    NCSAs Legal Support ProgramThe NCSA Legal Support Program provides funds for legalassistance to active members on matters relating to theiremployment contracts. Any active member, who has been notifiedthat his/her contract will be terminated, substantially altered, orthat there is substantial evidence which suggests a change instatus, may access the benefits of this program.

    Members are eligible for up to $1,500 in financial assistance forissues related to their employment contracts.

  • NCSAs Legislative ProgramIn an age when educators must take an active role in legislativeaffairs to protect the quality of education, NCSA assists byproviding a unique and aggressive legislative program for itsmembers. Through member involvement and participation in thelegislative process, NCSA has provided a consistent level ofsuccessful advocacy for public education and school administra-tion in Nebraska.

    The legislative program is spear-headed by the NCSA LegislativeCommittee, one of several standing committees created by theNCSA Executive Board. Like all NCSA standing committees, theLegislative Committee is comprised of appointed representativesfrom each affiliate association. The NCSA staff works alongsidethe committee to help direct the organizations legislative agenda.

    THE NCSA LEGISLATIVE PROGRAM

    The only education organization in Nebraska to provide thefollowing legislative-related services:

    Two annual legislative state conferences (before and during)each legislative session: the Legislative Preview Conferenceand the Government Relations Information Teams (GRIT)Conference.

    Thorough bill summaries of every legislative measure relatedto education each year (online internet service).

    A comprehensive final legislative report at the conclusion ofeach legislative session.

    A steady stream of electronic mail throughout the year onlegislative activities, including timely prompts to contactelected state representatives on important issues.

    A separate website dedicated to legislation affecting K-12education (legislative.ncsa.org).

    NCSA monitors the activities of the Nebraska Legislature,Congress, Department of Education, the State Board of Education,and various state agencies year-round to better serve theinterests of school administrators.

  • NCSA OnlineNCSA features two full-service websites (ncsa.org andlegislative.ncsa.org). A complete menu of legislative information,calendar of upcoming events, employment opportunities,webinars, downloadable publications and documents, andmembership information are just a few of the online servicesavailable to members. In addition, each affiliate associationwebsite can be accessed through the Affiliates section of theNCSA website.

    MembershipActive Membership: Those eligible for active membership arepracticing public and private school administrators.

    Associate Membership: Those eligible for associate membershipare faculty members in post-secondary institutions, employees ineducation-related agencies, district professional staff, and thosewho have administrative certificates but may not yet be practicingadministrators. Associate members do not have voting privileges,but receive all publications and are eligible to attend all NCSAsponsored events.

    Student Membership: Student membership is available to anyindividual enrolled in an Educational Administration graduate levelprogram. Student members do not have voting privileges butreceive all publications and are eligible to attend all NCSA-sponsored events.

    NARSA Membership: Membership in the Nebraska Association ofRetired School Administrators (NARSA) is available to retiredadministrators. NARSA members receive all publications andregistration information, are encouraged to participate incommittees and task forces, and are admitted to NCSA sponsoredactivities for the cost of the meals only. Most conferenceregistration fees are waived. For conferences co-sponsored withthe Nebraska Association of School Boards (NASB), there will bea small registration fee (plus cost of meals). If a NARSA memberis also an ESU board or school board member, the full conferenceregistration fee will be charged.

  • Reasons to Join and Maintain Membership with NCSA

    Strength in Numbers As an umbrella organization, NCSAcan collectively influence legislation and the decision-making processes on the local, regional, state and nationallevels.

    Legislation NCSA is an active participant in the stateslegislative and policy development process. NCSA provides asteady stream of legislative information to members bothduring and in between legislative sessions.

    Professional Development NCSA provides opportunitiesto improve personal and professional skills throughconferences, seminars, webinars, and workshops.

    Publications NCSA members stay on the cutting edgeconcerning issues of special interest through NCSApublications, including the NCSA Today, the NCSA LegislativeSummary newsletter, and other special publications onvarious issues facing public education.

    Legal Assistance NCSA stands ready to assist its activemembers with up to $1,500 per member in legal assistancefunds on issues relating to their employment contracts.

    Health Insurance NCSA is a partner in the EducatorsHealth Alliance (EHA), which protects the interests of schoolemployees in the important area of health insurance.

    Coalitions for Education NCSA is active in promotingpositive relationships between and among other educationalorganizations.

    Online Services NCSA members can take advantage ofthe many services provided through the NCSA website,including professional development information, completeaffiliate information, and downloadable publications.

    Professional Networking NCSA provides numerousopportunities to expand members state and nationalnetworking with fellow professionals.

    Consultant Services When answers to questions are notreadily available, NCSA will research the issue and seeksources for information and solutions.
