1. CLOSING OF ENTRIES: Entries close Wednesday, March 13, 20132. ENTRY PROCEDURES: One check per owner. Exhibitors may pay either by check or credit card (Visa or Mastercard). Exhibitors may enter on line by credit card only, at www.horseshowtime.com 1. Exhibitors may choose to pre-pay all fees before the closing date of entries. 2. Exhibitors may pay the total of: 1.) A deposit fee of $50 per horse 2.) All stall and tack room fees 3. ALL COMPLETED ENTRIES RECEIVED BY THE CLOSING DATE WILL BE ALLOWED TO ADD/SCRATCH/SUBSTITUTE ON THE DAY PRECEDING THE SHOW(SCHOOLING DAY) AT NO CHARGE. INCOMPLETE ENTRIES AND ENTRIES RECEIVED AFTER THE CLOSING DATE WILL BE ASSESSED FEES FOR ANY ADD/SCRATCH/SUBSTITUTIONS TO BE COMPLETE ENTRY FORMS MUST INCLUDE: 1.) Trainers and owners may leave a signed open check or credit card authorization for charges during show. All accounts to be closed by 5:00 Saturday. 5. ALL ENTRIES WHICH ARE LATE WILL BE ASSESSED A $50 LATE FEE. NO EXCEPTIONS 6. Exhibitors will receive their prize money within three weeks after the Horse Show.3. CREDIT CARDS: Exhibitors wishing to pay by credit card will be charged a $25.00 convenience fee. Charges to credit cards come through on statements from the Washington State Hunter Jumper Association (WSHJA).4. USHJA HORSE REGISTRATIONS: All horses competing in Federation non-breed restricted licensed competitions with hunter, hunter breeding, jumper and hunter seat equitation classes (except those activities enumerated in GR901.9, items 1-11) must be properly identified and must obtain a Registration Number from USHJA. A registration number for each horse must be entered on all entry forms for licensed competitions.5. CREDENTIALS: Exhibitors must present the following credentials to the horse show. 1.) USEF/USHJA membership card 2.) USEF/USHJA amateur certification 3.) USEF/USHJA Large, Small, Junior Hunter & Pony measurement card 4.) USEF/USHJA horse recording 5.) EC membership Card WE STRONGLY RECOMMEND THAT PHOTO COPIES OF THE ABOVE CARDS BE SENT WITH ENTRIES. 6. CANADIAN EXHIBITORS: Entries must be paid by draft payable in US Funds or check on Canadian US Dollar account. Canadian checks with US Funds written on the face of the check will not be accepted. 7. POST ENTRIES & SCRATCHES: Post entries will be accepted at a charge of $5 per class until 5:00 P.M. the day before classes are to be held and $10 per class after 5:00 P.M. All classes scratched will receive a $5.00 per class office charge. Refunds will be given for scratched classes ONLY if the office is notified the day before the class. There will be a maximum charge of $50 for all post entries and scratches.8. SUBSTITUTIONS: A new horse/pony may be substituted for a scratched horse/pony. Any added or scratched classes will be treated under post entries and scratches.9. CANCELLATION OF ENTRIES AND REFUNDS: Exhibitors cancelling entries after the closing date shall forfeit their entry fees, except in the case of disability of a horse, when entries shall be refunded on presentation to the Show Secretary, a certificate of disability from a qualified veterinarian PRIOR to the first class in which the horse is entered. 1) No refunds of entry fees shall be made after the first class in which the horse is entered unless a certificate of disability is presented
to the horse show office. 2) There will be a $50 office charge. 3) No refund of stall fees unless requested directly to the show secretary before March 26, 2013. 4) Refunds will be mailed within three weeks after the Horse Show.10. RETURNED CHECkS/CREDIT CARDS: There will be a penalty of $50 per check/credit card returned by the bank for any reason. No checks/credit cards will be processed through the bank a second time. To retain entries, the fees and penalty must be paid by Money Order, Cashiers Check or Cash before 4 PM the day before the Horse Show starts. In the event a check/credit card is returned after the completion of the show, it will be handled in accordance with USEF GR913. No personal checks will be cashed at the Show. USEF FEE: For every horse participating in any competition recognized by the USEF, a $16 USEF fee will be collected ($8 shall be a Drugs & Medication fee to provide for research, inspection and enforcement of rules regarding use of medications and drugs; see GR407.1, .2 and .3.

13. USHJA ZONE SUPPORT FEE: Every horse entered in any competition recognized by the USEF will be assessed a $2.00 USHJA Zone Support Fee which will be distributed to the USHJA Zones in 2014 to provide the necessary funding to allow the Zones to increase their pro-grams and benefits to their constituents.14. MEASUREMENT AND AMATEUR CERTIFICATION: All Small, Large, Junior and Pony Hunters must possess and present a current Measurement Card to the show secretary before numbers may be picked up. If the cards are not available, MEASUREMENT WILL BE RE-qUIRED. Photocopies of current Amateur Certification or Junior Memberships may be included with entries or made available when picking up numbers. 15. MANAGEMENT: Management reserves the right to cancel or combine any classes that do not fill to their satisfaction. Equitation classes not filling may be combined with the next age group. Notice will be given to exhibitors affected. Management reserves the right to start the first class of any session 30 minutes earlier than the scheduled time if entries warrant. Management reserves the right to make changes of arenas, judges, or class orders to facilitate time schedule and conditions.16. COMBINED CLASSES & SECTIONS: Any class or section that does not have at least four entries will be combined. Junior, Amateur Owner, Children's and Adult Amateur Sections will be combined with less than six entries. 17. TROPHIES, RIBBONS, PRIZE MONEY: Trophy and ribbons will be awarded to eight places in all Hunter, Equitation and Junior classes. Hunter prize money will be divided 30%, 25%, 20%, 15%, 10%. USHJA National Hunter Derby prize money will be divided 30%, 22%,15%, 10%, 7%, 6%, 5%, 5%.Jumper and Amateur Owner/Junior Jumper Classic prize money will be divided 25%, 23%, 20%, 17%, 15%. NW Mini Prix and Open Speed, Grand Prix and Classic prize money will be divided 30%, 22%, 15%, 10%, 7%, 6%, 5%, 5%. 18. HORSE SHOW OFFICE: Show office hours are:

19. STABLING: Permanent box stalls with doors provided. Shavings for the show will be provided. Please indicate arrival and departure date and who you are to be stabled with on the entry blank. Exhibitors do their own stall cleaning and bedding. Preference on requests for stalls will be given to exhibitors attending all three shows, then attending two shows, then from out of the country, out of state, longest distance away and promptness of entry. No refund of stall fees unless requested directly to the Show Secretary before March 26, 2013 for Spring National Inaugural, Hunter & Jumper. Refunds after those dates will only be made if the stall is reissued to another entry. Fee for box stalls for the entire show shall be $195.00 each.
Spring National Inaugural: Stalls will be available Monday, April 1, 2013 at 5PM Spring National Hunter: Stalls will be available Monday, April 8, 2013 Spring National Jumper: Stalls will be available Monday April 15, 2013 at 3PM Week-end stalls(Friday - Sunday) will be available for the Spring National Jumper Show for a fee of $145.00 EXHIBITORS WISHING TO BE STABLED WITH A STABLE AND STABLES WISHING TO STAY IN THE SAME STALLS FOR TWO
OR THREE SHOWS MUST HAVE THEIR ENTRIES IN BY MARCH 27, 2013. ANY DISASSEMBLING OF STALLS MUST BE DONE BY A FAIRGROUNDS EMPLOYEE. DUE TO THE POLICY OF THE EVERGREEN STATE FAIRGROUNDS - STALLS WILL NOT BE AVAILABLE UNTIL 5:00 P.M. MONDAY'S UNLESS SPECIFIED OTHERWISE.
20. SHAVINGS & MANURE DISPOSAL FEE: There will be a $95 per horse shavings & manure disposal fee. The fee for a week-end stall for the Spring National Jumper Show will be $65.00 per horse.21. SCHOOLING AND EXERCISE: Schooling areas will be available for use before, during and after the show. Schooling in the performance rings will be limited. Schooling will be allowed at SPRING NATIONAL JUMPER Tuesday, April 16, 2013 in the Cascade ring from 9:00 a.m. to 4:00 p.m. (Fences at 3’6”) and in the Rainier Ring - 9:00 am to 11:00 am. (Fences at 3’ 9:00 am to 2:00 pm, and then will be 2’6” until 4:00 p.m.) SPRING NATIONAL INAUGURAL & HUNTER The day before the Horse Show from 9:00 a.m. to 6:00 p.m. Cascade Ring (fences at 3’6’ from 9:00 a.m. to 12:00 p.m., 3’ from 12:00 p.m. to 4:00 p.m., 2’ from 4:00 p.m. to 6:00 p.m.) Rainier Ring (fences at 2' from 9:00 a.m. to 2:00 p.m., 2'6" from 2:00 p.m. to 4 00 p.m. A schooling fee of $30 will be charged for all schooling. Hard hats must be worn while schooling.22. MOTORIZED VEHICLES: Minors who do not have a valid driver's license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters or farm utility vehicles, on the competition grounds if licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver's license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from the operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and / or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and / or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individu-als with disabilities are exempt from this rule.23. HELMETS: It is compulsory for all persons at Federation licensed hunter, jumper or hunter/jumper competitions when mounted anywhere on the competition grounds, to wear properly fastened protective headgear which meets or exceeds ASTM (American Society for Testing and Materials), SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. It must be properly fitted with harness secured. It is compulsory for riders in Paso Fino classes, both open and breed restricted including Hunter Hack, where jumping is required and when jumping anywhere on the competition grounds to wear properly fastened protective headgear which meets or exceeds ASTM (American Society for Testing and Materials), SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. It must be properly fitted with harness secured. A Show Committee must bar riders without protective headgear from entering the ring for classes in which protective headgear is required and may bar entry or person from entering the ring if not suitably pre-sented to appear before an audience.

27. CONDITIONS OF COMPETITIONEVERY CLASS OFFERED HEREIN WHICH IS COVERED BY THE RULES AND SPECIFICATIONS OF THE CURRENT FEDERATION RULE BOOk WILL BE CONDUCTED AND JUDGED IN ACCORDANCE THEREWITHLIFE, SENIOR ACTIVE, AND JUNIOR ACTIVE MEMBERS SHALL BE ELIGIBLE TO PARTICIPATE IN ALL CLASSES AT REGULAR COMPETITIONS, EVENTING COMPETITIONS AT THE PRELIMINARY LEVEL OR ABOVE AND COMBINED DRIVING COMPETITIONS AT THE ADVANCED LEVEL, DRESSAGE, REINING, AND VAULTING COMPETITIONS AND ENDURANCE RIDES. A NON-MEMBER MAY PARTICIPATE AS A HANDLER, RIDER, DRIVER, OWNER, LESSEE, AGENT, COACH OR TRAINER AT REGULAR COMPETITIONS, EVENTING COMPETITIONS, DRESSAGE COMPETITIONS, REINING COMPETITIONS, AND COMBINED DRIVING COMPETITIONS UPON PAYMENT OF A $30 NONMEMBER REGISTRATION FEE. PARTICIPANTS IN THE FOLLOWING CLASSES ARE EXEMPTED FROM THE REqUIREMENTS OF THIS RULE; 1) LEADLINE; 2) EXHIBITIONS; 3) GAMES AND RACES; 4) CLASSES FOR 4-H MEMBERS; 5) WALk/TROT AND ACADEMY CLASSES (ACADEMY CLASSES ARE CLASSES LIMITED TO HORSES USED REGULARLY IN A LESSON PROGRAM); 6) USDF INTRODUCTORY LEVEL TESTS, PAS DE DEUX AND qUADRILLE CLASSES; 7) NRHA ENDORSED REINING COMPETITIONS;8) OPPORTUNITY CLASSES; 9) CITIZENS OF OTHER NATIONS WHO HAVE PROOF, IN ENGLISH, OF CURRENT MEMBERSHIP IN GOOD STANDING OF THEIR OWN NATIONAL FEDERATION: 10) USEA BEGINNER NOVICE DIVISION; AND 11) ASSISTANT HANDLERS IN DRESSAGE SPORT HORSE BREEDING CLASSES.
• USEF ENTRY AGREEMENT •By entering a Federation - licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of USEF (“the Federation”) and the local rules of the competition. I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the Rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the Competition may use or assign photographs, videos, audios, cablecasts, broadcasts, internet, film, new media or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. The construction and application of Federation Rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York State. See GR 908.4

24. TRAILER OR CAMPER HOOk-UPS: Trailer and camper hook-ups are available at a cost of $170/week or $45/day per space. Hook-up rates for the septic tank area will be $190/week on a first come basis. A card will be issued at the horse show office and must be displayed in a window facing the parking area. Hook-ups will be patrolled and enforced. There will be a charge of $110/week or $30/day for trailers and campers that park overnight but do not use hook-ups.25. HAUL-INS: There will be a charge of $35 a day per horse for horses not stabled.26. ARENAS & FOOTING: Cascade Ring 1 is 248’ x 120’. Rainier Ring is 255’ x 128’. The indoor schooling arena is 100 x 200. The footing is sand on a sand base.

From Hwy 2: The Evergreen Equestrian Park is 50 miles West of Stevens Pass. Follow US Hwy 2 Westbound, past the Fred Meyer shopping center in Monroe. Continue under the 522 overpass, and take right on 179th. Watch for parking signs.

The USHJA Foundation was created to provide funding for educational programs, grants, scholarships, and research, as well as emergency assistance to those in need. This Foundation serves a broad base of equestrians who are mem-bers of the United States Hunter Jumper Association. These members include dedicated horsemen and horsewomen, equestrian-related organizations and horses.
This year the Foundation has provided urgent relief to several USHJA members including: A long time equestrianwith stage 4 lung cancer; an aspiring young professional who broke her back; and a braider unable to work due after receiving life-saving surgery.
It’s only through donations and fundraising that the Foundation is able to continue its work in supporting those in urgent need and the needs of the industry as a whole. This Foundation is working toward providing research grants, educational scholarships, and support for USHJA programs such as the Emerging Athletes Program which identifies young talent throughout the country and provides them the opportunity to develop their skills.
The USHJA Foundation provides philanthropic equestrians and industry supporters with the ability to play an impor-tant role in the future of our sport. Each contributor to the Foundation will know they personally made a difference. With 90 cents of every dollar going directly to these important programs, the USHJA Foundation encourages every member, as well as all hunter/jumper enthusiasts, to help support the industry we all love. In accordance with GR1111.4: CA, NV, UT, CO, ND, SD, NE, and Canada are contiguous states. Contiguous points earned in USEF / Equine Canada licensed competitions will only receive national points in USEF rated divisions.
Adult Amateur Hunter:To be ridden by Amateurs who are no longer eligible to compete as Junior Exhibitors. Horses or Adult Amateur riders entered in Adult Amateur Hunter sections may not compete in the Amateur Owner Hunter section at the same show. Riders may not show in any classes in which the fences are 3'9" and over at the same show. Ponies may be ridden by adults, suitability to count. Fence height should not exceed 3'. Horses and ponies NOT to jog for sound-ness. Age groups for awards are 18-35, 36-49 and 50+.
Children's Hunter Horse:Open to horses to be ridden by a Junior Exhibitor. Horses or riders entered in the Children's Hunter section may not compete in the Junior Hunter Section at the same show. Riders may not show in any classes in which fences are 3'9" and over at the same show. Fence height not to exceed 3'. Horses NOT to jog for soundness. Age groups for awards are 13 & under and 14-17.
Children's Hunter Pony:Open to Junior Exhibitors. Ponies may not cross into any other rated section at the same competition. Classes may run as one or split Small/Medium and Large to run 2', 2'3" and 2'6" respectively. Children's Hunter Pony riders may compete on a maximum of one Children's Hunter horse section at the same competition and in any class not to exceed 3' (exception Pony Jumpers). Green and Regular Hunter Pony riders may compete on a maximum of one additional pony in the Children's Hunter Pony section at the same competition. A year end award will be given. Ponies not to jog for soundness.
Suggested distances for the Children's Hunter pony sections as follows:a. 2' Small Children's Hunter Pony should be (based on 9'9" stride): 4 strides at 48'9"; 5 strides at 58'6"; 6 strides at 68'3"; 7 strides at 78'8"; 8 strides at 87'9".b. 2'3" Medium Children's Hunter Pony should be (based on 10'3" stride): 4 strides at 51'3"; 5 strides at 61'6"; 6 strides at 71'9"; 8 strides at 99'.c. 2'6" Large Children's Hunter Pony should be (based on an 11' stride): 4 strides at 55'; 5 strides at 66'; 6 strides at 77'; 7 strides at 88'; 8 strides at 99'.
Pre-Green:A Pre-Green hunter is a horse in its first two consecutive years of showing at 3' or 3'3", regardless of age, that has never shown at 3'6". A horses's pre-green status may be reinstated for a future competition year if it was not shown at the 3' height or 3'3" height at more than four (4) competitions prior to September 1 and if it was not shown at that height after September 1 in the same year. Fences 3' - 3'3". Horses may not cross-enter into 3'6" divisions. Horses are able to cross enter into Pre-Green 3' and 3'3" sections at the same com-petition. Horses not to jog. To be judges on performance. There will be two annual awards for the Pre-Green sections: 3' and 3'3".
Children's / Adult Jumper:Horse and rider combinations may not cross enter in the Amateur, Amateur Owner, and Junior Jumper sections. Rid-ers may not show in any classes where jumps exceed 3'9". Fences to be set 3'6" or 1.10m.
