in energy. India has witnessed
Green and White Revolutions. Now
Saffron Revolution is needed. En-
ergy is of saffron colour. He said
that the Central Government
should formulate a comprehensive
Energ y Policy.

country's largest solar energy
plant at village Bhagwanpur
(Deken) in Neemuch district today.
Presiding over the function, Chief
Minister Shivraj Singh Chauhan
said that Madhya Pradesh will be
made number one state in country.Public Relations, Energ y, New &
Renewable Energy Minister Rajen-
dra Shukla and Minister of State
for School Education Deepak Joshi
were present on the occasion.
Showering praise on Madhya
Pradesh, Modi said that Chief Min-
ister Shivraj Singh Chauhan has
done a great service not only to
Madhya Pradesh, but entire coun-
try by changing this once sick state
into a developing one. He had
linked Narmada with Kshipra and
today earth and sky to tap solar en-
ergy through this plant. He said
that power plants of upto 20 thou-
sand MW capacity are lying shut
mainly due to unavailability of
coal. If such indifference towards
energy continues then dreams of
development cannot be fulfilled. In-
dia will have to work in mission
mode to make the country strong
and chalk out new policies. Modi
said that development should be
environment-friendly. He said that
immense natural resources for en-
ergy are available in different parts
of the country. Eastern India is
heaven for hydro power genera-
tion, Western seashore area is best
for wind energy and Gujarat and
Rajasthan's plain desert areas for
solar energy. If a policy is chalked
out to tap these energies, neither
coal nor petroleum import will be
required. Modi had special words
of praise for Madhya Pradesh for
agriculture sector growth.

Chauhan said that this is a historic
day for state's development. Mad-
hya Pradesh has registered 3 major
achievements during last 3 days.
On the first, foundation stone for
Infosys campus was laid at Indore,
on the second day Narmada was
linked with Kshipra and on the
third day country's largest solar
energy plant has been inaugurat-
ed. Chauhan said that there is no
shortage of power in Madhya
Pradesh. At present, 11 thousand
600 MW power is available in the
state. It will be increased to 14 thou-
sand MW next year and 20 thou-
sand MW in next 5 years. In the
years to come, 2500 MW solar and
wind energy will be generated. Del-
hi-Mumbai Industrial Corridor
will change state's scenario. State
is number one in the country in
agricultural production. Madhya
Pradesh is going to leave Punjab
and Haryana behind in wheat pro-
duction. Chauhan said that state
government has changed policies
in the interest of farmers. Provi-
sion for compensation has been
made for loss of Isabgol crops in
Neemuch area. The Chief Minister
said that adequate assistance will
be given to farmers whose crops
have suffered damage due to rains
and hailstor m recently.
Modi and Chauhan also inspected
the solar plant. Country's largest
solar power plant has been com-
pleted in a short of span on only 8
months. Additional Chief Secre-
tary Renewable Energy S.R. Mo-
hanty welcomed the guests and in-
formed that Madhya Pradesh is be-
coming new power hub of the
country. Rajya Sabha member

Five IPS officerstransferred in CGRaipur: In a minor reshuffle ahead of
the Lok Sabha elections, the
Chhattisgarh government has
transferred five Indian Police Service
(IPS) officers. "The directive in this
regard has been released from
Mantralaya late last night. They will
be in charge of new departments
until further orders," an official said
here Monday. As per the order,
Superintendent of Police Korba,
Ratanlal Dangi has been shifted as
Commandant, 4th Battalion,
Chhattisgarh Armed Force (CAF) at
Mana camp in Raipur. Dangi will be
replaced by AIG, police headquarters,
Amresh Mishra. SP Korea Ramgopal
Garg will replace SP Balod T R Paikra,
who will be the Commandant, 8th
Battalion CAF, Rajnandgaon. Besides,
commandant of 8th Battalion CAF,
Rajnandgaon, BS Dhruv will be the
new SP of Korea district.
Vivek Dhand new chiefsecretary of ChhattisgarhVivek Dhand, a 1981 batch IAS officer,
was appointed Chief Secretary of
Chhattisgarh today, official sources
said. He will succeed Sunil Kumar
who is retiring on February 28.
Dhand, who hails from Chhattisgarh
itself, was Additional Chief Secretary,
Panchayat and Rural Development.
Six policemen killed inNaxal ambush in
Chhattisgarh's DantewadaIn a tragic incident, six policemen
were killed in Naxal ambush in
Chhattisgarh's Dantewada district on
Friday. Five police jawans, including a
SHO were killed in the ambush.
Earlier this month four Maoists were
arrested in Dantewada district.
The incident took place when a
police patrol party headed by SHO,
Kuwakonda, Vivek Shukla was on way
to Shyamgiri Hills for security of an
under-construction road near
Kuwakonda-Bacheli, a senior police
official told PTI. The patrol team
comprising around 10 police jawans
was moving on motorcycles whenarmed rebels opened indiscriminate
firing on them, resulting in the death
of SHO Shukla and five other
policemen on the spot, he said. In
2010, the Leftwing guerrillas
ambushed and massacred 76 security
personnel in the dense forests of
Chhattisgarh in the worst such attack
since the Maoist rebellion erupted 43
years ago. Fearing leakage of their
strategies ahead of Lok Sabha polls,
Naxals are keeping a close watch on
people who could act as informers
and pass on information using
mobile phones in villages of their
hot-bed Bastar. In some pockets of
restive Narayanpur district
comprising a major part of the
Abhujmad region, local cadres are
visiting villages and collecting
information about mobile users and
even asking them to deposit the
gadgets with rebels assuring to
return them after the Lok Sabha
elections.

RAIPUR
Public sector undertakings
did not obtain the mandato-
ry clearance from the Union
Ministry of Environment and
Forests (MoEF) before undertaking
mining in foreat areas in the state.
Forest land measuring 835.616
hectares is being used for mining
purposes by public sector under-
takings (PSUs) in Chhattisgarh
without approval of Union govern-
ment. The MoEF mandates that
compensatory afforestation should
be undertaken on non-forest land to
compensate for the diversion offorestland for mining and other
non-forestry activities. Comensato-
ry afforestation on forestland is al-
lowed only when such non-forest
land is not available.
However, according to a review
report of Chhattisg arh State Com-
pensatory, Afforestation, Manage-
ment and Planning Authority
(CAMPA) by CAG, PSUs have been
mining on forestland even after
their in-principle approval lapsed
seven years ago. The report states
that despite availability of non-for-
est land for compensatory af-
forestation (CA) in state, certifi-
cates of non-availability of non-for-
est land were given and CA was
done in degraded forest area. The
report also reveals that forest land
measuring 77.500 hectares was
used for development of an eco-
tourism centre by state govern-ment in violation of Forest Conser-
vation (FC) Act. CAMPA unautho-
risedly spent Rs 12.31 crore on pur-
chase of vehicles, infrastructure
and other eco-tourism activities in
contravention to guidelines and in-
structions of Centre.
Meanwhile, Chhattisgarh Chief
Minister Raman Singh said recent-
ly that Rs 3.40 crore were recovered
as fines from over 1,700 cases of il-
legal mining were reported during
the last four years. The state also
recovered Rs 13.64 crore as fines
from 13,084 cases of illegal trans-
portation of minerals during the
same period.
The Chhattisgarh government
will use satellite imagery to detect
activities of illegal mining and es-
tablish barriers to check unlawful
transportation of minerals. Senior
government officials have directedto take help of satellite imageries
to intensify the drive against illegal
excavation of minerals. However,
government's own PSUs continue
to flout norms while undertaking
mining in the state.
RTE flop show
in Chhattisgarh
RAIPUR
As authorities have drawn up a cal-
endar for the implementation of
the Right to Education (RTE) Act
for 2013-14, a recent survey shows it
was a flop show in Chhattisgarh in
the past two years. The root cause
of the problem is that many private
schools are not even aware of the
rules.
The survey was conducted in nine
districts by the RTE Task Force set
up by the state government. Poor
implementation has been the bane
of the RTE Act. While nearly half
of the 25% seats reserved in private
schools for the poor under the RTE
Act remained unfilled during 2012-
13, the first year of implementa-
tion, the next year it was more than
one-third. The survey covered 83
schools in the state, including 14
aided, 33 unaided and 36 govern-
ment schools. It found that 10 aided
and 14 unaided schools did not pro-
vide even a single seat under the
RTE quota in 2012-13, 24 were un-
aware of the basic rules, while the
faculty of only 58 schools partici-
pated in RTE workshops conducted
by the government.
The survey also detected several
other violations. Three dozen
schools did not form School Devel-
opment and Monitoring Commit-
tees, while only a few held special
training for dropouts who had re-
turned to the classroom. The sur-
vey found there is a shortage of
teaching staff in 30 unaided and 24
aided schools. Half the schools did-
n't have ramps for physically chal-
lenged students.
POORPROGRESS
In 2012-13, 59,000 of the 1.08
lakh seats under the RTE quota
were vacant.
In 2013-14, 37,000 seats
remained unfilled.
27 schools didn't have
compounds.
Nine schools lacked separate
toilets for girls.
23 schools didn't have good
playgrounds. Drinking water in eight schools
was not fit to drink.
Rs 29 lakh cash,ammunition seizedfrom Naxal hideoutsRajnandgaon: In a major haul, a
whopping Rs 29 lakh were seized
from a Maoist dump in Chhattis-
garh's Rajnandgaon district, police
said Tuesday.
Besides, ammunition and elec-
tronic gadgets were also recovered
from two separate Naxal hideouts
in the region. "A joint squad of se-
curity personnel busted two Naxal
camps in Sitagaon and Aundhi po-
lice station limits in the past two
days and seized cash, live car-
tridges and electronic items," In-
spector General of Police (Durg
Range) Pradeep Gupta told re-
porters here.
Cash worth Rs 28.95 lakh was re-
covered from a Naxal hideout inNideli village forests under Aund-
hi police station limits last
evening, he said.
The joint contingent of Indo Ti-
betan Border Police (ITBP), Border
Security Force (BSF) and local po-
lice team was on a search opera-
tion along the border of Raj-
nandgaon-Kanker district for past
several days.
On Sunday, it unearthed a Naxal
dump in Pitemeta-Amakoda
forests under Sitagaon police sta-
tion limits and in Aundhi.
The other recovered material in-
clude 10 live cartridges of 9 MM
pistol and 12 bore gun, a magazine
of Insas rifle, steel containers used
in planting landmines, three cell-
phones, data cable, radio, batteries,
Naxal literature and other related
items, Gupta said.
Prima facie it appeared that the
recovered money was extorted
from locals.

Loan recovery from affected farmers suspendedbenefit of Kanyadan Yojana even if they marry off daughters from home

Chauhan has said that Re. 1 per kg
wheat and price will be provided
for 8 months to farmers who have
suffered over 50 % crops loss by in-
cluding their names in the list of
beneficiaries. Chauhan said that
maximum assistance will be pro-
vided by the state government to
the affected farmers.
Chauhan visited hailstorm-af-
fected villages in Sehore district's
tahsils Rehti, Nasrullahganj and
Ashta including Chakaldi, Kothar
Pipaliya, Kankariya, Harmau,
Suned, Ladkui, Bhadakui, Gu-
larpura and Kanyakhedi today.
The Chief Minister took stock of
crops and held discussions with
hailstorm farmers. Consoling
farmers, Chief Minister Chauhan
said that state government stands
by them.
Chauhan said that hundreds of
villages in 40 districts of the state
have been affected by this natural
calamity. For this, necessary in-
structions have been given to field
staff. The field staff will survey
every single field and ensure pay-
ment of proper relief and crop in-
surance amount to affected farm-
ers.
The Chief Minister said that
farmers will be able to marry off
their daughters from home this
year. They will be given Rs. 25 thou-
sand assistance each under
Mukhyamantri Kanyadan Yojana
even if affected farmers marry off
daughters from home. Defaulter
hailstorm-affected farmers will
also be provided seeds and fertilis-
ers by societies. Recovery of loan
from affected farmers will be sus-
pended. Payment of interest will
be made by the state government.
On girls' demand at village Kothra,
the Chief Minister announced to
open a high school from next aca-
demic session.

75 % population to get benefit of Food SecurityAct; names of 3.70 cr people in Samagra portal
BHOPAL
Food Security Act has been implemented in
Madhya Pradesh with effect from March 1,
2014. State's 75 percent population will be under
the Act's purview. So far, over 3 crore 70 lakh 73
thousand people's names have been included in
Samagra Portal developed by Food and Civil
Supplies and Social Justice departments. Even
before implementation of this Act, wheat and
rice are being provided at the rate of Re. 1 un-
der Annapurna Yojana through public distri-
bution system in the state since January 1, 2014.
As per Food Security Act, Central Govern-
ment will provide wheat at the rate of Re. 2 per
kg and rice at Rs. 3 per kg to the state govern-
ment. However, both wheat and rice will be pro-
vided at Re. one per kg under Mukhyamantri
Annapurna Yojana by giving additional sub-
sidy to all eligible families.
Food and Civil Supplies Department has
made large-scale preparations for implementa-
tion of National Food Security Act. Antyodaya
Anna Yojana (AAY) card holders and priorityfamilies will get its benefit. These include BPL
families, beneficiaries of social pension
scheme, building and other construction work-
ers, Mukhyamantri Mazdoor Suraksha Card,
forest rights patta holders, cycle rickshaw &
handcart pullers, women domestic helps, urban
vendors, registered bidi workers, landless kot-
wars, registered weavers and craftpersons, reg-
istered hair dressers, persons affected by de-
fence agreement, registered railway porters,
labourers of closed mills, registered persons
with multiple disabilities and mentally retard-
ed persons, inmates of old ag e homes, children
of juvenile homes, porters and weighing assis-
tants at mandis and all SC and SC domiciles of
the state. In SC and ST category, income tax
payers and class I, II and III officers and em-
ployees of state and Central governments have
not been included in the scheme. According to
Chief Minister Shivraj Singh Chouhan's an-
nouncement, all registered fishermen, drivers,
conductors and calamity-affected families will
also be provided subsidised food grains by in-
cluding them in the category of priority fami-
lies. In the SC and ST category, all income tax
payers and Class I, II and III officers-employees
of Central and state government have not been
included in this scheme.
Of total 3 crore 70 lakh 73 thousand persons
registered on Samagra portal, 2 crore 84 lakh 3
thousand belong to rural and 86 lakh 70 thou-
sand to urban areas. Registrations at Samagra
portal are being done under supervision of col-
lectors. Urban bodies are conducting survey in
urban areas and Panchayats in rural areas withcooperation of Food Department.
After implementation of National Food Secu-
rity Act, every AAY ration card holder will get
35 kg food grains and families identified under
priority families will get 5 kg per person per
month.
The state government has also decided that
families having over 7 members will be provid-
ed 5 kg food grains per person under Antyodaya
Anna Yojana. In this way, every eligible family
will get over 35 kg food grains each.
PEB scam: Is BJP too arrogant to reply to Cong charges?BHOPAL
The Professional Examination
Board (PEB) scam has shaken the
state and the Opposition Con-
gress is trying its best to derive
political mileage. However, the
BJP is surprisingly calm. Con-
gress leaders feel that after the
success in assembly polls the BJP
is so confident of its success in
Lok Sabha polls that it is not even
caring to reply to Congress accu-
sations.
Congress leaders claimed some
big personalities of the BJP are
involved in the scam and will be
named shortly. "This is the arro-
gance of getting 165 seats in as-
sembly elections,'' Katare
claimed" The BJP does not want
to speak to the Opposition on the
issue. They don't want to answer
questions we are asking. But we
will take up the issue continuous-
ly in the assembly, media and law
courts till the truth is uncovered."
While the PEB scam will top
Congress agenda for general elec-
tions in the state, BJP leaders say
there is no need to answer base-
less allegations of the Congress.
Katare said that more revelations
of the BJP's involvement in the
multi-crore PEB scam will be ex-
posed in coming days.

RAIPUR: Union minister for health and
family welfare, Ghulam Nabi Azad has
said that our country requires more
hospitals with well-equipped doctors
and nurses. For states like Chhattisgarh,
Madhya Pradesh, Odisha, Bihar and
Jammu and Kashmir, Medical Council of
India (MCI) has relaxed the rules, as now
20-acre land is being provided for these
states. For proper healthcare of kids and
pregnant women in rural parts of the
country, 'Asha Scheme' has played an
important role, he added. Referring to
steps being taken to improve facilities atAIIMS, Raipur, Azad said 4089 posts of
doctors, employees and other officers
have been sanctioned.
Azad was speaking during
inauguration of All India Institute of
Medical Sciences (AIIMS) in Raipur
recently. He said the UPA Government at
the Centre had always focused on
promoting setting up of more and more
hospitals and medical colleges across
the country. He also lauded the facility of
e-Library at AIIMS, Raipur which is not
present in any other AIIMS in the
country.
Chief Minister Raman Singh in his
address in his address called the
establishment of AIIMS as a milestone in
the history of Chhattisgarh. He promised
to take initiative to increase the 160-
bedded hospital with 1,000 beds. Singh
thanked the Union Ministry of Health
and Family Welfare for its help and
encouragement in bringing up the
premium healthcare institution in
Raipur. From now onwards, the people
of the Chhattisgarh do not need to go to
New Delhi for availing world-class health
services as AIIMS has now been
established in the State, the Chief
Minister said, adding the institute will
not only benefit the people of
Chhattisgarh but also those in the
neighbouring States.Singh said the State Government has
established medical colleges at Jagdalur
and Raigarh. While a medical college is
being set up at Rajnandgaon, a new
medical college is proposed for Sarguja.
He also announced to set up Rs 120
crore cancer institute at Bilaspur and a
cancer research centre at Manendragarh
in north Chhattisgarh. Singh said the
proposed centre to be set up at
Manendragarh, at an estimated cost of
Rs 45 crore, would cater to me dical
needs of tribals. Referring to a vast
population in Chhattisgarh, Odisha and
Jharkhand suffering from genetic
disorder of sickle cell anaemia, Singh
urged the union minister to set up a
national level centre for treatment and
research on the disease at Raipur. He

challenge being faced by health sector,
but the state is also facing challenge of
reducing Maternal Mortality Rate (MMR)
and Infant Mortality rate (IMR) and other
complex ailments.

There are many people who
have deep interest in harvest-
ing but unfortunately do not
have land. Animesh Tiwari, living in
Chhattisgarh capital Raipur, is one
such person. Animesh worked hard
on his dream and today he is a happy
man growing broccoli, cabbage and
vegetable on his rooftop. Animesh
applied hydroponics method to grow
vegetables on his rooftop. Animesh
says that by adopting hydroponics
one can grow a variety of vegetables
and that too in sufficient quantity. He
says this method neither requires lot
of soil nor much of water. In fact, hy-
droponics is a subset of hydrocul-
ture and is a method of growing
plants using mineral nutrient solu-
tions, in water, without soil. The roof
of Animesh is full of vegetables likechinese cabbage, broccoli, brinjals
and capsicum. Animesh is a Law stu-
dent and is preparing for UPSC ex-
ams. He loves gardening and this is
why he thought of adopting hydro-
ponics technique and grow vegeta-
bles on his roof. Animesh acquired
knowledge of hydroponics by self
study and collected material from
his own sources.
METHOD
Animesh has plastic pipes on his roof which have
special holes at regular intervals in a particular
design. He uses a special pot with mesh and
fills it with coconut husk. Seeds are sown in this husk
and then watered. When plants come out they are
transferred into these pipe holes. The pipe contains
water having potassium nitrogen and phosphorous.
These ingredients help plants grow much faster.
MORE PRODUCTION
Hydroponics helps in procuring 20 times higher
output than traditional harvesting of
vegetables. Animesh says that the roots of
plants do not have to search for nutritions here and
there. Necessary nutrition for the development of plants
is readily available to plants in the watered pipes. This is
ht ereason why cauliflower grows in about 45 days by
this method, whereas in traditional method the
cauliflower grows in about three to four months.

Illegally built speedbreakers major health hazard
RAIPUR
The capital has seen a large num-
ber of speed breakers coming up
in almost every locality of the city.
These have been built illegally ig-
noring all norms and are proving
to be a health hazard. Most often,
instead of being a boon for road
users they result in accidents and
sometimes even take away lives of
people.
A vast majority of the speed-breakers that have proliferated in
the city are dangerous, since they
are not constructed as per rules
and guidelines laid down by the In-
dian Roads Congress (IRC) which
is the sole authority on road safety
in India. They are ostensibly
speed-breakers but the unscientif-
ic and illegal road humps do their
job so overzealously that they are
turning into back-breakers and
neck-breakers. Residential areas
like Devendra Nagar, Anand Na-
gar, Shailendra Nagar and Samta
Colony have numerous speed
breakers in violation of Indian
Road Congress guidelines.
The city traffic police are clue-
less on how to nip the problem as
the more they remove these
humps, the more they spring up on
city roads every day. According to
residents there are thousands of
unauthorized/ unscientific roadhumps in the city. Yet more are
coming up every other day in vari-
ous localities. Traffic police cops
say soon after any accident involv-
ing over speeding vehicles occurs,
residents of the area seek a solu-
tion and the civic authorities
agree to people's demand to con-
struct a speed breaker to prevent
future accidents. But in fact they
only lay a road hump.
There are no signboards ahead
of speed breakers as a warning for
motorists to slow down. Speed
breakers must be painted with
white stripes to ensure they are
visible but this is never done. As
per road engineering, a particular
alignment is prescribed. Improper
road alignment is proving danger-
ous for those driving on an average
speed, as they tend to lose their
balance and fall. None of the
speedbreakers are perfectly made.Either they are too bumpy or are
not aligned on both sides. The
guidelines clearly specify that
speedbreakers are expected to be
10 centimeters in height and 3.7
meters in breadth and should be
painted in painted in black and
white.City's traffic expert, Mayank
Seth, said Raipur has more than
2,000 speedbreakers and barring a
few, all are violating norms.

Indore's Khajranapond to get facelift
The Khajrana pond is all set toget a facelift, thanks to Indore
Municipal Corporation (IMC)
which will set up a water treatment
plant here with the help of a NGO.
"We are working on a plan to make the
water of Khajrana pond usable as till
now, the pond was almost rendered use-
less due to many factors. The pond was
given on a contract for fisheries a few
years ago but later the pond was
banned for all the activities," said IMC
city engineer Dilip Singh Chauhan.
He added that an NGO named Taru
Leading Edge has approached the civic
body evincing interest to set up water
treatment plants at some ponds.
"We will render technical support in
the project as we did in setting up a wa-
ter treatment plant in Indore zoo a few
months ago. The plant in zoo will have
capacity to treat 50,000 litres of water
that can be used in irrigation, cleaning,
gardening and other works. The water
will be taken from a nullah flowing
through the zoo," said the NGO coordi-nator, Megha Barve.
Barve added that if given a nod by the
IMC, the plant will be the first-of-its-
kind to treat pond water in the state.
As a part of the plan, the civic body
has diverted drainage water pipeline
connected with the pond to drain out
the water.
"Besides, the fencing and sapling
plantation work around the pond catch-
ment area has been completed. The ca-
pacity of this pond will also be in-
creased. The aim behind the project is
to increase ground water level, reduce
water pollution and to make the water
useful for other works.
Beautification work will also be car-
ried out at the pond after getting a nod
from MIC members to develop this
pond as a picnic spot," said Chauhan.
There are some encroachments
around the pond and removing these
structures from the locality will be a
challenge for the officials concerned.
Chargesheet filed inIAS couple's dispro-
portionate assets case
The Lokayukta Special Police Estab-
lishment (SPE) on Saturday filed a
chargesheet in the district court against
tainted IAS couple Arvind and Tinoo
Joshi, besides 17 others, in connection
with the couple's assets disproportion-
ate to the known sources of income.Lokayukta sources said the
chargesheet was filed against 19 per-
sons, including the IAS couple, Arvind
Joshi's father HM Joshi, mother Nam-
rata Joshi, sisters Abha and Vibha, as-
sociate SP Kohli, his wife and sons
Simat and Sahil, Delhi-based stamp ven-
dor, Raj Rani, insurance agent Seema
Jaiswal and property broker Pradeep
Jain. The prosecution filed a 6,700-page
chargesheet before Additional Session
Judge BK Dwivedi on Saturday, in
which they alleged the couple has addi-
tional Rs 41.37 crore assets from their
known sources of income. n 2010, the In-
come tax department had raided the
residence of the IAS couple in Bhopal
and unearthed assets valued at Rs 360
crore. They had been charged under rel-
evant sections of IPC. The prosecution
said the Joshi couple, his father H M
Joshi, mother Nirmala Joshi, Abha
Joshi, Dhani and Vibha Joshi were not
present on Saturday in the court during
today's hearing.

Party (LJP) to go with the
Bharatiya Janata Party (BJP) in
the upcoming Lok Sabha polls is
expected to severely affect Bihar
Chief Minister Nitish Kumar and
his party, the Janata Dal (United)
or JD(U).
Nitish Kumar, the chief anchor
of the federal front comprising of
regional parties offering a non-
Congress and non-BJP alternative
to the country, was counting on the
support of former Socialist party
members, including Paswan. But
with LJP supremo aligning with
the BJP, Nitish loses one anti-Modi
voice in the state and about 4.5 per-
cent of Dalit votes.
Meanwhile, the BJP has also
reached an important understand-
ing with OBCs in Bihar. It has
reached an alliance with Upendra
Kushwaha-led Rashtriya Lok
Samata Party (RLSP), with the
party likely to leave three Lok Sab-
ha seats for Kushwaha community
leaders.
BJP's tie-up with Kushwaha, who
parted ways with Nitish Kumar, is
aimed at wooing non-Yadav, non-
Kurmi sections of OBCs and
MBCs in Bihar. The alliance with
the RLSP leader comes amid BJP
projecting prime ministerial nom-
inee Narendra Modi's credentials
as an OBC leader.
Upendra Kushwaha is consid-
ered to have a grip over 6 percent
of the 'Kushwaha' community
electorates in the state. With
Kushwaha gone too, Nitish seems
to have lost a possible addition to
his federal front.
On the other hand, the BJP, the
former ally (with 'antagonistic'
ideology) of the incumbent JD (U),
looks like to be living in a superior
position, at least what the present
says.According to political analysts,
the BJP commands majority
(around 17 per cent) of the 'upper
caste' votes in the state and sizable
portion of 'Baniya' votes (7 per
cent) in the state.
Now, with the saffron party part-
ing ways with the Nitish Kumar's
JD (U), the former holds less possi-
bility of being weighed down by
anti-incumbency wave, most ex-
pectant to play a part in the com-
ing parliamentary elections.
Additionally, after projecting
Narendra Modi as BJP's prime
ministerial nominee, the cadre
votes are bound to be retained, and
new additions being made more ef-
fectively.
However, with Nitish siding up
with the UPA, the Muslim popula-
tion, which is well spread over 10
constituencies in the state and
share something around 18 per-
cent to 70 percent of the vote
share, is set to benefit the former
the most, says the analysts. These
Muslim dominated areas may play
a deciding role in the forthcoming
Lok Sabha polls.
For the basic reason, Lalu Prasad
Yadav's Rashtriya Janata Dal
(RJD), which holds a major clout
over a substantial number of Mus-
lim votes in Bihar, but chances of
his playing a spoilsport can't be
ruled out, for him being out of
power for about 10 years from the
state politics now.
Anti-incumbency feeling, which
is surely seeping in the minds of
Bihar's people, may come to Lalu'srescue, when needed the most.
Conversely, he does hold 14.5 per-
cent of the state's Yadav communi-
ty votes firmly in his pocket. How-
ever, something that can play an
imperative role in the upcoming
parliamentary elections for the
state leaders are the votes of Ma-
hadalits (10%), and Most Back-
ward Caste (21%), the political ex-
perts say. This is where Nitish
comes into force once again. The
veteran JD (U) leader is known to
have planned well throughout his
second term, on how to bag most
of the 'Mahadalit' votes.
Debutant voters can alter country's political landscape
In less than two months, India is going to
vote to elect its next central government.
With 762 million eligible voters, the 2014
general elections will be the largest electoral
exercise ever conducted in the world, al-
though this is nothing new for the world's
largest democracy. Ever since the first na-
tional elections took place in 1951-52 over a
four-month period with 173 million regis-
tered voters, Indian national elections havebeen the biggest democratic exercise in the
world.
Unlike those 173 million voters, most of
who were poor and illiterate, the present vot-
ers recognise their rights and perceive party
politics as a game changer for the country.
What is remarkable about the forthcoming
general elections that India's 149 million
debutant voters will help select its 16th Lok
Sabha members. That's about close to 20 per-
cent of the total registered voters. Analysts
say this post-liberalisation bunch of 149 mil-
lion new voters thinks very differently and
will heavily influence the general polls.
Let's look at the numbers first. More than
half of India's population is already under
the age of 25 and 65 percent of Indians are
below the age of 35, and in about two years,
India will have the youngest population in
the world with the average age of the coun-
try is expected to be around 29 years. The lat-
est Census data tells us that the 378.6 million
of the 762 million eligible voters are in the
age group of 18-35. Moreover, young voters
comprise the majority voters in 26 states, in-
cluding Uttar Pradesh, Bihar, Madhya
Pradesh, Andhra Pradesh and West Bengal,
which can heavily influence the political
game at the centre. By only strength of num-
bers, the young population can make a dif-
ference to the political system of India.
The Election Commission data shows
about 90,000 voters, between the ages of 18
and 22, will be eligible debutant voters per
Lok Sabha constituency. As of 1st January
2014, over 42,000 voters between 18 and 19
years of age were registered on an average in
each Lok Sabha constituency of this country.
That's a staggering number, considering the
winning degree of dif ference was less than
this in 226 Lok Sabha constituencies in the
last general election. Hence, understanding
the aspirations of young voters and winning
their votes become primordial for all parties.
It will be difficult but interesting to read
the minds of young people whose votes
might alter the political landscape of the
country. Born after the great economic liber-
alisation to parents who just started to pros-
per owing to an increasing per capita income
and a rise of nuclear families, India's young
voters suffered scarcity of any sort much
lesser than their parents and grandparents
who had to manage large joint families with
a meager salary that hardly grew over theyears. Today's youngsters have grown up
with the belief that they can fulfill their am-
bitions and earn good money if they work
hard. They are well aware how corruption
has crippled their country and are less likely
to draw on their castes to accomplish tasks.
The rise of actual youth participation will
certainly influence the political scene at the
centre but in what measure needs to be seen.
What factors drive young people to vote? Will
they choose young politicians over the old
ones? What about religion - is it a concern for
them, if yes, how are they going to choose
representatives to address and prevent com-
munal riots? Apart from a lack of job oppor-
tunities, women's safety and corruption, are
the young people worried about Section 377
of the Constitution and dwindling of toler-
ance and freedom of speech in the world's
largest democracy and in what degree and
how would they like to resolve these issues?
They results of 2014 general elections will
hopefully hold the key to these crucial ques-
tions.

ter. A task force for this was consti-
tuted headed by the then Minister
Suresh Prabhu. Giving a ruling to
this effect, the Supreme Court had
directed in year 2012 to constitute a
committee of ministers and offi-
cers and hold its meetings every 2
month. Advani said that a similar
project was undertaken in Gujarat
by flowing Narmada water into
Sabarmati river
Malwa to turn green
Advani said that after Narmada-
Kshipra link, now Kali Sindh,
Gambhir and Parwati rivers will
also be linked with Narmada. Grad-
ually, all Malwa rivers will be inter-
linked. Malwa will have plenty of
water and turn lush green. He in-
formed that the Supreme Court in
one of its orders had observed in
year 2012 that work of linking
rivers is not being undertaken in
the country. We are proud that Mad-
hya Pradesh has done a commend-
able work in this direction.
Narmada water willchange destiny
Chief Minister Shivraj Singh
Chauhan said that Narmada water
has come to change destiny of Mal-
wa. The project will provide irriga-
tion and drinking water to a large
area in Malwa region. It will in-
crease groundwater level. Malwa
will have ample water and food. He
said that the state government's re-
solve to bring Narmada to Malwa
has been fulf illed today. Village Uj-
jaini will become a new pilgrimage
centre. Chauhan said that under
river-link project, Narmada water
will be flown into Gambhir river at

Kshipra's originating point at vil-
lage Sisliya at a height of 348 me-

jain. Project's capacity is 432 MLD.

Gaur launched intercom meeting
facility at Central Jail for meeting
between prisoners and relatives.
In visitors' room, prisoners and
visitors will talk while seeing each
other. Earlier, a grill used to be be-
tween prisoners and visitors
which has been removed now. Cen-
tral Jail Superintendent M. R. Pa-
tel was present on the occasion.
Gaur inaugurated this facility in
2 separate rooms for under-trial
and convicted prisoners. Under
the system, a transparent glass has
been put between prisoner and vis-
itor due to which they can see each
other while talking. Intercom fa-
cility has been provided so that
they can hear each other clearly.
This system is effective from secu-
rity point of view also.
Gaur also took stock of arrange-
ments at the Central Jail. He got
trial of video-conferencing from
jail and inspected electronic sys-
tem to keep watch over every part
of the jail through CC TV cameras.
He also held discussions with peo-
ple coming to meet prisoners. On
the appeal of women prisoners to
transfer them to home district jail,
Gaur asked DG Jail that if women
prisoners in Bhopal jail apply to
get transferred to home district
jail then their application should
be considered if there is arrange-
ment to keep women prisoners
there.
Gaur checked quality of food
served to prisoners and inspected
kitchen. He inspected anganwadi
in the jail being operated for
women prisoners' children. He
also sought information about var-
ious other issues.
Gaur appreciated Bhajan sung by
prisoners' cultural group. Gaur
went round the jail hospital and
held discussions with prisoner pa-
tients.
Director General Jail Surendra
Singh informed that there are 2895
prisoners in Bhopal Central Jail of
which 2750 are males and 145 fe-
males. Of these, 1987 convicted
prisoners, 948 under-trial prison-
ers, 18 NSA and 29 SIMI detainees.

Uncertainty inRJD-Cong alliance
gives BJP-LJPalliance upper hand
Patna:The uncertainty in the RJD-
Congress alliance has given the BJP-LJP alliance an upper hand in Bihar,
as RJD chief Lalu Prasad Yadav has
been trying hard for around 2
months to forge and alliance with the
Congress.
Lalu had broke his alliance with the
Congress in 2009 and has been
released from jail on bail in
December on account of the fodder
scam. The Congress-RJD-LJP alliance
had won 29 Lok Sabha seats in 2004
Lok Sabha polls. However, the RJD
managed to win only four seats
fighting alone in 2009 while the
Congress managed only two seats.
Still hopeful of an alliance with
Congress, Lalu said that it was not his
party's sole responsibility for an
alliance to defeat communal forces.
The talks for seat sharing between
RJD and Congress have not got
finalized mainly over two Lok Sabha
seats of Madhubani and East
Champaran which has Lalu in
dilemma. Congress has already
agreed to contest 15 of the 40 Lok
Sabha seats of Bihar and RJD on 25
seats, but the Congress is eyeing the
above mentioned two seats.
Congress general secretary Shakeel
Ahmad is keen to contest from
Madhubani as he had won it in 2004
and RJD legislature party leaderAbdul Bari Siddiqui also wants to
contest from the same seat as he had
lost it to the BJP in 2009. The recent
revolt by 13 of his 22 legislators has
also put Lalu under pressure,
although he managed to bring them
back to the party with the promise of
giving them party tickets to contest
Lok Sabha polls.
Lalu Yadav has said that the time for
alliance is now over and the time has
come to focus and concentrate to
prepare for the poll campaigns. The
RJD will now go to the ground for
the political battle on its own, he
said.
Earlier, Ram Vilas Paswan's Lok
Janshakti Party (LJP) had ditched Lalu
for joining hands with the BJP led
NDA. Lalu further said that there was
no time for talking about alliance by
sitting in Delhi and the party will
now focus on getting ready for the
poll campaigns. He will be in touch
with Delhi over the telephone.
Cong has learnt nothing from BJP'sunsuccessful 'India Shining' campaign
Politicians in India do not
learn from mistakes, nei-
ther from their own nor of
others. The Congress party has
gone for a Rs. 100 crore advertise-
ment blitz to refurbish the image
of Rahul Gandhi and the party be-
fore the 2014 general elections.
They have not learnt from the un-
successful 'India Shining' cam-
paign of the Bharatiya Janata Par-
ty in 2004. The tone and message
of both 'India Shining' in the past
and 'Bharat Nirman' now are quite
similar. However, tho se designing
these campaigns forget the most
important fact that Indian voters
do not have a record of having
been swayed by an advertising
campaign - however well crafted.
Regardless of the fact that televi-
sion beams directly into living
rooms - not only in cities and
towns but also in those villages
lucky enough to have uninterrupt-
ed power supply - the very fact that
the Congress and the UPA have
been caught in several scams has
turned the campaign on its head.
People are not talking about the
highways and the airports built,
but are calculating how much theministers would have made while
handing out the contracts for
those.
A government is remembered by
what it does - on that count alone,
the UPA II government is seen as
the most ineffective government to
have ruled India. Even apart from
the facts and figures (the current
and the 15th Lok Sabha has been
without doubt the most unproduc-
tive in history, having passed only
165 bills), this government has
been dogged by indecision and in-
ertia from the very beginning.
With some of India's finest brains
at the top, the people expected a lot
more 'Bharat Nirman' than actual-
ly happened. With the Congress
ministers themselves making hay,
the allies were never behind and
the country witnessed the specta-
cle of collective looting of re-
sources. Files vanished and no one
seemed accountable.
As for Rahul Gandhi, the very
fact that he chose to give his first
media interview a decade after
joining 'active' politics shows that
he has nothing much to say. Even
in the interview it was apparent
that he has no clear views on manyissues. He has no administrative
experience and he has not built up
a core team of advisors that he can
be proud of. Even the Gandhi sur-
name has now been given a
derogatory meaning with Modi
calling him shahzada. It has to be
understood that in India, the
shahzada barb is going to stick
more than any refurbishing done
by Rs. 100 crores.
AAP MP unit intensifies poll preparationA
am Aadmi Party's (AAP)
MP unit has intensified its
poll preparations and is
right now busy in creating a
statewide network. AAP's state unit
is using internet, CDs, social media,
WhatsApp, SMSs and so on to reach
out to its growing cadre and people
in the state ahead of the parliamen-
tary elections.
"Mission 2014" is the name of the
campaign under which AAP will
fight the electoral battle in the s tate.
The party's 12-member state cam-
paign committee for Lok Sabha elec-
tions has also decided that as part of
the campaign, 10 new members will
be added from each booth and Rs
2014 will also be collected from each
booth, which will be used for fund-
ing the elections in the state.
Besides 500 trained workers wouldbe sent to 230 assembly constituen-
cies for campaigning. Two trained
party workers will be sent to each
one of the assembly constituencies.
Of these two, one will be local party
worker and other could be from oth-
er areas. AAP's 12-member state
campaign committee has supersed-
ed the AAP's state unit for the next
three months.
AAP screening committee for
Madhya Pradesh has sent a list of
250 probable candidates for 29 Lok
Sabha seats in Madhya Pradesh, for
which nearly 600 candidates have
applied. The committee had con-
ducted interviews of around 250
candidates and evaluated them ac-
cording to an "evaluation format"
created by the party's national lead-
ership. Akshay Hunka, who is part
of the five-member screening com-
mittee, said that they sent the list of
250 interviewed candidates with
their comments to AAP leadershipin Delhi for finalising the list. "With-
in a day or two, we will interview
around 15 more probable candi-
dates. By the end of this month or in
the first week of March, we will be
in a position to announce the finallist of AAP candidates from MP", he
said. According to the new evalua-
tion format, such candidates who
have made significant contribution
in social sectors, have a clean image,
have no major criminal cases andhave leadership qualities would be
given preference in the selection
process.
11 parties will worktogether to defeat UPA
and stop BJP: KaratNew Delhi: The curtains have fi-
nally been raised and the air has fi-
nally been cleared. The leader of
CPI(M) Prakash Karat has de-
clared that the 11 parties will join
hands to work together in the di-
rection of defeating United Pro-
gressive Alliance (UPA) and not to
let the Bhartiya Janata Party win
the upcoming Lok Sabha Elections.
At the end of the meeting of these
11 parties, the way for the third
front has been carved.
"11 parties will work together to
defeat UPA and stop BJP from com-
ing to power," said Karat. "BJP's
policies are same as that of Con-
gress; we will present the third al-
ternative. The BJP and the com-
munal forces must be defeated and
prevented from coming to power.

will want to grab the opportunity
with both the hands are Samajwa-
di Party's supremo Mulayam Singh
Yadav, Bihar Chief Miniter Nitish
Kumar and Chief Minister of
Tamil Nadu Jayalalitha.
Congress faces rout even in its bastions
The Congress is predicted to
perform just averagely in Kar-
nataka, a State from which it
must be hoping to reap rich electoral
dividend. Ironically there is no other
bastion it can depend on for the num-
bers. There are two major States
which helped it make to power at the
Centre in 2004 and 2009. The first is
Maharashtra. The State has a Con-
gress-Nationalist Congress Party
Government and sends 48 members
to the Lok Sabha. Surveys predict
that the BJP-Shiv Sena combine will
corner significantly over half the
seats. In other words, the Congress
can expect no windfall from here this
time around. The second State that
catapulted the party to the Centre is
Andhra Pradesh. But the Congress is
facing a rout here, with opinion polls
giving it a paltry two out of the 42
seats on offer. Even political com-
mentators that have been very sym-
pathetic to the Congress are finding
it difficult to improve upon these fig-
ures to any substantial extent.

Indelible ink: Mark on finger, a moment of prideI
ndelible Ink is popularly known as Vot-
er's Ink to mark on voter's finger during
elections to avoid fraudulent, multiple
voting and malpractices. It is not an ordinary
ink, once it is applied on the finger it re-
mains for few months. The credibility of pro-
ducing the special ink goes to the Mysore
Paints and Varnish Limited (MPVL), the
Government of Karnataka undertaking,
which is supplying this ink to India and var-
ious foreign countries.
In India it has been a great challenge for the
government and the Election Commission to
hold and complete the process of general
elections. In achieving this and to eliminate
the fake voting, the EC has introduced a
measure, i.e. using Indelible Ink which is put
on the left hand finger nail of the voter. The
Indelible Ink cannot be removed by any
chemical, detergents or oil, it remains for
few months.
Mysore Paints and Varnish Limited
(MPVL) specialized in manufacturing andsupply of q uality Indelible Ink, in associa-
tion with the Election Commission of India,

Ink is applied on voter's finger as a line
from the top end of the nail to the bottom of
the first joint of the left fore finger with ef-
fect from February 1, 2006. Earlier, the inkwas applied on the joint of nail and skin.
Electoral stain typically contains silver ni-
trate which stains the skin on exposure to ul-
traviolet light, leaving a mark that is impos-
sible to wash off and is only removed as ex-
ternal skin cells are replaced.
Usually indelible ink is in violet colour.
Suriname country used orange ink in its leg-
islative elections of 2005.
In the case of proxy voting, ink is applied
on the middle finger of the left hand of the
proxy.
Fighting cybercrime needs
concerted efforts
With the continual expansion of the
'cyber world' around us, more and
more people and organizations are
getting intertwined on the internet and other
platforms, including the mobiles and the fast
expanding 'cloud'. This on the one hand has
proved to be a boon for the business, estab-
lishments, enterprises, education field, inter-
personal relations and the society as whole;
but at the same time has also become a prey-
ing ground for the unscrupulous elements
thereby providing innumerable and innova-
tive ways of cheating and defrauding.
This de-
frauding can
take place not
only with re-
spect to finan-cial losses but
also in rela-
tion to reputa-
tion, privacy
and network-
ing websites,
including mat-
rimonial websites. As a result, there is a con-
tinuous effort on the part of the Government
to take such steps as will prevent and punish
the cyber crimes and their perpetrators so
that even the common man can tread on the
cyber highway without fear of falling prey to
unscrupulous elements. In this effort the Cen-
tral Government is working in consort with
all stakeholders. As per the Crime Data /in-
formation maintained by National Crime
Record Bureau (NCRB), 2,464 cases of crime
such as hacking and others, were registered
during 2013.
Fighting cyber crime needs concerted ef-
forts. Police and Public Order are State sub-
jects under the Constitution and as such the
State Governments and Union Territory Ad-
ministrations are primarily responsible for
prevention, detection, registration and inves-
tigation of c rime including Cyber Crime and
for prosecuting the criminals through Law
Enforcement machinery within their juris-
dictions.
The Cyber space is virtual, borderless and
anonymous. Anyone can open e-mail account
in any name including fake name from anypart of the world. Any user with any email
address is allowed to register with social net-
working sites with any name including fake
names. No background information check is
performed by the social networking sites,
which leads to creation of fake accounts by
miscreants for committing crimes/ frauds.
Most of the networking sites are located
abroad. The servers of these social network-
ing sites are also located abroad.
A total of 3, 45, 37 and 45 cases of fake ac-
counts/ profiles on various social networking
websites were reported to Indian Computer
Emergency Response Team (CERT) in the
year 2010, 2011, 2012 and 2013 by various Law
Enforcement Agencies. CERT contacted these
social networking websites for disabling of
fake accounts and for getting user access de-
tails of these fake accounts/profiles. In most
of the cases, such fake accounts were suc-
cessfully disabled in association with social
networking sites, having offices in India.
However, success rate is low in disabling ac-
counts and getting information from social
networking sites having offices abroad.
Jungle introduction camp for orphans held in Samardha

Madhya Pradesh Eco-tourism Development
Board organised a 2-day eco-tourism "jungle
introduction camp" at Samardha eco-
tourism centre with the cooperation of vol-
