    Cong didnt keep promise to give tickets to slain leaders kin

    RAIPUR

    The State Congress recently

    staged a demonstration heredemanding the Central Gov-

    ernment to make public the report of

    National Investigating Agency (NIA)

    on Darbha valley Maoist attack in

    which several of its leaders were

    killed. The Centre should make the

    report public forthwith and take

    stern action against those who were

    involved, senior party leaders said.

    At least 32 Congress leaders includ-

    ing then State Congress chief Nand

    Kumar Patel and senior leaders Ma-

    hendra Karma, Vidya Charan Shukla,

    Uday Mudliar and Yogesh Sharma

    were killed in the incident that took

    place on May 25, 2012.

    Senior Congress leaders including

    former chief minister Ajit Jogi, Shiv

    Narayan Dwivedi, Anjay Shukla and

    Daulat Rohra who participated in the

    protest said it was unfortunate that

    the report had not yet been made pub-

    lic even seven months after the inci-

    dent. They said it was a matter of

    shame that the people were yet toknow who were involved in the crime

    and surprisingly no one had been ar-

    rested so far in the barbaric crime. If

    the Government did not make the re-

    port public soon the Congress leaders

    would be forced to take their protest

    to New Delhi, they threatened.

    They said top party leaders went

    back on the promises they made im-

    mediately after the massacre and did-

    nt provide any assistance to the kin

    of the slain party leaders. They said

    probably it was the reason why the

    Congress party suffered a humiliat-

    ing defeat in the recent assembly elec-

    tion.

    If the same attitude of the senior

    leaders prevailed, nobody would able

    to save the Congress party in the

    State, they pointed out.

    The Congress leaders further said

    top party leaders had promised to pro-

    vide party tickets to slain leaders

    kin. They had also promised that the

    family of the slain leaders would begiven chance to meet AICC president

    Sonia Gandhi and vice president

    Rahul Gandhi but nothing was done,

    they alleged. Similarly no financial

    assistance was provided by the party

    to the bereaved families. They also al-leged that top leaders of the party

    have been arrogant and self-centric.

    Road mishaps on the rise in Chhattisgarh

    RAIPUR

    With growth rate rising in Chhattisgarh, the road

    mishaps in the state have also escalated. The number

    of road mishaps in Chhattisgarh has almost doubled

    over the last four years.

    In a sharp contrast, New Delhi and developed states

    like Maharashtra and Gujarat have recorded a drop

    in the number of road mishaps. According to ex-

    perts, there has been a steep rise in accident cases in

    Chhattisgarh because the numbers of vehicles has

    gone up. Chhattisgarh has been witnessing an in-

    crease in the numbers of both the two and four

    wheelers after it was declared as a State on Novem-

    ber 1, 2000.

    Besides many roads do not have signals and othertraffic symbols. The accidents and the death rate in

    the state is considered to be higher in comparison to

    states like Jharkhand, Uttarakhand and Himachal

    Pradesh. The State witnessed at least 28 road acci-

    dents on an average every day. The numbers of peo-

    ple on an average get killed in the State per day

    stands at nine.

    Majority of those getting killed were mostly two

    wheeler riders. Similarly many accidents have taken

    place due to drunken driving. As many as 9,500 peo-

    ple have died in about 30,000 road accidents which

    took place in Chhattisgarh in the last three years

    leaving more than 25,000 injured, according to offi-

    cial sources.

    The issue of accidents had also rocked the Rajya

    Sabha in the recent past. According to the reply

    placed by the Central Government, more than 130,000

    people die every year in the country due to road ac-

    cidents. According to this information, between 2010

    and 2012 the State of Chhattisgarh witnessed 30,508

    road accidents. 9,509 people were killed and 25,545

    people were injured in these accidents.

    The transport experts have termed the lack of

    transportation arrangements and narrow roads to bethe reason behind the rise in the mishaps. The

    states where arrangements have not been made for

    the road expansion apart from the traffic control,

    have recorded a rise in accident graph. While, the de-

    veloped states which have focused on the infrastruc-

    ture development including construction of good

    roads, have registered a drop in the road accidents,

    the experts said.

    Disenchanted Jogi says hesonly taking break from politics

    Former Chhattisgarh chief minister, Ajit Jogi, who

    was a front runner for the Congress's chief minis-

    terial candidate in the recent assembly elections

    and was repeatedly targeted by senior BJP leaders dur-

    ing campaigning, has said that he will only take a break

    from politics and not retire.

    Jogi said his decision to take the break had nothing to

    do with the Congress

    performance in the

    assembly elections

    and the party's move

    to bypass him while

    appointing the new

    PCC chief. He said it

    was his personal deci-

    sion and had nothing

    to do with any events.

    Jogi said he wants to

    spend time writing

    his memories and a

    book on Maoists in

    Chhattisgarh. I have

    served the country in

    various capacities for35 years. Now it's time

    to sit back and do

    things I always want-

    ed to do like reading, writing and meditation, he said.

    The former chief minister said he had not consulted any-

    one, including his wife and son, before taking this deci-

    sion. He said he wants to spend time in bhajan and kir-

    tan.

    Speculations were rife about Jogi retiring and taking

    sanyaas from politics ever since he announced his inten-

    tion of not contesting the forthcoming Lok Sabha elec-

    tions. The former chief minister, however, maintained

    that he was yet not retiring but taking a break. He said

    he was taking a break from politics for at least a year but

    will be back.

    Political analysts, however, say Jogi has been frustrat-

    ed by partys debacle in assembly polls. Besides he hasbeen repeatedly sidelined by the party high command.

    The former chief minister admitted that no one from the

    party had objected to his decision of not contesting the

    polls and this was enough an indication that even they

    agreed with it. "No one has come and told me to either

    contest the polls or say that my decision is incorrect, so I

    presume that they too do not want me to be in the fray,

    which is absolutely fine with me," he said.

    CC president Kantilal Bhuria has

    said the BJP government has ille-

    gally milked the mining sector in

    the last 10 years. The government has

    exploited the mining resources in the

    state. Those connected to the people in

    power have mined areas in excess of the

    lease accorded to them. Besides illegal

    tree felling has also taken place in the

    same area.

    The Congress has also accused the

    state BJP government of hiding facts in

    announcing the revenue recovered

    through mining. Bhuria challenged the

    mining minister to disclose that if

    everything is being done legally, how

    much fine has been imposed on compa-

    nies engaged in illegal mining and how

    much of the fine has been recovered? If

    the fine is not being recovered the gov-

    ernment should explain why it is not be-

    ing recovered. Bhuria further said that

    the imposition of the model code of con-

    duct had resulted in illegal mining be-

    ing checked for some time but with the

    lifting of the model code, illegal mining

    has resumed again.

    He said that a question is why the state

    government is not advertising the rev-

    enue received from mining in the last 8

    months of the financial year. The gov-

    ernment should disclose the amount re-

    ceived as royalty in all years of BJP

    rule. Bhuria said that the BJP govern-

    ment has made a wrong claim of getting

    Rs 1700 crore as royalty to the state ex-

    chequer from mining. He said that if the

    state government had been honest in its

    intentions the royalty from mining

    would have been two or three times the

    amount received.

    BJP Election Committee todiscuss probable candidates

    BHOPAL

    The ruling BJP will hold its first state-exec-

    utive meeting from January 6 to 8 at the

    party headquarters here. Keeping the up-

    coming Lok Sabha polls in mind, the BJP has also

    called its Election Committee meeting simulta-

    neously where senior and veteran central leaders

    from the state will gather to discuss probable can-

    didates for the 29 seats in the general elections.According to senior party leaders, the election

    committee meeting is crucial in the run-up to the

    general elections. For the BJP, it is a fight for

    every seat to bring the party to power at the Cen-

    tre and candidates will have to be hand-picked

    carefully because we just cannot afford to go

    wrong here.

    The election committee will sit to discuss and

    strategize the Lok Sabha elections where the BJP

    is targeting all 29 seats in the state.

    Chief Minister Shivraj Singh Chauhan BJP na-

    tional general secretary Ananth Kumar , state

    party president Narendra Singh Tomar, national

    vice-president Prabhat Jha and organizational

    secretary Arvind Menon will be present for both

    state executive and election committee meetings.

    Veteran leaders Kailash Joshi, Sundarlal Patwa,

    Laxmi Narayan Sharma, Vikram Verma andSumitra Mahajan will be part of the election

    committee meeting.

    The state executive meeting will have no con-

    nection with the election committee discussions.

    But both will be held simultaneously because the

    executive meeting is due every three months and

    the election committee meet is essential as there

    is not much time left for Lok Sabha polls.

    Betul district collector R P Mishra has ordered a probe

    against NRI businessman Sam Verma. Verma 's small

    private plane had landed on a highway near Betul re-

    cently. However, aviation authorities in Delhi want to investi-

    gate the issue.

    State police and the district administration have initiated a

    probe to ascertain the reasons behind landing of Verma's plane

    on the highway in Betul. "We are collecting information from

    intelligence bureau

    and civil aviation de-

    partment. Legal ac-

    tion will be taken if

    valid documents are

    not found," Ajay

    Sharma, inspectorgeneral

    (Hoshangabad

    range), said.

    According to the Di-

    rectorate General of

    Civil Aviation (DGCA), Verma continued to fly although his li-

    cense was valid till October 12, 2001. Verma claims he wasn't fly-

    ing the day the plane made emergency landing. However, DGCA

    sources claimed he did that Verma flew the plane many times in

    the past. And that too without informing air traffic control.

    DGCA's deputy director (airworthiness) R B Soni informed

    Madhya Pradesh's principal secretary (aviation) recently that

    Verma has been flying Piper Navajo aircraft without valid li-

    cence. He flies from Betul to Rewa, Satna and various other un-

    controlled airfields. Air traffic control (ATC) Bhopal, Indore,

    Nagpur and regional executive director, Airports Authority of

    India, Mumbai have also been intimated in this regard. Now adays he is flying the aircraft between uncontrolled airfields

    without informing ATC.

    Verma said he was not flying the aircraft on that day and his

    pilot, Jacob, was. I have never broken the law, he said. Verma re-

    portedly holds a licence issued by the American Federal Avia-

    tion Administration (FAA). He added that the only issue rele-

    vant here was that high towers erected illegally close to his

    airstrip made the landing there difficult.

    TS Singh Deo appointed leader of Cong legislature party

    The Congress in Chhattisgarh ap-

    pointed T S Singh Deo as leader

    of its legislature party and Renu

    Jogi as deputy leader after the first

    meeting of newly elected legislatorsre-

    cently. This is being seen as a deft bal-

    ancing act by the Congress brass to keep

    the faction-ridden party unit together

    after the poll drubbing. Tribhuvanesh-

    war Saran Singh Deo, who was elected

    to the state legislative assembly from

    Ambikapur, will become leader of the

    Opposition in the assembly. Hailing

    from the erstwhile princely state of Sar-

    guja, he was richest among candidates

    who contested the November assembly

    polls with assets estimated at around Rs

    560 crore. Deo is said to be a political ad-

    versary of former chief minister Ajit

    Jogi.

    The newly-appointed leader of the

    Congress Legislature Party (CLP) TS

    Singh Deo has demanded that the

    Deputy Speaker of the State Legislative

    Assembly should be from the Congress.

    The CLP leader also announced that he

    would soon convene a meeting of all the

    elected MLAs which would also be at-

    tended by the candidates who lost in the

    recently concluded Assembly polls. Deo

    demanded that the ruling BJP Govern-

    ment table a Chhattisgarh specific

    Lokpal Bill in the State Assembly on the

    lines of what had been demanded by the

    Aam Admi Party (AAP) in Delhi and

    passed in the Parliament.The CLP leader also spoke of picking

    up the Shikshakarmi (teachers) issue

    many of whom, he claimed, had ap-

    proached him claiming to have been re-

    ceiving curtailed incentives despite hav-

    ing been promised by State Government

    before the Assembly polls that they

    would be granted equal pay for equal

    work. The continuing steep hike in

    prices of essential building materials

    including cement, sand and minerals

    also would be taken up in this Assembly

    session, he said.

    Fulfilling its poll promise, the

    Chhattisgarh government is all

    set to commence distribution of

    foodgrain at nominal rate of Rs 1/kg to

    48 lakh poor families in the state

    through fair price shops from this

    month.

    "Orders to provide 35 kg of foodgrain

    (wheat and rice) at Rs 1/kg to the

    ration card holders from January 1 on-wards has already been issued ", a gov-

    ernment spokesman said. Besides, the

    state government will initiate Atal

    Agro-labourers Insurance Scheme for

    more than 17 lakh agricultural labour-

    ers of state. Besides, the bonus provid-

    ed to farmers against procurement of

    paddy on support price at cooperative

    societies will be increased from Rs 270

    to Rs 300, the release added.

    Meanwhile, despite a hat-trick, chief

    minister Raman Singh is worried over

    Kejriwal's party trying to occupy polit-

    ical space.

    He has shot off a missive to cabinet

    colleagues underlying the importance

    of transparency and 'zero tolerance' tocorruption.

    He asked ministers to encourage offi-

    cers and employees in their respective

    departments to ensure a corruption-

    free administration and take effective

    steps for its adherence.

    Besides, all ministers were directed

    to take up flagship programmes of

    their respective departments to reach

    out to the masses in a big way, official

    sources said. Singh pointed out the rul-

    ing government had introduced

    several rules and laws, including Pub-

    lic Service Guarantee Act, 'Satyan-

    ishtha Sandhi' to put a check on cor-

    ruption, thereby bringing government

    and administrative functionary closer

    to people. To ensure benefits to people,

    it is necessary to drive the govern-

    ment's message to the masses, he said.

    Cancellation of VVIP chopper deal proves govts guilt

    The decision to cancel the Rs 3,456-

    crore VVIP chopper deal is clearly

    dictated by the Congress Partys

    need to present a clean front. Unfortu-

    nately, it is a case of too little, too late.

    For, the bulk of the money has alreadybeen paid. Three choppers have already

    been delivered. Now cancellation of this

    deal proves Central Governments guilt.

    Indeed, cancellation is the ploy of the

    weak and vulnerable. Had the ruling par-

    ty been convinced of its own innocence

    in the matter, it would have not only in-

    sisted on getting the ordered choppers

    but on getting the names of the bribe-

    takers also so that it could prosecute

    them here in India and extract the bribe

    amounts from them.

    Above all, the procurement of choppers

    for the use of the VVIPs was need-based.

    Cancelling the deal would mean that thePresident, Prime Minister and other

    high-ranking dignitaries would have to

    rely on the old, slow and often trouble-

    some choppers. The government should

    have insisted on the refund of the huge

    amount paid in bribes to Indians to pro-

    cure the order, but not to cancel the de-

    livery of the remaining nine choppers.

    The panic decision to cancel the deal

    outright is not wise. For, not only does it

    stand to forgo a substantial part of the

    money already paid, but it would have to

    go without modern and fully-equipped

    choppers. But a government neck-deep

    in corruption seemed to be unconcerned

    about the loss of taxpayers money. Can-

    cellation of the deal in effect would mean

    that neither AugustaWestland, nor the

    Indian bribe-takers would feel under any

    pressure to return the money they had

    been paid directly or indirectly by the In-

    dian Government.

    In the earlier defence deals in which

    bribes had been taken, for example, the

    Bofors guns and the HDW submarines,

    the government had threatened to cancel

    the deal but stopped short of doing so. In

    fact, when it threatened to cancel the Bo-

    fors deal, the top executives of the

    Swedish gunmakers landed in India to

    name the bribe-takers and it was the Ra-

    jiv Gandhi Government which had

    shunned them. It was because the high-est in the government already knew who

    the real bribe-takers were. In the Au-

    gustaWestland deal, though the Indian

    media has been amiss in not following

    the story more diligently, reports from

    Italy suggest that the documents filed in

    the ongoing trial of the company execu-

    tives have yielded some tantalising in-

    formation.

    Cong has no plans to recover from rout

    The Congress leadership with So-

    nia Gandhi as party president

    and Manmohan Singh as head of

    government has fallen apart. The in-

    duction of Rahul Gandhi as vice-presi-

    dent has not been of much help with the

    Congress getting routed in the assembly

    polls. The Congress has no plans inplace to recover from the rout. Rahul

    Gandhi claiming that they have plenty

    to learn from the Aam Admi Party

    (AAP) only proves the point.

    Their biggest shortcoming is lack of

    communication skills, which the AAP

    definitely has in plenty. On the other

    hand the party is also adopting devious

    means to stop BJP from coming to pow-

    er. In the midst of all this the party has

    forgotten to address the core issue of

    corruption. Congress desires to stop

    anointment of Modi as prime minister

    following 2014 Lok Sabha polls. But this

    could come at great cost to the party as

    has happened in Delhi assembly polls political catastrophe. The Congress and

    its allies, didnt show sensitivity to the

    genuine frustration of the people with

    rampant corruption, unbearable infla-

    tion and feudalistic arrogance of the

    representatives of the people.

    Meanwhile, The AAP took advantage

    of the situation. However, the blame for

    the rise of the AAP has also to be shared

    by the BJP leadership in equal terms. It

    was only towards the end of campaign,

    with defeat looming large for fourth

    time in a row that the BJP decided to de-

    clare its chief ministerial candidate in

    Harshvardhan. The problem with the

    BJP is that it considers itself as the nat-ural harvester of disaffection against

    the Congress. The AAP in Delhi exploit-

    ed this mistaken conception to their ad-

    vantage. The AAPs volunteers reached

    out commendably and were seen as self-

    less, not self-serving. The BJP has to

    watch against this shortcoming in its

    organisation.

    Selecting new state chief not easy for CongBHOPAL

    After the resignation of Kantilal Bhuria as

    state Congress president following partys

    humiliating defeat in the assembly polls, the

    party is looking out for a new state chief.

    The Congress leaders Jyotiraditya

    Scindia, Mukesh Nayak, Ajay Singh and

    Arun Yadav had emerged as probables for

    the post of st ate party president after

    Bhurias resignation. However, according to

    party sources, Yadav is not keen to take up

    the responsibility drawing his lessons from

    his father Subhash Yadav's experience, who

    fought against Digvijay Singh's domination

    in the party for a decade, and when Singh

    was disgracefully ousted from power, he was

    made the state Congress chief. But a year

    ahead of 2008 election, he was removed and

    Suresh Pachouri was installed on the post.

    Mukesh Nayaks organizational skill as

    president of the National Students Union of

    India (NSUI) and Youth Congress (YC) and

    his stint as higher education minister may

    find favour with the top party leadership.

    Jyotiraditya Scindia is the only hope for the

    party in the state but the party is not keen to

    expose him to rough and tumble of grass-

    roots politics at this point in a state where

    there are more enemies within than outside.

    Besides Scindia's Guna constituency is

    one of the only three Lok Sabha constituen-

    cies, where Congress has garnered more

    votes than the BJP in the state assembly

    elections. Arun Yadav is also a potentially

    winning candidate. It is likely that whoso-

    ever became the state party chief won't be

    contesting Lok Sabha election. But Con-

    gress cant afford to drop any of its few po-

    tentially winning candidates like Scindia or

    Yadav. So selecting a state president is not

    an easy task for the party.

    Corruption in power sector

    is growing: CongressBHOPAL

    The Congress has said government continues to hike elec-

    tricity tariff although there is no power supply to the ru-

    ral areas. But bills with increased power tariff are sent

    regularly. When farmers are unable to pay the huge power bills,

    they are arrested and thrown behind bars. Many farmers com-

    mitted suicide unable to pay inflated power bills. The party al-

    leged more than one lakh farmers were imprisoned for non-

    payment of power bills. Before the elections, the Congress par-ty had warned of the situation getting worse if the BJP came

    back to power for a third term.

    MPCC spokesman Manak Agrawal said corruption in the

    power sector is growing and power will be purchased from pri-

    vate companies at increased tarif f. We have been continuously

    saying that the villages are still plunged in darkness and there

    are serious irregularities involved in the purchase of power

    from private companies, Agarwal said.

    The Congress had alleged that the Chouhan government was

    embroiled in a Rs 467-crore scam in a power supply deal be-

    tween a private company and the state Electricity Board in

    2005. The Congress had also demanded a CBI inquiry into a

    deal between Lanco Amarkantak Power Ltd and the Madhya

    Pradesh Electricity Board. Agrawal said M/s Lanco Amarkan-

    tak Power Ltd and M/s PTC India Ltd entered into a power pur-

    chase agreement (PPA) and power supply agreement (PSA) on

    May 11, 2005 for supply of 300 MW power from the Pathadi unitin Korba of Chhattisgarh to the power distribution companies

    of the Madhya Pradesh Electricity Board.

    Agreement was to supply 300MW of power to Madhya

    Pradesh at the rate of Rs 2.25 per unit from September 2008.

    But on March 14, 2008 without citing any reason, Lanco termi-

    nated the deal. Instead of selling power to Madhya Pradesh, be-

    tween 2009 and April 2010, Lanco sold the 300 MW at increased

    rates in the open market at Rs 629.60 crore while its total cost

    of production was Rs 162.10 crore making a profit of Rs 467

    crores. While Lanco sold energy in the open market, the state

    electricity board was also purchasing power from the compet-

    itive market at Rs 4 per unit which increased the tariff of con-

    sumers.

    Agrawal further said when the Congress brought Lanco's il-

    legal termination of contract to light, the government black-

    listed the company which made huge profits by not supplyingpower according to the agreement. But less than ten months

    later, the same BJP government lifted the ban and started pur-

    chasing power again from the same company.

    When he had assumed office in March

    last year, Uttar Pradesh chief minister

    Akhilesh Yadav had raised a lot of hope

    about turning UP around.

    He had initially shown firmness in

    keeping the criminal elements out of

    his party and government, but that re-

    solve petered out soon. And, now, only

    four months before the 2014 elections, he

    still hasnt been able to get his act to-

    gether.

    Mulayam Singh Yadav and Akhilesh

    have time and again violated the trust

    the people of Uttar Pradesh had reposed

    in them. In less than two years, UP has

    reverted to its old ways of lawlessness.

    What has further sullied the states

    reputation is the duos brash and insen-

    sitive handling of critical and sensitive

    issues, prompting people to wonder

    whether the BSP-rule was better than

    the current administration.

    The recent example of this govern-

    ments arrogance can be found in the re-

    marks of AK Gupta, the principal secre-

    tary for Home in the state.

    When faced with the state-govern-

    ment appointed committees report that

    34 children had died in the relief camps

    of Muzaffarnagar riot victims due to

    cold, Gupta had the temerity to say: No-body dies of the cold; if people did, then

    nobody would survive in Siberia. What

    has also provoked widespread condem-

    nation is Mulayams recent comment

    following Rahul Gandhis visit to the re-

    lief camps.

    The Samajwadi Party chief had al-

    legedly said that there were no riot vic-

    tims in those shelters and that those

    staying there are Congress and BJP con-

    spirators.

    The state governments top priority is

    now an all-weather swimming pool in

    Akhileshs native village Sefai, which

    would cost a whopping Rs 200 crore. It is

    evident in the way a senior IAS officer

    Shailesh Kumar Singh who had appar-

    ently caused a delay in releasing funds

    for Akhileshs pet pool project was sus-

    pended. His humiliation is likely to de-

    moralise honest, committed govern-

    ment officials.

    A few months ago Durga Shakti Nag-

    pal had to suffer for taking on the sand

    mafia in the state.

    By giving it a communal colour, the

    state government had tried to deflect at-

    tention from the commendable work the

    young IAS officer had done in control-

    ling rampant illegal sand-mining in Ut-

    tar Pradesh.

    If 2013 is a trying time for Samajwadi

    Party, it is a time for euphoria for BJP.

    The party, riding on Modi wave, has

    found its footings in Uttar Pradesh. The

    party that was reduced to Number 4

    place in UP is back in reckoning. With

    very successful rallies of Modi, BJP

    feels that it could this year win at least

    40 Lok Sabha seats.

    Fare of Indore-Bhopal double decker may be reducedBHOPAL

    hanges in the schedule of the Indore-

    Bhopal AC double decker train would

    be decided at a meeting of the Indian

    Railway Time-Table Committee to be held lat-

    er this month in Guwahati. The trains fare is

    likely to be reduced but at the same time it

    would also lose its superfast status. Besides

    there could be a decision to extend the

    Shatabdi Express up to Habibganj railway

    station in the meeting. West Central Railway

    (WCR), Jabalpur, has recently sent a propos-

    al to Railway Board to extend Shatabdi Ex-

    press up to Habibganj railway station.

    Recently, WCR had sent a proposal to the

    Railway Board to lower the fare of the AC

    double decker. Sources pointed out that it is

    possible the committee would first decide on

    taking away the superfast status and then

    lower the fare to around Rs 315 for Habib-

    ganj-Indore AC double decker. Following this,if the passenger count doesn't increase, then

    the timings may be changed by the railways.

    A senior WCR official said we will also de-

    mand to change time table and halt of many

    trains that are passing through WCR or orig-

    inating from here. He said the people of

    Bhopal have been demanding to extend the

    Shatabdi Express for the past several years.

    Bhopal rail division has also sent proposal in

    this regard several times. The division had

    also conducted a survey in this regard and

    sent it to railway board. After the survey, the

    train was run up to Habibganj railway sta-

    tion on a trial basis for two days. The report

    of trial was sent to railway board. In the tri-

    al, it revealed that there was a need of 35 min-

    utes more to extend the Shatabdi express.

    Dental, MBBS seatslying vacant in stateBHOPAL

    The government has admitted that 417 seats of the total 594 in

    both government and private dental colleges are vacant in the

    state. Director of Medical Educ ation Dr Nirbhay Shrivastava

    gave this information in his reply to the MP high court. Peti-

    tioner Saloni Chopra had put up an application before the court.

    The state was also a respondent in the case with others. 17 seats

    in government dental schools

    as well as 22 MBBS seats are

    also vacant.

    Pre-Medical Test (MPPMT) 2013

    scam. Dr Shrivastava said over

    400 state quota seats out of 554seats in private dental colleges

    are vacant. As many as 17 seats

    in government dental college

    too are facing similar fate. The

    government has also admitted

    that in the MBBS course, seats

    in government medical colleges

    have been allotted and filled up

    but 22 state quota seats in pri-

    vate medical colleges were not locked and can be said to be va-

    cant. Admission of no students of government dental college

    was cancelled as the names of student s admitted in the govern-

    ment dental college did not appear in the list of 345 candidates

    whose candidature had been cancelled by the MPPEB.

    To fill the vacant seats, the state government has filed an ap-

    plication before the Supreme Court for extension of time to fill

    up the vacant seats of MB BS and BDS course. Dr Shrivastava

    said the application is pending before the court. The government

    will be moving an application for extension of time to fill up the

    84 seats that have arisen due to cancellation of admission of the

    345 candidates who names were given by the MP Professional Ex-

    amination Board. Admission of 58 candidates of MBBS course

    of government colleges and 21 of state quota in private medical

    colleges have been cancelled. Admission of five candidates in

    private medical colleges was cancelled.

    Govt to promote organic farming in state

    BHOPAL

    The government plans to promote organic farming

    in the state. For this purpose one hectare land in

    the krishi vigyan kendras and research farms run

    under the two agriculture universities in the state will be

    reserved for research in organic farming. Agriculture

    minister GS Bisen gave this information.

    Bisen said budgetary allocation for construction of

    buildings for the new colleges at Tikamgarh and

    Waraseoni (Balaghat) is being done and soon these col-

    leges will have own buildings. The colleges were opened at

    these places on announcements made by the chief minis-

    ter recently. On budget allocation for ag riculture in the

    state, the minister said any allocation of budget will de-

    pend on the funds sanctioned by the Centre to the state for

    agriculture.

    The minister said the government has come out with a

    vision for increasing irrigated area in the state from pres-

    ent 22 lakh hectares to 40 lakh hectares by 2018. Farmers

    will be given more power for farm usage and the feeder

    separation work is going in few places. For farmers grow-

    ing sugarcane crop he said he will see they get rates equiv-

    alent to the minimum support price for their produce.

    The state is expecting to procure 110 lakh metric tons

    wheat this year, the minister said. The government plans

    to bring transparency in handling of samples of fake

    seeds and fertilisers by the agriculture department. To en-

    sure this the samples will be sealed on spot. The current

    practice is the agriculture authorities bring the samples

    of fake seeds and fertilisers collected from the market to

    the office where they seal and send for tests. The old prac-

    tice to seal samples of fake seeds and fertilisers in the of-

    fice will be discontinued.

    killed them in November, a coroner's re-

    port released on Friday said

    Both Walker, 40, and Rodas, 38, tested

    negative for alcohol, and drugs includ-ing cocaine, opiates and marijuana

    to ascertain people's view" . Why

    plebiscite? Kashmir is sovereign and in-

    lims do not like Indian rule they are

    free to move any time. Mr. Bhushan,

    must try to suggest some solution to

    solve the problem under existing set up.

    Budging to pressure will only create

    more problems. Accepting bifurcation

    of states had created more problems.

    This is an irrational logic put forward

    to justify a ridiculous statement. Long

    before J&K, many groups in the East

    took up arms to force so-called inde-

    pendence for their state. They too areusing bombs and bullet. The Maoists

    are also using bombs and bullets. Lets

    get rid of all those states. He got it com-

    pletely wrong this time. Freedom of

    speech does not mean treachery againstthe nation. Prashant Bhushan must

    learn where freedom of speech ends

    It is child's knowledge that once J&K

    is allowed independence, Pakistan willcome on top of India's head literally

    with all their Military to encroach fur-

    ther towards New Delhi. It will be worse

    than Afghanistan because J&K can't de-

    fend itself alone against advancing

    Pakistan forces on one pretext or an-

    other. That is simple fact and practical

    reality. At least now India has some

    sort of control over J&K, which will

    never be regained if J&K is lost in a

    plebiscite. So it a national security is-

    sue and India can't afford to invite the

    sworn enemy with garlands inside their

    Territory. So status quo is inevitable un-

    less Pakistan and its Jihadists give up

    supporting Militancy in J&K.

    Kashmir was always a big question

    mark even when the British was in In-

    dia. Both countries India and Pakistan

    are fighting on acquiring land whose

    ownership has been unknown since

    ages.

    If freedom of speech gives this Right

    to Mr. Bhushan to publicly give state-

    ments like this, then he is forgetting

    that reasonable restrictions can be

    placed on its exercise, lest anyone getshurt. He has a celebrity status and he

    should be more careful in future, he

    has already lost a lot of support for

    himself as well as for his group.

    Govt to prepare master plans for state SEZs

    BHOPAL

    pecial Economic Zones (SEZs) of

    some major IT companies in-

    cluding TCS and Infosys are

    coming up in Indore.TCS has started begun construction

    work and Infosys has started con-

    struction work for the boundary wall

    at its project site.

    However, the investors feel a master

    plan for Pithampur SEZ should be pre-

    pared. The government wants to pre-

    pare master plans for Pithampur SEZ

    and other SEZs of the state. At pres-

    ent, SEZ units in Pithampur are suf-

    fering in absence of any such facility.

    One of the main complaints of units

    operating in Pithampur is that despite

    the fact that SEZs are treated asdeemed foreign territory and hence

    are free from any kind of local taxa-

    tion, they have received notices from

    commercial taxes department and mu-

    nicipal bodies, asking them to pay

    their due taxes.

    The state government wants to intro-

    duce guidelines for preparing master

    plan for SEZ and general development

    control regulation for SEZ. This will

    help streamline the entire process and

    ensure the SEZ units get necessary ap-

    provals from a single agency instead

    of approaching different agencies forvarious clearances. SEZ development

    commissioner has submitted a draft in

    this regard to the town and country

    planning (T&CP) department.

    The state government is likely to in-

    troduce a development control regula-

    tion (DCR) to streamline the process

    of establishing special economic zones

    (SEZs) in the state. The DCR will func-

    tion like a single window clearance

    and will help the SEZs get permission

    for different works and layout plans di-

    rectly from the SEZ development com-

    missioner. This will save time and ef-forts in getting the clearances from dif-

    ferent government offices. The move

    will empower the SEZ development

    commissioner to give necessary per-

    mission to the SEZs that have already

    been allotted land by the state govern-

    ment and received notifications for the

    SEZ status.

    time. Timing is the essence of it all.

    Sure, youve done everything it

    takes for it to be perfect, sure theres nothing

    you think thats left in making it what it had to

    be, but everything gets crappy when things get

    delayed. Youve made a perfect office project

    and you should be proud of having done such a

    wonderful work at it, but youre not, nobody is,

    not even your boss. Why?? Because you made it

    so perfect that the time when it was needed youdidnt even have it! At a family dinner you

    asked your mom to skip the dessert, Ill make

    the best dessert ever!! You made the best

    dessert ever! You made it perfectly! You put the

    best taste into it and decorated it with cherries

    and chocolate. Alas! You decorated it so much

    that the guests went home with just the hope of

    you completing your dessert till breakfast.

    Its good to do things perfectly, but sometimes

    theres just a thin line between doing things

    perfectly and over-doing them. You just need to

    identify that line, even if you do it just with

    your right foot standing well before the line

    and left foot in the air almost about to fall out

    of the line. Its good enough if you just hold the

    left foot back and remain inside the line. Iveseen other people (and myself) sometimes

    crossing the line, even going so far beyond the

    line that I cant see the line anymore! And be-

    lieve me, its completely okay to cross the line,

    but then that is only okay when its in the be-

    ginning, once, twice, thrice... You must get

    back into the line once it starts becoming a

    habit. Trust me it works professionally, person-

    ally and emotionally! Its normal to sometimes

    not realize the value of time when we are lost

    in doing something we like, or something for

    someone we love. But the damage happens

    when we stop realizing that its not okay to al-

    ways do the same thing knowing what harm it

    can do. And this last line goes for everything in

    life.

    Agreed, we being humans can for once

    control the urge to make things perfect all the

    time and forgetting the time limit. But what

    are we to do when not a human but life does the

    same mistake, plans something, puts us into

    the scene, starts doing it and in the process,

    starts overdoing it, and overdoes it so much

    that we get tired of wanting the thing to hap-

    pen! What if we do everything in time but lifedoesnt? What if we plan something and life

    has different plans? The only thing we can do is

    wait until the plans match, until we want the

    same thing from life as life does from us, until

    life completes what weve been waiting for.

    If we look at it the other way round, its a good

    thing. As I said we take time when we try to

    make something perfect, may be lifes trying to

    make something perfect for us! What if while

    were thinking nothing is in our favour and

    while were crying over little delays, life is se-

    cretly painting a bigger picture for us! What if

    its magic, something that we cant see until

    complete, something that doesnt show on the

    canvas until fully painted? Isnt it something

    you havent thought until now? If it is, thinkabout it now! Give life a chance, some time. Al-

    low life some delays. Wait for your bigger pic-

    ture, your perfectly baked cake with cherries

    on the top! But thats what life does, not you.

    Until life does it work in its own time, you keep

    trying to reduce delays and wear your running

    shoes, for its a race and its the one who runs

    faster who wins, not the one who runs

    Arvind Kejriwal has begun his

    innings as chief minister with

    rare promise. His rejection of

    the red beacon on his car, his repeated

    shunning of security cordon around

    him, his steadfast adherence to living

    as a commoner have endeared him to

    people at large.

    But this is only the beginning of the

    challenges that he will face. Kejriwals

    request to the CAG to order an audit

    into the finances of the three private

    power distribution companies maywell

    unravel some truths about corruption

    under theerstwhile Sheila Dikshitgov-

    ernment, which may help the new gov-

    ernment to establish certain accounta-

    bility standardsto detercorruption and

    misuse of office.

    It is equally possible that some bu-

    reaucratsand businessmenmay seek to

    cover their tracks and to escape being

    exposed. It will be no mean task for the

    new government to ensure that all

    thosewho wereinvolvedin bleeding the

    exchequer are unmasked and brought

    to book. The subsidies that the Kejriw-

    al government has granted on water

    and power will need to be watched so

    that they are not misused.

    Law and order isan areain which Del-

    hi has ear ned great notoriety, with the

    National Capital Region being identi-fied as the crime capital of the country.

    Sheila Dikshit always tried to get away

    whenever there was a major crime in-

    cident, by blaming it on the multiplici-

    ty of authorities in Delhi and the fact

    that the police were accountable in

    large part to central authorities andnot

    to her government. This is a situation

    that needs to be remedied. The Delhi

    Commissioner of Police must be whol-

    ly accountable to theDelhi government

    and any legislative or administrative

    changes that needto be made to achieve

    this must be undertaken forthwith.

    Education is another area in which

    major reforms are necessary. AAP

    leader and minister ManishSisodia has

    already indicated that he has chalked

    out his priorities in the education are-

    na and to keep a check on malpractices

    and extortionist fees in educational in-stitutions. Steps in this area must be

    taken with proper deliberation and se-

    riousness of purpose.

    It is heartening that there is con-

    sciousness in AAP that as a minority

    government supported from outside by

    the Congress, they need to make an im-

    pact quickly, so th at the slippery allies

    may think twice before pulling the rug

    from under their feet.

    pretext of lottery wins, high-

    salary jobs and fake offers. As many

    as 28 FIRs related to online frauds

    were lodged with the cyber crime po-

    lice station here since it came into be-

    ing three months ago.

    As the cyber crime police station

    of phishing, debit and credit card

    frauds and posting of obscene com-

    ments and morphed photographs of

    women on social media platforms

    were reported in huge numbers. SP,

    cyber crime Sharad Kaviraj said thatonline frauds top the chart as far as

    cyber crime trends in the state are

    concerned.

    "Reports related to people being

    duped on pretext of lottery wins and

    jobs come out in newspapers fre-

    quently, but there is still lack of

    awareness. In cases of lottery fraud,

    gullible peopleget trapped in clutchesof the cyber crime gangs who make

    people deposit money in bank ac-

    counts fraudulently," said the SP. The

    cyberpolice station had recentlybust-

    ed a Pakistan-basedracketinvolved in

    cheating people and arrested three

    persons including one Pakistani na-

    tional who allegedly duped a Jaipur-

    based man of Rs 1.87 lakh. The gang

    cheated several people on pretext of

    lottery wins.

    DSP Rajendra Sharma said that peo-

    ple are approaching the cyber police

    station with complaintsof credit card

    and debit card frauds. "The criminals

    posingas bank representatives callup

    people to make them part with confi-dential information related to credit

    and debit cards. People should never

    share this information with anyone,"

    he said.

    A total of 156 FIRs were registered

    across the state the previous year;

    however, moreand morecases related

    to cyber crimes are being lodged now.

    The Jaipur police had registered a to-

    tal of 74 FIRs in 2012. However, the cy-bercrimepolice station alone hasreg-

    istered 53 FIRs since mid-September.

    These cases don't include the FIRs

    registered by about 60 police stations

    in Jaipur police commissionerate

    area in 2013. "Since mid-September,

    we have registered 53 FIRs and have

    arrested 14 people in connection with

    the cyber crime cases. Most of the

    FIRs are related to online frauds fol-lowed by 14 cases of debit and credit

    card frauds. Other cases arerelatedto

    phishing and debit and credit card

    frauds," DSP, cyber crime police sta-

    tion Rajendra Sharma said.
