Land acquisition: Seller to get double amount;solar energy rooftop project to be implemented

projects of public interest
will be acquired through
mutual consent.
According to the policy, on
requirement of land for
infrastructure and devel-
opment projects of state
governments depart-
ments and undertakings,
first concerning collector
will transfer a suitable
land out of available gov-
ernment land to adminis-
trative department as per
rules. If suitable govern-
ment land is not available
then land can be pur-
chased from private own-
ers through mutual con-
sent for project or a part of
it on the application of
administrative depart-ment/undertaking. Private
land will be acquired after paying price to
the seller equal to the price calculated at
prevailing rates of collectors guideline
and value of immovable assets existing on
the land. This amount will be paid in
lump sum as rehabilitation grant to the
seller. Thus the seller will get amount
double the value of land and the immov-
able assets on it.
The amount payable against land to be
acquired for department/undertaking and
immovable assets thereon and rehabilita-
tion grant will be borne by concerning
administrative department/undertaking.According to the policy, if the project is
withdrawn or fails after land acquisition
and the land is not required as a result of
it, then the land will be surrendered to
Revenue Department by concerning
administrative department/undertaking.
The surrendered land may be allotted by
Revenue Department for any other gov-
ernment work or development project.

state, the cabinet decided to launch 5 MW
pilot project of Integrated Solar Energy
Rooftop Project to be implemented by MP
Central Region Power Distribution
Company at Indore, Bhopal and Jabalpur.
Developer for the project will be selected
on the basis of competitive bidding. For
establishment of projects, buildings of
government and other government under-
takings will be identified and their
rooftops will be given on free lease todeveloper.

Defence Production Promotion
Investment Policy. It was decided to
include Gwalior also under it. It is note-
worthy that this policy has been framed to
provide facilities to the investors investing
Rs. 500 crore or more in view of strong
possibilities of establishment of joint
undertakings/ancillaries/manufacturing
units of public sector companies for manu-
facturing of defence products in Katni,
Itarsi and Jabalpur.
Under the policy, units will be provided
upto 50 acre government land. Stamp
duty will be reimbursed if closed/sick
units are purchased to establish defence
production units. Each of such units will
be provided facility of a separate escort
officer. Subsidy will be given on basic
infrastructure on raw land. For attracting
foreign direct investment, special package
will be sanctioned to defence products
projects established with immovable
share capital of minimum Rs. 500 crore.
Subsidies as per rules will be given for
income/expenditure on transport of
imported materials from seaport to venue
of industry.

Raipur: Known for its medicinal proper-
ties, the endangered poultry bird Kadaknath
will now be available for the people of
Chhattisgarh thanks to efforts of Kanker-
based Agricultu re Science Center of Indira
Gandhi Agriculture University for discovering
ways for natural breeding and artificial hatch-
ing of the poultry bird.
The poultry breed Kadaknath also known
as Kalamans is native to Jhabua (MP) and is
among the endangered species due to its exces-
sive hunting.Senior officials of the university
informed that Kadaknath has comparatively
more medicinal properties than the birds of
other species. The poultry bird contains 44 per
cent of protein while the birds of other species
have 18-20 per cent of protein. Besides,
Kadaknath contains only 1.94 to 2.6 per cent
fat while the level of fat in birds of other
species range between 13 to 25 per cent.When
compared to the level of cholesterol in birth of
other species, it will be about 218.12 mil-
ligram/100 gram while in Kadaknath, it
remains as low as 59-60 milligram/100 gram.
The officials informed that Kadaknath also
has prophylactic properties more than the birds
of any other species. They added that the cli-
mate of Bastar region is ideal for breeding of
Kadaknath and it will also help to encourage
the locals for backyard poultry work. As per the
officials concerned, production of Kadaknath
will be carried out in Kanker-based Agriculture
Science Center while under different schemes
of the government; the chickens will be made
available to the local livestock owners.

Village Panchayat, having a
population of 2,600 has van-
ished the darkness of illiter-
acy from the village. The
Litiya Village Panchayat in
Rajnandgaon district ofChhattisgarh has been
selected for National
Literacy Award. This award
will be given to this fully lit-
erate Village Panchayat by
President Pranab
Mukherjee, at a function
organised at New Delhi on
September 8 (International
Literacy Day), officials
informed. CM Raman Singh
has congratulated the people
of Litiya Village Panchayat
for this achievement. Litiya,
hardly 7-km away from the
Rajnandgaon district head-
quarters, had 160 unlettered
people, but under the
Sakshar Bharat
Programme, all of them
comprising 126 women and
35 men, became educated.
Not only that Litiya Village
Panchayat has made com-
mendable performance in
voter literacy, financial lit-
eracy and computer litera-
cy also. Under the Sakshar
Bharat Programme, a Public
Instructions Centre has
been established in the
village panchayat head-quarters, where rural
women learn comput-
er education with
enthusiasm. A library
has also been estab-
lished in the Centre,
in which letter knowl-
edge, figure knowledge,
biography of famous person-
alities, knowledgeable books
on agriculture, primary
treatment medicines are
available, which the vil-
lagers read with interest.

the National Literacy Award
was a matter of pride for all
families of the panchayat.
We got this success with the
cooperation of villagers.
Now, there is no unlettered
person of above 15 years in
this panchayat.
Because of literacy, feel-
ing of socio-economic devel-
opment has been developed
among women of this
Panchayat. Before studying
in the Public Instructions
Centre, Neman Bai of the
village has been doing agri-
culture and labour work, butnow, she is managing

in the middle school of the
village. Because of literacy,
attitude of working in groups
and savings has been devel-
oped in women of the Village
Panchayat. They have con-
stituted two groups and by
linked with NationalLivelihood Mission, each
woman of the group deposit
up to Rs 20 in the savings
fund every week. Anganwadi
worker Lain Bai Jangde is
also linked with the literacy
campaign of Litiya Village
Panchayat. She said that
with the increase in women
literacy, awareness among
women has been increased
towards health of their chil-
dren and their own. They are
also participating enthusias-
tically in the socially impor-
tant works like malnutrition
eradication campaign and
tree plantation.

Paddy rot at storage centres, thanks to improper upkeepAs much as 2.50 lakh quintals
of paddy procured by the district
administration is reported to have
rotten on account of improper
upkeep and failure on part of the
concerned authorities in timely
lifting the paddy for custom
milling. It was learnt that theMarketing Federation and Food
Departmentofficials recently con-
ducted an inspection at the paddy
storage centers and wrote a letter
to the State government while
informing about the rotten state of
the paddy.
Sources informed that about
37 lakh quintals paddy was pro-
cured in Durg district in the
Kharif Marketing Year 2012-13
out of which around 6.30 Lakh
quintals paddy was transported to
different storage centers including
Selud, Karanja Bhilai and
Nankatthi. Due to poor upkeep,
the paddy got damaged in rains
following which the rice millersdelayed its custom milling.
Meanwhile, about more than a
month ago, on directives of the dis-
trict administration officials, the
Food Department and MARKFED
officials conducted inspection of
the paddy in various centers dur-
ing which paddy was found unfit
for custom milling.
Chhattisgarh is all set to provide wi-ficonnections in buses operating on routes
of schools, colleges and universities as a
part of its effort to cope with the Centre's
goal of 'digital India'. CM Raman Singh
has said that city buses, operating on the
routes of schools-colleges and universities,
should be equipped with wi-fi connection.
Wi-fi facility will be provided in areas
around bus stand, collectorate, hospitals
and other public places too in parts of
Chhattisgarh, so that people may oper-
ate internet on their mobiles, laptops etc
conveniently. Singh asked officials to
begin process of operating 100 city buses
in capital under the first phase of City
Bus Scheme and facilitate 451 city buses
in 70 other cities of state in the second
phase. He stressed on focusing on '11-
point priority' based on the basic needs ofpublic to be set in every urban body.
On the basis of this 11-point priority,
additional budget would be allotted to
the urban bodies. Officials said that in
the first phase, municipal corporation
will operate 65 small and 35 big buses in
Raipur for which Rs 14.85 has been sanc-
tioned. In the second phase, 21 clusters
will be formed to connect 70 cities (21
core cities and 49 link towns) through
city buses costing worth Rs 169.19 crore.

Shri R. Parasuram has released
programme of general elections of
urban bodies-2014. Polling will be
held in 2 phases on November 28
and December 2. Counting of votes
for first phase polling will be held
on December 4 and second phase
polling on December 6. Shri
Parasuram informed that model
code of conduct has come into force
in concerning areas where elec-
tions are to be held. In the upcom-
ing municipal elections there are
going to be two EVMs (electronic
voting machine) - a 'pink' EVM for
the mayoral candidates and a
'white' one for those contesting as
corporators. This is for the first
time that EVMs are being used for
the local body elections. The NOTA
provision will be present in both
the EVMs and will be at the end of
the list of names.
The names of the mayoral can-
didate would be on a pink paper
which would be placed inside the
EVM's display screen and the
names of the contesting corpora-
tors would be on a white sheet of
paper, he said. Both the EVMs
would be placed side by side in the
polling booth. When the button of
the first EVM is pressed - either
the mayoral or one for the corpora-
tor, there will be a small beep, and
when the button of the second
EVM is pressed there will be a long
beep denoting that the voting
process has been complete.
However, if the voter wants he/she
has the option of voting for only
the mayoral candidate or only for
the corporator candidate by press-
ing the requisite EVM button and
coming out of the booth. If he does
so, he will be informed by the pre-
siding officer that he has not used
both the EVMsv - just to ensure
that he has not done so by mistake
- and if the voter informs that he
has done so deliberately, his vote
for the segment he has voted for
will be counted and the segment he
has not voted will stand cancelled.
At present there are 15 slots in the
EVM machine, including that of
NOTA and in case there are 16
candidates, then another EVM
machine will be put alongside the
first EVM machine.
The collector informed that it
has been decided that only three
candidates would be allowed to
accompany the mayoral candidate
when he comes to file his nomina-
tions and only two persons will be
allowed to accompany the corpora-
tor candidate. The administration
has 2,800 EVM machines with it
and it has estimated that they
would be using around 2,400 of
them during the polls.
Officials said these machines
are an advanced version of what
was used in the last elections and
now there is no need to keep the
entire machine in the strong room
after elections, but only remove the
memory chip from the machine
and store it.
CM Shivraj Singh Chauhan has directeddepartments related to effective implementa-
tion of investment proposals to issue all neces-
sary notifications and orders pertaining to
rules and processes by the end of current
month. For implementation of investment pro-
posals on ground level, he directed investment
relationship managers and nodal officers to
submit monthly status reports. Chauhan was
addressing a workshop of investment relation-
ship managers and nodal officers at Academy of
Administration here today. It is noteworthy
that responsibility as investment relationship
managers has entrusted to senior administra-
tive officers for implementation of investment
proposals received at Global Investors Summit.
Chauhan said that atmosphere of trust has
been created in Madhya Pradesh by large num-
ber of investment proposals. This trust of
investors should not break. He said that pres-
tige of Madhya Pradesh has increased manifold
in the country and abroad following successful
Global Investors Summit. Investment-friendly
atmosphere has been created. There should be
no lack in availing its benefit. Investors have
lauded Madhya Pradeshs excellent policies.Make in Madhya Pradesh is our new mantra.
He said that employment opportunities for
young generation can be created only through
investments. Chauhan said that investment
will increase due to Prime Minister Narendra
Modis Make in India programme and positive
and active attitude of Central Government.
Madhya Pradesh will be benefited by it.
Chauhan said that Monday should be fixed as
the day for meeting investors to solve their
problems and remove hurdles immediately. He
asked investment relationship managers to
motivate investors in positive way and also
invite new investors. He said that collective
responsibility is needed to bring about change
in Madhya Pradesh. He directed the Chief
Secretary to fix a time-limit for implementation
of every investment proposal. The CM asked
divisional commissioners to initiate process to
allot suitable land to industries and ensure
timely completion of making new industrial
areas fully equipped and establish necessary
infrastructure there.

Rs 350 per quintalextra on Harracollection for
forest dwellers
Forest dweller families engaged in collection
of minor forest produce Harra (Terminalia
chebula) will now receive an extra Rs 350 per
quintal on procurement compared to last year,
officials informed. The Central Government has
hiked the support price of Harra, the forest pro-
duce with medicinal quality to Rs 11 per kg (Rs
1,100 per quintal). CM Raman Singh has
thanked Prime Minister Narendra Modi and the
Central Government for the decision. The CM
took information in the context from ChiefSecretary Vivek Dhand and Senior forest offi-
cials at the Mantralaya.
Singh said that the State Government has
decided to procure the minor forest produce
Harra on support price in order to increase the
income of scores of forest dweller families in the
State. Harra will be procured at support price
in all the procurement centres of 915 primary
forest produce cooperative societies of State, he
said. The CM has directed the officials to ensure
that the Harra collector families receive the
hiked support price against procurement. He
has also insisted that in no case, the procure-
ment of Harra should be done on price below
the minimum support price. Chhattisgarh State
Minor Forest Produce Association officials
informed that inflow of Harra is expected to
begin from Deepawali that will go on till the
month of January-February next year. The CM
informed the officials that last year, the mini-
mum support price of Harra in the State was Rs
7.50 per kg i.e, Rs 750 per quintal but now the
Centre has increased the minimum support
price to Rs 11 per kg i.e, Rs 1,100 per quintal.
The CM has directed all theofficials to ensure
that people are made aware about the hike in
support price through gram panchayats.
The panchayats should advise the villagers
to not to sell Harra on price below the mini-
mum support price. Singh said that in no case,
the Harra stock from other States shall be pro-
cured. The CM has strictly directed the officials
to ensure that the Harra stock is procured from
forest dweller collectors only and not the fake
beneficiaries, who hoard Harra from villagers
at low price and then sell it to the Government
at support price.
Raipur: CM Raman Singh has
approved Rs 190 crore under the State
Governments Nal-Jal scheme for elimi-
nating salinity in water supply being
made to nearly 152 villages of Bemetara
district from Shivnath River. The CM
reviewed the progress of various
Government schemes.
The PHED officials informed in the
meeting that the Nal-Jal is the biggest
scheme in the country formulated to
solve the problem of salinity in water
supply made to the villages. Under this
scheme, nearly 1.74 lakh people in 57
villages of Bemetara Block, 54 villages
of Navagarh and 41 villages of Saja
block will be benefitted. Under the
scheme, 751 km of pipelines and 139
overhead tanks will be facilitated to
ensure the supply of safe drinking water
in villages. Reports reaching here from
Bemetara said that the panchayats of
the villages have welcomed the
announcement of the CM to have
approved Rs 190 crore for eliminating
water salinity. Singh during the meeting
took note of the ongoing departmental
works of PHED, Agriculture, Water
Resources, Cooperatives, Food and Civil
Supply, Revenue and Health
Department. He directed the officials
concerned to initiate the construction
works under the scheme as soon as pos-
sible and complete the same within one
and half year duration. The CM in the
meeting also reviewed the scheme of
interest-free agriculture loans for farm-
ers and expressed satisfaction saying
that this year during Kharif season
cooperative societies of state have dis-
tributed the short-term agricultural
loans worth Rs 2,249 crore against the
target of Rs 2,450 crore. Officials fur-
ther informed in the meeting that from
September 1 onwards, farmers of all the
districts are being provided the comput-
erised copies of land records, B-1 and
maps.
The computerisation of land records
and related documents has been com-
pleted nearly 96 per cent and almost 80per cent of the maps have been
uploaded to computers. While reviewing
the works of Health Department, the
CM directed the officials to take effec-
tive measures for prevention of diseases
like dengue, malaria and dysentery.
Officials have also been directed to pay
special attention towards cleaning work
in cities.

Funds approved for 152 villages of Bemetara

Chhattisgarh is fast emerging as one of the key sugar
manufacturing States in the Co-operatives sector.Notably,
three Co-operative sugar factories of Chhattisgarh have
produced 68,000 metric tonnes of sugar in the previous
financial year 2013-14, officials stated. These sugar facto-
ries are based in village Ramhepur of Kabeerdham
(Kawardha) district, village Krerta of Surajpur district and
village Karkabhaat of Balod district. In these factories,
nearly 7.70 lakh metric tonnes of sugarcane were procured
from more than 10,000 farmers last year.During sugarcane crushing season 2013-14, more than
7.70 lakh metric tonnes of sugarcane was crushed, against
the target of 8 .70 lakh metric tonnes. Officials of Co-opera-
tives Department informed that crushing of total 4.43 lakh
metric tonnes of sugarcane was done in Bhoramdev
Cooperative Sugar Factory in Ramhepur village of
Kabeerdham district, against the given target of 4.50 lakh
metric tonnes.In Ma Mahamaya Co-operative Sugar
Factory of village Krerta Surajpur district, 2.23 lakh metric
tonnes of sugar was crushed against the given target of 2.50
lakh metric tonnes. The factory produced 21,512 metric ton-
ness of sugar. The officials further informed that in
Danteshwari Maiya Co-operative Sugar Factory of village
Karkabhaat Balod district, nearly 1.3 lakh metric tonnes of
sugarcane was crushed, against the given target of 1.50
lakh metric tonnes and total 8,133 metric tonnes of sugar
was produced. It may be mentioned here that
Chhattisgarh's fourth sugar factory will be opened as an
Agro-based industry in the Co-operatives sector in
Pandariya region of Kabeerdham district.CM Raman Singh
has already provided in-principle approval to the proposed
action plan early last month.
As per the approved action plan, the daily crushing
capacity of the new sugar factory will be nearly 25,000 met-
ric tonnes. As per the proposed action plan for the factory,
nearly 20,000 farmers of Pandariya region as well as those
of Mungeli and Bemetara districts will be benefited by the
establishment of this factory. A Co-operative Society of
farmers will be formed for operating the factory.

Governor Ram Naresh Yadav has

Gas survivors to
demonstrate in Delhi
Representatives of five organi-
zations of survivors of the Union
Carbide disaster in Bhopal
announced their plans of indefinite
fast at Jantar Mantar in New
Delhi from November 10 on the
issue of compensation. They said
that five women survivors will stop
taking any food or water demand-
ing additional compensation for all
survivors of the disaster and cor-
rection of figures of death and
extent of injury in the curative
petition filed in the Supreme Court
by the central
government. Rashida Bee,
President of a trade union of
women survivors, said that the ex-
gratia compensation of Rs 1 lakh
was given to only 33,672 survivors
among the 5,69,081 people exposed
to Union Carbides toxic gas.
There is no scientific or legal basis
to deny additional compensation to
93 per cent of the victims. Our
protest at Jantar Mantar is for
additional compensation of Rs 1
lakh for all gas victims she said.
The figures of death and extent of
injury caused by Union Carbide in
the curative petition are far lower
than the findings of the IndianCouncil of Medical Research and
other scientific agencies. The gov-
ernment is downplaying the dam-
age caused by Union Carbide even
when it is seeking additional com-

Union Minister Gadkari in this
regard in New Delhi. The CM urged
to immediately release Rs. 1000
crore for paying wages to labourers
under MNREGA. He said that this
will facilitate completion of various
MNREGA works in time. Wageswill also be paid to labourers time-
ly. He urged to release remaining
Rs. 500 crore by December.

Prime Ministers Rural Road
Project and remaining amount of
Rs. 600 crore under Indira Aawas
Yojana. He urged to complete repair
of Gwalior-Dewas section of Agra-
Mumbai National Highway No. 3 at

repair of National Highway No. 3

Polls for 154 urban bodies in Chhattisgarh
will be organised in two phase. The voting
will be held on December 8 and 11 and
result would be declared on December 15.
The process of filing of nomination papers
will begin from November 17 for the first
phase polling.
For the second phase, the nomination
will begin from November 19. As many as 51
urban bodies, including 10 municipal corpo-
rations, 19 municipal councils and 22 nagar
panchayats, will go to polls in the first phase
on December 8, while the remaining 103
urban bodies including 20 municipal coun-
cils, 83 nagar panchayats will witness vot-
ing on December 11.Dalei informed that out
of the total 2,881 wards, 1,250 will go to
polls in the first phase and 1,631 in the sec-
ond and the final phase. State Election
Commissioner PC Dalei said that with the
announcement of polls, the model code of
conduct has come into place in these local
governing bodies, including municipal cor-
porations, municipal councils and nagar
panchayats. Both BJP and Congress have
claimed that they will sweep urban bodies
elections. Dalei informed that 37,27,987 vot-
ers, including 18,99,314 men and 18,28,673
women are eligible to exercise their fran-
chise in the polls, for which 5,087 polling
stations have been set up.
Across the state 1,421 polling booths
have been identified as sensitive, while 147
as hyper sensitive. For the first time, elec-
tronic voting machines (EVMs) will be used
in the civic bodies elections. The EVM will
be used for maximum of 56 candidates and
the ballot papers will be used according to
the need, said Dalei. For security reasons in
Naxal-hit areas, polling in Kondagaon,
Narayanpur, Kanker, Dantewada, Sukma
and Bijpaur urban bodies will be held from
7 am to 3 pm, whereas the polling in other
urban bodies will be held from 8 am to 5
pm.The None Of The Above (NOTA) option
will also be available to the voters for the
first time in civic elections.

placed tribute to Mrs. Gandhi was

This new-found enthusiasm for
Mr. Patel is being criticized from
some quarters, including, perhaps
not surprisingly, from Congress
party. Both parties are big enough
to honor both great leaders, said
Shashi Tharoor, a member of parlia-
ment and a former spokesman for
the Congress party. But to forget the
only prime minister assassinated in
office in the line of duty on the 30th
anniversary of that event smacks of
political prejudice, said Mr. Tharoor,
who was removed as the partys
spokesperson earlier this month
after pledging support for Mr. Modis
campaign to clean up India. He
added that it seemed rude to play
politics with her memory and for the
government to plaster the nation
with events and advertisements and
completely ignore Indira Gandhi.

The Prime Minister, Narendra Modi, today made
a strong pitch for re-establishing Varanasi on the glob-
al map through revitalization of its traditional textile
industry. Speaking after laying the foundation stone of
the Trade Facilitation Centre and Crafts Museum, and
inaugurating the Powerloom Service Centre in this
historic city, the Prime Minister said the Union
Government is working towards revitalizing the tex-
tile sector through a scientific approach, coupled
with infusion of appropriate technology. He said
this Centre that was envisioned in Varanasi, was the
beginning of a comprehensive vision for this sector. He
said this Centre would encapsulate the heritage of
Varanasi at one place. The Prime Minister said thereis need to understand the changing demands and
needs of the customer, and create new products which
satisfy his need, to retain the customer. The Prime
Minister is on a two-day visit to Varanasi. The Prime
Minister said ladies in every family in India had heard
of the term "Banarasi Saree.
" Every mother wanted to gift a Banarasi saree to
her daughter for her wedding. He asserted that this
represents an assured market of crores of sarees for
Varanasi. The requirement now is to meet this
demand and satisfy the customer with modern design,
products and service. Observing that after agriculture,
textiles was the sector which generated maximum
employment, the Prime Minister said that textile
workers weave not just cloth; but through the harmo-
nious nature of their workplace, they also weave the
fabric of a cohesive, harmonious society. He said this
"Ganga Jamuni tehzeeb" was Varanasi`s her-
itage, and indeed the heritage of India. The
Prime Minister narrated an anecdote of how hehad seen a "Banaras street" in Boston, USA.
This was a street where "Gurus" lived, he said,
adding that the whole world knows of the her-
itage of Banaras. He exhorted the people of the
city to now use e-commerce and strategically
tap the global market. He called upon people to
work towards creating a modern, active,
vibrant, forward-looking Banaras. The Prime
Minister said he had not come to Varanasi to make tall
promises and his actions would speak for themselves.
He announced the Union Government`s decision for a
Rs. 2375 crore revival package for district cooperative
banks. 16 of these banks are in Eastern Uttar
Pradesh.
This would ensure easy availability of credit to thelower and middle class, and help revive the handloom
and powerloom sector. The Prime Minister also visited
an exhibition showcasing the traditional arts and
crafts of Banaras. The Governor of Uttar Pradesh Ram
Naik, and the Union MoS (IC) for Textiles Santosh
Kumar Gangwar were present. The Prime Minister
specifically thanked Ahmad Hasan, Minister in the
Uttar Pradesh Government, for being present on the
occasion.

Indian industry is still unaware of the potential benefits of intellec-
tual property creation, despite their innovative capability, said
Controller General of Patents, Designs and Trade Marks, DIPP, Ministry
of Commerce and Industry, Chaitanya Prasad. This is an indication of
the lack of awareness of the benefits of IP creation and enforcement for
wealth creation amongst Indian industry, thus disabling them to realize
the potential role of IPRs despite their innovative capability, said
Prasad, adding that it needs to be corrected. The Controller General of
Patents, Designs and Trade Marks was speaking at a training and
awareness program on Intellectual Property Rights organized by FICCI
and Intellectual Property India here recently. According to him, non-
residents filed 78.3 per cent of the total number of patent applications
(43,995) in 2012 at the India office of the Controller General of Patents
compared to 18 per cent in China, 16.3 per cent in Japan and 50 per cent
in the US. Prasad explained that IPRs are exclusive rights over such
intellectual property granted to creators/ holders which protect their
rights from misappropriation by third parties without their authoriza-
tion. They are now not only being used as a tool to protect creativity and
generate revenue but also to build strategic alliances for socio-economicand technological growth.
He said there exists a two-fold need with respect to intellectual prop-
erty rights in India, One, greater understanding across the industrial
sector about the fundamentals and different facets of IP and two,
advanced learning in the area of patents in order to provide trained indi-
viduals who can perform at peak potential from early in their career. IP
protection, he stressed promotes innovation, increases funding for R&D,
helps firms realize, monetize and secure more value from innovations
and grow market value, develop new markets. Chaitanya pointed out
that companies that use IPR generally do better. They have a higher
market value. Small and medium-sized enterprises that rely on IP of all
sorts have reported higher growth, income and employment than those
that do not -- in some cases as much as 20 per cent more. Furthermore,
IP protection provides consumers with innovative products and services,
drives solutions to many of society's most important needs and helps pro-
tect consumers from inferior and dangerous counterfeits.

Sagar Island at a cost of Rs 12,000

need to be provided training in a
scientific manner at their working
place itself.
Further, he said that the new
generation should be provided
financial incentives to join and
continue with this profession.
Earlier, the Prime Minister laid
the foundation of a Trade
Facilitation Centre (TFC) and a
Crafts Museum as well as inaugu-
rated a Power loom Service Centreat CPWD Complex, Bada Lalpur.
Also speaking on the occasion,
Union Minister of State for
Textiles, Santosh Kumar
Gangwar, said that proposed
Trade Facilitation Centre (TFC)
and a Crafts Museum would be
set-up in an area of about 8 acres
at the cost of Rs 50 crore excluding
land cost. However, total cost of
the project would be around
Rs.147 crore with a scope for fur-
ther expansion in future as per therequirement. The Minister said
that funds will not be a hindrance
in this regard, and informed that
his Ministry has already approved
setting-up of 13 textile parks with
the financial assistance at the rate
of Rs. 40 crore per park from the
Ministry. He said that 15 more
such textile parks would also be
set-up in the country under next
five Year plan.

Reiterating the need for har-
monious co-existence of all
living organisms on earth,
Javadekar said that
Government wanted to send a
strong signal against unethi-
cal and unlawful trade of
wildlife products by destroy-
ing the seized products pub-
licly. The Minister added that
money generated from illegal
trafficking and trade of ani-
mals and poaching always
found a way into illegal activ-
ities. Javadekar stated this
while presiding over the event
of consigning the illegal
wildlife products to flames in
the incinerator at the
National Zoological Park,
here recently. Unethical use
of products of various animals
and plants, often based on
unjustified reasons has been
a factor flaming illegal activi-
ties like poaching, smuggling
and illegal wildlife trade. In
order to curb this unethical
behavior, the law enforcing
agencies all over the world
including India have been
putting in serious efforts in
combating the wildlife crimes
and have seized a large num-
ber of wildlife products. The
illegal wildlife products
destroyed by the Ministry of
Environment & Forests
included those derived from
tigers, elephants, leopards,
lions, snakes, deer, mongoose,
owls, shells etc. Few wildlife
articles available in the
National Zoological Park were
also destroyed. The event was
a step towards appreciating
the efforts of various law
enforcing agencies like forest
and wildlife departments,
wildlife crime control bureau,
police, customs and many oth-
ers for checking illegal trade

Training (DGE&T) of the Ministry of Labour &
Employment proposes to set up 12 Advanced
Training Institutes (ATIs) at various locations of
the country at a Total Project Cost of over 200
Crores. This is the pilot phase of a scheme of the
Directorate under its Craft Instructor Training
Scheme (CITS), to be implemented in PPP mode,
with the objective training of 9200 Vocational
Instructors to begin with. This effort is a part of
Make in India program which aims to transform
India into a best-in-class manufacturing hub and
it places a strong emphasis on skill development.
The Honble Prime Minister, in a recent speech,
has also weighed on the need to focus on Skill,
Scale and Speed to make India capable of com-
peting on the global scale.
Referring to the requirement of skilled train-
ers in the country, he mentioned that good teach-
ers are one of the biggest needs of the society. To
address this need for vocational trainers, the
DGE&T has decided to setup 27 Advanced
Training Institutes (ATIs) in all for training oftrainers. With a clear impetus on private partici-
pation to induce efficiency and innovation, the
DGE&T has decided to explore Public-Private
Partnerships as a model for developing these
institutes. DGE&T is an apex organization for
development and coordination of the vocational
training in India. The prequalification process for
bidders to set up the first 12 institutes in the first
phase is to begin soon.

Congress here today, Dr HarshVardhan said that it was a pity that
Indias experience and strengths in
traditional medicine have not trans-
lated into market shares in the
global traditional medicines mar-
ket. Call it whateverAyurvedic
medicines or herbal medicines or
traditional medicines the global
market is estimated at about $100
billion today. Indias share in this is
negligible because quality stan-
dards are not maintained to inter-
national specifications. The govern-
ment has decided to address this
lacuna, he said. The institutionali-
sation of a regulatory authority
backed up by central and state lab-
oratories would ensure for tradi-
tional and indigenous medicine
pride of place in mainstream
healthcare, the Health Minister
said. He further said, In this age no
single stream of medicine is
supreme. This is the age of holistic
medicine and I wish to give India an
edge in this. With the worlds dis-
ease burden in non-communicable
diseases growing, there is a new
mindset in favour of holistic treat-
ment. Dr Vardhan regretted that
India had missed the bus in terms
of capitalizing on her headstart in

Union Minister of Agriculture, Radha
Mohan Singh has called has called for
increased private partnership for creating
post-harvest management and processing
facilities for horticulture produce. Expressing
concern over loss of farm produce in the coun-
try, estimated about 40% of total produce, the
Minister said there is urgent need to adopt
techniques, which reduced post-harvest loss-
es, add value and improve quality of the prod-
ucts and make it available to the common
man at reasonable prices.

Global Conference and Exposition on Value
Added Agriculture and Food Processing at
Kochi recently, Radha Mohan Singh said that
with consistent efforts of the Government and
active participation of the farmers in adopt-
ing innovative technologies, it has been possi-
ble to sustain the agriculture production over
the years. Especially Kerala has made signif-
icant progress in horticulture production,
which has increased to 10.33 million tonnes
in 2012-13 after the launching of National
Horticulture Mission in the State in 2005-06.
During the 12th Plan the State has got an
amount of Rs. 444.03 crore from the Centre
for the development of horticulture.
He urged the State to create sound pro-
cessing facilities for fruits like pineapple,
enhance productivity of crops like pepper,
cashewnut and coconut to be competitive in
export market. Radha Mohan Singh said the
State should take the advantage of Centre for
Perishable Cargo set up at Kochi for further-
ing export potential of fruits and vegetables
by increased production of horticulture pro-
duce in catchments area of Kochi
International airport.
Singh said the Centre is aware of agro-
potential of Kerala that is why ICAR has set
up institutes for plantation crops, tuber
crops, spices and fishing technology. Besides
this 14 Krishi Vigyan Kendra of ICAR arealso working. The Centre is also giving finan-
cial support to three agriculture universali-
ties in the States. The Minister observed that
farmers cooperatives should be strengthened
in the States in view of small land holdings

Union Minister for Agriculture, Radhamohan
Singh has said that the government is all set to
launch the blue revolution on the lines of the white
revolution which played a big role in increasing milk
production in the country. The Blue Revolution
envisages transformation of the fisheries sector with
increased investment, better training and develop-
ment of infrastructure.
Blue Revolution will focus on construction of new
fishing harbours, modernization of fishing boats,
imparting training to fishermen, and above all pro-
moting fishing as a self-employment activity.
Speaking at the convocation of the Central Institute
of Fisheries Education here, Singh said that though
India is the second largest producer of fish, it still
lags behind China by a huge margin, while also scor-
ing low on the productivity scale. Fisheries output in
the country is presently about 10 million tonnes,
with inland fisheries accounting for 5.6 million
tonnes and marine fisheries 3.4 million tonnes,
according to the Minister. India has large natural
resources, and water bodies such as reservoirs, lakes
and ponds, in addition to an 8,118km-long coastline.
So it is well positioned to have a Blue Revolution, he
added. However, he expressed concern over stagna-
tion in production of marine fisheries, pointing out
that deep sea fishing would require large invest-
ments owing to which the Ministry would have to
explore possibilities of public-private partnership.
The Minister also stated that largest species of
fish are found in India, and there is also a tremen-
dous scope for breeding of colourful ornamental fish.
Even though the government has so far focused
mostly on agricultureand industry, the government
has envisaged a grand plan for development of fish-
eries as a major employment generating economic
activity, he added.

ited Jayapur village of Varanasi district. He
announced that as the Lok Sabha Member of
Parliament from Varanasi, he had selected
Jayapur as the village under Saansad
Adarsh Gram Yojana.
Setting at rest all speculation over why
he was choosing Jayapur, the Prime
Minister recalled that soon after he was
nominated to contest the Lok Sabha elec-
tions from Varanasi, he had learnt of a trag-
ic fire incident in this village. He had then
spoken to officers and people to coordinaterelief efforts for the village.
Stating that bonds forged in times of dis-
tress were timeless, the Prime Minister
asserted that this was the sole reason for
choosing Jayapur. Narendra Modi said that
it is not MPs who are taking guardianship of
the village under the Saansad Adarsh Gram
Yojana, but villagers who were taking MPs
under their wing, through this scheme. He
said that a good public representative has a
lot to learn from villagers, their wealth of
experience and their insights on solving
problems. He said the Saansad Adarsh
Gram Yojana does not mean infusing addi-
tional funds in a village, but ensuring that
schemes are properly implemented, and the
entire village participates in solving prob-
lems and ensuring development. "I come to
beseech Jayapur - adopt me. Teach me how
to solve the problems of villages," the Prime
Minister said. He said he wanted to remove
the deficiencies that had prevented villages
from progressing over the last 60 years. The
Prime Minister said that if one village devel-
oped as an Adarsh Gram, it would influence
several others, and officers would also get an
idea of how best to implement schemes. The
Prime Minister laid a lot of emphasis on gen-
erating social consciousness, and making
significant achievements through the collec-
tive will of the people. Every village should
celebrate its birthday, and all should partic-
ipate in this celebration, the Prime Minister
said, adding that this is the best way to end
casteism. Can we decide that we will not
allow Jayapur to become dirty; can we
ensure children wash hands before eating,
the Prime Minister asked the large, vocifer-
ous gathering, asserting that these things
did not require Government intervention.
He said such positive social energy can help
create a model village. The Prime Minister
also called for every family in Jayapur vil-
lage to celebrate the birth of every girl child
as a festival. The Prime Minister said he has
a lot of plans for Varanasi, but he hopes to
achieve these objectives through people`s

Maharashtra had a power deficit of 6.7

20,004 MW, the peak demand met was
18,658 MW for the April-September

for the ICC One-Day
International (ODI) Cricketer of the
year while India captain Mithali Raj
was nominated for two awards the
ICC Womens ODI as well as T20I
Cricketer of the Year. However, no
other Indian was selected for any of
the other major award categories ofthe International Cricket Council
(ICC). Kohli will be competing for the
award against South Africans Quinton
de Kock, AB de Villiers and Dale
Steyn, who have also been shortlisted.
De Villiers won the award in 2010
while Kohli won it in 2012. For the
Womens ODI Cricketer of the Year
award, two former winners have been
shortlisted England captain
Charlotte Edwards, winner in 2008,
and two-time winner Stafanie Taylorof the West Indies. They are joined by
No.1 ranked batter Mithali Raj and
England wicketkeeper-batter Sarah
Taylor. There will be a new winner of
the Womens T20I Cricketer of the Year
after the previous two awards were
won by Englands Taylor. The players
shortlisted this year are Edwards of
England, Meg Lanning of Australia,
Indias Mithali and West Indies
Taylor. Mithali is one of the seven
cricketers who have been nominated
for two awards. The others are de
Villiers, Edwards, Mitchell Johnson,
Angelo Mathews, Kumar Sangakkara
and Taylor. This year marks the 11th
year of the ICC Awards and the win-
ners will be announced Nov 14. The
voting period for the awards was from
August 2013 to September 2014.
The individual player awards were
shortlisted by an academy of top crick-
et personalities from around the world
after the long-list nominations were
made by a five-person ICC selection
panel led by former India captain and
chairman of the ICC CricketCommittee Anil Kumble.
The total prize money of the 2015 World Cup
would be $10 million, an increase of nearly
20 percent over the previous edition of the
tournament four years ago, according to the
International Cricket Council (ICC) Board,
which also decided to use the Decision
Review System (DRS) in all 49 matches ofthe tournament. An unbeaten path to win-
ning the Cup will fetch the victorious team
$4,020,000 while a defeat in their way to lift-
ing the trophy will mean a depleted purse of
$3,975,000. The winners of the next years
mega event, starting Feb 14, will receive
$3,750,000, up from $3,250,000 in 2011 while
the runners-up will collect $1,750,000 in
comparison to $1,500,000. The two losing
semi-finalists will each get $600,000. In
2011, the two losing teams received

and the 2019 World Cup. It was decided the
top eight sides on the One-Day International
(ODI) rankings as of Sep 30, 2015, will quali-
fy for the Champions Trophy, to be hosted by
the England and Wales Cricket Board (ECB).
The cut-off date for the 10-team 2019 World
Cup, also to be held in England and Wales was set for Sep 30, 2017. The top eight
ranked sides on that date will automatically
qualify for the 2019 edition of the event,
while the ninth and 10th ranked teams will
play in the qualifiers to be held in
Bangladesh in 2018. The meeting Monday
also saw the acceptance of the Pakistan
Cricket Boards (PCB) nomination of Najam
Sethi, former chairman of PCB, for the ICC
Presidency.

ne thing is clear: the BCCI cannot be counted on to
root out and expose corruption in Indian cricket.
Time and again the board has shown it prefers to put per-
sonnel over principle, rather than the other way around.
That cricket is in this spot at all is because of the BCCI's
refusal to introspect and examine itself. The CBI slammed
it in 2000 not being serious about uncovering match-fixing
when the scandal first broke and nothing has changed.Remember Srinivasans comments after the 2012 IPL scan-
dal? No? Too many scandals to keep track of? Heres a quick
recap: An India TV sting operation found players were
being paid under the table by franchises. The board cracked
down on the five players involved in the sting but no action
was taken against the franchises.
Instead, Srinivasan went on TV and said this: All the
franchisees have people of stature behind it. It will be wrong
to presume they are doing something wrong and then make
enquiries. If something comes to light it is different. All the
franchisees are reputable people and I have respect for
them. As Prem Panicker, the managing editor of Yahoo,
pointed out in a blog post last year. That is the BCCI mind-
set, right there. We will see/hear/speak no evil. If some
external agency a TV station doing a sting, cops trailing
the underworld bring something to light, and we have noother option, then we will launch an inquiry. The board
has now taken that strategy a step further. Even when there
is an inquiry, they will either attempt to cover it up for
example, the BCCIs laughable investigation into the
Gurunath Meiyappan allegations or simply deny any-
thing is amiss and that everyone is innocent and is being
unfairly tarnished. For this reason, and this reason alone,
the Supreme Court should not have bothered asking the
BCCI (and the Cricket Association of Bihar) whether or not
the Mudgal report should be made public. It should simply
go ahead and make the report public. But there are other
reasons too. Crickets supporters ought to have a full and
fair accounting of events for they are the foundation on
which the sport is built. Ask any player and he or she will
tell you there is no feeling like playing in front of a packed
house. And without the fans, the game, and the BCCIs prof-
its, would not exist.

Rasiya we see Raja Ravi Varma(Randeep Hooda) paint a pic-
ture of his muse, Sugandha
(Nandana Sen) as the goddess of
Knowledge , Saraswati. After, the
painting is done and Sugandha sees
it for the first time, she is moved to
tears, seemingly by the beauty of it.
However, once the camera moves
from her face and pans into the
painting itself, you will realise that
she might have been crying because
the woman in the illustration doesn't
look a thing like her. As the audience,
you too will have those moments dur-
ing the film, when you will want to
cry your eyes out, not because of the
emotional scenes or the drama that'sunfolding in front of you, but because
of the lack of it. Mehta's Rang Rasiya
is about one of India's most famous
painters, Raja Ravi Varma, a man
who introduced us to Hindu gods
and goddesses in human forms
through his paintings. Varma also
happens to be the man who intro-
duced consumerism in India. It was
his mass-produced images of gods
and goddesses that found their way
into Indian households and though
more than a hundred years have
passed Varma still remains in thou-
sands of our homes and his paint-
ings of Hindu gods are still wor-
shipped. In Rang Rasiya, Mehta
tries to chronicle the life of Varma his passion for art, his conflicts with
self-righteous godmen who try to
impose artistic censorship on him,
his lust for appreciation and need to
reach out to the masses and lastly,
his relationship with his muse,
Sugandha, who also happens to be a
prostitute and while all these sound
great in paper, somehow, onscreen, it
seems like an epic fail.

Puneet Issar's back in Bigg Boss, Aarya's appalleduneet Issar, who was evicted
from Bigg Boss' house after he
assaulted another house mate this
week, Aarya Babbar, is back in the
house again. Apparently as a form of
punishment, Issar has been asked to
live inside a cage and without any lux-
uries of the house. While Issar's friends
-- Gautam, Pritam, Praneet and Sonali
-- are extremely happy to have him
back, Aarya Babbar was appalled to see
him back in the controversial house.
Bigg Boss informed the members of the
house that Issar has been given one
more chance as his intentions weren't
as negative and it was being made into.
He was misunderstood. In the middle of
a task in Tuesday's episode, Issar got so
angry with Babbar that he charged on
him and pinned him on the ground. The
task obviously was not completed. Soon
after the brawl, the Bigg Boss
announced the eviction of Issar for
being violent and using force. Issar
tried to explain to Bigg Boss that he
wasn't being violent but was only using
a martial arts technique to tackle
Babbar, but Bigg Boss wasn't con-
vinced. While Issar paid the price for
losing his cool, Babbar kept it together,
despite being instigated by inmates to
take action against Issar. After the
fight, Babbar complained about Issar's
violent behaviour and waited for Bigg
Boss' decision, which was obviously in
his favour. After Issar was evicted, his
closest friend in the show, Gautam
broke down.

Bharti has said that every
agricultural field in the coun-
try will have irrigation facility
in the next ten years.
Inaugurating the National
Convention of Presidents of
Water Users Associations
(WUAs) on Participatory
Irrigation Management (PIM)
here recently, the Minister
said availability of water for
utilization needs to be aug-
mented to meet increasing
demands through efficient use
of water in all the sectors. She
said the issue of Water Use
Efficiency is recognized as
being very important for
water security in the coming
years. Irrigation sector
accounts for about 80% of total
water use and therefore, it is
imperative that water use effi-ciency is much more impor-
tant in case of irrigation proj-
ects. The Minister said short-
age of water is one of the
major problems of the country.
She said we have to stop mis-
use of water if we want to con-
serve our water resources. Su
Bharti called for public partic-
ipation at a very large scale to
conserve water resources of
the country. The Minister said
people should not depend on
Government for everything
and society should take initia-
tives on its own on sensitiveissues like water conserva-
tion. Uma said that an effec-
tive WUA will work towards
an equitable and uniform dis-
tribution of available canal
water among all users, will
ensure adequate repair and
maintenance of watercourses
and keep it in running condi-
tion by clearing of the silt and
vegetation. She said, A func-
tional WUA will ensure effi-
cient and economical use of
canal water and take assis-
tance of agricultural extension
programme to decide type of
crop for optimum utilization of
available water. This will not
only lead to prosperity of the
participating farmers and
region but will also result in
protection of environment and
ecological balance by involving
stakeholders in implementa-
tion of water budget and oper-
ational plan. She informed
the convention that her
Ministry has issued guidelines
for farmers participation
under Command Area
Development & Water
Management programme, rec-ognizing the need for sound
legal framework for PIM in
the country. Su Bharti said
that her Ministry has been
promoting PIM and has
requested the State
Governments to enact legisla-
tion for involvement /partici-
pation of farmers in the irriga-
tion management at different
levels. She said though over
84000 WUAs have been
formed in the country, their
functional efficiency in ensur-
ing efficient water use and
equitable water allocation is
far from satisfactory.
Therefore, introspection at
this juncture is vital, the
Minister added.
In order to meet the
increasing demand for
rubber and address the
shortage, the Rubber
Board is keen to increase
its cultivation in non-tra-
ditional areas of north
eastern India.
"The cultivation of
rubber in Kerala is about
to saturate. To meet the
rising demand of rubberand overcome shortage, it
is important to increase its
cultivation in non-tradi-
tional areas," said Rubber
Board chairman A
Jayathilak. Jayathilak
said that with the growing
demand for rubber, its pro-
ductivity and areas under
cultivation must be
increased. He further
added that the Non-tradi-
tional areas are the only
alternative for this." The
Rubber Board Chairman
was here recently to
attend the golden jubilee
celebrations of rubber
plantation in Tripura. He
said the board has decidedto cultivate rubber on
141,000 hectares of land in
northeast. To increase
livelihood of poor people
and small land holders,
rubber can be cultivated
with tea, pineapple,
banana and other crops,
said the chairman. "The
board has been persuading
industrialists and
investors to set up rubber-
based industries in the
northeast," he said, as per
the media report. He fur-
ther said that despite
reduction of prices of rub-
ber in the international
market there is no effect
on rubber cultivation inIndia. Director, Rubber

the climate in northeast is
most suitable for rubber
