• Mayor’s Office– Wanted the ability to visually communicate

planned closures with the public in near-real time

• LOJIC– #1 strategic priority to develop a road-closure app

• Environmental Factors– LMG had tried to solve this problem twice before

• Project Management (PM) Process– Followed Metro PM standards– Documented the process for organizational learning

• Two phases– Phase 1: Created a Road Closure Data API

• API = data-feed

– Phase 2: Fixed Internal Communication Issues

• Concurrently: Established Waze partnership– Connected Citizens Platform– Mutually beneficial relationship

Results

• Louisville Metro now has the ability to communicate with the public about road closures in near real-time

• Open Data Sets (In progress)– Public Works planned road closure feed– Waze’s crowd-sourced data feed

• Improved internal communication– Reduced touch points in the process from 41 to 19– Closer to having a one source of truth for planned road closures

• Consolidated communication plan with the public– Eliminated redundant information caches with partial information

Going Forward

• Waze Partnership– 1 of 40 international partners

• Most quickly established partnership out of all 40• 5th U.S. city involved with the program

– Boston, LA, D.C., and John’s Creek (ATL area)

– Two-way data sharing agreement• Free• No significant reoccurring work LMG • LMG gets access to Waze data from Louisville Metro area

– LMG can use the data for a variety of purposes:• Supplements our general traffic monitoring• Improving traffic flows (Rio de Janiero, Brazil)• Pothole identification (Boston, Washington D.C.)
